It looked like a scene out of a Hollywood movie.  In the inky darkness, men in full combat gear, armed with automatic weapons and wearing night-vision goggles, grabbed hold of a thick, woven cable hanging from a MH-47 Chinook helicopter.  Then, in a flash, each “fast-roped” down onto a ship below.  Afterward, “Mike,” a Navy SEAL who would not give his last name, bragged to an Army public affairs sergeant that, when they were on their game, the SEALs could put 15 men on a ship this way in 30 seconds or less.

Once on the aft deck, the special ops troops broke into squads and methodically searched the ship as it bobbed in Jinhae Harbor, South Korea.  Below deck and on the bridge, the commandos located several men and trained their weapons on them, but nobody fired a shot.  It was, after all, a training exercise.

All of those ship-searchers were SEALs, but not all of them were American.  Some were from Naval Special Warfare Group 1 out of Coronado, California; others hailed from South Korea’s Naval Special Brigade.  The drill was part of Foal Eagle 2012, a multinational, joint-service exercise.  It was also a model for — and one small part of — a much publicized U.S. military “pivot” from the Greater Middle East to Asia, a move that includes sending an initial contingent of 250 Marines to Darwin, Australia, basing littoral combat ships in Singapore, strengthening military ties with Vietnam and India, staging war games in the Philippines (as well as a drone strike there), and shifting the majority of the Navy’s ships to the Pacific by the end of the decade.

That modest training exercise also reflected another kind of pivot.  The face of American-style war-fighting is once again changing.  Forget full-scale invasions and large-footprint occupations on the Eurasian mainland; instead, think: special operations forces working on their own but also training or fighting beside allied militaries (if not outright proxy armies) in hot spots around the world.  And along with those special ops advisors, trainers, and commandos expect ever more funds and efforts to flow into the militarization of spying and intelligence, the use of drone aircraft, the launching of cyber-attacks, and joint Pentagon operations with increasingly militarized “civilian” government agencies. 

Much of this has been noted in the media, but how it all fits together into what could be called the new global face of empire has escaped attention.  And yet this represents nothing short of a new Obama doctrine, a six-point program for twenty-first-century war, American-style, that the administration is now carefully developing and honing.  Its global scope is already breathtaking, if little recognized, and like Donald Rumsfeld’s military lite and David Petraeus’s counterinsurgency operations, it is evidently going to have its day in the sun — and like them, it will undoubtedly disappoint in ways that will surprise its creators.

The Blur-ness

For many years, the U.S. military has been talking up and promoting the concept of “jointness.”  An Army helicopter landing Navy SEALs on a Korean ship catches some of this ethos at the tactical level.  But the future, it seems, has something else in store.  Think of it as “blur-ness,” a kind of organizational version of war-fighting in which a dominant Pentagon fuses its forces with other government agencies — especially the CIA, the State Department, and the Drug Enforcement Administration — in complex, overlapping missions around the globe. 

In 2001, Secretary of Defense Donald Rumsfeld began his "revolution in military affairs," steering the Pentagon toward a military-lite model of high-tech, agile forces.  The concept came to a grim end in Iraq’s embattled cities.  A decade later, the last vestiges of its many failures continue to play out in a stalemated war in Afghanistan against a rag-tag minority insurgency that can’t be beaten.  In the years since, two secretaries of defense and a new president have presided over another transformation — this one geared toward avoiding ruinous, large-scale land wars which the U.S. has consistently proven unable to win.

Under President Obama, the U.S. has expanded or launched numerous military campaigns — most of them utilizing a mix of the six elements of twenty-first-century American war.  Take the American war in Pakistan — a poster-child for what might now be called the Obama formula, if not doctrine.  Beginning as a highly-circumscribed drone assassination campaign backed by limited cross-border commando raids under the Bush administration, U.S. operations in Pakistan have expanded into something close to a full-scale robotic air war, complemented by cross-border helicopter attacks, CIA-funded “kill teams” of Afghan proxy forces, as well as boots-on-the-ground missions by elite special operations forces, including the SEAL raid that killed Osama bin Laden. 

The CIA has conducted clandestine intelligence and surveillance missions in Pakistan, too, though its role may, in the future, be less important, thanks to Pentagon mission creep.  In April, in fact, Secretary of Defense Leon Panetta announced the creation of a new CIA-like espionage agency within the Pentagon called the Defense Clandestine Service. According to the Washington Post, its aim is to expand “the military’s espionage efforts beyond war zones.” 

Over the last decade, the very notion of war zones has become remarkably muddled, mirroring the blurring of the missions and activities of the CIA and Pentagon.  Analyzing the new agency and the “broader convergence trend” between Department of Defense and CIA missions, the Post noted that the “blurring is also evident in the organizations’ upper ranks. Panetta previously served as CIA director, and that post is currently held by retired four-star Army Gen. David H. Petraeus.” 

Not to be outdone, last year the State Department, once the seat of diplomacy, continued on its long march to militarization (and marginalization) when it agreed to pool some of its resources with the Pentagon to create the Global Security Contingency Fund.  That program will allow the Defense Department even greater say in how aid from Washington will flow to proxy forces in places like Yemen and the Horn of Africa.  

One thing is certain: American war-making (along with its spies and its diplomats) is heading ever deeper into “the shadows.”  Expect yet more clandestine operations in ever more places with, of course, ever more potential for blowback in the years ahead.

Shedding Light on “the Dark Continent”

One locale likely to see an influx of Pentagon spies in the coming years is Africa.  Under President Obama, operations on the continent have accelerated far beyond the more limited interventions of the Bush years.  Last year’s war in Libya; a regional drone campaign with missions run out of airports and bases in Djibouti, Ethiopia, and the Indian Ocean archipelago nation of Seychelles; a flotilla of 30 ships in that ocean supporting regional operations; a multi-pronged military and CIA campaign against militants in Somalia, including intelligence operations, training for Somali agents, secret prisons, helicopter attacks, and U.S. commando raids; a massive influx of cash for counterterrorism operations across East Africa; a possible old-fashioned air war, carried out on the sly in the region using manned aircraft; tens of millions of dollars in arms for allied mercenaries and African troops; and a special ops expeditionary force (bolstered by State Department experts) dispatched to help capture or kill Lord’s Resistance Army leader Joseph Kony and his senior commanders, operating in Uganda, South Sudan, the Democratic Republic of the Congo, and the Central African Republic (where U.S. Special Forces now have a new base) only begins to scratch the surface of Washington’s fast-expanding plans and activities in the region.

Even less well known are other U.S. military efforts designed to train African forces for operations now considered integral to American interests on the continent.  These include, for example, a mission by elite Force Recon Marines from the Special Purpose Marine Air Ground Task Force 12 (SPMAGTF-12) to train soldiers from the Uganda People's Defense Force, which supplies the majority of troops to the African Union Mission in Somalia.

Earlier this year, Marines from SPMAGTF-12 also trained soldiers from the Burundi National Defense Force, the second-largest contingent in Somalia; sent trainers into Djibouti (where the U.S. already maintains a major Horn of Africa base at Camp Lemonier); and traveled to Liberia where they focused on teaching riot-control techniques to Liberia’s military as part of an otherwise State Department spearheaded effort to rebuild that force.

The U.S. is also conducting counterterrorism training and equipping militaries in Algeria, Burkina Faso, Chad, Mauritania, Niger, and Tunisia.  In addition, U.S. Africa Command (Africom) has 14 major joint-training exercises planned for 2012, including operations in Morocco, Cameroon, Gabon, Botswana, South Africa, Lesotho, Senegal, and what may become the Pakistan of Africa, Nigeria. 

Even this, however, doesn’t encompass the full breadth of U.S. training and advising missions in Africa.  To take an example not on Africom’s list, this spring the U.S. brought together 11 nations, including Cote d’Ivoire, The Gambia, Liberia, Mauritania, and Sierra Leone to take part in a maritime training exercise code-named Saharan Express 2012.

Back in the Backyard

Since its founding, the United States has often meddled close to home, treating the Caribbean as its private lake and intervening at will throughout Latin America.  During the Bush years, with some notable exceptions, Washington’s interest in America’s “backyard” took a backseat to wars farther from home.  Recently, however, the Obama administration has been ramping up operations south of the border using its new formula.  This has meant Pentagon drone missions deep inside Mexico to aid that country’s battle against the drug cartels, while CIA agents and civilian operatives from the Department of Defense were dispatched to Mexican military bases to take part in the country’s drug war. 

In 2012, the Pentagon has also ramped up its anti-drug operations in Honduras. Working out of Forward Operating Base Mocoron and other remote camps there, the U.S. military is supporting Honduran operations by way of the methods it honed in Iraq and Afghanistan.  In addition, U.S. forces have taken part in joint operations with Honduran troops as part of a training mission dubbed Beyond the Horizon 2012; Green Berets have been assisting Honduran Special Operations forces in anti-smuggling operations; and a Drug Enforcement Administration Foreign-deployed Advisory Support Team, originally created to disrupt the poppy trade in Afghanistan, has joined forces with Honduras’s Tactical Response Team, that country’s most elite counternarcotics unit.  A glimpse of these operations made the news recently when DEA agents, flying in an American helicopter, were involved in an aerial attack on civilians that killed two men and two pregnant women in the remote Mosquito Coast region.   

Less visible have been U.S. efforts in Guyana, where Special Operation Forces have been training local troops in heliborne air assault techniques.  “This is the first time we have had this type of exercise involving Special Operations Forces of the United States on such a grand scale,” Colonel Bruce Lovell of the Guyana Defense Force told a U.S. public affairs official earlier this year.  “It gives us a chance to validate ourselves and see where we are, what are our shortcomings.”

The U.S. military has been similarly active elsewhere in Latin America, concluding training exercises in Guatemala, sponsoring “partnership-building” missions in the Dominican Republic, El Salvador, Peru, and Panama, and reaching an agreement to carry out 19 “activities” with the Colombian army over the next year, including joint military exercises.

Still in the Middle of the Middle East

Despite the end of the Iraq and Libyan wars, a coming drawdown of forces in Afghanistan, and copious public announcements about its national security pivot toward Asia, Washington is by no means withdrawing from the Greater Middle East.  In addition to continuing operations in Afghanistan, the U.S. has consistently been at work training allied troops, building up military bases, and brokering weapons sales and arms transfers to despots in the region from Bahrain to Yemen.

In fact, Yemen, like its neighbor, Somalia, across the Gulf of Aden, has become a laboratory for Obama’s wars.  There, the U.S. is carrying out its signature new brand of warfare with “black ops” troops like the SEALs and the Army’s Delta Force undoubtedly conducting kill/capture missions, while “white” forces like the Green Berets and Rangers are training indigenous troops, and robot planes hunt and kill members of al-Qaeda and its affiliates, possibly assisted by an even more secret contingent of manned aircraft.

The Middle East has also become the somewhat unlikely poster-region for another emerging facet of the Obama doctrine: cyberwar efforts.  In a category-blurring speaking engagement, Secretary of State Hillary Clinton surfaced at the recent Special Operations Forces Industry Conference in Florida where she gave a speech talking up her department’s eagerness to join in the new American way of war.  “We need Special Operations Forces who are as comfortable drinking tea with tribal leaders as raiding a terrorist compound,'' she told the crowd. “We also need diplomats and development experts who are up to the job of being your partners."

Clinton then took the opportunity to tout her agency’s online efforts, aimed at websites used by al-Qaeda's affiliate in Yemen.  When al-Qaeda recruitment messages appeared on the latter, she said, “our team plastered the same sites with altered versions… that showed the toll al-Qaeda attacks have taken on the Yemeni people.”  She further noted that this information-warfare mission was carried out by experts at State’s Center for Strategic Counterterrorism Communications with assistance, not surprisingly, from the military and the U.S. Intelligence Community. 

These modest on-line efforts join more potent methods of cyberwar being employed by the Pentagon and the CIA, including the recently revealed “Olympic Games,” a program of sophisticated attacks on computers in Iran’s nuclear enrichment facilities engineered and unleashed by the National Security Agency (NSA) and Unit 8200, Israeli’s equivalent of the NSA.  As with other facets of the new way of war, these efforts were begun under the Bush administration but significantly accelerated under the current president, who became the first American commander-in-chief to order sustained cyberattacks designed to cripple another country’s infrastructure.

From Brushfires to Wildfires

Across the globe from Central and South America to Africa, the Middle East, and Asia, the Obama administration is working out its formula for a new American way of war.  In its pursuit, the Pentagon and its increasingly militarized government partners are drawing on everything from classic precepts of colonial warfare to the latest technologies.

The United States is an imperial power chastened by more than 10 years of failed, heavy-footprint wars.  It is hobbled by a hollowing-out economy, and inundated with hundreds of thousands of recent veterans — a staggering 45% of the troops who fought in Afghanistan and Iraq — suffering from service-related disabilities who will require ever more expensive care.  No wonder the current combination of special ops, drones, spy games, civilian soldiers, cyberwarfare, and proxy fighters sounds like a safer, saner brand of war-fighting.  At first blush, it may even look like a panacea for America’s national security ills.  In reality, it may be anything but. 

The new light-footprint Obama doctrine actually seems to be making war an ever more attractive and seemingly easy option — a point emphasized recently by former Chairman of the Joint Chiefs of Staff General Peter Pace.  "I worry about speed making it too easy to employ force," said Pace when asked about recent efforts to make it simpler to deploy Special Operations Forces abroad.  "I worry about speed making it too easy to take the easy answer — let's go whack them with special operations — as opposed to perhaps a more laborious answer for perhaps a better long-term solution."

As a result, the new American way of war holds great potential for unforeseen entanglements and serial blowback.  Starting or fanning brushfire wars on several continents could lead to raging wildfires that spread unpredictably and prove difficult, if not impossible, to quench. 

By their very nature, small military engagements tend to get larger, and wars tend to spread beyond borders.  By definition, military action tends to have unforeseen consequences.  Those who doubt this need only look back to 2001, when three low-tech attacks on a single day set in motion a decade-plus of war that has spread across the globe.  The response to that one day began with a war in Afghanistan, that spread to Pakistan, detoured to Iraq, popped up in Somalia and Yemen, and so on.  Today, veterans of those Ur-interventions find themselves trying to replicate their dubious successes in places like Mexico and Honduras, the Central Africa Republic and the Congo.   

History demonstrates that the U.S. is not very good at winning wars, having gone without victory in any major conflict since 1945.  Smaller interventions have been a mixed bag with modest victories in places like Panama and Grenada and ignominious outcomes in Lebanon (in the 1980s) and Somalia (in the 1990s), to name a few. 

The trouble is, it’s hard to tell what an intervention will grow up to be — until it’s too late.  While they followed different paths, Vietnam, Afghanistan, and Iraq all began relatively small, before growing large and ruinous.  Already, the outlook for the new Obama doctrine seems far from rosy, despite the good press it’s getting inside Washington’s Beltway. 

What looks today like a formula for easy power projection that will further U.S. imperial interests on the cheap could soon prove to be an unmitigated disaster — one that likely won’t be apparent until it’s too late.

The New Obama Doctrine, A Six-Point Plan for Global War

Is it all over but the (anti-American) shouting — and the killing?  Are the exits finally coming into view?

Sometimes, in a moment, the fog lifts, the clouds shift, and you can finally see the landscape ahead with startling clarity.  In Afghanistan, Washington may be reaching that moment in a state of panic, horror, and confusion.  Even as an anxious U.S. commander withdrew American and NATO advisors from Afghan ministries around Kabul last weekend — approximately 300, military spokesman James Williams tells TomDispatch — the ability of American soldiers to remain on giant fortified bases eating pizza and fried chicken into the distant future is not in doubt. 

No set of Taliban guerrillas, suicide bombers, or armed Afghan “allies” turning their guns on their American “brothers” can alter that — not as long as Washington is ready to bring the necessary supplies into semi-blockaded Afghanistan at staggering cost.  But sometimes that’s the least of the matter, not the essence of it.  So if you’re in a mood to mark your calendars, late February 2012 may be the moment when the end game for America’s second Afghan War, launched in October 2001, was initially glimpsed. 

Amid the reportage about the recent explosion of Afghan anger over the torching of Korans in a burn pit at Bagram Air Base, there was a tiny news item that caught the spirit of the moment.  As anti-American protests (and the deaths of protestors) mounted across Afghanistan, the German military made a sudden decision to immediately abandon a 50-man outpost in the north of the country.

True, they had planned to leave it a few weeks later, but consider the move a tiny sign of the increasing itchiness of Washington’s NATO allies.  The French have shown a similar inclination to leave town since, earlier this year, four of their troops were blown away (and 16 wounded) by an Afghan army soldier, as three others had been shot down several weeks before by another Afghan in uniform.  Both the French and the Germans have also withdrawn their civilian advisors from Afghan government institutions in the wake of the latest unrest.

Now, it’s clear enough: the Europeans are ready to go.  And that shouldn’t be surprising.  After all, we’re talking about NATO — the North Atlantic Treaty Organization — whose soldiers found themselves in distant Afghanistan in the first place only because, since World War II, with the singular exception of French President Charles de Gaulle in the 1960s, European leaders have had a terrible time saying “no” to Washington.  They still can’t quite do so, but in these last months it’s clear which way their feet are pointed.

Which makes sense.  You would have to be blind not to notice that the American effort in Afghanistan is heading into the tank.

The surprising thing is only that the Obama administration, which recently began to show a certain itchiness of its own — speeding up withdrawal dates and lowering the number of forces left behind — remains remarkably mired in its growing Afghan disaster.  Besieged by demonstrators there, and at home by Republican presidential hopefuls making hay out of a situation from hell, its room to maneuver in an unraveling, increasingly chaotic situation seems to grow more limited by the day.

Sensitivity Training

The Afghan War shouldn’t be the world’s most complicated subject to deal with.  After all, the message is clear enough.  Eleven years in, if your forces are still burning Korans in a deeply religious Muslim country, it’s way too late and you should go. 

Instead, the U.S. command in Kabul and the administration back home have proceeded to tie themselves in a series of bizarre knots, issuing apologies, orders, and threats to no particular purpose as events escalated.  Soon after the news of the Koran burning broke, for instance, General John R. Allen, the U.S. war commander in Afghanistan, issued orders that couldn’t have been grimmer (or more feeble) under the circumstances.  Only a decade late, he directed that all U.S. military personnel in the country undergo 10 days of sensitivity “training in the proper handling of religious materials.” 

Sensitivity, in case you hadn’t noticed at this late date, has not been an American strong suit there. In the headlines in the last year, for instance, were revelations about the 12-soldier “kill team” that “hunted” Afghan civilians “for sport,” murdered them, and posed for demeaning photos with their corpses.  There were the four wisecracking U.S. Marines who videotaped themselves urinating on the bodies of dead Afghans — whether civilians or Taliban guerrillas is unknown — with commentary (“Have a good day, buddy… Golden — like a shower”).  There was also that sniper unit proudly sporting a Nazi SS banner in another photographed incident and the U.S. combat outpost named “Aryan.”  And not to leave out the allies, there were the British soldiers who were filmed “abusing” children. 

And that’s just the tip of the iceberg when it comes to how Afghans have often experienced the American and NATO occupation of these last years.  To take but one example that recently caused outrage, there were the eight shepherd boys, aged six to 18, slaughtered in a NATO air strike in Kapisa Province in northern Afghanistan (with the usual apology and forthcoming “investigation,” as well as claims, denied by Afghans who also investigated, that the boys were armed). 

More generally, there are the hated night raids launched by special operations forces that break into Afghan homes, cross cultural boundaries of every sort, and sometimes leave death in their wake.  Like errant American and NATO air operations, which have been commonplace in these war years, they are reportedly deeply despised by most Afghans. 

All of these, in turn, have been protested again and again by Afghan President Hamid Karzai.  He has regularly demanded that the U.S. military cease them (or bring them under Afghan control).  Being the president of Afghanistan, however, he has limited leverage and so American officials have paid little attention to his complaints or his sense of what Afghans were willing to take.

The results are now available for all to see in an explosion of anger spreading across the country.  How far this can escalate and how long it can last no one knows.  But recent experience indicates that, once a population heads for the streets, anything can happen.  All of this could, of course, peter out, but with more than 30 protesters already dead, it could also take on a look reminiscent of the escalating civil war in Syria — including, as has already happened on a small scale in the past, whole units of Afghan security forces defecting to the Taliban.

Unfolding events have visibly overwhelmed and even intimidated the Americans in charge.  However, as religious as the country may be and holy as the Koran may be considered, what’s happened cannot be fully explained by the book burning.  It is, in truth, an explosion a decade in coming. 

Precursors and Omens

After the grim years of Taliban rule, when the Americans arrived in Kabul in November 2001, liberation was in the air.  More than 10 years later, the mood is clearly utterly transformed and, for the first time, there are reports of “Taliban songs” being sung at demonstrations in the streets of the capital.  Afghanistan is, as the New York Times reported last weekend (using language seldom seen in American newspapers) “a religious country fed up with foreigners”; or as Laura King of the Los Angeles Times put it, there is now “a visceral distaste for Western behavior and values” among significant numbers of Afghans.

Years of pent up frustration, despair, loathing, and desperation are erupting in the present protests.  That this was long on its way can’t be doubted. 

Among the more shocking events in the wake of the Koran burnings was the discovery in a room in the heavily guarded Afghan Interior Ministry in Kabul of the bodies of an American lieutenant colonel and major, each evidently executed with a shot in the back of the head while at work.  The killer, who worked in the ministry, was evidently angered by the Koran burnings and possibly by the way the two Americans mocked Afghan protesters and the Koran itself.  He escaped.  The Taliban (as in all such incidents) quickly took responsibility, though it may not have been involved at all.

What clearly rattled the American command, however, and led them to withdraw hundreds of advisors from Afghan ministries around Kabul was that the two dead officers were “inside a secure room” that bars most Afghans.  It was in the ministry’s command and control complex.  (By the way, if you want to grasp some of the problems of the last decade just consider that the Afghan Interior Ministry includes an area open to foreigners, but not to most Afghans who work there.)

As the New York Times put it, the withdrawal of the advisors was “a clear sign of concern that the fury had reached deeply into even the Afghan security forces and ministries working most closely with the coalition.” Those two dead Americans were among four killed in these last days of chaos by Afghan “allies.”  Meanwhile, the Taliban urged Afghan police and army troops, some of whom evidently need no urging, to attack U.S. military bases and American or NATO forces. 

Two other U.S. troops died outside a small American base in Nangarhar Province near the Pakistani border in the midst of an Afghan demonstration in which two protestors were also killed.  An Afghan soldier gunned the Americans down and then evidently escaped into the crowd of demonstrators. Such deaths, in a recent Washington Post piece, were termed “fratricide,” though that perhaps misconstrues the feelings of many Afghans, who over these last years have come to see the Americans as occupiers and possibly despoilers, but not as brothers.

Historically unprecedented in the modern era is the way, in the years leading up to this moment, Afghans in police and army uniforms have repeatedly turned their weapons on American or NATO troops training, working with, or patrolling with them.  Barely more than a week ago, for instance, an Afghan policeman killed the first Albanian soldier to die in the war.  Earlier in the year, there were those seven dead French troops.  At least 36 U.S. and NATO troops have died in this fashion in the past year.  Since 2007, there have been at least 47 such attacks.  These have been regularly dismissed as “isolated incidents” of minimal significance by U.S. and NATO officials and, unbelievably enough, are still being publicly treated that way.

Yet not in Iraq, nor during the Vietnam War, nor the Korean conflict, nor even during the Philippine Insurrection at the turn of the twentieth century were there similar examples of what once would have been called “native troops” turning on those training, paying for, and employing them.  You would perhaps have to go back to the Sepoy Rebellion, a revolt by Indian troops against their British officers in 1857, for anything comparable. 

In April 2011, in the most devastating of these incidents, an Afghan air force colonel murdered nine U.S. trainers in a heavily guarded area of Kabul International Airport.  He was reportedly angry at Americans generally and evidently not connected to the Taliban.  And consider this an omen of things to come: his funeral in Kabul was openly attended by 1,500 mourners.

Put in the most practical terms, the Bush and now Obama administrations have been paying for and training an Afghan security force numbering in the hundreds of thousands — to the tune of billions dollars annually ($11 billion last year alone).  They are the ones to whom the American war is to be “handed over” as U.S. forces are drawn down.  Now, thanks either to Taliban infiltration, rising anger, or some combination of the two, it’s clear that any American soldier who approaches a member of the Afghan security forces to “hand over” anything takes his life in his hands.  No war can be fought under such circumstances for very long.

Apologies, Pleas, and Threats

So don’t say there was no warning, or that Obama’s top officials shouldn’t have been prepared for the present unraveling.  But when it came, the administration and the military were caught desperately off guard and painfully flatfooted. 

In fact, through repeated missteps and an inability to effectively deal with the fallout from the Koran-burning incident, Washington now finds itself trapped in a labyrinth of investigations, apologies, pleas, and threats.  Events have all but overwhelmed the administration’s ability to conduct an effective foreign policy.  Think of it instead as a form of diplomatic pinball in which U.S. officials and commanders bounce from crisis to crisis with a limited arsenal of options and a toxic brew of foreign and domestic political pressures at play. 

How did the pace get quite so dizzying?  Let’s start with those dead Afghan shepherd boys.  On February 15th, the U.S.-led International Security Force (ISAF) “extended its deep regret to the families and loved ones of several Afghan youths who died during an air engagement in Kapisa province Feb 8.”  According to an official press release, ISAF insisted, as in so many previous incidents, that it was “taking appropriate action to ascertain the facts, and prevent similar occurrences in the future.” 

The results of the investigation were still pending five days later when Americans in uniform were spotted by Afghan workers tossing those Korans into that burn pit at Bagram Air Base.  The Afghans rescued several and smuggled them — burnt pages and all — off base, sparking national outrage.  Almost immediately, the next act of contrition came forth.  “On behalf of the entire International Security Assistance Force, I extend my sincerest apologies to the people of Afghanistan,” General Allen announced the following day.  At the same time, in a classic case of too-little, too-late, he issued that directive for training in “the proper handling of religious materials.”

That day, White House Press Secretary Jay Carney was on the same page, telling reporters that the burning of the Muslim holy books was “deeply unfortunate,” but not indicative of the Americans’ feelings toward the religious beliefs of the Afghan people.  “Our military leaders have apologized… for these unintentional actions, and ISAF is undertaking an investigation to understand what happened and to ensure that steps are taken so that incidents like this do not happen again.” 

On February 22nd, an investigation of the Koran burnings by a joint ISAF-Afghan government team commenced.  “The purpose of the investigation is to discover the truth surrounding the events which resulted in this incident,” Allen said. “We are determined to ascertain the facts, and take all actions necessary to ensure this never happens again.” 

The next day, as Afghan streets exploded in anger, Allen called on “everyone throughout the country — ISAF members and Afghans — to exercise patience and restraint as we continue to gather the facts surrounding Monday night’s incident.”

That very same day, Allen’s commander-in-chief sent a letter to Afghan President Hamid Karzai that included an apology, expressing “deep regret for the reported incident.”  “The error was inadvertent,’’ President Obama wrote. “I assure you that we will take the appropriate steps to avoid any recurrence, to include holding accountable those responsible.’’

Obama’s letter drew instant fire from Republican presidential candidates, most forcefully former House speaker Newt Gingrich, who called it an “outrage” and demanded instead that President Karzai issue an apology for the two Americans shot down by an Afghan soldier.  (Otherwise, he added, “we should say goodbye and good luck.”) 

Translated into Washingtonese, the situation now looked like this: a Democratic president on the campaign trail in an election year who apologizes to a foreign country has a distinct problem. Two foreign countries?  Forget it.

As a result, efforts to mend crucial, if rocky, relations with Pakistan were thrown into chaos.  Because of cross-border U.S. air strikes in November which killed 24 Pakistani soldiers, ties between the two countries were already deeply frayed and Pakistan was still blocking critical resupply routes for the war in Afghanistan.  With American war efforts suffering for it and resupply costs sky-high, the U.S. government had put together a well-choreographed plan to smooth the waters.

General Martin Dempsey, Chairman of the Joint Chiefs of Staff, was to issue a formal apology to Pakistan’s army chief.  Secretary of State Hillary Clinton would then follow up with a similar apology to her Pakistani counterpart. 

Fearing further Republican backlash, however, the Obama administration quickly altered its timetable, putting off the apology for at least several more weeks, effectively telling the Pakistanis that any regrets over the killing of their troops would have to wait for a time more convenient to the U.S. election cycle.   

Trading apologies to Afghans for those to Pakistanis, however, turned out to mean little on the streets of Afghanistan, where even in non-Taliban areas of the country, chants of “Death to America!” were becoming commonplace.  “Just by saying ‘I am sorry,’ nothing can be solved,” protester Wali Mohammed told the New York Times. “We want an open trial for those infidels who have burned our Holy Koran.” 

And his response was subdued compared to that of Mohammed Anwar, an officer with the U.S.-allied Afghan police.  “I will take revenge from the infidels for what they did to our Holy Koran, and I will kill them whenever I get the chance,” he said. “I don’t care about the job I have.” 

A day later, when Anwar’s words were put into action by someone who undoubtedly had similar feelings, General Allen announced yet another investigation, this time with tough talk, not apologies, following.  “I condemn today’s attack at the Afghan Ministry of Interior that killed two of our coalition officers, and my thoughts and prayers are with the families and loved ones of the brave individuals lost today,” he said in a statement provided to TomDispatch by ISAF. “We are investigating the crime and will pursue all leads to find the person responsible for this attack. The perpetrator of this attack is a coward whose actions will not go unanswered.”

Allen also took the unprecedented step of severing key points of contact with America’s Afghan allies.  “For obvious force protection reasons, I have also taken immediate measures to recall all other ISAF personnel working in ministries in and around Kabul.”  

Unable to reboot relations with allies in Islamabad due to the unrest in Afghanistan (which was, in fact, already migrating across the border), the U.S. now found itself partially severing ties with its “partners” in Kabul as well.  Meanwhile, back home, Gingrich and others raised the possibility of severing ties with President Karzai himself.  In other words, the heat was rising in both the White House and the Afghan presidential palace, while any hope of controlling events elsewhere in either country was threatening to disappear.

As yet, the U.S. military has not taken the next logical step: barring whole categories of Afghans from American bases.  “There are currently no discussions ongoing about limiting access to ISAF bases to our Afghan partners,” an ISAF spokesperson assured TomDispatch, but if the situation worsens, expect such discussions to commence.

The Beginning of the End?

As the Koran burning scandal unfolded, TomDispatch spoke to Raymond F. Chandler III, the Sergeant Major of the U.S. Army, the most senior enlisted member of that service.  “Are there times that things happen that don’t go exactly the way we want or that people act in an unprofessional manner?  Absolutely.  It’s unfortunate,” he said.  “We have a process in place to ensure that when those things don’t happen we conduct an investigation and hold people accountable.”

In Afghan eyes over the last decade, however, it’s accountability that has been sorely lacking, which is why many now in the streets are demanding not just apologies, but a local trial and the death penalty for the Koran burners.  Although ISAF’s investigation is ongoing, its statements already indicate that it has concluded the book burnings were accidental and unintentional.  This ensures one thing: those at fault, whom no American administration could ever afford to turn over to Afghans for trial anyway, will receive, at best, a slap on the wrist — and many Afghans will be further outraged.

In other words, twist and turn as they might, issue what statements they will, the Americans are now remarkably powerless in the Afghan context to stop the unraveling.  Quite the opposite: their actions are guaranteed to ensure further anger among their Afghan “allies.” 

Chandler, who was in Afghanistan last year and is slated to return in the coming months, said that he believed the United States was winning there, albeit with caveats.  “Again, there are areas in Afghanistan where we have been less successful than others, but each one of those provinces, each one of those districts has their own set of conditions tied with the Afghan people, the Afghan government’s criteria for transition to the Afghan army and the Afghan national police, the Afghan defense forces, and we’re committed to that.”  He added that the Americans serving there were “doing absolutely the best possible under the conditions and the environment.”  

It turns out, however, that in Afghanistan today the “best” has not been sufficient.  With even some members of the Afghan parliament now calling for jihad against Washington and its coalition allies, radical change is in the air. The American position is visibly crumbling.  “Winning” is a distant, long-faded fantasy, defeat a rising reality. 

Despite its massive firepower and staggering base structure in Afghanistan, actual power is visibly slipping away from the United States.  American officials are already talking about not panicking (which indicates that panic is indeed in the air).  And in an election year, with the Obama administration’s options desperately limited and what goals it had fast disappearing, it can only brace itself and hope to limp through until November 2012.

The end game in Afghanistan has, it seems, come into view, and after all these fruitless, bloody years, it couldn’t be sadder.  Saddest of all, so much of the blood spilled has been for purposes, if they ever made any sense, that have long since disappeared into the fog of history.

Blown Away

In late December, the lot was just a big blank: a few burgundy metal shipping containers sitting in an expanse of crushed eggshell-colored gravel inside a razor-wire-topped fence.  The American military in Afghanistan doesn’t want to talk about it, but one day soon, it will be a new hub for the American drone war in the Greater Middle East.

Next year, that empty lot will be a two-story concrete intelligence facility for America’s drone war, brightly lit and filled with powerful computers kept in climate-controlled comfort in a country where most of the population has no access to electricity.  It will boast almost 7,000 square feet of offices, briefing and conference rooms, and a large “processing, exploitation, and dissemination” operations center — and, of course, it will be built with American tax dollars. 

Nor is it an anomaly.  Despite all the talk of drawdowns and withdrawals, there has been a years-long building boom in Afghanistan that shows little sign of abating.  In early 2010, the U.S.-led International Security Assistance Force (ISAF) had nearly 400 bases in Afghanistan.  Today, Lieutenant Lauren Rago of ISAF public affairs tells TomDispatch, the number tops 450.

The hush-hush, high-tech, super-secure facility at the massive air base in Kandahar is just one of many building projects the U.S. military currently has planned or underway in Afghanistan.  While some U.S. bases are indeed closing up shop or being transferred to the Afghan government, and there’s talk of combat operations slowing or ending next year, as well as a withdrawal of American combat forces from Afghanistan by 2014, the U.S. military is still preparing for a much longer haul at mega-bases like Kandahar and Bagram airfields. The same is true even of some smaller camps, forward operating bases (FOBs), and combat outposts (COPs) scattered through the country’s backlands.  “Bagram is going through a significant transition during the next year to two years,” Air Force Lieutenant Colonel Daniel Gerdes of the U.S. Army Corps of Engineers’ Bagram Office recently told Freedom Builder, a Corps of Engineers publication.  “We’re transitioning… into a long-term, five-year, 10-year vision for the base.” 

Whether the U.S. military will still be in Afghanistan in five or 10 years remains to be seen, but steps are currently being taken to make that possible.  U.S. military publications, plans and schematics, contracting documents, and other official data examined by TomDispatch catalog hundreds of construction projects worth billions of dollars slated to begin, continue, or conclude in 2012. 

While many of these efforts are geared toward structures for Afghan forces or civilian institutions, a considerable number involve U.S. facilities, some of the most significant being dedicated to the ascendant forms of American warfare: drone operations and missions by elite special operations units.  The available plans for most of these projects suggest durability.  “The structures that are going in are concrete and mortar, rather than plywood and tent skins,” says Gerdes. As of last December, his office was involved in 30 Afghan construction projects for U.S. or international coalition partners worth almost $427 million.  

The Big Base Build-Up

Recently, the New York Times reported that President Obama is likely to approve a plan to shift much of the U.S. effort in Afghanistan to special operations forces.  These elite troops would then conduct kill/capture missions and train local troops well beyond 2014.  Recent building efforts in the country bear this out.   

A major project at Bagram Air Base, for instance, involves the construction of a special operations forces complex, a clandestine base within a base that will afford America’s black ops troops secrecy and near-absolute autonomy from other U.S. and coalition forces.  Begun in 2010, the $29 million project is slated to be completed this May and join roughly 90 locations around the country where troops from Combined Joint Special Operations Task Force-Afghanistan have been stationed.

Elsewhere on Bagram, tens of millions of dollars are being spent on projects that are less sexy but no less integral to the war effort, like paving dirt roads and upgrading drainage systems on the mega-base.  In January, the U.S. military awarded a $7 million contract to a Turkish construction company to build a 24,000-square-foot command-and-control facility.  Plans are also in the works for a new operations center to support tactical fighter jet missions, a new flight-line fire station, as well as more lighting and other improvements to support the American air war.

Last month, Afghan President Hamid Karzai ordered that the U.S.-run prison at Bagram be transferred to Afghan control.  By the end of January, the U.S. had issued a $36 million contract for the construction, within a year, of a new prison on the base.  While details are sparse, plans for the detention center indicate a thoroughly modern, high-security facility complete with guard towers, advanced surveillance systems, administrative facilities, and the capacity to house about 2,000 prisoners.        

At Kandahar Air Field, that new intelligence facility for the drone war will be joined by a similarly-sized structure devoted to administrative operations and maintenance tasks associated with robotic aerial missions.  It will be able to accommodate as many as 180 personnel at a time.  With an estimated combined price tag of up to $5 million, both buildings will be integral to Air Force and possibly CIA operations involving both the MQ-1 Predator drone and its more advanced and more heavily-armed progeny, the MQ-9 Reaper.

The military is keeping information about these drone facilities under extraordinarily tight wraps.  They refused to answer questions about whether, for instance, the construction of these new centers for robotic warfare are in any way related to the loss of Shamsi Air Base in neighboring Pakistan as a drone operations center, or if they signal efforts to increase the tempo of drone missions in the years ahead. The International Joint Command’s chief of Intelligence, Surveillance, and Reconnaissance (ISR) operations, aware that such questions were to be posed, backed out of a planned interview with TomDispatch.

“Unfortunately our ISR chief here in the International Joint Command is going to be unable to address your questions,” Lieutenant Ryan Welsh of ISAF Joint Command Media Outreach explained by email just days before the scheduled interview. He also made it clear that any question involving drone operations in Pakistan was off limits. “The issues that you raise are outside the scope under which the IJC operates, therefore we are unable to facilitate this interview request.”

Whether the construction at Kandahar is designed to free up facilities elsewhere for CIA drone operations across the border in Pakistan or is related only to missions within Afghanistan, it strongly suggests a ramping up of unmanned operations.  It is, however, just one facet of the ongoing construction at the air field.  This month, a $26 million project to build 11 new structures devoted to tactical vehicle maintenance at Kandahar is scheduled for completion.  With two large buildings for upkeep and repairs, one devoted strictly to fixing tires, another to painting vehicles, as well as an industrial-sized car wash, and administrative and storage facilities, the big base’s building boom shows no sign of flickering out.

Construction and Reconstruction

This year, at Herat Air Base in the province of the same name bordering Turkmenistan and Iran, the U.S. is slated to begin a multimillion-dollar project to enhance its special forces’ air operations.  Plans are in the works to expand apron space — where aircraft can be parked, serviced, and loaded or unloaded — for helicopters and airplanes, as well as to build new taxiways and aircraft shelters.

That project is just one of nearly 130, cumulatively valued at about $1.5 billion, slated to be carried out in Herat, Helmand, and Kandahar provinces this year, according to Army Corps of Engineers documents examined by TomDispatch.  These also include efforts at Camp Tombstone and Camp Dwyer, both in Helmand Province as well as Kandahar’s FOB Hadrian and FOB Wilson.  The U.S. military also recently awarded a contract for more air field apron space at a base in Kunduz , a new secure entrance and new roads for FOB Delaram II, and new utilities and roads at FOB Shank, while the Marines recently built a new chapel at Camp Bastion.

Seven years ago, Forward Operating Base Sweeney, located a mile up in a mountain range in Zabul Province, was a well-outfitted, if remote, American base.  After U.S. troops abandoned it, however, the base fell into disrepair.  Last month, American troops returned in force and began rebuilding the outpost, constructing everything from new troop housing to a new storage facility.  “We built a lot of buildings, we put up a lot of tents, we filled a lot of sandbags, and we increased our force protection significantly,” Captain Joe Mickley, commanding officer of the soldiers taking up residence at the base, told a military reporter.

Decommission and Deconstruction

Hesco barriers are, in essence, big bags of dirt.  Up to seven feet tall, made of canvas and heavy gauge wire mesh, they form protective walls around U.S. outposts all over Afghanistan.  They’ll take the worst of sniper rounds, rifle-propelled grenades, even mortar shells, but one thing can absolutely wreck them — the Marines’ 9th Engineer Support Battalion.

At the beginning of December, the 9th Engineers were building bases and filling up Hescos in Helmand Province.  By the end of the month, they were tearing others down. 

Wielding pickaxes, shovels, bolt-cutters, powerful rescue saws, and front-end loaders, they have begun “demilitarizing” bases, cutting countless Hescos — which cost $700 or more a pop — into heaps of jagged scrap metal and bulldozing berms in advance of the announced American withdrawal from Afghanistan.  At Firebase Saenz, for example, Marines were bathed in a sea of crimson sparks as they sawed their way through the metal mesh and let the dirt spill out, leaving a country already haunted by the ghosts of British and Russian bases with yet another defunct foreign outpost.  After Saenz, it was on to another patrol base slated for destruction.

Not all rural outposts are being torn down, however.  Some are being handed over to the Afghan Army or police.  And new facilities are now being built for the indigenous forces at an increasing rate.  “If current projections remain accurate, we will award 18 contracts in February,” Bonnie Perry, the head of contracting for the Army Corps of Engineers’ Afghanistan Engineering District-South, told military reporter Karla Marshall.  “Next quarter we expect that awards will remain high, with the largest number of contract awards occurring in May.”  One of the projects underway is a large base near Herat, which will include barracks, dining facilities, office space, and other amenities for Afghan commandos.

Tell Me How This Ends

No one should be surprised that the U.S. military is building up and tearing down bases at the same time, nor that much of the new construction is going on at mega-bases, while small outposts in the countryside are being abandoned.  This is exactly what you would expect of an occupation force looking to scale back its “footprint” and end major combat operations while maintaining an on-going presence in Afghanistan.  Given the U.S. military’s projected retreat to its giant bases and an increased reliance on kill/capture black-ops as well as unmanned air missions, it’s also no surprise that its signature projects for 2012 include a new special operations forces compound, clandestine drone facilities, and a brand new military prison.

There’s little doubt Bagram Air Base will exist in five or 10 years.  Just who will be occupying it is, however, less clear.  After all, in Iraq, the Obama administration negotiated for some way to station a significant military force — 10,000 or more troops — there beyond a withdrawal date that had been set in stone for years.  While a token number of U.S. troops and a highly militarized State Department contingent remain there, the Iraqi government largely thwarted the American efforts — and now, even the State Department presence is being halved. 

It’s less likely this will be the case in Afghanistan, but it remains possible.  Still, it’s clear that the military is building in that country as if an enduring American presence were a given.  Whatever the outcome, vestiges of the current base-building boom will endure and become part of America’s Afghan legacy.   

On Bagram’s grounds stands a distinctive structure called the “Crow’s Nest.”  It’s an old control tower built by the Soviets to coordinate their military operations in Afghanistan.  That foreign force left the country in 1989.  The Soviet Union itself departed from the planet less than three years later.  The tower remains. 

America’s new prison in Bagram will undoubtedly remain, too.  Just who the jailers will be and who will be locked inside five years or 10 years from now is, of course, unknown.  But given the history — marked by torture and deaths — of the appalling treatment of inmates at Bagram and, more generally, of the brutality toward prisoners by all parties to the conflict over the years, in no scenario are the results likely to be pretty.

450 Bases and It’s Not Over Yet

American fighter jets screamed over the Iraqi countryside heading for the MQ-1 Predator drone, while its crew in California stood by helplessly.  What had begun as an ordinary reconnaissance mission was now taking a ruinous turn.  In an instant, the jets attacked and then it was all over.  The Predator, one of the Air Force’s workhorse hunter/killer robots, had been obliterated.

An account of the spectacular end of that nearly $4 million drone in November 2007 is contained in a collection of Air Force accident investigation documents recently examined by TomDispatch.  They catalog more than 70 catastrophic Air Force drone mishaps since 2000, each resulting in the loss of an aircraft or property damage of $2 million or more. 

These official reports, some obtained by TomDispatch through the Freedom of Information Act, offer new insights into a largely covert, yet highly touted war-fighting, assassination, and spy program involving armed robots that are significantly less reliable than previously acknowledged.  These planes, the latest wonder weapons in the U.S. military arsenal, are tested, launched, and piloted from a shadowy network of more than 60 bases spread around the globe, often in support of elite teams of special operations forces.  Collectively, the Air Force documents offer a remarkable portrait of modern drone warfare, one rarely found in a decade of generally triumphalist or awestruck press accounts that seldom mention the limitations of drones, much less their mission failures.

The aerial disasters described draw attention not only to the technical limitations of drone warfare, but to larger conceptual flaws inherent in such operations.  Launched and landed by aircrews close to battlefields in places like Afghanistan, the drones are controlled during missions by pilots and sensor operators — often multiple teams over many hours — from bases in places like Nevada and North Dakota.  They are sometimes also monitored by “screeners” from private security contractors at stateside bases like Hurlburt Field in Florida.  (A recent McClatchy report revealed that it takes nearly 170 people to keep a single Predator in the air for 24 hours.)

In other words, drone missions, like the robots themselves, have many moving parts and much, it turns out, can and does go wrong.  In that November 2007 Predator incident in Iraq, for instance, an electronic failure caused the robotic aircraft to engage its self-destruct mechanism and crash, after which U.S. jets destroyed the wreckage to prevent it from falling into enemy hands.  In other cases, drones — officially known as remotely piloted aircraft, or RPAs — broke down, escaped human control and oversight, or self-destructed for reasons ranging from pilot error and bad weather to mechanical failure in Afghanistan, Djibouti, the Gulf of Aden, Iraq, Kuwait, and various other unspecified or classified foreign locations, as well as in the United States.

In 2001, Air Force Predator drones flew 7,500 hours.  By the close of last year, that number topped 70,000.  As the tempo of robotic air operations has steadily increased, crashes have, not surprisingly, become more frequent.  In 2001, just two Air Force drones were destroyed in accidents.  In 2008, eight drones fell from the sky.  Last year, the number reached 13.  (Accident rates are, however, dropping according to an Air Force report relying on figures from 2009.)

Keep in mind that the 70-plus accidents recorded in those Air Force documents represent only drone crashes investigated by the Air Force under a rigid set of rules. Many other drone mishaps have not been included in the Air Force statistics.  Examples include a haywire MQ-9 Reaper drone that had to be shot out of the Afghan skies by a fighter jet in 2009, a remotely-operated Navy helicopter that went down in Libya last June, an unmanned aerial vehicle whose camera was reportedly taken by Afghan insurgents after a crash in August 2011, an advanced RQ-170 Sentinel lost during a spy mission in Iran last December, and the recent crash of an MQ-9 Reaper in the Seychelles Islands.

You Don’t Need a Weatherman… Or Do You?

How missions are carried out — and sometimes fail — is apparent from the declassified reports, including one provided to TomDispatch by the Air Force detailing a June 2011 crash.  Late that month, a Predator drone took off from Jalalabad Air Base in Afghanistan to carry out a surveillance mission in support of ground forces.  Piloted by a member of the 432nd Air Expeditionary Wing out of Whiteman Air Force Base in Missouri, the robotic craft ran into rough weather, causing the pilot to ask for permission to abandon the troops below. 

His commander never had a chance to respond.  Lacking weather avoidance equipment found on more sophisticated aircraft or on-board sensors to clue the pilot in to rapidly deteriorating weather conditions, and with a sandstorm interfering with ground radar, “severe weather effects” overtook the Predator.  In an instant, the satellite link between pilot and plane was severed.  When it momentarily flickered back to life, the crew could see that the drone was in an extreme nosedive.  They then lost the datalink for a second and final time.  A few minutes later, troops on the ground radioed in to say that the $4 million drone had crashed near them.

A month earlier, a Predator drone took off from the tiny African nation of Djibouti in support of Operation Enduring Freedom, which includes operations in Afghanistan as well as Yemen, Djibouti, and Somalia, among other nations.  According to documents obtained via the Freedom of Information Act, about eight hours into the flight, the mission crew noticed a slow oil leak.  Ten hours later, they handed the drone off to a local aircrew whose assignment was to land it at Djibouti’s Ambouli Airport, a joint civilian/military facility adjacent to Camp Lemonier, a U.S. base in the country.

That mission crew — both the pilot and sensor operator — had been deployed from Creech Air Force Base in Nevada and had logged a combined 1,700 hours flying Predators.  They were considered “experienced” by the Air Force.  On this day, however, the electronic sensors that measure their drone’s altitude were inaccurate, while low clouds and high humidity affected its infrared sensors and set the stage for disaster. 

An investigation eventually found that, had the crew performed proper instrument cross-checks, they would have noticed a 300-400 foot discrepancy in their altitude.  Instead, only when the RPA broke through the clouds did the sensor operator realize just how close to the ground it was.  Six seconds later, the drone crashed to earth, destroying itself and one of its Hellfire missiles.

Storms, clouds, humidity, and human error aren’t the only natural dangers for drones.  In a November 2008 incident, a mission crew at Kandahar Air Field launched a Predator on a windy day.  Just five minutes into the flight, with the aircraft still above the sprawling American mega-base, the pilot realized that the plane had already deviated from its intended course.  To get it back on track, he initiated a turn that — due to the aggressive nature of the maneuver, wind conditions, drone design, and the unbalanced weight of a missile on just one wing — sent the plane into a roll. Despite the pilot's best efforts, the craft entered a tailspin, crashed on the base, and burst into flames.

Going Rogue

On occasion, RPAs have simply escaped from human control.  Over the course of eight hours on a late February day in 2009, for example, five different crews passed off the controls of a Predator drone, one to the next, as it flew over Iraq.  Suddenly, without warning, the last of them, members of the North Dakota Air National Guard at Hector International Airport in Fargo, lost communication with the plane.  At that point no one — not the pilot, nor the sensor operator, nor a local mission crew — knew where the drone was or what it was doing.  Neither transmitting nor receiving data or commands, it had, in effect, gone rogue.  Only later was it determined that a datalink failure had triggered the drone’s self-destruct mechanism, sending it into an unrecoverable tailspin and crash within 10 minutes of escaping human control.

In November 2009, a Predator launched from Kandahar Air Field in Afghanistan lost touch with its human handlers 20 minutes after takeoff and simply disappeared.  When the mission crew was unable to raise the drone, datalink specialists were brought in but failed to find the errant plane.  Meanwhile, air traffic controllers, who had lost the plane on radar, could not even locate its transponder signal.  Numerous efforts to make contact failed.  Two days later, at the moment the drone would have run out of fuel, the Air Force declared the Predator “lost.”  It took eight days for its wreckage to be located.   

Crash Course

In mid-August 2004, while drone operations in the Central Command (CENTCOM) area of responsibility were running at high tempo, a Predator mission crew began hearing a cascade of warning alarms indicating engine and alternator failure, as well as a possible engine fire.  When the sensor operator used his camera to scan the aircraft, it didn’t take long to spot the problem.  Its tail had burst into flames.  Shortly afterward, it became uncontrollable and crashed.

In January 2007, a Predator drone was flying somewhere in the CENTCOM region (above one of 20 countries in the Greater Middle East).  About 14 hours into a 20-hour mission, the aircraft began to falter.  For 15 minutes its engine was failing, but the information it was sending back remained within normal parameters, so the mission crew failed to notice.  Only at the last minute did they become aware that their drone was dying.  As an investigation later determined, an expanding crack in the drone’s crankshaft caused the engine to seize up.  The pilot put the aircraft into a glide toward an unpopulated area.  Higher headquarters then directed that he should intentionally crash it, since a rapid reaction force would not be able to reach it quickly and it was carrying two Hellfire missiles as well as unspecified “classified equipment.”  Days later, its remains were recovered.

The Crash and Burn Future of Robot Warfare

In spite of all the technical limitations of remote-controlled war spelled out in the Air Force investigation files, the U.S. is doubling down on drones.  Under the president’s new military strategy, the Air Force is projected to see its share of the budgetary pie rise and flying robots are expected to be a major part of that expansion.

Already, counting the Army’s thousands of tiny drones, one in three military aircraft — close to 7,500 machines — are robots.  According to official figures provided to TomDispatch, roughly 285 of them are Air Force Predator, Reaper, or Global Hawk drones.  The Air Force's arsenal also includes more advanced Sentinels, Avengers, and other classified unmanned aircraft.  A report published by the Congressional Budget Office last year, revealed that “the Department of Defense plans to purchase about 730 new medium-sized and large unmanned aircraft systems” during the next 10 years. 

Over the last decade, the United States has increasingly turned to drones in an effort to win its wars.  The Air Force investigation files examined by TomDispatch suggest a more extensive use of drones in Iraq than has previously been reported.  But in Iraq, as in Afghanistan, America’s preeminent wonder weapon failed to bring the U.S. mission anywhere close to victory.  Effective as the spearhead of a program to cripple al-Qaeda in Pakistan, drone warfare in that country’s tribal borderlands has also alienated almost the entire population of 190 million.  In other words, an estimated 2,000 suspected or identified guerrillas (as well as untold numbers of civilians) died.  The populace of a key American ally grew ever more hostile and no one knows how many new militants in search of revenge the drone strikes may have created, though the numbers are believed to be significant.

Despite a decade of technological, tactical, and strategic refinements and improvements, Air Force and allied CIA personnel watching computer monitors in distant locations have continually failed to discriminate between armed combatants and innocent civilians and, as a result, the judge-jury-executioner drone assassination program is widely considered to have run afoul of international law.

In addition, drone warfare seems to be creating a sinister system of embedded economic incentives that may lead to increasing casualty figures on the ground.  “In some targeting programs, staffers have review quotas — that is, they must review a certain number of possible targets per given length of time,” The Atlantic’s Joshua Foust recently wrote of the private contractors involved in the process.  “Because they are contractors,” he explains, “their continued employment depends on their ability to satisfy the stated performance metrics. So they have a financial incentive to make life-or-death decisions about possible kill targets just to stay employed. This should be an intolerable situation, but because the system lacks transparency or outside review it is almost impossible to monitor or alter.”

As flight hours rise year by year, these stark drawbacks are compounded by a series of technical glitches and vulnerabilities that are ever more regularly coming to light.  These include: Iraqi insurgents hacking drone video feeds, a virulent computer virus infecting the Air Force’s unmanned fleet, large percentages of drone pilots suffering from "high operational stress," a friendly fire incident in which drone operators killed two U.S. military personnel, increasing numbers of crashes, and the possibility of an Iranian drone-hijacking, as well as those more than 70 catastrophic mishaps detailed in Air Force accident investigation documents.

Over the last decade, a more-is-better mentality has led to increased numbers of drones, drone bases, drone pilots, and drone victims, but not much else.  Drones may be effective in terms of generating body counts, but they appear to be even more successful in generating animosity and creating enemies.

The Air Force’s accident reports are replete with evidence of the flaws inherent in drone technology, and there can be little doubt that, in the future, ever more will come to light.  A decade’s worth of futility suggests that drone warfare itself may already be crashing and burning, yet it seems destined that the skies will fill with drones and that the future will bring more of the same.

The Crash and Burn Future of Robot Warfare

The drone had been in the air for close to five hours before its mission crew realized that something was wrong.  The oil temperature in the plane’s turbocharger, they noticed, had risen into the “cautionary” range. An hour later, it was worse, and it just kept rising as the minutes wore on.  While the crew desperately ran through its “engine overheat” checklist trying to figure out the problem, the engine oil temperature, too, began skyrocketing.

By now, they had a full-blown in-flight emergency on their hands.  “We still have control of the engine, but engine failure is imminent,” the pilot announced over the radio.

Almost two hours after the first signs of distress, the engine indeed failed.  Traveling at 712 feet per minute, the drone clipped a fence before crashing.

Land of the Lost Drones

The skies seem full of falling drones these days.  The most publicized of them made headlines when Iran announced that its military had taken possession of an advanced American remotely piloted spy aircraft, thought to be an RQ-170 Sentinel. 

Questions about how the Iranians came to possess one of the U.S. military’s most sophisticated pieces of equipment abound.  Iran first claimed that its forces shot the drone down after it "briefly violated" the country’s eastern airspace near the Afghan border.  Later, the Islamic Republic insisted that the unmanned aerial vehicle had penetrated 150 miles before being felled by a sophisticated cyber-attack.  And just days ago, an Iranian engineer offered a more detailed, but as yet unsubstantiated, explanation of how a hack-attack hijacked the aircraft.

For its part, the United States initially claimed that its military had lost the drone while it was on a mission in western Afghanistan.  Later, unnamed officials admitted that the CIA had, in fact, been conducting a covert spy operation over Iran.

The drone crash that led this piece did occur in Afghanistan — Kandahar, to be precise — in May of this year.  It went unreported at the time and involved not a sleek, bat-winged RQ-170 Sentinel, but the older, clunkier, if more famous, MQ-1 Predator, a workhorse hunter/killer machine of the Afghan war and the CIA’s drone assassination campaign in the Pakistani tribal borderlands.

A document detailing a U.S. Air Force investigation of that Predator crash, examined by TomDispatch, sheds light on the lifecycle and flaws of drones — just what can go wrong in unmanned air operations — as well as the shadowy system of bases and units scattered across the globe that keep those drones constantly in the skies as the U.S. becomes ever more reliant on remote-controlled warfare. 

That report and striking new statistics obtained from the military offer insights into underexamined flaws in drone technology.  They are also a reminder of the failure of journalists to move beyond awe when it comes to high-tech warfare and America’s latest wonder weapons — their curious inability to examine the stark limitations of man and machine that can send even the most advanced military technology hurtling to Earth.     

Numbers Game

According to statistics provided to TomDispatch by the Air Force, Predators have flown the lion’s share of hours in America’s drone wars.  As of October 1st, MQ-1’s had spent more than 1 million hours in the air, 965,000 of those in “combat,” since being introduced into military service.  The newer, more heavily armed MQ-9 Reaper, by comparison, has flown 215,000 hours, 180,000 of them in combat.  (The Air Force refuses to release information about the workload of the RQ-170 Sentinel.)  And these numbers continue to rise.  This year alone, Predators have logged 228,000 flight hours compared to 190,000 in 2010.

An analysis of official Air Force data conducted by TomDispatch indicates that its drones crashed in spectacular fashion no less than 13 times in 2011, including that May 5th crash in Kandahar.

About half of those mishaps, all resulting in the loss of an aircraft or property damage of $2 million or more, occurred in Afghanistan or in the tiny African nation of Djibouti, which serves as a base for drones involved in the U.S. secret wars in Somalia and Yemen.  All but two of the incidents involved the MQ-1 model, and four of them took place in May. 

In 2010, there were seven major drone mishaps, all but one involving Predators; in 2009, there were 11.  In other words, there have been 31 drone losses in three years, none apparently shot down, all diving into the planet of their own mechanical accord or thanks to human error.

Other publicized drone crashes, like a remotely-operated Navy helicopter that went down in Libya in June and an unmanned aerial vehicle whose camera was reportedly taken by Afghan insurgents after a crash in August, as well as the December 4th loss of the RQ-180 in Iran and an even more recent crash of a MQ-9 in the Seychelles, are not included in the Air Force’s major accident statistics for the year. 

Group Effort

The United States currently runs its drone war from 60 or more bases scattered across the globe.  They range from sites in the American southwest with lines of trailers where drone pilots “fly” such aircraft via computer to those far closer to the battlefield where other pilots — seated before a similar set up, including multiple computer monitors, keyboards, a joystick, a throttle, a rollerball, a mouse, and various switches — launch and land the drones.  On other bases, aspiring drone pilots are trained on simulators and the planes themselves are tested before being sent to distant battlefields.

The May 5th Predator crash about a half-mile short of a runway at Kandahar Air Field drives home just how diffuse drone operations have become, with multiple units and multiple bases playing a role in a single mission.  

That Predator drone, for example, was an asset of the 3rd Special Operations Squadron, which operates out of Cannon Air Force Base in New Mexico, and ultimately is part of Air Force Special Operations Command, based at Hulbert Field in Florida.  When it crashed, it was being flown by an in-country pilot from the 62nd Expeditionary Squadron at Kandahar Air Field, whose parent unit, the 18th Reconnaissance Squadron, makes its home at Creech Air Force Base in Nevada, ground zero for the military’s drone operations.  The crewman operating the sensors on the drone, on the other hand, was a member of the Texas Air National Guard based at Ellington Field in Texas.

The final leg of the doomed mission — in support of elite special operations forces — was being carried out by a pilot who had been operating Predators for about 10 months and had flown drones for approximately 51 hours over the previous 90 days.  With less than 400 total hours under his belt, he was considered “inexperienced” by Air Force standards and, during his drone launch and recovery training, had failed two simulator sessions and one flying exercise.  He had, however, excelled academically, passed his evaluations, and was considered a qualified MQ-1 pilot, cleared to fly without supervision.

His sensor operator had been qualified by the Air Force for the better part of two years, with average or above average ratings in performance evaluations.  Having “flown” a total of 677 hours — close to 50 of them in the 90 days before the crash — he was considered “experienced.”

The fact that the duo were controlling a special operations drone highlights the increasingly strong and symbiotic relationship between America’s two recently ascendant forms of warfare: raids by small teams of elite forces and attacks by remote-controlled robots.

The Life and Death of American Drones

During the post-crash investigation, it was determined that the ground crew in Afghanistan had been regularly using an unauthorized method of draining engine coolant, though it was unclear whether this contributed to the crash.  Investigation documents further indicate that the drone’s engine had 851 hours of flight time and so was nearing the end of the line.  (The operational lifespan of a Predator drone engine is reportedly around 1,080 hours.)

Following the crash, the engine was shipped to a California test facility, where technicians from General Atomics, the maker of the Predator, carried out a forensic investigation.  Significant overheating had, it was discovered, warped and deformed the machinery.

Eventually, the Air Force ruled that a cooling system malfunction had led to engine failure.  An accident investigator also concluded that the pilot had not executed proper procedures after the engine failure, causing the craft to crash just short of the runway, slightly damaging the perimeter fence at Kandahar Air Field and destroying the drone. 

The clear conclusion reached by accident investigators in this crash stands in stark contrast to the murkiness of what happened to the advanced drone now in Iranian hands.  Whether the latter crashed thanks to a malfunction, was shot down, felled by a cyber-attack, or ended up on the ground for some other reason entirely, its loss and that of the special ops drone are reminders of just how reliant the U.S. military has become on high-tech robot planes whose major accidents now exceed those of much more expensive fixed-wing aircraft.  (There were 10 major airborne mishaps involving such Air Force aircraft in 2011.)

Robot War: 2012 and Beyond

The failure to achieve victory in Iraq and Afghanistan, combined with a perceived success in the Libyan war — significantly fought with airpower including drones — has convinced many in the military not to abandon foreign wars, but to change their approach.  Long-term occupations involving tens of thousands of troops and the use of counterinsurgency tactics are to be traded in for drone and special forces operations.

Remotely piloted aircraft have regularly been touted, in the press and the military, as wonder weapons, the way, not so long ago, counterinsurgency tactics were being promoted as an elixir for military failure.  Like the airplane, the tank, and nuclear weapons before it, the drone has been touted as a game-changer, destined to alter the very essence of warfare.

Instead, like the others, it has increasingly proven to be a non-game-changer of a weapon with ordinary vulnerabilities.  Its technology is fallible and its efforts have often been counterproductive in these last years.  For example, the inability of pilots watching computer monitors on the other side of the planet to discriminate between armed combatants and innocent civilians has proven a continuing problem for the military’s drone operations, while the CIA’s judge-jury-executioner assassination program is widely considered to have run afoul of international law — and, in the case of Pakistan, to be alienating an entire population.  The drone increasingly looks less like a winning weapon than a machine for generating opposition and enemies.

In addition, as flight hours rise year after year, the vulnerabilities of remotely piloted missions are ever more regularly coming to light.  These have included Iraqi insurgents hacking drone video feeds, a virulent computer virus infecting the Air Force’s unmanned fleet, large percentages of drone pilots suffering from "high operational stress," increasing numbers of crashes, and the possibility of Iranian drone-hijacking. 

While human and mechanical errors are inherent in the operation of any type of machinery, few commentators have focused significant attention on the full spectrum of drone flaws and limitations.  For more than a decade, remotely piloted aircraft have been a mainstay of U.S. military operations and the tempo of drone operations continues to rise yearly, but relatively little has been written about drone defects or the limits and hazards of drone operations. 

Perhaps the Air Force is beginning to worry about when this will change.  After years of regularly ushering reporters through drone operations at Creech Air Force Base and getting a flood of glowing, even awestruck, publicity about the glories of drones and drone pilots, this year, without explanation, it shut down press access to the program, moving robotic warfare deeper into the shadows. 

The recent losses of the Pentagon’s robot Sentinel in Iran, the Reaper in the Seychelles, and the Predator in Kandahar, however, offer a window into a future in which the global skies will be filled with drones that may prove far less wondrous than Americans have been led to believe.  The United States could turn out to be relying on a fleet of robots with wings of clay.

The Drone That Fell From the Sky

As the Arab Spring blossomed and President Obama hesitated about whether to speak out in favor of protesters seeking democratic change in the Greater Middle East, the Pentagon acted decisively.  It forged ever deeper ties with some of the most repressive regimes in the region, building up military bases and brokering weapons sales and transfers to despots from Bahrain to Yemen

As state security forces across the region cracked down on democratic dissent, the Pentagon also repeatedly dispatched American troops on training missions to allied militaries there.  During more than 40 such operations with names like Eager Lion and Friendship Two that sometimes lasted for weeks or months at a time, they taught Middle Eastern security forces the finer points of counterinsurgency, small unit tactics, intelligence gathering, and information operations — skills crucial to defeating popular uprisings.

These recurrent joint-training exercises, seldom reported in the media and rarely mentioned outside the military, constitute the core of an elaborate, longstanding system that binds the Pentagon to the militaries of repressive regimes across the Middle East.  Although the Pentagon shrouds these exercises in secrecy, refusing to answer basic questions about their scale, scope, or cost, an investigation by TomDispatch reveals the outlines of a region-wide training program whose ambitions are large and wholly at odds with Washington’s professed aims of supporting democratic reforms in the Greater Middle East.

Lions, Marines, and Moroccans — Oh My!

On May 19th, President Obama finally addressed the Arab Spring in earnest.  He was unambiguous about standing with the protesters and against repressive governments, asserting that “America’s interests are not hostile to people’s hopes; they’re essential to them.” 

Four days earlier, the very demonstrators the president sided with had marched in Temara, Morocco.  They were heading for a facility suspected of housing a secret government interrogation facility to press for political reforms.  It was then that the kingdom’s security forces attacked.

"I was in a group of about 11 protesters, pursued by police in their cars," Oussama el-Khlifi, a 23-year-old protester from the capital, Rabat, told Human Rights Watch (HRW).  “They forced me to say, ‘Long live the king,' and they hit me on my shoulder. When I didn't fall, they clubbed me on the head and I lost consciousness. When I regained consciousness, I found myself at the hospital, with a broken nose and an injured shoulder."  

About a five-hour drive south, another gathering was taking place under far more hospitable circumstances.  In the seaside city of Agadir, a ceremony marking a transfer of military command was underway.  "We're here to support… bilateral engagement with one of our most important allies in the region," said Colonel John Caldwell of the U.S. Marine Corps at a gathering to mark the beginning of the second phase of African Lion, an annual joint-training exercise with Morocco’s armed forces.

U.S. Africa Command (AFRICOM), the Pentagon’s regional military headquarters that oversees operations in Africa, has planned 13 such major joint-training exercises in 2011 alone from Uganda to South Africa, Senegal to Ghana, including African Lion.  Most U.S. training missions in the Greater Middle East are, however, carried out by Central Command (CENTCOM), which oversees wars and other military activities in 20 countries in the Greater Middle East. 

“Annually, USCENTCOM executes more than 40 exercises with a wide range of partner nations in the region,” a military spokesman told TomDispatch.  “Due to host-nation sensitivities, USCENTCOM does not discuss the nature of many of our exercises outside our bilateral relationships.”       

Of the dozens of joint-training exercises it sponsored these last years, CENTCOM would only acknowledge two by name: Leading Edge, a 30-nation exercise focused on counter-proliferation last held in the United Arab Emirates (UAE) in late 2010; and Eager Resolve, an annual exercise to simulate a coordinated response to a chemical, biological, radiological, nuclear, or high yield explosive attack, involving the member states of the Gulf Cooperation Council — Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE. 

However, military documents, open-source reports, and other data analyzed by TomDispatch offer a window into the training relationships that CENTCOM refused to acknowledge.  While details of these missions remain sparse at best, the results are clear: during 2011, U.S. troops regularly partnered with and trained the security forces of numerous regimes that were actively beating back democratic protests and stifling dissent within their borders.

Getting Friendly With the Kingdom

In January, for example, the government of Saudi Arabia curtailed what little freedom of expression existed in the kingdom by instituting severe new restrictions regarding online news and commentary by its citizens.  That same month, Saudi authorities launched a crackdown on peaceful demonstrators.  Shortly afterward, six Saudi men sought government recognition for the country’s first political party whose professed aims, according to Human Rights Watch, included “greater democracy and protection for human rights.”  They were promptly arrested.

On February 19th, just three days after those arrests, U.S. and Saudi forces launched Friendship Two, a training exercise in Tabuk, Saudi Arabia.  For the next 10 days, 4,100 American and Saudi troops practiced combat maneuvers and counterinsurgency tactics under an unrelenting desert sun.  “This is a fantastic exercise and a fantastic venue, and we’re sending a real good message out to the people of the region,” insisted Major General Bob Livingston, a National Guard commander who took part in the mission.  “The engagements that we have with the Saudi Arabian army affect their army, it affects our Army, but it also shows the people of the region our ability to cooperate with each other and our ability to be able to operate together.”

Eager Lights and Lions

As the Arab Spring brought down U.S.-allied autocrats in Tunisia and Egypt, the Kingdom of Jordan, where criticizing King Abdulluh or even peacefully protesting government policies is a crime, continued to stifle dissent.  Last year, for instance, state security forces stormed the house of 24-year-old computer science student Imad al-Din al-Ash and arrested him.  His crime?  An online article in which he called the king “effeminate.” 

In March, Jordanian security forces typically failed to take action, and some even joined in, when pro-government protesters attacked peaceful activists seeking political reforms.  Then came allegations that state forces had tortured Islamist activists.

Meanwhile, in March, U.S. troops joined Jordanian forces in Eager Light 2011, a training exercise in Amman, the country’s capital, that focused on counterinsurgency training.  Then, from June 11th to June 30th, thousands of Jordanian security forces and U.S. troops undertook Eager Lion, focusing on special operations missions and irregular warfare as well as counterinsurgency.

In November, Human Rights Watch’s Christoph Wilcke took Jordan to task for the trial of 150 protesters arrested in the spring on terrorism charges after a public brawl with pro-regime supporters.  “Only members of the opposition face prosecution. The trial… is seriously flawed,” wrote Wilcke.  “It singles out Islamists on charges of terrorism and casts doubts on the kingdom’s path towards genuine political reform, its commitment to the rule of law, and its stated desire to protect the rights of freedom of expression and assembly.”

At around the same time, U.S. troops were wrapping up Operation Flexible Saif.  For about four months, American troops had engaged in basic mentoring of the Jordanian military, according to Americans who took part, focusing on subjects ranging from the fundamentals of soldiering to the essentials of intelligence gathering. 

Who Are Kuwait’s Lucky Warriors?

Earlier this year, Kuwaiti security forces assaulted and arrested “Bidun” protesters, a minority population demanding citizenship rights after 50 years of stateless status in the oil-rich kingdom.  "Kuwaiti authorities… should allow demonstrators to speak and assemble freely — as is their right," wrote Sarah Leah Whitson, Middle East director at Human Rights Watch.  More recently, Kuwait has been cracking down on online activists.  In July, HRW’s Priyanka Motaparthy wrote in Foreign Policy magazine that 26-year-old Nasser Abul was led, blindfolded and shackled, into a Kuwaiti courtroom.  His crime, according to Motaparthy, “a few tweets… criticizing the ruling families of Bahrain as well as Saudi Arabia.”

This spring, U.S. troops took part in Lucky Warrior, a four-day training exercise in Kuwait designed to hone U.S. war fighting skills particular to the region.  The sparse material available from the military mentions no direct Kuwaiti involvement in Lucky Warrior, but documents examined by TomDispatch indicate that translators have been used in past versions of the exercise, suggesting the involvement of Kuwaiti and/or other Arab nations in the operation.  Pentagon secrecy, however, makes it impossible to know the full extent of participation by the Pentagon’s regional partners.

TomDispatch has identified other regional training operations that CENTCOM failed to acknowledge, including Steppe Eagle, an annual multilateral exercise carried out in repressive Kazakhstan from July 31st to August 23rd which trained Kazakh troops in everything from convoy missions to conducting cordon and search operations.  Then there was the Falcon Air Meet, an exercise focusing on close air-support tactics that even included a bombing contest, carried out in October by U.S., Jordanian, and Turkish air forces at Shaheed Mwaffaq Salti Air Base in Jordan. 

The U.S. military also conducted a seminar on public affairs and information operations with members of the Lebanese armed forces including, according to an American in attendance, a discussion of “the use of propaganda in regards to military information support operations.”  In addition, there was a biannual joint underwater demolitions exercise, Operation Eager Mace, carried out with Kuwaiti forces.

These training missions are only a fraction of the dozens carried out each year in secret, far from the prying eyes of the press or local populations.  They are a key component of an outsized Pentagon support system that also shuttles aid and weaponry to a set of allied Middle Eastern kingdoms and autocracies.  These joint missions ensure tight bonds between the U.S. military and the security forces of repressive governments throughout the region, offering Washington access and influence and the host nations of these exercises the latest military strategies, tactics, and tools of the trade at a moment when they are, or fear being, besieged by protesters seeking to tap into the democratic spirit sweeping the region.

Secrets and Lies

The U.S. military ignored TomDispatch’s requests for information about whether any joint operations were postponed, rescheduled, or canceled as a result of Arab Spring protests.  In August, however, Agence France Presse reported that Bright Star, a biannual training exercise involving U.S. and Egyptian forces, had been canceled as a result of the popular revolt that overthrew president ally Hosni Mubarak, a Washington ally. 

The number of U.S. training exercises across the region disrupted by pro-democracy protests, or even basic information about the total number of the Pentagon’s regional training missions, their locations, durations, and who takes part in them, remain largely unknown.  CENTCOM regularly keeps such information secret from the American public, not to mention populations across the Greater Middle East. 

The military also refused to comment on exercises scheduled for 2012.  There is nonetheless good reason to believe that their number will rise as regional autocrats look to beat back the forces of change.  “With the end of Operation New Dawn in Iraq and the reduction of surge forces in Afghanistan, USCENTCOM exercises will continue to focus on… mutual security concerns and build upon already strong, enduring relationships within the region,” a CENTCOM spokesman told TomDispatch by email. 

Since pro-democracy protests and popular revolt are the “security concerns” of regimes from Saudi Arabia and Bahrain to Jordan and Yemen, it is not hard to imagine just how the Pentagon’s advanced training methods, its schooling in counterinsurgency tactics, and its aid in intelligence gathering techniques might be used in the months ahead.

This spring, as Operation African Lion proceeded and battered Moroccan protesters nursed their wounds, President Obama asserted that the “United States opposes the use of violence and repression against the people of the region” and supports basic human rights for citizens throughout the Greater Middle East.  “And these rights,” he added, “include free speech, the freedom of peaceful assembly, the freedom of religion, equality for men and women under the rule of law, and the right to choose your own leaders — whether you live in Baghdad or Damascus, Sanaa or Tehran.”

The question remains, does the United States believe the same is true for those who live in Amman, Kuwait City, Rabat, or Riyahd?  And if so, why is the Pentagon strengthening the hands of repressive rulers in those capitals?

Making Repression Our Business

They increasingly dot the planet.  There’s a facility outside Las Vegas where “pilots” work in climate-controlled trailers, another at a dusty camp in Africa formerly used by the French Foreign Legion, a third at a big air base in Afghanistan where Air Force personnel sit in front of multiple computer screens, and a fourth at an air base in the United Arab Emirates that almost no one talks about. 

And that leaves at least 56 more such facilities to mention in an expanding American empire of unmanned drone bases being set up worldwide.  Despite frequent news reports on the drone assassination campaign launched in support of America’s ever-widening undeclared wars and a spate of stories on drone bases in Africa and the Middle East, most of these facilities have remained unnoted, uncounted, and remarkably anonymous — until now.

Run by the military, the Central Intelligence Agency, and their proxies, these bases — some little more than desolate airstrips, others sophisticated command and control centers filled with computer screens and high-tech electronic equipment — are the backbone of a new American robotic way of war.  They are also the latest development in a long-evolving saga of American power projection abroad — in this case, remote-controlled strikes anywhere on the planet with a minimal foreign “footprint” and little accountability.

Using military documents, press accounts, and other open source information, an in-depth analysis by TomDispatch has identified at least 60 bases integral to U.S. military and CIA drone operations.  There may, however, be more, since a cloak of secrecy about drone warfare leaves the full size and scope of these bases distinctly in the shadows.

A Galaxy of Bases

Over the last decade, the American use of unmanned aerial vehicles (UAVs) and unmanned aerial systems (UAS) has expanded exponentially, as has media coverage of their use.  On September 21st, the Wall Street Journal reported that the military has deployed missile-armed MQ-9 Reaper drones on the “island nation of Seychelles to intensify attacks on al Qaeda affiliates, particularly in Somalia.”  A day earlier, a Washington Post piece also mentioned the same base on the tiny Indian Ocean archipelago, as well as one in the African nation of Djibouti, another under construction in Ethiopia, and a secret CIA airstrip being built for drones in an unnamed Middle Eastern country. (Some suspect it's Saudi Arabia.)

Post journalists Greg Miller and Craig Whitlock reported that the “Obama administration is assembling a constellation of secret drone bases for counterterrorism operations in the Horn of Africa and the Arabian Peninsula as part of a newly aggressive campaign to attack al-Qaeda affiliates in Somalia and Yemen.”  Within days, the Post also reported that a drone from the new CIA base in that unidentified Middle Eastern country had carried out the assassination of radical al-Qaeda preacher and American citizen Anwar al-Awlaki in Yemen.  

With the killing of al-Awlaki, the Obama Administration has expanded its armed drone campaign to no fewer than six countries, though the CIA, which killed al-Awlaki, refuses to officially acknowledge its drone assassination program.  The Air Force is less coy about its drone operations, yet there are many aspects of those, too, that remain in the shadows.  Air Force spokesman Lieutenant Colonel John Haynes recently told TomDispatch that, “for operational security reasons, we do not discuss worldwide operating locations of Remotely Piloted Aircraft, to include numbers of locations around the world.”

Still, those 60 military and CIA bases worldwide, directly connected to the drone program, tell us much about America’s war-making future.  From command and control and piloting to maintenance and arming, these facilities perform key functions that allow drone campaigns to continue expanding, as they have for more than a decade.  Other bases are already under construction or in the planning stages.  When presented with our list of Air Force sites within America’s galaxy of drone bases, Lieutenant Colonel Haynes responded, “I have nothing further to add to what I’ve already said.”

Even in the face of government secrecy, however, much can be discovered.  Here, then, for the record is a TomDispatch accounting of America’s drone bases in the United States and around the world.

The Near Abroad

News reports have frequently focused on Creech Air Force Base outside Las Vegas as ground zero in America’s military drone campaign.  Sitting in darkened, air-conditioned rooms 7,500 miles from Afghanistan, drone pilots dressed in flight suits remotely control MQ-9 Reapers and their progenitors, the less heavily-armed MQ-1 Predators. Beside them, sensor operators manipulate the TV camera, infrared camera, and other high-tech sensors on board the plane.  Their faces are lit up by digital displays showing video feeds from the battle zone.  By squeezing a trigger on a joystick, one of those Air Force “pilots” can loose a Hellfire missile on a person half a world away.

While Creech gets the lion’s share of media attention — it even has its own drones on site — numerous other bases on U.S. soil have played critical roles in America’s drone wars.  The same video-game-style warfare is carried out by U.S and British pilots not far away at Nevada’s Nellis Air Force Base, the home of the Air Force’s 2nd Special Operations Squadron (SOS).  According to a factsheet provided to TomDispatch by the Air Force, the 2nd SOS and its drone operators are scheduled to be relocated to the Air Force Special Operations Command at Hurlburt Field in Florida in the coming months.

Reapers or Predators are also being flown from Davis-Monthan Air Force Base in Arizona, Whiteman Air Force Base in Missouri, March Air Reserve Base in California, Springfield Air National Guard Base in Ohio, Cannon Air Force Base and Holloman Air Force Base in New Mexico, Ellington Airport in Houston, Texas, the Air National Guard base in Fargo, North Dakota, Ellsworth Air Force Base in South Dakota, and Hancock Field Air National Guard Base in Syracuse, New York.  Recently, it was announced that Reapers flown by Hancock’s pilots would begin taking off on training missions from the Army’s Fort Drum, also in New York State. 

Meanwhile, at Langley Air Force Base in Virginia, according to a report by the New York Times, teams of camouflage-clad Air Force analysts sit in a secret intelligence and surveillance installation monitoring cell-phone intercepts, high-altitude photographs, and most notably, multiple screens of streaming live video from drones in Afghanistan.  They call it “Death TV” and are constantly instant-messaging with and talking to commanders on the ground in order to supply them with real-time intelligence on enemy troop movements.  Air Force analysts also closely monitor the battlefield from Air Force Special Operations Command in Florida and a facility in Terre Haute, Indiana.

CIA drone operators also reportedly pilot their aircraft from the Agency’s nearby Langley, Virginia headquarters.  It was from here that analysts apparently watched footage of Osama bin Laden’s compound in Pakistan, for example, thanks to video sent back by the RQ-170 Sentinel, an advanced drone nicknamed the “Beast of Kandahar.”  According to Air Force documents, the Sentinel is flown from both Creech Air Force Base and Tonopah Test Range in Nevada.

Predators, Reapers, and Sentinels are just part of the story.  At Beale Air Force Base in California, Air Force personnel pilot the RQ-4 Global Hawk, an unmanned drone used for long-range, high-altitude surveillance missions, some of them originating from Anderson Air Force Base in Guam (a staging ground for drone flights over Asia).  Other Global Hawks are stationed at Grand Forks Air Force Base in North Dakota, while the Aeronautical Systems Center at Wright-Patterson Air Force Base in Ohio manages the Global Hawk as well as the Predator and Reaper programs for the Air Force. 

Other bases have been intimately involved in training drone operators, including Randolph Air Force Base in Texas and New Mexico’s Kirtland Air Force Base, as is the Army’s Fort Huachuca in Arizona, which is home to “the world’s largest UAV training center,” according to a report by National Defense magazine.  There, hundreds of employees of defense giant General Dynamics train military personnel to fly smaller tactical drones like the Hunter and the Shadow.  The physical testing of drones goes on at adjoining Libby Army Airfield and “two UAV runways located approximately four miles west of Libby,” according to Global Security, an on-line clearinghouse for military information.  

Additionally, small drone training for the Army is carried out at Fort Benning in Georgia while at Fort Rucker, Alabama — “the home of Army aviation” — the Unmanned Aircraft Systems program coordinates doctrine, strategy, and concepts pertaining to UAVs.  Recently, Fort Benning also saw the early testing of true robotic drones — which fly without human guidance or a hand on any joystick.  This, wrote the Washington Post, is considered the next step toward a future in which drones will “hunt, identify, and kill the enemy based on calculations made by software, not decisions made by humans.”

The Army has also carried out UAV training exercises at Dugway Proving Ground in Utah and, earlier this year, the Navy launched its X-47B, a next-generation semi-autonomous stealth drone, on its first flight at Edwards Air Force Base in California.  That flying robot — designed to operate from the decks of aircraft carriers — has since been sent on to Maryland’s Naval Air Station Patuxent River for further testing.  At nearby Webster Field, the Navy worked out kinks in its Fire Scout pilotless helicopter, which has also been tested at Fort Rucker and Yuma Proving Ground in Arizona, as well as Florida’s Mayport Naval Station and Jacksonville Naval Air Station.  The latter base was also where the Navy’s Broad Area Maritime Surveillance (BAMS) unmanned aerial system was developed.  It is now based there and at Naval Air Station Whidbey Island in Washington State.

Foreign Jewels in the Crown

The Navy is actively looking for a suitable site in the Western Pacific for a BAMS base, and is currently in talks with several Persian Gulf states about a site in the Middle East.  It already has Global Hawks perched at its base in Sigonella, Italy.

The Air Force is now negotiating with Turkey to relocate some of the Predator drones still operating in Iraq to the giant air base at Incirlik next year.  Many different UAVs have been based in Iraq since the American invasion of that country, including small tactical models like the Raven-B that troops launched by hand from Kirkuk Regional Air Base, Shadow UAVs that flew from Forward Operating Base Normandy in Baqubah Province, Predators operating out of Balad Airbase, miniature Desert Hawk drones launched from Tallil Air Base, and Scan Eagles based at Al Asad Air Base.

Elsewhere in the Greater Middle East, according to Aviation Week, the military is launching Global Hawks from Al Dhafra Air Base in the United Arab Emirates, piloted by personnel stationed at Naval Air Station Patuxent River in Maryland, to track “shipping traffic in the Persian Gulf, Strait of Hormuz, and Arabian Sea.”  There are unconfirmed reports that the CIA may be operating drones from the Emirates as well.  In the past, other UAVs have apparently been flown from Kuwait’s Ali Al Salem Air Base and Al Jaber Air Base, as well as Seeb Air Base in Oman.    

At Al-Udeid Air Base in Qatar, the Air Force runs an air operations command and control facility, critical to the drone wars in Afghanistan and Pakistan.  The new secret CIA base on the Arabian peninsula, used to assassinate Anwar al-Awlaki, may or may not be the airstrip in Saudi Arabia whose existence a senior U.S. military official recently confirmed to Fox News.  In the past, the CIA has also operated UAVs out of Tuzel, Uzbekistan.

In neighboring Afghanistan, drones fly from many bases including Jalalabad Air Base, Kandahar Air Field, the air base at Bagram, Camp Leatherneck, Camp Dwyer, Combat Outpost Payne, Forward Operating Base (FOB) Edinburgh and FOB Delaram II, to name a few.  Afghan bases are, however, more than just locations where drones take off and land. 

It is a common misconception that U.S.-based operators are the only ones who “fly” America’s armed drones.  In fact, in and around America’s war zones, UAVs begin and end their flights under the control of local “pilots.”  Take Afghanistan’s massive Bagram Air Base.  After performing preflight checks alongside a technician who focuses on the drone’s sensors, a local airman sits in front of a Dell computer tower and multiple monitors, two keyboards, a joystick, a throttle, a rollerball, a mouse, and various switches, overseeing the plane’s takeoff before handing it over to a stateside counterpart with a similar electronics set-up.  After the mission is complete, the controls are transferred back to the local operators for the landing.  Additionally, crews in Afghanistan perform general maintenance and repairs on the drones.

In the wake of a devastating suicide attack by an al-Qaeda double agent that killed CIA officers and contractors at Forward Operating Base Chapman in Afghanistan’s eastern province of Khost in 2009, it came to light that the facility was heavily involved in target selection for drone strikes across the border in Pakistan.  The drones themselves, as the Washington Post noted at the time, were “flown from separate bases in Afghanistan and Pakistan.”

Both the Air Force and the CIA have conducted operations in Pakistani air space, with some missions originating in Afghanistan and others from inside Pakistan.  In 2006, images of what appear to be Predator drones stationed at Shamsi Air Base in Pakistan's Balochistan province were found on Google Earth and later published.  In 2009, the New York Times reported that operatives from Xe Services, the company formerly known as Blackwater, had taken over the task of arming Predator drones at the CIA’s “hidden bases in Pakistan and Afghanistan.”

Following the May Navy SEAL raid into Pakistan that killed Osama bin Laden, that country’s leaders reportedly ordered the United States to leave Shamsi.  The Obama administration evidently refused and word leaked out, according to the Washington Post, that the base was actually owned and sublet to the U.S. by the United Arab Emirates, which had built the airfield “as an arrival point for falconry and other hunting expeditions in Pakistan.” 

The U.S. and Pakistani governments have since claimed that Shamsi is no longer being used for drone strikes.  True or not, the U.S. evidently also uses other Pakistani bases for its drones, including possibly PAF Base Shahbaz, located near the city of Jacocobad, and another base located near Ghazi.  

The New Scramble for Africa

Recently, the headline story, when it comes to the expansion of the empire of drone bases, has been Africa.  For the last decade, the U.S. military has been operating out of Camp Lemonier, a former French Foreign Legion base in the tiny African nation of Djibouti.  Not long after the attacks of September 11, 2001, it became a base for Predator drones and has since been used to conduct missions over neighboring Somalia.   

For some time, rumors have also been circulating about a secret American base in Ethiopia.  Recently, a U.S. official revealed to the Washington Post that discussions about a drone base there had been underway for up to four years, “but that plan was delayed because ‘the Ethiopians were not all that jazzed.’” Now construction is evidently underway, if not complete.

Then, of course, there is that base on the Seychelles in the Indian Ocean.  A small fleet of Navy and Air Force drones began operating openly there in 2009 to track pirates in the region’s waters.  Classified diplomatic cables obtained by Wikileaks, however, reveal that those drones have also secretly been used to carry out missions in Somalia.  “Based in a hangar located about a quarter-mile from the main passenger terminal at the airport,” the Post reports, the base consists of three or four “Reapers and about 100 U.S. military personnel and contractors, according to the cables.” 

The U.S. has also recently sent four smaller tactical drones to the African nations of Uganda and Burundi for use by those countries’ militaries.

New and Old Empires

Even if the Pentagon budget were to begin to shrink, expansion of America’s empire of drone bases is a sure thing in the years to come.  Drones are now the bedrock of Washington’s future military planning and — with counterinsurgency out of favor — the preferred way of carrying out wars abroad. 

During the eight years of George W. Bush’s presidency, as the U.S. was building up its drone fleets, the country launched wars in Afghanistan and Iraq, and carried out limited strikes in Yemen, Pakistan, and Somalia, using drones in at least four of those countries.  In less than three years under President Obama, the U.S. has launched drone strikes in Afghanistan, Iraq, Libya, Pakistan, Somalia, and Yemen.  It maintains that it has carte blanche to kill suspected enemies in any nation (or at least any nation in the global south).  

According to a report by the Congressional Budget Office published earlier this year, “the Department of Defense plans to purchase about 730 new medium-sized and large unmanned aircraft systems” over the next decade.  In practical terms, this means more drones like the Reaper.

Military officials told the Wall Street Journal that the Reaper “can fly 1,150 miles from base, conduct missions, and return home… [T]he time a drone can stay aloft depends on how heavily armed it is.”  According to a drone operator training document obtained by TomDispatch, at maximum payload, meaning with 3,750 pounds worth of Hellfire missiles and GBU-12 or GBU-30 bombs on board, the Reaper can remain aloft for 16 to 20 hours.  

Even a glance at a world map tells you that, if the U.S. is to carry out ever more drone strikes across the developing world, it will need more bases for its future UAVs.  As an unnamed senior military official pointed out to a Washington Post reporter, speaking of all those new drone bases clustered around the Somali and Yemeni war zones, “If you look at it geographically, it makes sense — you get out a ruler and draw the distances [drones] can fly and where they take off from.”

Earlier this year, an analysis by TomDispatch determined that there are more than 1,000 U.S. military bases scattered across the globe — a shadowy base-world providing plenty of existing sites that can, and no doubt will, host drones.  But facilities selected for a pre-drone world may not always prove optimal locations for America’s current and future undeclared wars and assassination campaigns.  So further expansion in Africa, the Middle East, and Asia is a likelihood.   

What are the Air Force’s plans in this regard?  Lieutenant Colonel John Haynes was typically circumspect, saying, “We are constantly evaluating potential operating locations based on evolving mission needs.”  If the last decade is any indication, those “needs” will only continue to grow.

America’s Secret Empire of Drone Bases

It’s a story that should take your breath away: the destabilization of what, in the Bush years, used to be called “the arc of instability.”  It involves at least 97 countries, across the bulk of the global south, much of it coinciding with the oil heartlands of the planet.  A startling number of these nations are now in turmoil, and in every single one of them — from Afghanistan and Algeria to Yemen and Zambia — Washington is militarily involved, overtly or covertly, in outright war or what passes for peace. 

Garrisoning the planet is just part of it.  The Pentagon and U.S. intelligence services are also running covert special forces and spy operations, launching drone attacks, building bases and secret prisons, training, arming, and funding local security forces, and engaging in a host of other militarized activities right up to full-scale war.  But while you consider this, keep one fact in mind: the odds are that there is no longer a single nation in the arc of instability in which the United States is in no way militarily involved.  

Covenant of the Arc

“Freedom is on the march in the broader Middle East,” the president said in his speech.  “The hope of liberty now reaches from Kabul to Baghdad to Beirut and beyond. Slowly but surely, we’re helping to transform the broader Middle East from an arc of instability into an arc of freedom.”

An arc of freedom.  You could be forgiven if you thought that this was an excerpt from President Barack Obama’s Arab Spring speech, where he said “[I]t will be the policy of the United States to… support transitions to democracy.”  Those were, however, the words of his predecessor George W. Bush.  The giveaway is that phrase “arc of instability,” a core rhetorical concept of the former president’s global vision and that of his neoconservative supporters.

The dream of the Bush years was to militarily dominate that arc, which largely coincided with the area from North Africa to the Chinese border, also known as the Greater Middle East, but sometimes was said to stretch from Latin America to Southeast Asia.  While the phrase has been dropped in the Obama years, when it comes to projecting military power President Obama is in the process of trumping his predecessor. 

In addition to waging more wars in “arc” nations, Obama has overseen the deployment of greater numbers of special operations forces to the region, has transferred or brokered the sale of substantial quantities of weapons there, while continuing to build and expand military bases at a torrid rate, as well as training and supplying large numbers of indigenous forces.  Pentagon documents and open source information indicate that there is not a single country in that arc in which U.S. military and intelligence agencies are not now active.  This raises questions about just how crucial the American role has been in the region’s increasing volatility and destabilization.

Flooding the Arc

Given the centrality of the arc of instability to Bush administration thinking, it was hardly surprising that it launched wars in Afghanistan and Iraq, and carried out limited strikes in three other arc states — Yemen, Pakistan, and Somalia.  Nor should anyone have been shocked that it also deployed elite military forces and special operators from the Central Intelligence Agency elsewhere within the arc.

In his book The One Percent Doctrine, journalist Ron Suskind reported on CIA plans, unveiled in September 2001 and known as the “Worldwide Attack Matrix,” for “detailed operations against terrorists in 80 countries.”  At about the same time, then-Secretary of Defense Donald Rumsfeld proclaimed that the nation had embarked on “a large multi-headed effort that probably spans 60 countries.”  By the end of the Bush years, the Pentagon would indeed have special operations forces deployed in 60 countries around the world. 

It has been the Obama administration, however, that has embraced the concept far more fully and engaged the region even more broadly.  Last year, the Washington Post reported that U.S. had deployed special operations forces in 75 countries, from South America to Central Asia.  Recently, however, U.S. Special Operations Command spokesman Colonel Tim Nye told me that on any given day, America’s elite troops are working in about 70 countries, and that its country total by year’s end would be around 120.  These forces are engaged in a host of missions, from Army Rangers involved in conventional combat in Afghanistan to the team of Navy SEALs who assassinated Osama bin Laden in Pakistan, to trainers from the Army, Navy, Air Force, and Marines within U.S. Special Operations Command working globally from the Dominican Republic to Yemen

The United States is now involved in wars in six arc-of-instability nations: Afghanistan, Iraq, Libya, Pakistan, Somalia, and Yemen.  It has military personnel deployed in other arc states, including Algeria, Bahrain, Djibouti, Egypt, Israel, Jordan, Kuwait, Lebanon, Morocco, Oman, Pakistan, Qatar, Saudi Arabia, Tunisia, and the United Arab Emirates.  Of these countries, Afghanistan, Bahrain, Djibouti, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates all host U.S. military bases, while the CIA is reportedly building a secret base somewhere in the region for use in its expanded drone wars in Yemen and Somalia.  It is also using already existing facilities in Djibouti, Ethiopia, and the United Arab Emirates for the same purposes, and operating a clandestine base in Somalia where it runs indigenous agents and carries out counterterrorism training for local partners. 

In addition to its own military efforts, the Obama administration has also arranged for the sale of weaponry to regimes in arc states across the Middle East, including Bahrain, Egypt, Iraq, Jordan, Kuwait, Morocco, Saudi Arabia, Tunisia, the United Arab Emirates, and Yemen.  It has been indoctrinating and schooling indigenous military partners through the State Department’s and Pentagon’s International Military Education and Training program.  Last year, it provided training to more than 7,000 students from 130 countries.  “The emphasis is on the Middle East and Africa because we know that terrorism will grow, and we know that vulnerable countries are the most targeted,” Kay Judkins, the program’s policy manager, recently told the American Forces Press Service.

According to Pentagon documents released earlier this year, the U.S. has personnel — some in token numbers, some in more sizeable contingents — deployed in 76 other nations sometimes counted in the arc of instability: Angola, Botswana, Burundi, Cameroon, Chad, Congo, Cote d’Ivoire, Ethiopia, Gabon, Ghana, Guinea, Kenya, Liberia, Madagascar, Mali, Mauritania, Mozambique, Niger, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Sudan, Tanzania, Togo, Uganda, Zambia, Zimbabwe, Sri Lanka, Syria, Antigua, the Bahamas, Barbados, Belize, Bolivia, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Suriname, Trinidad and Tobago, Uruguay, Venezuela, Albania, Bosnia and Herzegovina, Macedonia, Romania, Serbia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Bangladesh, Myanmar, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam.

While arrests of 30 members of an alleged CIA spy ring in Iran earlier this year may be, like earlier incarcerations of supposed American “spies”, pure theater for internal consumption or international bargaining, there is little doubt that the U.S. is conducting covert operations there, too.  Last year, reports surfaced that U.S. black ops teams had been authorized to run missions inside that country, and spies and local proxies are almost certainly at work there as well.  Just recently, the Wall Street Journal revealed a series of “secret operations on the Iran-Iraq border” by the U.S. military and a coming CIA campaign of covert operations aimed at halting the smuggling of Iranian arms into Iraq.

All of this suggests that there may, in fact, not be a single nation within the arc of instability, however defined, in which the United States is without a base or military or intelligence personnel, or where it is not running agents, sending weapons, conducting covert operations — or at war.

The Arc of History

Just after President Obama came into office in 2009, then-Director of National Intelligence Dennis Blair briefed the Senate Select Committee on Intelligence.  Drawing special attention to the arc of instability, he summed up the global situation this way: “The large region from the Middle East to South Asia is the locus for many of the challenges facing the United States in the twenty-first century.”  Since then, as with the Bush-identified phrase “global war on terror,” the Obama administration and the U.S. military have largely avoided using “arc of instability,” preferring to refer to it using far vaguer formulations.

During a speech at the National Defense Industrial Association’s annual Special Operations and Low-Intensity Conflict Symposium earlier this year, for example, Navy Admiral Eric Olson, then the chief of U.S. Special Operations Command, pointed toward a composite satellite image of the world at night.  Before September 11, 2001, said Olson, the lit portion of the planet — the industrialized nations of the global north — were considered the key areas.  Since then, he told the audience, 51 countries, almost all of them in the arc of instability, have taken precedence.  “Our strategic focus,” he said, “has shifted largely to the south… certainly within the special operations community, as we deal with the emerging threats from the places where the lights aren’t.”

More recently, in remarks at the Paul H. Nitze School of Advanced International Studies in Washington, D.C., John O. Brennan, the assistant to the president for homeland security and counterterrorism, outlined the president’s new National Strategy for Counterterrorism, which highlighted carrying out missions in the “Pakistan-Afghanistan region” and “a focus on specific regions, including what we might call the periphery — places like Yemen, Somalia, Iraq, and the Maghreb [northern Africa].”

“This does not,” Brennan insisted, “require a ‘global’ war” — and indeed, despite the Bush-era terminology, it never has.  While, for instance, planning for the 9/11 attacks took place in Germany and would-be shoe-bomber Richard Reid hailed from the United Kingdom, advanced, majority-white Western nations have never been American targets.  The “arc” has never arced out of the global south, whose countries are assumed to be fundamentally unstable by nature and their problems fixable through military intervention.

Building Instability 

A decade’s evidence has made it clear that U.S. operations in the arc of instability are destabilizing.  For years, to take one example, Washington has wielded military aid, military actions, and diplomatic pressure in such a way as to undermine the government of Pakistan, promote factionalism within its military and intelligence services, and stoke anti-American sentiment to remarkable levels among the country’s population.  (According to a recent survey, just 12% of Pakistanis have a positive view of the United States.)

A semi-secret drone war in that nation’s tribal borderlands, involving hundreds of missile strikes and significant, if unknown levels, of civilian casualties, has been only the most polarizing of Washington’s many ham-handed efforts.  When it comes to that CIA-run effort, a recent Pew survey of Pakistanis found that 97% of respondents viewed it negatively, a figure almost impossible to achieve in any sort of polling.

In Yemen, long-time support — in the form of aid, military training, and weapons, as well as periodic air or drone strikes — for dictator Ali Abdullah Saleh led to a special relationship between the U.S. and elite Yemeni forces led by Saleh’s relatives.  This year, those units have been instrumental in cracking down on the freedom struggle there, killing protesters and arresting dissenting officers who refused orders to open fire on civilians.  It’s hardly surprising that, even before Yemen slid into a leaderless void (after Saleh was wounded in an assassination attempt), a survey of Yemenis found — again a jaw-dropping polling figure — 99% of respondents viewed the U.S. government’s relations with the Islamic world unfavorably, while just 4% “somewhat” or “strongly approved” of Saleh’s cooperation with Washington.

Instead of pulling back from operations in Yemen, however, the U.S. has doubled down. The CIA, with support from Saudi Arabia’s intelligence service, has been running local agents as well as a lethal drone campaign aimed at Islamic militants.  The U.S. military has been carrying out its own air strikes, as well as sending in more trainers to work with indigenous forces, while American black ops teams launch lethal missions, often alongside Yemeni allies.

These efforts have set the stage for further ill-will, political instability, and possible blowback.  Just last year, a U.S. drone strike accidentally killed Jabr al-Shabwani, the son of strongman Sheikh Ali al-Shabwani.  In an act of revenge, Ali repeatedly attacked of one of Yemen’s largest oil pipelines, resulting in billions of dollars in lost revenue for the Yemeni government, and demanded Saleh stop cooperating with the U.S. strikes.

Earlier this year, in Egypt and Tunisia, long-time U.S. efforts to promote what it liked to call “regional stability” — through military alliances, aid, training, and weaponry — collapsed in the face of popular movements against the U.S.-supported dictators ruling those nations.   Similarly, in Bahrain, Iraq, Jordan, Kuwait, Morocco, Oman, Saudi Arabia, and the United Arab Emirates, popular protests erupted against authoritarian regimes partnered with and armed courtesy of the U.S. military.  It’s hardly surprising that, when asked in a recent survey whether President Obama had met the expectations created by his 2009 speech in Cairo, where he called for “a new beginning between the United States and Muslims around the world,” only 4% of Egyptians answered yes.  (The same poll found only 6% of Jordanians thought so and just 1% of Lebanese.)

A recent Zogby poll of respondents in six Arab countries — Egypt, Jordan, Lebanon, Morocco, Saudi Arabia, and the United Arab Emirates — found that, taking over from a president who had propelled anti-Americanism in the Muslim world to an all-time high, Obama managed to drive such attitudes even higher.  Substantial majorities of Arabs in every country now view the U.S. as not contributing “to peace and stability in the Arab World.”

Increasing Instability Across the Globe

U.S. interference in the arc of instability is certainly nothing new.  Leaving aside current wars, over the last century, the United States has engaged in military interventions in the global south in Cambodia, Congo, Cuba, the Dominican Republic, El Salvador, Egypt, Grenada, Guatemala, Haiti, Honduras, Iraq, Kuwait, Laos, Lebanon, Libya, Panama, the Philippines, Mexico, Nicaragua, Panama, Somalia, Thailand, and Vietnam, among other places.  The CIA has waged covert campaigns in many of the same countries, as well as Afghanistan, Algeria, Chile, Ecuador, Indonesia, Iran, and Syria, to name just a few.

Like George W. Bush before him, Barack Obama evidently looks out on the “unlit world” and sees a source of global volatility and danger for the United States.  His answer has been to deploy U.S. military might to blunt instability, shore up allies, and protect American lives. 

Despite the salient lesson of 9/11– interventions abroad beget blowback at home — he has waged wars in response to blowback that have, in turn, generated more of the same.  A recent Rasmussen poll indicates that most Americans differ with the president when it comes to his idea of how the U.S. should be involved abroad.  Seventy-five percent of voters, for example, agreed with this proposition in a recent poll: “The United States should not commit its forces to military action overseas unless the cause is vital to our national interest.”  In addition, clear majorities of Americans are against defending Afghanistan, Iraq, Pakistan, Saudi Arabia, and a host of other arc of instability countries, even if they are attacked by outside powers.

After decades of overt and covert U.S. interventions in arc states, including the last 10 years of constant warfare, most are still poor, underdeveloped, and seemingly even more unstable.  This year, in their annual failed state index — a ranking of the most volatile nations on the planet — Foreign Policy and the Fund for Peace placed the two arc nations that have seen the largest military interventions by the U.S. — Iraq and Afghanistan — in their top ten. Pakistan and Yemen ranked 12th and 13th, respectively, while Somalia — the site of U.S. interventions under President Bill Clinton in the 1990s, during the Bush presidency in the 2000s, and again under Obama — had the dubious honor of being number one.

For all the discussions here about (armed) “nation-building efforts” in the region, what we’ve clearly witnessed is a decade of nation unbuilding that ended only when the peoples of various Arab lands took their futures into their own hands and their bodies out into the streets.  As recent polling in arc nations indicates, people of the global south see the United States as promoting or sustaining, not preventing, instability, and objective measures bear out their claims.  The fact that numerous popular uprisings opposing authoritarian rulers allied with the U.S. have proliferated this year provides the strongest evidence yet of that. 

With Americans balking at defending arc-of-instability nations, with clear indications that military interventions don’t promote stability, and with a budget crisis of epic proportions at home, it remains to be seen what pretexts the Obama administration will rely on to continue a failed policy — one that seems certain to make the world more volatile and put American citizens at greater risk.

Obama’s Arc of Instability

Somewhere on this planet an American commando is carrying out a mission.  Now, say that 70 times and you’re done… for the day.  Without the knowledge of the American public, a secret force within the U.S. military is undertaking operations in a majority of the world’s countries.  This new Pentagon power elite is waging a global war whose size and scope has never been revealed, until now.

After a U.S. Navy SEAL put a bullet in Osama bin Laden’s chest and another in his head, one of the most secretive black-ops units in the American military suddenly found its mission in the public spotlight.  It was atypical.  While it’s well known that U.S. Special Operations forces are deployed in the war zones of Afghanistan and Iraq, and it’s increasingly apparent that such units operate in murkier conflict zones like Yemen and Somalia, the full extent of their worldwide war has remained deeply in the shadows.

Last year, Karen DeYoung and Greg Jaffe of the Washington Post reported that U.S. Special Operations forces were deployed in 75 countries, up from 60 at the end of the Bush presidency.  By the end of this year, U.S. Special Operations Command spokesman Colonel Tim Nye told me, that number will likely reach 120.  “We do a lot of traveling — a lot more than Afghanistan or Iraq,” he said recently.  This global presence — in about 60% of the world’s nations and far larger than previously acknowledged — provides striking new evidence of a rising clandestine Pentagon power elite waging a secret war in all corners of the world.

The Rise of the Military’s Secret Military

Born of a failed 1980 raid to rescue American hostages in Iran, in which eight U.S. service members died, U.S. Special Operations Command (SOCOM) was established in 1987.  Having spent the post-Vietnam years distrusted and starved for money by the regular military, special operations forces suddenly had a single home, a stable budget, and a four-star commander as their advocate.  Since then, SOCOM has grown into a combined force of startling proportions.  Made up of units from all the service branches, including the Army’s “Green Berets” and Rangers, Navy SEALs, Air Force Air Commandos, and Marine Corps Special Operations teams, in addition to specialized helicopter crews, boat teams, civil affairs personnel, para-rescuemen, and even battlefield air-traffic controllers and special operations weathermen, SOCOM carries out the United States’ most specialized and secret missions.  These include assassinations, counterterrorist raids, long-range reconnaissance, intelligence analysis, foreign troop training, and weapons of mass destruction counter-proliferation operations.

One of its key components is the Joint Special Operations Command, or JSOC, a clandestine sub-command whose primary mission is tracking and killing suspected terrorists.  Reporting to the president and acting under his authority, JSOC maintains a global hit list that includes American citizens.  It has been operating an extra-legal “kill/capture” campaign that John Nagl, a past counterinsurgency adviser to four-star general and soon-to-be CIA Director David Petraeus, calls “an almost industrial-scale counterterrorism killing machine.”

This assassination program has been carried out by commando units like the Navy SEALs and the Army’s Delta Force as well as via drone strikes as part of covert wars in which the CIA is also involved in countries like Somalia, Pakistan, and Yemen.  In addition, the command operates a network of secret prisons, perhaps as many as 20 black sites in Afghanistan alone, used for interrogating high-value targets

Growth Industry

From a force of about 37,000 in the early 1990s, Special Operations Command personnel have grown to almost 60,000, about a third of whom are career members of SOCOM; the rest have other military occupational specialties, but periodically cycle through the command.  Growth has been exponential since September 11, 2001, as SOCOM’s baseline budget almost tripled from $2.3 billion to $6.3 billion.  If you add in funding for the wars in Iraq and Afghanistan, it has actually more than quadrupled to $9.8 billion in these years.  Not surprisingly, the number of its personnel deployed abroad has also jumped four-fold.  Further increases, and expanded operations, are on the horizon.

Lieutenant General Dennis Hejlik, the former head of the Marine Corps Forces Special Operations Command — the last of the service branches to be incorporated into SOCOM in 2006 — indicated, for instance, that he foresees a doubling of his former unit of 2,600.  “I see them as a force someday of about 5,000, like equivalent to the number of SEALs that we have on the battlefield. Between [5,000] and 6,000,” he said at a June breakfast with defense reporters in Washington.  Long-term plans already call for the force to increase by 1,000.     

During his recent Senate confirmation hearings, Navy Vice Admiral William McRaven, the incoming SOCOM chief and outgoing head of JSOC (which he commanded during the bin Laden raid) endorsed a steady manpower growth rate of 3% to 5% a year, while also making a pitch for even more resources, including additional drones and the construction of new special operations facilities.

A former SEAL who still sometimes accompanies troops into the field, McRaven expressed a belief that, as conventional forces are drawn down in Afghanistan, special ops troops will take on an ever greater role.  Iraq, he added, would benefit if elite U.S forces continued to conduct missions there past the December 2011 deadline for a total American troop withdrawal.  He also assured the Senate Armed Services Committee that “as a former JSOC commander, I can tell you we were looking very hard at Yemen and at Somalia.”

To that end, Olson launched “Project Lawrence,” an effort to increase cultural proficiencies — like advanced language training and better knowledge of local history and customs — for overseas operations.  The program is, of course, named after the British officer, Thomas Edward Lawrence (better known as “Lawrence of Arabia”), who teamed up with Arab fighters to wage a guerrilla war in the Middle East during World War I.  Mentioning Afghanistan, Pakistan, Mali, and Indonesia, Olson added that SOCOM now needed “Lawrences of Wherever.”

While Olson made reference to only 51 countries of top concern to SOCOM, Col. Nye told me that on any given day, Special Operations forces are deployed in approximately 70 nations around the world.  All of them, he hastened to add, at the request of the host government.  According to testimony by Olson before the House Armed Services Committee earlier this year, approximately 85% of special operations troops deployed overseas are in 20 countries in the CENTCOM area of operations in the Greater Middle East: Afghanistan, Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkmenistan, United Arab Emirates, Uzbekistan, and Yemen.  The others are scattered across the globe from South America to Southeast Asia, some in small numbers, others as larger contingents. 

Special Operations Command won’t disclose exactly which countries its forces operate in.  “We’re obviously going to have some places where it’s not advantageous for us to list where we’re at,” says Nye.  “Not all host nations want it known, for whatever reasons they have — it may be internal, it may be regional.” 

But it’s no secret (or at least a poorly kept one) that so-called black special operations troops, like the SEALs and Delta Force, are conducting kill/capture missions in Afghanistan, Iraq, Pakistan, and Yemen, while “white” forces like the Green Berets and Rangers are training indigenous partners as part of a worldwide secret war against al-Qaeda and other militant groups. In the Philippines, for instance, the U.S. spends $50 million a year on a 600-person contingent of Army Special Operations forces, Navy Seals, Air Force special operators, and others that carries out counterterrorist operations with Filipino allies against insurgent groups like Jemaah Islamiyah and Abu Sayyaf.

Last year, as an analysis of SOCOM documents, open-source Pentagon information, and a database of Special Operations missions compiled by investigative journalist Tara McKelvey (for the Medill School of Journalism’s National Security Journalism Initiative) reveals, America’s most elite troops carried out joint-training exercises in Belize, Brazil, Bulgaria, Burkina Faso, Germany, Indonesia, Mali, Norway, Panama, and Poland.  So far in 2011, similar training missions have been conducted in the Dominican Republic, Jordan, Romania, Senegal, South Korea, and Thailand, among other nations.  In reality, Nye told me, training actually went on in almost every nation where Special Operations forces are deployed.  “Of the 120 countries we visit by the end of the year, I would say the vast majority are training exercises in one fashion or another.  They would be classified as training exercises.”

The Pentagon’s Power Elite

Once the neglected stepchildren of the military establishment, Special Operations forces have been growing exponentially not just in size and budget, but also in power and influence.  Since 2002, SOCOM has been authorized to create its own Joint Task Forces — like Joint Special Operations Task Force-Philippines — a prerogative normally limited to larger combatant commands like CENTCOM.  This year, without much fanfare, SOCOM also established its own Joint Acquisition Task Force, a cadre of equipment designers and acquisition specialists. 

With control over budgeting, training, and equipping its force, powers usually reserved for departments (like the Department of the Army or the Department of the Navy), dedicated dollars in every Defense Department budget, and influential advocates in Congress, SOCOM is by now an exceptionally powerful player at the Pentagon.  With real clout, it can win bureaucratic battles, purchase cutting-edge technology, and pursue fringe research like electronically beaming messages into people’s heads or developing stealth-like cloaking technologies for ground troops.  Since 2001, SOCOM’s prime contracts awarded to small businesses — those that generally produce specialty equipment and weapons — have jumped six-fold.

Headquartered at MacDill Air Force Base in Florida, but operating out of theater commands spread out around the globe, including Hawaii, Germany, and South Korea, and active in the majority of countries on the planet, Special Operations Command is now a force unto itself.  As outgoing SOCOM chief Olson put it earlier this year, SOCOM “is a microcosm of the Department of Defense, with ground, air, and maritime components, a global presence, and authorities and responsibilities that mirror the Military Departments, Military Services, and Defense Agencies.” 

Tasked to coordinate all Pentagon planning against global terrorism networks and, as a result, closely connected to other government agencies, foreign militaries, and intelligence services, and armed with a vast inventory of stealthy helicopters, manned fixed-wing aircraft, heavily-armed drones, high-tech guns-a-go-go speedboats, specialized Humvees and Mine Resistant Ambush Protected vehicles, or MRAPs, as well as other state-of-the-art gear (with more on the way), SOCOM represents something new in the military.  Whereas the late scholar of militarism Chalmers Johnson used to refer to the CIA as “the president’s private army,” today JSOC performs that role, acting as the chief executive’s private assassination squad, and its parent, SOCOM, functions as a new Pentagon power-elite, a secret military within the military possessing domestic power and global reach. 

In 120 countries across the globe, troops from Special Operations Command carry out their secret war of high-profile assassinations, low-level targeted killings, capture/kidnap operations, kick-down-the-door night raids, joint operations with foreign forces, and training missions with indigenous partners as part of a shadowy conflict unknown to most Americans.  Once “special” for being small, lean, outsider outfits, today they are special for their power, access, influence, and aura.

That aura now benefits from a well-honed public relations campaign which helps them project a superhuman image at home and abroad, even while many of their actual activities remain in the ever-widening shadows.  Typical of the vision they are pushing was this statement from Admiral Olson: “I am convinced that the forces… are the most culturally attuned partners, the most lethal hunter-killers, and most responsive, agile, innovative, and efficiently effective advisors, trainers, problem-solvers, and warriors that any nation has to offer.”

Recently at the Aspen Institute’s Security Forum, Olson offered up similarly gilded comments and some misleading information, too, claiming that U.S. Special Operations forces were operating in just 65 countries and engaged in combat in only two of them.  When asked about drone strikes in Pakistan, he reportedly replied, “Are you talking about unattributed explosions?” 

What he did let slip, however, was telling.  He noted, for instance, that black operations like the bin Laden mission, with commandos conducting heliborne night raids, were now exceptionally common.  A dozen or so are conducted every night, he said.  Perhaps most illuminating, however, was an offhand remark about the size of SOCOM.  Right now, he emphasized, U.S. Special Operations forces were approximately as large as Canada’s entire active duty military.  In fact, the force is larger than the active duty militaries of many of the nations where America’s elite troops now operate each year, and it’s only set to grow larger. 

Americans have yet to grapple with what it means to have a “special” force this large, this active, and this secret — and they are unlikely to begin to do so until more information is available.  It just won’t be coming from Olson or his troops.  “Our access [to foreign countries] depends on our ability to not talk about it,” he said in response to questions about SOCOM’s secrecy.  When missions are subject to scrutiny like the bin Laden raid, he said, the elite troops object.  The military’s secret military, said Olson, wants “to get back into the shadows and do what they came in to do.”

A Secret War in 120 Countries

If you follow the words, one Middle East comes into view; if you follow the weapons, quite another.

This week, the words will take center stage.  On Thursday, according to administration officials, President Obama will “reset” American policy in the Middle East with a major address offering a comprehensive look at the Arab Spring, “a unified theory about the popular uprisings from Tunisia to Bahrain,” and possibly a new administration approach to the region.

In the meantime, all signs indicate that the Pentagon will quietly maintain antithetical policies, just as it has throughout the Obama years.  Barring an unprecedented and almost inconceivable policy shift, it will continue to broker lucrative deals to send weapons systems and military equipment to Arab despots.  Nothing indicates that it will be deterred from its course, whatever the president says, which means that Barack Obama’s reset rhetoric is unlikely to translate into meaningful policy change in the region.

For months now, the world has watched as protesters have taken to the streets across the Middle East to demand a greater say in their lives.  In Tunisia and Egypt, they toppled decades-old dictatorships.  In Bahrain and Yemen, they were shot down in the streets as they demanded democracy.  In the United Arab Emirates, Kuwait, Jordan and Saudi Arabia, they called for reforms, free speech, and basic rights, and ended up bloodied and often in jail cells.  In Iraq, they protested a lack of food and jobs, and in response got bullets and beatings.

As the world watched, trained eyes couldn’t help noticing something startling about the tools of repression in those countries.  The armored personnel carriers, tanks, and helicopters used to intimidate or even kill peaceful protesters were often American models. 

For decades, the U.S. has provided military aid, facilitated the sale of weaponry, and transferred vast quantities of arms to a host of Middle Eastern despots.  Arming Arab autocrats, however, isn’t only the work of presidents past.  A TomDispatch analysis of Pentagon documents finds that the Obama administration has sought to send billions of dollars in weapons systems — from advanced helicopters to fighter jets — to the very regimes that have beaten, jailed, and killed pro-democracy demonstrators, journalists, and reform activists throughout the Arab Spring. 

The administration’s abiding support for the militaries of repressive regimes calls into question the president’s rhetoric about change.  The arms deals of recent years also shed light on the shadowy, mutually supportive relationships among the U.S. military, top arms dealers, and Arab states that are of increasing importance to the Pentagon.

Since the summer of 2009, President Obama, by way of the Pentagon and with State Department approval, has regularly notified Congress of his intent to sell advanced weaponry to governments across the Middle East, including Bahrain, Egypt, Iraq, Jordan, Kuwait, Saudi Arabia, Tunisia, and the United Arab Emirates (UAE).  Under U.S. law, Congress then has 30 days to review the sale before the Pentagon and associated military contractors enter into more formal contract talks with individual nations.      

In July 2009, according to an analysis of Pentagon documents by TomDispatch, notifications were sent to Congress regarding the sale to Kuwait of Browning machine guns, advanced targeting systems for armored vehicles, KC-130 aircraft, and technical support for F/A-18 attack aircraft.  Later that summer, the White House announced plans to outfit both Bahrain’s and Jordan’s militaries with advanced air-to-air missiles to the tune of $74 million and $131 million, respectively, to equip the United Arab Emirates with $526 million worth of Hellfire missiles and other materiel, to send more than $2 billion worth of advanced surveillance and navigation equipment to aid Saudi Arabia’s air force, and to see to it that Egypt’s military received a shipment of new Chinook troop transport helicopters and other high-tech equipment valued at $308 million.

In the fall of 2009, Pentagon documents show a $220 million bid by the administration to outfit the Jordanian military with advanced rocket systems and tactical vehicles, a proposed sale of advanced fighter aircraft, parts, weapons, and equipment to Egypt worth as much as $3.2 billion, and another to equip Kuwait’s military with $410 million in Patriot missile technology.  Then, in November and December of that year, Congress was notified of plans to sell helicopters to Iraq, Javelin guided missiles to Jordan, Hellfire missiles, anti-ship cruise missiles, jet engines, and other military materiel to Egypt, and helicopters and thousands of advanced bombs, among other high-tech equipment, to the UAE.

Last year, notifications also went out concerning the sale of F-16 fighters, armored personnel carriers, tank ammunition, and advanced computer systems to Iraq, C-17 military transport aircraft for Kuwait, mobile missile systems for Bahrain, and Apache attack helicopters and tactical missile systems for the United Arab Emirates.  Saudi Arabia, however, was the big winner by far with a blockbuster $60 billion agreement for helicopters, fighter jets, radar equipment, and advanced smart bombs that will represent, if all purchases are made, the largest foreign arms deal in American history.

Deficits, Ducats, and Dictators

The agreement to broker the sale of tens of billions of dollars worth of weapons to Saudi Arabia sheds light on the Pentagon’s efforts to shield itself — and its favored arms dealers — from the shakiness of the American economy, as well as President Obama’s stated goal of trimming $400 billion from projected national security spending of $10 trillion over the next 12 years.  Last October, the Pentagon started secretly lobbying financial analysts and large institutional investors on behalf of weapons makers and other military contractors.  The idea was to bolster their long-term financial viability in the face of a possible future slowdown in Defense Department spending.

Since then, Deputy Secretary of Defense William Lynn and other Pentagon powerbrokers have made regular trips to New York City to shore up Wall Street’s support for weapons manufacturers.  “We are in this for the long term.  We need industrial partners and financial backers who think and act likewise,” Lynn told investors at a recent defense and aerospace conference in that city. 

Along with Ashton Carter, the Pentagon’s undersecretary of defense for acquisition, technology, and logistics, and Brett Lambert, the deputy assistant secretary for industrial policy, Lynn is creating a comprehensive plan to sustain and enrich weapons makers and other military contractors in the coming years.  “We’re going sector by sector, tier by tier, and our goal is to develop a long-term policy to protect that base as we slow defense spending,” Lynn said.  America’s Middle Eastern allies are seen as a significant partner in this effort. 

It’s often said that the Pentagon is a “monopsony” — that is, the only buyer in town for its many giant contractors.  As has been amply demonstrated since Barack Obama took office, however, it's not true.  When it comes to the Middle East, the Pentagon acts not as a buyer, but as a broker and shill, clearing the way for its Middle Eastern partners to buy some of the world's most advanced weaponry. 

And Arab allies have distinctly done their part for the Pentagon.  From 2006 to 2009, according to a report by the Congressional Research Service issued late last year, the United States accounted for 52.4% of all arms agreements inked with Middle Eastern nations — to the tune of $47.3 billion.  (By comparison, the United Kingdom, in second place in arms sales in the region, accounted for only 15.7% and third-place Russia just 12.8%.) 

The purchases of the chief buyer in the Middle East, Saudi Arabia, have been climbing steadily.  From 2002 to 2005, Saudi Arabia inked $15.3 billion in arms-transfer agreements with the United States.  From 2006 to 2009, that figure jumped to $29.5 billion.  The multi-year $60 billion deal in 2010 signaled far more of the same and will help ensure the continuing health and profitability of Boeing, Lockheed-Martin, and other mega-defense contractors even if Pentagon spending goes slack or begins to shrink in the years to come. 

The Pentagon’s reliance on the deep pockets of Arab partners across the Middle East, however, has a price, which may help to explain the Obama administration’s willingness to support dictators like Tunisia’s Zine El Abidine Ben Ali and Egypt’s Hosni Mubarak until their ousters were givens, and to essentially look the other way as security forces in Bahrain, Saudi Arabia, Yemen, and elsewhere, sometimes using American-supplied equipment, suppressed pro-democracy activists.  After all, the six member states of the Gulf Cooperation Council — Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE, along with regional partner Jordan — are set to spend $70 billion on American weaponry and equipment this year, and as much as $80 billion per year by 2015.

“The Middle East Military Air Market: Revenue Opportunities and Stakeholder Mapping,” a recent analysis of just one sector of defense spending in the region by U.S.-based defense consultants Frost and Sullivan, projects yet more growth in the future. “[The] regional military air market is… set to generate revenues of $62.9 billion between 2010 and 2020,” it reports.  Frost and Sullivan analysts add that Saudi Arabia and the United Arab Emirates are likely to be the biggest spenders and will continue to buy most of their arms through the United States for the sake of “political influence.”

For his part, Deputy Secretary of Defense Lynn wants to make it ever easier to put sophisticated military technology in the hands of such deep-pocketed allies.  On his recent trip to New York, he spoke of streamlining the process by which tanks, jets, and other advanced weapons systems are sold around the world.  “To keep our base healthy, it is in our interest for defense companies to compete globally,” he explained, while deriding the current system for selling arms abroad as “archaic” and in need of an overhaul.  “The barriers that we place at this point in the export control system look something like a marriage of the complexity of the Internal Revenue Service with the efficiency of the Department of Motor Vehicles,” he said. “It’s something we have to change.”

Sending a Message

In February, in Baghdad, Fallujah, Mosul, and Tikrit, Iraqi protesters took to the streets, focused on ending corruption and chronic shortages of food, water, electricity, and jobs.  In response, Prime Minister Nuri al-Maliki, who has in recent years consolidated power with U.S. military backing, unleashed government security forces.  They arrested, beat, and shot protesters, leaving hundreds dead or wounded.  In the weeks since, the Obama administration has not only failed to forcefully rebuke the Maliki regime, but has announced its intent to bolster those same security forces with another $360 million in military materiel ranging from radios to radar systems.

In March, the United Arab Emirates sent security forces into neighboring Bahrain to help put down pro-democracy protests.  Early the next month, UAE security forces disappeared leading human rights activist Ahmed Mansoor and, in the days thereafter, detained at least four other prominent democracy activists.  Before the month was out, however, the Obama administration announced its intention to arm the UAE with advanced Sidewinder tactical missiles.  

Saudi Arabia also sent troops into Bahrain and has been cracking down on nonviolent activists at home with increasing vigor.  At the beginning of this month, for example, Human Rights Watch reported the arrest of “at least 20 peaceful protesters, including two bloggers.”  Within days, the Obama administration notified Congress of its intent to see the Saudi security forces receive $330 million worth of advanced night vision and thermal-imaging equipment.

This year, U.S.-coordinated arms sales have resulted in the delivery of helicopter gunships to Yemen, navy patrol boats to Iraq, and the first of six cargo aircraft to the UAE.  At the moment, used armored personnel carriers are being refurbished for shipment to Iraq later this year.

Whatever “reset” may be in the works for Obama administration policies in the Middle East, the president and the Pentagon are already on the record.  Since 2009, they have sought to arm some of the most anti-democratic regimes on the planet, while repeatedly highlighting the need for democratic reform and now for a fresh start in the region.  Even as the “reset” begins, the Pentagon is leaning ever more heavily on rich rulers in the Arab world to prop up the military-corporate complex at home.  If the Pentagon and the weapons makers have their way, the provisional successes of the demonstrators in Egypt and Tunisia will turn out to be outliers as an Arab Spring turns distinctly wintry.   

In June 2009, President Obama traveled to Cairo University to give a heavily hyped and much-lauded speech (“On a New Beginning”) to "the Muslim world.”  In his remarks, the president spoke of an American Cold-War-era attitude “in which Muslim-majority countries were too often treated as proxies without regard to their own aspirations.”  Then came his first call for a reset of sorts in the region.  “I've come here to Cairo,” he said, “to seek a new beginning between the United States and Muslims around the world, one based on mutual interest and mutual respect.”  Before that summer was out, however, Obama notified Congress of his intent to send Cold War-era autocrat Hosni Mubarak a shipment of new helicopters to beef up his security forces.

During that speech, Obama talked of his “unyielding belief” that all people yearned for free speech, a say in their governance, the rule of law, freedom from corruption, and other basic civil liberties.  These weren’t, the president insisted, just American ideals, they were human rights.  “And that is why we will support them everywhere," he said to waves of applause. 

In its actions, however, the Obama administration almost immediately left its reset rhetoric in the dust.  Whether the president does any better in the Arab Summer of 2011 will depend mightily on whether he can stand up to the Pentagon and its weapons-makers.

Obama’s Reset: Arab Spring or Same Old Thing?

In recent weeks, Yemeni protesters calling for an immediate end to the 32-year reign of U.S.-backed President Ali Abdullah Saleh have been met with increasing violence at the hands of state security forces.  A recent pledge by Saleh to step down, one of many that haven’t met demonstrators’ demands, has yet to halt the protests or violence by the troops backing his regime.  During a demonstration earlier this month in the city of Taiz, protesters marching down a central street were confronted by security forces and Saleh supporters, while government helicopters flew overhead.  “The thugs and the security forces fired on us with live gunfire,” Mahmud al-Shaobi, one of the protesters told the New York Times. “Many people were shot.”

In the days since, more demonstrators have been attacked by government forces — with the death toll now estimated to exceed 130.  Witnesses have also been reporting the increased use of military helicopters in the crackdown.  Some of those aircraft may be recent additions to Saleh’s arsenal, provided courtesy of the Obama administration as part of an $83-million military aviation aid package

Since the beginning of 2011, under a program run by the U.S. Department of Defense, the United States has overseen the delivery of several new Bell UH-1Hs, or “Huey II” helicopters, current models of the iconic Huey that served as America’s primary gunship and troop transport during the Vietnam War.  Although these helicopters are only the latest additions to a sizeable arsenal that the Pentagon has provided to Yemen in recent years, they call attention to how U.S. weapons and assistance support regimes actively suppressing democratic uprisings across the Middle East.

How to Arm a Dictator

Last December, 26-year-old Tunisian fruit-seller Mohammed Bouazizi set himself on fire in front of a local municipal office, touching off popular protests that continue to sweep across the Middle East and North Africa.  By the end of January 2011, the country’s U.S.-backed dictator Zine El Abidine Ben Ali had fled and demonstrations, which would eventually also topple corrupt autocrat and long-time U.S. ally Hosni Mubarak, had broken out in Egypt.  In Yemen, as is the case elsewhere in the region, anger at government corruption, rampant poverty (40% of all Yemenis live on less than $2 a day), high unemployment (also running at 40%), and decades of harsh rule by an authoritarian strongman brought tens of thousands into the streets.

In January, as freedom struggles were spreading across the region, President Barack Obama publicly avowed support for “certain core values that we believe in as Americans[,] that we believe are universal: freedom of speech, freedom of expression, people being able to use social networking or any other mechanisms to communicate with each other and express their concerns.”  Just days earlier, however, his government had transferred military equipment to the security forces of Yemen’s so-called president for life.

Under the terms of a $27 million contract between the Pentagon and Bell Helicopter, Yemen received four Huey IIs.  Prior to this, 12 Yemeni Air Force pilots and 20 maintenance personnel were trained to fly and service the aircraft at Bell’s flight instruction facility in Alliance, Texas.  “The swift execution of the Yemen Huey II program demonstrates that the military departments  — in this case the U.S. Army — can quickly deliver defense articles and services to U.S. partners with the cooperation of U.S. industry,” said Brandon Denecke of the Defense Security Cooperation Agency, the branch of the Pentagon that coordinates sales and transfers of military equipment to allies.

The recent helicopter deal is just the latest example of Pentagon support for the forces of the Yemeni dictator through its so-called “1206 program,” a Congressionally-authorized arrangement that “allows the executive branch to rapidly provide foreign partners with military equipment and training…”  Named for section 1206 of the 2006 National Defense Authorization Act, the program allows the Pentagon to enhance the capabilities of foreign military forces for “counterterrorism and stability operations.” 

Since 2006, more than $1.3 billion worth of equipment has been allocated under the 1206 program and Yemen has been the largest recipient worldwide, benefitting from about one-fifth of the funding or approximately $253 million through 2010.  This assistance, according to a recent report by the Congressional Research Service, has provided Yemeni security forces with light airplanes, helicopters, small arms, ammunition, light tactical vehicles, trucks, radios, surveillance cameras, computers, body armor, patrol boats, and helicopter parts, among other materiel.

Since 2000, the Pentagon has also transferred weapons and equipment directly from U.S. stockpiles to Yemen’s security forces.  These items include armored personnel carriers, M-60 machine guns, 2.5-ton military trucks, radios, and motorboats, according to an analysis of Defense Department documents by TomDispatch.  The Defense Security Cooperation Agency did not respond to repeated requests for further information.

All told, over the past five years, the U.S. has provided more than $300 million in aid to Yemen’s security forces, with the dollars escalating precipitously under the Obama administration.  In 2008, under President George W. Bush, Yemen received $17.2 million in baseline military assistance (which does not include counterterrorism or humanitarian funding).  In 2010, that number had risen to $72.3 million while, overall, Yemen received $155.3 million in U.S. aid that year, including a “$34.5 million special operations force counterterrorism enhancement package.”  These funds have provided Yemen’s security forces with helicopters, Humvees, weapons, ammunition, radio systems, and night-vision goggles.

Additionally, U.S. special operations troops (along with British and Saudi military personnel) have been supporting, advising, and conducting training missions with some of Yemen’s elite forces — including the Republican Guard, Special Operations Forces, and the National Security Bureau — which are commanded and staffed by Saleh’s sons and other close relatives.

As his part of the bargain, Saleh allowed the U.S. to launch missile strikes against suspected al-Qaeda camps in Yemen while instructing his government to take credit for the attacks (for fear that if their American origins were made clear, there might be an anti-American backlash in Yemen and the larger Arab world), according to classified State Department documents released last year by the whistleblower group Wikileaks.  “We’ll continue saying the bombs are ours, not yours,” Saleh told then-CENTCOM commander General David Petraeus following strikes in December 2009. 

The Yemeni government also came up with a cover story for, and even excused, the deaths of civilians in those strikes.  Rashad al-Alimi, a deputy prime minister, claimed that the Yemeni citizens killed in an attack were “acting in collusion with the terrorists and benefiting financially” when, in reality, they were likely Bedouin families involved in little more than peddling food.

Not So Tough Talk

As Yemen’s security forces have escalated their violence against demonstrators this spring, the Obama administration has offered mixed signals regarding Saleh, but has yet to issue an outright condemnation of the dictator, no less sever ties with a leader seen as crucial to the fight against al-Qaeda.  “We have had a good working relationship with President Saleh.  He’s been an important ally in the counterterrorism arena,” said U.S. Secretary of Defense Robert Gates on March 23rd.  “But clearly, there’s a lot of unhappiness inside Yemen.  And I think we will basically just continue to watch the situation.  We haven’t done any post-Saleh planning, if you will.” 

On April 5th, White House Press Secretary Jay Carney came out more forcefully.  “The United States strongly condemns the use of violence by Yemeni government forces against demonstrators in Sanaa, Taiz, and Hodeida in the past several days,” he said.  “The Yemeni people have a right to demonstrate peacefully, and we remind President Ali Abdullah Saleh of his responsibility to ensure the safety and security of Yemenis who are exercising their universal right to engage in political expression. “ 

That same day, however, Pentagon spokesman Geoff Morrell was more equivocal, justifying enduring U.S. support for Yemen’s strongman as a “prudent course of action,” while including the protestors as the equals of the security forces in his condemnation of the use of force: “The protests, the demonstrations need to be nonviolent. Obviously, the government needs to respond to them in a nonviolent manner.  So we are — we condemn the violence all around.” 

Morrell also sought to distance the Pentagon’s aid for the country’s security forces from the violence being meted out in Yemen’s streets.  He told reporters, “To suggest that the aid to Yemen has somehow been used against protesters I think is a leap of faith for which there is no evidence to support.”  Recent reports, however, suggest that Yemen’s elite U.S.-trained counterterrorism troops have now been deployed in the capital, Sanaa, to deal with the massive ongoing protests.

Late last year, the Pentagon floated a new proposal to pump up to $1.2 billion more into Yemen’s security forces over the next five years.  However, with protesters in the streets week after week in vast numbers and significant elements of the military defecting from the regime, the Obama administration failed to write Saleh a check and began quietly urging him, through back-channel communications, to hand over power — assumedly to a successor likely to favor U.S. interests. 

Finally, on April 23rd, after Saleh seemingly agreed to an arrangement brokered by Arab mediators that would grant immunity from prosecution to his family and him, and eventually shift power to his deputy for an interim period, the Obama administration threw its support behind the plan.  A spokesman characterized it as “responsive to the aspirations of the Yemeni people.”  Not only have many opposition protesters rejected the deal, while Saleh’s troops continue to attack them, but the dictator has slowly backed away from it as well. 

And yet, despite weeks of violence that have left hundreds dead or wounded, President Obama has yet to publicly and unequivocally call for Saleh to step down as he did, albeit belatedly, with former Egyptian president Hosni Mubarak and, more recently, Libyan leader Muammar Gaddafi.

Sending a Message

Earlier this month, Tawakul Karman, a Yemeni human rights activist and antigovernment protest leader, told the New York Times of her anger at Obama for his failure to issue such a call.  ”We feel that we have been betrayed,” she said.  Hamza Alkamaly, another prominent youth leader, echoed the same sentiments: ”We students lost our trust in the United States.”

After watching two allied autocrats fall in Tunisia and Egypt, the United States has focused on its periodic enemy, Col. Muammar el-Qaddafi, in Libya and has done little of substance to advocate for, let alone facilitate, demands for democracy and social change by protesters in allied states that are more integral to its military plans in the region, including Yemen, Bahrain, Iraq, Jordan, and Saudi Arabia.  Instead, Washington has continued to support repressive governments to which it has provided training, weapons, and other military equipment that has already been used or could be used to suppress grassroots democratic movements.

In the case of Bahrain, the U.S. has provided millions of rounds of live ammunition, helicopters, and tanks.  For Saudi Arabia, it was a weapons deal worth tens of billions of dollars that will have Saudi pilots training in the U.S.  In Iraq, the U.S. is aiding the very units of the security forces implicated in crackdowns on the free press.  And these are only a few examples of recent U.S. efforts in the Middle East. 

A survey of Yemeni adults conducted in January and February by the U.S.-based polling firm Glevum Associates found exceptional hostility to the United States.  Ninety-nine percent of those surveyed viewed the U.S. government’s relations with the Islamic world unfavorably, 82% considered U.S. military influence in the world “somewhat bad” or “bad,” 66% believed that the U.S. hardly ever or never took into account the interests of countries like Yemen, and just 4% “somewhat” or “strongly approved” of President Saleh’s cooperation with the United States.   

The numbers could hardly get more dismal, but anger and resentment can deepen and become even more entrenched.  When protesters look to the skies over Sanaa in the days and weeks ahead, they may notice new American-made, U.S. taxpayer-financed helicopters hovering above them.  Unless the Hueys are seen ferrying the dictator away in a scene reminiscent of Saigon in 1975, Yemenis — more than two-thirds under the age of 24 — are likely to remember for a very long time which side the United States took in their freedom struggle.

Hueys Over Yemen

The men walking down the street looked ordinary enough.  Ordinary, at least, for these days of tumult and protest in the Middle East.  They wore sneakers and jeans and long-sleeved T-shirts.  Some waved the national flag.  Many held their hands up high.  Some flashed peace signs.  A number were chanting, “Peaceful, peaceful.”

Up ahead, video footage shows, armored personnel carriers sat in the street waiting.  In a deadly raid the previous day, security forces had cleared pro-democracy protesters from the Pearl Roundabout in Bahrain’s capital, Manama.  This evening, the men were headed back to make their voices heard.

The unmistakable crack-crack-crack of gunfire then erupted, and most of the men scattered.  Most, but not all.  Video footage shows three who never made it off the blacktop.  One in an aqua shirt and dark track pants was unmistakably shot in the head.  In the time it takes for the camera to pan from his body to the armored vehicles and back, he’s visibly lost a large amount of blood. 

Human Rights Watch would later report that Redha Bu Hameed died of a gunshot wound to the head.

That incident, which occurred on February 18th, was one of a series of violent actions by Bahrain’s security forces that left seven dead and more than 200 injured last month.  Reports noted that peaceful protesters had been hit not only by rubber bullets and shotgun pellets, but — as in the case of Bu Hameed — by live rounds. 

The bullet that took Bu Hameed’s life may have been paid for by U.S. taxpayers and given to the Bahrain Defense Force by the U.S. military.  The relationship represented by that bullet (or so many others like it) between Bahrain, a tiny country of mostly Shia Muslim citizens ruled by a Sunni king, and the Pentagon has recently proven more powerful than American democratic ideals, more powerful even than the president of the United States.  

Just how American bullets make their way into Bahraini guns, into weapons used by troops suppressing pro-democracy protesters, opens a wider window into the shadowy relationships between the Pentagon and a number of autocratic states in the Arab world.  Look closely and outlines emerge of the ways in which the Pentagon and those oil-rich nations have pressured the White House to help subvert the popular democratic will sweeping across the greater Middle East.

Bullets and Blackhawks

A TomDispatch analysis of Defense Department documents indicates that, since the 1990s, the United States has transferred large quantities of military materiel, ranging from trucks and aircraft to machine-gun parts and millions of rounds of live ammunition, to Bahrain’s security forces.

According to data from the Defense Security Cooperation Agency, the branch of the government that coordinates sales and transfers of military equipment to allies, the U.S. has sent Bahrain dozens of “excess” American tanks, armored personnel carriers, and helicopter gunships.  The U.S. has also given the Bahrain Defense Force thousands of .38 caliber pistols and millions of rounds of ammunition, from large-caliber cannon shells to bullets for handguns.  To take one example, the U.S. supplied Bahrain with enough .50 caliber rounds — used in sniper rifles and machine guns — to kill every Bahraini in the kingdom four times over. The Defense Security Cooperation Agency did not respond to repeated requests for information and clarification.

In addition to all these gifts of weaponry, ammunition, and fighting vehicles, the Pentagon in coordination with the State Department oversaw Bahrain’s purchase of more than $386 million in defense items and services from 2007 to 2009, the last three years on record.  These deals included the purchase of a wide range of items from vehicles to weapons systems.  Just this past summer, to cite one example, the Pentagon announced a multimillion-dollar contract with Sikorsky Aircraft to customize nine Black Hawk helicopters for Bahrain’s Defense Force. 

About Face

On February 14th, reacting to a growing protest movement with violence, Bahrain’s security forces killed one demonstrator and wounded 25 others.  In the days of continued unrest that followed, reports reached the White House that Bahraini troops had fired on pro-democracy protesters from helicopters.  (Bahraini officials responded that witnesses had mistaken a telephoto lens on a camera for a weapon.)  Bahrain’s army also reportedly opened fire on ambulances that came to tend to the wounded and mourners who had dropped to their knees to pray. 

“We call on restraint from the government,” Secretary of State Hillary Clinton said in the wake of Bahrain’s crackdown.  “We urge a return to a process that will result in real, meaningful changes for the people there.”  President Obama was even more forceful in remarks addressing state violence in Bahrain, Libya, and Yemen: “The United States condemns the use of violence by governments against peaceful protesters in those countries, and wherever else it may occur.”

Word then emerged that, under the provisions of a law known as the Leahy Amendment, the administration was actively reviewing whether military aid to various units or branches of Bahrain’s security forces should be cut off due to human-rights violations.  “There’s evidence now that abuses have occurred,” a senior congressional aide told the Wall Street Journal in response to video footage of police and military violence in Bahrain.  “The question is specifically which units committed those abuses and whether or not any of our assistance was used by them.”

In the weeks since, Washington has markedly softened its tone.  According to a recent report by Julian Barnes and Adam Entous in the Wall Street Journal, this resulted from a lobbying campaign directed at top officials at the Pentagon and the less powerful State Department by emissaries of Bahraini King Hamad bin Isa al-Khalifa and his allies in the Middle East.  In the end, the Arab lobby ensured that, when it came to Bahrain, the White House wouldn’t support “regime change,” as in Egypt or Tunisia, but a strategy of theoretical future reform some diplomats are now calling “regime alteration.”

The six member states of the Gulf Cooperation Council include (in addition to Bahrain) Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates, all of which have extensive ties to the Pentagon.  The organization reportedly strong-armed the White House by playing on fears that Iran might benefit if Bahrain embraced democracy and that, as a result, the entire region might become destabilized in ways inimical to U.S. power-projection policies.  “Starting with Bahrain, the administration has moved a few notches toward emphasizing stability over majority rule,” according to a U.S. official quoted by the Journal. “Everybody realized that Bahrain was just too important to fail.”

It’s an oddly familiar phrase, so close to “too big to fail,” last used before the government bailed out the giant insurance firm AIG and major financial firms like Citigroup after the global economic meltdown of 2008.  Bahrain is, of course, a small island in the Persian Gulf, but it is also the home of the U.S. Navy’s Fifth Fleet, which the Pentagon counts as a crucial asset in the region.  It is widely considered a stand-in for neighboring Saudi Arabia, America’s gas station in the Gulf, and for the Washington, a nation much too important ever to fail.  

The Pentagon’s relationship with the Gulf Cooperation Council countries has been cemented in several key ways seldom emphasized in American reporting on the region.  Military aid is one key factor.  Bahrain alone took home $20 million in U.S. military assistance last year.  In an allied area, there is the rarely discussed triangular marriage between defense contractors, the Gulf states, and the Pentagon.  The six Gulf nations (along with regional partner Jordan) are set to spend $70 billion on weaponry and equipment this year, and as much as $80 billion per year by 2015.  As the Pentagon looks for ways to shore up the financial viability of weapons makers in tough economic times, the deep pockets of the Gulf States have taken on special importance. 

Beginning last October, the Pentagon started secretly lobbying financial analysts and large institutional investors, talking up weapons makers and other military contractors it buys from to bolster their long-term financial viability in the face of a possible future drop in Defense Department spending.  The Gulf States represent another avenue toward the same goal.  It’s often said that the Pentagon is a “monopsony,” the only buyer in town for its many giant contractors, but that isn’t entirely true. 

The Pentagon is also the sole conduit through which its Arab partners in the Gulf can buy the most advanced weaponry on Earth.  By acting as a go-between, the Pentagon can ensure that the weapons manufacturers it relies on will be financially sound well into the future.  A $60 billion deal with Saudi Arabia this past fall, for example, ensured that Boeing, Lockheed-Martin, and other mega-defense contractors would remain healthy and profitable even if Pentagon spending goes slack or begins to shrink in the years to come.  Pentagon reliance on Gulf money, however, has a price.  It couldn’t have taken the Arab lobby long to explain how quickly their spending spree might come to an end if a cascade of revolutions suddenly turned the region democratic.

An even more significant aspect of the relationship between the Gulf states and the Department of Defense is the Pentagon’s shadowy archipelago of bases across the Middle East.  While the Pentagon hides or downplays the existence of many of them, and while Gulf countries often conceal their existence from their own populations as much as possible, the U.S. military maintains sites in Saudi Arabia, the United Arab Emirates, Oman, Qatar, Kuwait, and of course Bahrain — homeport for the Fifth Fleet, whose 30 ships, including two aircraft carriers, patrol the Persian Gulf, the Arabian Sea, and the Red Sea.

Doughnuts Not Democracy

Last week, peaceful protesters aligned against Bahrain’s monarchy gathered outside the U.S. embassy in Manama carrying signs reading “Stop Supporting Dictators,” “Give Me Liberty or Give Me Death,” and “The People Want Democracy.” Many of them were women.

Ludovic Hood, a U.S. embassy official, reportedly brought a box of doughnuts out to the protesters.  “These sweets are a good gesture, but we hope it is translated into practical actions,” said Mohammed Hassan, who wore the white turban of a cleric.  Zeinab al-Khawaja, a protest leader, told Al Jazeera that she hoped the U.S. wouldn’t be drawn into Bahrain’s uprising.  “We want America not to get involved, we can overthrow this regime,” she said.

The United States is, however, already deeply involved.  To one side it’s given a box of doughnuts; to the other, helicopter gunships, armored personnel carriers, and millions of bullets — equipment that played a significant role in the recent violent crackdowns.

In the midst of the violence, Human Rights Watch called upon the United States and other international donors to immediately suspend military assistance to Bahrain.  The British government announced that it had begun a review of its military exports, while France suspended exports of any military equipment to the kingdom.  Though the Obama administration, too, has begun a review, money talks as loudly in foreign policy as it does in domestic politics.  The lobbying campaign by the Pentagon and its Middle Eastern partners is likely to sideline any serious move toward an arms export cut-off, leaving the U.S. once again in familiar territory — supporting an anti-democratic ruler against his people.

“Without revisiting all the events over the last three weeks, I think history will end up recording that at every juncture in the situation in Egypt that we were on the right side of history,” President Obama explained after the fall of Egyptian strongman Hosni Mubarak — an overstatement, to say the least, given the administration’s mixed messages until Mubarak’s departure was a fait accompli.  But when it comes to Bahrain, even such half-hearted support for change seems increasingly out of bounds.     

Last year, the U.S. Navy and the government of Bahrain hosted a groundbreaking ceremony for a construction project slated to develop 70 acres of prime waterfront property in Manama.  Scheduled for completion in 2015, the complex is slated to include new port facilities, barracks for troops, administrative buildings, a dining facility, and a recreation center, among other amenities, at a price tag of $580 million.  “The investment in the waterfront construction project will provide a better quality of life for our Sailors and coalition partners, well into the future,” said Lieutenant Commander Keith Benson of the Navy’s Bahrain contingent at the time. “This project signifies a continuing relationship and the trust, friendship and camaraderie that exists between the U.S. and Bahraini naval forces.”

As it happens, that type of “camaraderie” seems to be more powerful than the President of the United States’ commitment to support peaceful, democratic change in the oil-rich region.  After Mubarak’s ouster, Obama noted that “it was the moral force of nonviolence, not terrorism, not mindless killing, but nonviolence, moral force, that bent the arc of history toward justice once more.”  The Pentagon, according to the Wall Street Journal, has joined the effort to bend the arc of history in a different direction — against Bahrain’s pro-democracy protesters.  Its cozy relationships with arms dealers and autocratic Arab states, cemented by big defense contracts and shadowy military bases, explain why. 

White House officials claim that their support for Bahrain’s monarchy isn’t unconditional and that they expect rapid progress on real reforms.  What that means, however, is evidently up to the Pentagon.  It’s notable that late last week one top U.S. official traveled to Bahrain.  He wasn’t a diplomat.  And he didn’t meet with the opposition.  (Not even for a doughnut-drop photo op.) Secretary of Defense Robert Gates arrived for talks with King Hamad bin Isa al-Khalifa and Crown Prince Salman bin Hamad al-Khalifa to convey, said Pentagon Press Secretary Geoff Morrell, “reassurance of our support.”

“I’m convinced that they both are serious about real reform and about moving forward,” Gates said afterward.  At the same time, he raised the specter of Iran.  While granting that the regime there had yet to foment protests across the region, Gates asserted, “there is clear evidence that as the process is protracted — particularly in Bahrain — that the Iranians are looking for ways to exploit it and create problems.”  

The Secretary of Defense expressed sympathy for Bahrain’s rulers being “between a rock and hard place” and other officials have asserted that the aspirations of the pro-democracy protesters in the street were inhibiting substantive talks with more moderate opposition groups.  “I think what the government needs is for everybody to take a deep breath and provide a little space for this dialogue to go forward,” he said.  In the end, he told reporters, U.S. prospects for continued military basing in Bahrain were solid.  “I don’t see any evidence that our presence will be affected in the near- or middle-term,” Gates added.

In the immediate wake of Gates’ visit, the Gulf Cooperation Council has conspicuously sent a contingent of Saudi troops into Bahrain to help put down the protests.  Cowed by the Pentagon and its partners in the Arab lobby, the Obama administration has seemingly cast its lot with Bahrain’s anti-democratic forces and left little ambiguity as to which side of history it’s actually on.

The Arab Lobby

The United States has 460 bases overseas!  It has 507 permanent bases!  What is the U.S doing with more than 560 foreign bases?  Why does it have 662 bases abroad?  Does the United States really have more than 1,000 military bases across the globe?

In a world of statistics and precision, a world in which “accountability” is now a Washington buzzword, a world where all information is available at the click of a mouse, there’s one number no American knows.  Not the president.  Not the Pentagon.  Not the experts.  No one. 

The man who wrote the definitive book on it didn’t know for sure.  The Pulitzer Prize-winning New York Times columnist didn’t even come close.  Yours truly has written numerous articles on U.S. military bases and even part of a book on the subject, but failed like the rest. 

There are more than 1,000 U.S. military bases dotting the globe.  To be specific, the most accurate count is 1,077.  Unless it’s 1,088.  Or, if you count differently, 1,169.  Or even 1,180.  Actually, the number might even be higher.  Nobody knows for sure.

Keeping Count

In a recent op-ed piece, New York Times columnist Nicholas Kristof made a trenchant point: “The United States maintains troops at more than 560 bases and other sites abroad, many of them a legacy of a world war that ended 65 years ago. Do we fear that if we pull our bases from Germany, Russia might invade?”

For years, the late Chalmers Johnson, the man who literally wrote the book on the U.S. military’s empire of bases, The Sorrows of Empire, made the same point and backed it with the most detailed research on the globe-spanning American archipelago of bases that has ever been assembled.  Several years ago, after mining the Pentagon’s own publicly-available documents, Johnson wrote, “[T]he United States maintains 761 active military ‘sites’ in foreign countries. (That’s the Defense Department’s preferred term, rather than ‘bases,’ although bases are what they are.)”

Recently, the Pentagon updated its numbers on bases and other sites, and they have dropped.  Whether they’ve fallen to the level advanced by Kristof, however, is a matter of interpretation.  According to the Department of Defense’s 2010 Base Structure Report, the U.S. military now maintains 662 foreign sites in 38 countries around the world.  Dig into that report more deeply, though, and Grand Canyon-sized gaps begin to emerge.

A Legacy of Bases

In 1955, 10 years after World War II ended, the Chicago Daily Tribune published a major investigation of bases, including a map dotted with little stars and triangles, most of them clustered in Europe and the Pacific.  “The American flag flies over more than 300 overseas outposts,” wrote reporter Walter Trohan.  “Camps and barracks and bases cover 12 American possessions or territories held in trust.  The foreign bases are in 63 foreign nations or islands.”

Today, according to the Pentagon’s published figures, the American flag flies over 750 U.S. military sites in foreign nations and U.S. territories abroad.  This figure does not include small foreign sites of less 10 acres or those that the U.S. military values at less than $10 million.  In some cases, numerous bases of this type may be folded together and counted as a single military installation in a given country.  A request for further clarification from the Department of Defense went unanswered. 

What we do know is that, on the foreign outposts the U.S. military counts, it controls close to 52,000 buildings, and more than 38,000 pieces of heavy infrastructure like piers, wharves, and gigantic storage tanks, not to mention more than 9,100 “linear structures” like runways, rail lines, and pipelines.   Add in more than 6,300 buildings, 3,500 pieces of infrastructure, and 928 linear structures in U.S. territories and you have an impressive total.  And yet, it isn’t close to the full story.

Losing Count

Last January, Colonel Wayne Shanks, a spokesman for the U.S.-led International Security Assistance Force (ISAF), told me that there were nearly 400 U.S. and coalition bases in Afghanistan, including camps, forward operating bases, and combat outposts.  He expected that number to increase by 12 or more, he added, over the course of 2010. 

In September, I contacted ISAF’s Joint Command Public Affairs Office to follow up.  To my surprise, I was told thatthere are approximately 350 forward operating bases with two major military installations, Bagram and Kandahar airfields.”  Perplexed by the loss of 50 bases instead of a gain of 12, I contacted Gary Younger, a Public Affairs Officer with the International Security Assistance Force.  “There are less than 10 NATO bases in Afghanistan,” he wrote in an October 2010 email.  “There are over 250 U.S. bases in Afghanistan.”

By then, it seemed, the U.S. had lost up to 150 bases and I was thoroughly confused.  When I contacted the military to sort out the discrepancies and listed the numbers I had been given — from Shanks’ 400 base tally to the count of around 250 by Younger — I was handed off again and again until I landed with Sergeant First Class Eric Brown at ISAF Joint Command’s Public Affairs.  “The number of bases in Afghanistan is roughly 411,” Brown wrote in a November email, “which is a figure comprised of large base[s], all the way down to the Combat Out Post-level.”  Even this, he cautioned, wasn’t actually a full list, because “temporary positions occupied by platoon-sized elements or less” were not counted.

Along the way to this “final” tally, I was offered a number of explanations —  from different methods of accounting to the failure of units in the field to provide accurate information — for the conflicting numbers I had been given.  After months of exchanging emails and seeing the numbers swing wildly, ending up with roughly the same count in November as I began with in January suggests that the U.S. command isn’t keeping careful track of the number of bases in Afghanistan.  Apparently, the military simply does not know how many bases it has in its primary theater of operations.

Black Sites in Baseworld

Scan the Department of Defense’s 2010 Base Structure Report for sites in Afghanistan.  Go ahead, read through all 206 pages.  You won’t find a mention of them, not a citation, not a single reference, not an inkling that the United States has even one base in Afghanistan, let alone more than 400.  This is hardly an insignificant omission.  Add those 411 missing bases to Kristof’s total and you get 971 sites around the world.  Add it to the Pentagon’s official tally and you’re left with 1,073 bases and sites overseas, around 770 more than Walter Trohan uncovered for his 1955 article.  That number even tops the 1967 count of 1,014 U.S. bases abroad, which Chalmers Johnson considered “the Cold War peak.”

There are, however, other ways to tally the total.  In a letter written last Spring, Senator Ron Wyden and Representatives Barney Frank, Ron Paul, and Walter Jones asserted that there were just 460 U.S. military installations abroad, not counting those in Iraq and Afghanistan.  Nicholas Kristof, who came up with a count of 100 more than that, didn’t respond to an email for clarification, but may have done the same analysis as I did: search the Pentagon’s Base Structure Report and select out the obvious sites that, while having a sizeable “footprint,” could only tenuously be counted as bases, like dependent family housing complexes and schools, resort hotels (yes, the Department of Defense has them), ski areas (them, too) and the largest of their golf courses — the U.S. military claimed to possess a total of 172 courses of all sizes in 2007 — and you get a total of around 570 foreign sites.  Add to them the number of Afghan bases and you’re left with about 981 foreign military bases.

As it happens, though, Afghanistan isn’t the only country with a baseworld black-out.  Search the Pentagon’s tally for sites in Iraq and you won’t find a single entry.  (That was true even when the U.S. reportedly had more than 400 bases in that country.)  Today, the U.S. military footprint there has shrunk radically.  The Department of Defense declined to respond to an email request for the current number of bases in Iraq, but published reports indicate that no fewer than 88 are still there, including Camp Taji, Camp Ramadi, Contingency Operating Base Speicher, and Joint Base Balad, which, alone, boasts about 7,000 American troops.  These missing bases would raise the worldwide total to about 1,069.

War zones aren’t the only secret spots.  Take a close look at Middle Eastern nations whose governments, fearing domestic public opinion, prefer that no publicity be given to American military bases on their territory, and then compare it to the Pentagon’s official list.  To give an example, the 2010 Base Structure Report lists one nameless U.S. site in Kuwait.  Yet we know that the Persian Gulf state hosts a number of U.S. military facilities including Camp Arifjan, Camp Buering, Camp Virginia, Kuwait Naval Base, Ali Al Salem Air Base, and Udari Range.  Add in these missing sites and the total number of bases abroad reaches 1,074.

Check the Pentagon’s base tally for Qatar and you’ll come up empty.  But look at the numbers of Department of Defense personnel serving overseas and you’ll find more than 550 service men and women deployed there.  While that Persian Gulf nation may have officially built Al Udeid Air Base itself, to call it anything but a U.S. installation would be disingenuous, given that it has served as a major logistics and command hub for the U.S. wars in Iraq and Afghanistan.  Add it in and the foreign base count reaches 1,075.

Saudi Arabia is also missing from the Pentagon’s tally, even though the current list of personnel abroad indicates that hundreds of U.S. troops are deployed there.  From the lead up to the First Gulf War in 1990 through the 2003 invasion of Iraq, the U.S. military stationed thousands of troops in the kingdom. In 2003, in response to fundamentalist pressure on the Saudi government, Washington announced that it was pulling all but a small number of troops out of the country. Yet the U.S. continues to train and advise from sites like Eskan Village, a compound 20 kilometers south of Riyadh where, according to 2009 numbers, 800 U.S. personnel (500 of them advisors) were based.

Discounted, Uncounted, and Unknown

In addition to the unknown number of micro-bases that the Pentagon doesn’t even bother to count and Middle Eastern and Afghan bases that fly under the radar, there are even darker areas in the empire of bases: installations belonging to other countries that are used but not acknowledged by the United States or avowed by the host-nation need to be counted, too.  For example, it is now well known that U.S. drone aircraft, operating under the auspices of both the CIA and the Air Force and conducting a not-so-secret war in Pakistan, take off from one or more bases in that country. 

Additionally, there are other sites like the “covert forward operating base run by the U.S. Joint Special Operations Command (JSOC) in the Pakistani port city of Karachi,” exposed by Jeremy Scahill in the Nation magazine, and one or more airfields run by employees of the private security contractor Blackwater (now renamed Xe Services).  While the Department of Defense’s personnel tally indicates that there are well over a hundred troops deployed in Pakistan, it counts no bases there.

Similarly uncounted are the U.S. Navy’s carrier strike groups, flotillas that consist of massive aircraft carriers, the largest warships in the world, as well as a guided missile cruiser, two guided missile destroyers, an attack submarine, and an ammunition, oiler, and supply ship.  The U.S. boasts 11 such carriers, town-sized floating bases that can travel the world, as well as numerous other ships, some boasting well over 1,000 officers and crew, that may, says the Navy, travel “to any of more than 100 ports of call worldwide” from Hong Kong to Rio de Janeiro. 

“The ability to conduct logistics functions afloat enables naval forces to maintain station anywhere,” reads the Navy’s Naval Operations Concept: 2010.  So these bases that float under the radar should really be counted, too.

A Bang, A Whimper, and the Alamo of the Twenty-First Century

Speaking before the Senate Appropriations Committee’s Subcommittee on Military Construction, Veterans, and Related Agencies early last year, Deputy Under Secretary of Defense Dorothy Robyn referenced the Pentagon’s “507 permanent installations.”  The Pentagon’s 2010 Base Structure Report, on the other hand, lists 4,999 total sites in the U.S., its territories, and overseas. 

In the grand scheme of things, the actual numbers aren’t all that important.  Whether the most accurate total is 900 bases, 1,000 bases or 1,100 posts in foreign lands, what’s undeniable is that the U.S. military maintains, in Chalmers Johnson’s famous phrase, an empire of bases so large and shadowy that no one — not even at the Pentagon — really knows its full size and scope. 

All we know is that it raises the ire of adversaries like al Qaeda, has a tendency to grate on even the closest of allies like the Japanese, and costs American taxpayers a fortune every year.  In 2010, according to Robyn, military construction and housing costs at all U.S. bases ran to $23.2 billion.  An additional $14.6 billion was needed for maintenance, repair, and recapitalization.  To power its facilities, according to 2009 figures, the Pentagon spent $3.8 billion. And that likely doesn’t even scratch the surface of America’s baseworld in terms of its full economic cost.

Like all empires, the U.S. military’s empire of bases will someday crumble.  These bases, however, are not apt to fall like so many dominos in some silver-screen last-stand sequence.  They won’t, that is, go out with the “bang” of futuristic Alamos, but with the “whimper” of insolvency. 

Last year, rumbling began even among Washington lawmakers about this increasingly likely prospect.  “I do not think we should be spending money to have troops in Germany 65 years after World War II. We have a terrible deficit and we have to cut back,” said Massachusetts Democratic Congressman Barney Frank.  Similarly, Republican Senator Kay Bailey Hutchison of Texas announced, “If the United States really wants to assure our allies and deter our enemies, we should do it with strong military capabilities and sound policy — not by keeping troops stationed overseas, not siphoning funds from equipment and arms and putting it into duplicative military construction.”

Indeed, toward the end of 2010, the White House’s bipartisan deficit commission — officially known as the National Commission on Fiscal Responsibility and Reform — suggested cutting U.S. garrisons in Europe and Asia by one-third, which would, in their estimation, save about $8.5 billion in 2015. 

The empire of bases, while still at or close to its height, is destined to shrink.  The military is going to have to scale back its foreign footholds and lessen its global footprint in the years ahead.  Economic realities will necessitate that.  The choices the Pentagon makes today will likely determine on what terms its garrisons come home tomorrow.  At the moment, they can still choose whether coming home will look like an act of magnanimous good statesmanship or inglorious retreat. 

Whatever the decision, the clock is ticking, and before any withdrawals begin, the U.S. military needs to know exactly where it’s withdrawing from (and Americans should have an accurate sense of just where its overseas armies are).  An honest count of U.S. bases abroad — a true, full, and comprehensive list — would be a tiny first step in the necessary process of downsizing the global mission.

Empire of Bases 2.0

The construction projects are sprouting like mushrooms: walled complexes, high-strength weapons vaults, and underground bunkers with command and control capacities — and they’re being planned and funded by a military force intent on embedding itself ever more deeply in the Middle East.  

If Iran were building these facilities, it would be front-page news and American hawks would be talking war, but that country’s Revolutionary Guards aren’t behind this building boom, nor are the Syrians, Lebanon’s Hezbollah, or some set of al-Qaeda affiliates.  It’s the U.S. military that’s digging in, hardening, improving, and expanding its garrisons in and around the Persian Gulf at the very moment when it is officially in a draw-down phase in Iraq.

On August 31st, President Obama took to the airwaves to announce “the end of our combat mission in Iraq.”  This may, however, prove yet another “mission accomplished” moment.  After all, from the lack of a real Iraqi air force (other than the U.S. Air Force) to the fact that there are more American troops in that country today than were projected to be there in September 2003, many signs point in another direction.

In fact, within days of the president’s announcement it was reported that the U.S. military was pouring money into improving bases in Iraq and that advance elements of a combat-hardened armored cavalry regiment were being sent there in what was politely dubbed an “advise and assist” (rather than combat) role.  On September 13th, the New York Times described the type of operations that U.S. forces were actually involved in:

“During two days of combat in Diyala Province, American troops were armed with mortars, machine guns, and sniper rifles. Apache and Kiowa helicopters attacked insurgents with cannon and machine-gun fire, and F-16’s dropped 500-pound bombs.”

According to the report, U.S. troops were within range of enemy hand grenades and one American soldier was wounded in the battle.

Adhering to an agreement inked during George W. Bush’s final year in office, the Obama administration has pledged to withdraw all U.S. troops from Iraq by the end of 2011.  U.S. military commanders have, however, repeatedly spoken of the possibility of extending the U.S. military’s stay well into the future.  Just recently, Secretary of Defense Robert Gates let the Iraqi government know that the U.S. was open to such a prospect.  “We’re ready to have that discussion if and when they want to raise it with us,” he said.  As the British Guardian’s Martin Chulov wrote last month, “[T]he U.S. is widely believed to be hoping to retain at least one military base in Iraq that it could use as a strategic asset in the region.”

Recent events, however, have cast U.S. basing plans into turmoil.  Notably unnerving for the Obama administration was a deal reportedly brokered by Iran in which Shia cleric Moqtada al-Sadr — whose forces had repeatedly clashed with U.S. troops only a few short years ago — threw his support behind Prime Minister Nouri al-Maliki, currently vying for a second term in office.  This was allegedly part of a regional agreement involving Syria and Lebanon’s Hezbollah that could leave the U.S. military out in the cold.  A source informed the Guardian that “Maliki told [his new regional partners that] he will never extend, or renew [any bases] or give any facilities to the Americans or British after the end of next year.”

Even if the U.S. was forced to withdraw all its troops from Iraq, however, its military “footprint” in the Middle East would still be substantial enough to rankle opponents of an armed American presence in the region and be a drain on U.S. taxpayers who continue to fund America’s “empire of bases.”  As has been true in recent years, the latest U.S. military documents indicate that base expansion and upgrades are the order of the day for America’s little-mentioned garrisons in the nations around Iraq. 

One thing is, by now, clear: whatever transpires in Iraq, the U.S. military presence in the Persian Gulf and surrounding environs will be formidable well into the future.

Middle Eastern Mega-Bases

As the “last” U.S. combat troops withdrew from Iraq under the glare of TV lights in the dead of night and rolled toward Kuwait, there was plenty of commentary about where they had been, but almost none about where they were going.

In the Gulf War of 1991, the U.S. military helped push Saddam Hussein’s invading Iraqi army out of Kuwait only to find that the country’s leader, Sheikh Jaber al-Ahmed al-Sabah, refused to return home “until crystal chandeliers and gold-plated bathroom fixtures could be reinstalled in Kuwait City’s Bayan Palace.”  Today, the U.S. military’s Camp Arifjan, which grew exponentially as the Iraq War ramped up, sits 30 miles south of the refurbished royal complex and houses about 15,000 U.S. troops.  They have access to all the amenities of strip-mall America, including Pizza Hut, Pizza Inn, Taco Bell, Starbucks, Hardees, Subway, and Burger King.  The military talks little about its presence at Arifjan, but Army contracting documents offer clues about its intentions there.  A recent bid solicitation, for example, indicated that, in the near future, construction would begin there on additional high strength armory vaults to house “weapons and sensitive items.”

In addition to Camp Arifjan, U.S. military facilities in Kuwait include Camps Buehring and Virginia, Kuwait Naval Base, Ali Al Salem Air Base, and Udairi Range, a training facility near the Iraqi border.  The U.S. military’s work is also supported by a Defense Logistics Agency (DLA) distribution center in Kuwait, located not on a U.S. base but in the Mina Abdulla industrial zone about 30 miles south of Kuwait City. 

Unlike other DLA hubs, which supply U.S. garrisons around the world, the Kuwaiti facility is contractor owned and operated.  Made up of a walled compound spanning 104 acres, the complex contains eight climate-controlled warehouses, each covering about four acres, one 250,000-square-foot covered area for cargo, and six uncovered plots of similar size for storage and processing needs.

Typical of base upgrades in Kuwait — some massive, some modest — now on the drawing boards, recent contracting documents reveal that the Army Corps of Engineers intends to upgrade equipment at Kuwait Naval Base for the maintenance and repair of ships. In fact, the Department of Defense has already issued more than $18 million in construction contracts for Kuwait in 2010. 

The U.S. military also operates and utilizes bases and other facilities in the nearby Persian Gulf nations of Qatar, Bahrain, the United Arab Emirates, and Oman. 

During the 1930s, the British Royal Air Force operated an airfield on Oman’s Masirah Island. Today, the U.S. Air Force and members of other service branches have settled in there, operating from the island as well as other facilities by special agreement with the sultanate.  The Air Force is also supported in Oman by “War Reserve Materiel” storage and maintenance facilities, operated by defense contractor Dyncorp, in Seeb, Thumrait, and Salalah Port. 

From 2001 to 2010, the U.S. military spent about $32 million on construction projects in Oman.  In September, the Army upped the ante by awarding an $8.6 million contract to refurbish the Royal Air Force of Oman’s air field at Thumrait Air Base.

U.S. efforts in Bahrain are on a grander scale.  This year, the U.S. Navy broke ground on a mega-construction project to develop 70 acres of waterfront at the port at Mina Salman.  Scheduled for completion in 2015, the complex is slated to include new port facilities, barracks for troops, administrative buildings, a dining facility, and a recreation center, among other amenities, with a price tag of $580 million.

There are similar expenditures in neighboring Qatar.  In 1996, lacking an air force of its own, Qatar still built Al Udeid Air Base at a cost of more than $1 billion with the goal of attracting the U.S. military.  It succeeded.  In September 2001, U.S. aircraft began to operate out of the facility. By 2002, the U.S. had tanks, armored vehicles, dozens of warehouses, communications and computing equipment, and thousands of troops at and around Al Udeid.  In 2003, the U.S. moved its major regional combat air operations center out of Saudi Arabia and into neighboring Qatar where the government was ready to spend almost $400 million on that high-tech command complex.

From then on, Al Udeid Air Base has served as a major command and logistics hub for U.S. regional operations including its wars in Iraq and Afghanistan.  Last year, the Pentagon awarded a $52 million contract to further upgrade its airfield capabilities, a $44 million deal to upgrade other facilities there, and a $6 million contract for expanded warehousing capacity.  Nor does the building boom there show any signs of abating.  A report by the Congressional Research Service issued earlier this year noted:

“The Obama administration requested $60 million in FY2010 military construction funds for further upgrades to U.S. military facilities in Qatar as part of an ongoing expansion and modernization program that has been underway since 2003 at a cost of over $200 million. The administration’s FY2011 military construction request for Qatar is $64.3 million.”

Jordan’s Bunker Mentality

The Pentagon has also invested heavily in Jordanian military infrastructure. One major beneficiary of these projects has been the international construction firm Archirodon which, between 2006-2008, worked on the construction of the King Abdullah II Special Operations Training Center (KASOTC).  It is a state-of-the-art military and counterterrorism training facility owned and operated by the Jordanian government, but built in part under a $70 million U.S. Army Corps of Engineers contract.

In 2009, when that 1,235-acre $200 million Jordanian training center was unveiled, King Abdullah II gave the inaugural address, praising the facility as a world-class hub for special forces training. General David Petraeus, then-head of the U.S. Central Command overseeing the Greater Middle East, was also on hand to laud the facility as “a center of excellence not only for doctrinal development and refinement of TTPs [technology, tactics and procedures], but for strengthening the regional security network emerging in this area.”

Between 2001 and 2009, the Army awarded $89 million in contracts for Jordanian construction projects.  This year, it inked deals for another $3.3 million (much of it for improvements to KASOTC).  Recently, the Army also issued a call for bids for the construction of subterranean complexes at three locations in Jordan, the largest of them approximately 13,000 square feet.  Each of these underground bunkers will reportedly boast a command-and-control operations center, offices, sleeping quarters, cafeterias, and storage facilities.  The project is set to cost up to $25 million.

1,001 Arabian Contracts

According to a 2009 Congressional Research Service report, from 1950 to 2006 Saudi Arabia purchased almost $63 billion in weapons, military equipment, and related services through the Pentagon’s Foreign Military Sales (FMS) program.  Just last month, the U.S. announced that it would conclude new arms deals with the Saudis which would equal that sum — not in another half century but in the next 15 to 20 years.  Labeled a move to counter Iranian power in the region, the deal for advanced tactical fighter aircraft and state-of-the-art helicopters garnered headlines.  What didn’t were the longstanding, ongoing U.S. military construction efforts in that country.

Between 1950 and 2006, Saudi Arabia experienced $17.1 billion in construction activity courtesy of the Pentagon.  In the years since, according to government data, the Department of Defense has issued more than $400 million in construction contracts for the kingdom, including $33 million in 2010 for projects ranging from a dining hall ($6 million) to weapons storage warehouses and ammunition supply facilities (nearly $1 million).

Bases and “the Base”

In his 1996 “Declaration of War Against the Americans Who Occupy the Land of the Two Holy Mosques,” Osama bin Laden wrote:

“The presence of the USA Crusader military forces on land, sea and air of the states of the Islamic Gulf is the greatest danger threatening the largest oil reserve in the world. The existence of these forces in the area will provoke the people of the country and induces aggression on their religion, feelings, and prides and pushes them to take up armed struggle against the invaders occupying the land.”

Since then, the U.S. and bin Laden’s rag-tag guerrilla force, al Qaeda (“the Base”), have been locked in a struggle that has led to further massive U.S. base expansions in the greater Middle East and South Asia.  At the height of its occupation, the U.S. had hundreds of bases throughout Iraq.  Today, hundreds more have been built in Afghanistan where, in the 1980s, bin Laden and other jihadists, backed and financed by the CIA, the Saudis, and the Pakistanis, fought to expel the Soviet occupiers of that country. 

As early as 2005, the U.S. military was floating the possibility of retaining some of its Afghan bases permanently.  In Iraq, plans for similar permanent garrisons have recently been thrown into doubt by the very government the U.S. helped install in power.  Whatever happens in either war zone, however, one thing is clear: the U.S. military will still be deeply dug into the Middle East.

While American infrastructure crumbles at home, new construction continues in oil-rich kingdoms, sultanates, and emirates there, courtesy of the Pentagon.  It’s a building program guaranteed to further inflame anti-American sentiment in the region.  History may not repeat itself, but ominously — just as in 1996 when bin Laden issued his declaration — most Americans have not the slightest idea what their military is doing with their tax dollars in the Persian Gulf and beyond, or what twenty-first century blowback might result from such activities.

Twenty-First Century Blowback?

Some go by names steeped in military tradition like Leatherneck and Geronimo.  Many sound fake-tough, like RamrodLightning, Cobra, and Wolverine.  Some display a local flavor, like Orgun-E, Howz-e-Madad, and Kunduz.  All, however, have one thing in common: they are U.S. and allied forward operating bases, also known as FOBs.  They are part of a base-building surge that has left the countryside of Afghanistan dotted with military posts, themselves expanding all the time, despite the drawdown of forces promised by President Obama beginning in July 2011. 

The U.S. military does not count the exact number of FOBs it has built in Afghanistan, but forward operating bases and other facilities of similar or smaller size make up the bulk of U.S. outposts there.  Of the hundreds of U.S. bases in the country, according to Gary Younger, a U.S. public affairs officer with the International Security Assistance Force (ISAF), 77% house units of battalion size (approximately 500 to 1,000 troops) or smaller; 20% are occupied by units smaller than a Brigade Combat Team (about 3,000 troops); and 3% are huge bases, occupied by units larger than a Brigade Combat Team, that generally boast large-scale military command-and-control capabilities and all the amenities of Anytown, USA. Younger tells TomDispatch that ISAF does not centrally track its base construction and up-grading work, nor the money spent on such projects.

However, Major General Kenneth S. Dowd — the Director of Logistics for U.S. Central Command for three years before leaving the post in June — offered this partial account of the ongoing Afghan base build-up in the September/October issue of Army Sustainment, the official logistics journal of the Army:

“Military construction projects scheduled for com­pletion over the next 12 months will deliver 4 new runways, ramp space for 8 C−17 transports, and parking for 50 helicopters and 24 close air support and 26 intelligence surveillance and reconnaissance aircraft. This represents roughly one-third of the air­field paving projects currently funded in the Afghanistan theater of operations. Additional minor construction plans called for the construction of over 12 new FOBs and expansion of 18 existing FOBs.”

If Dowd offered the barest sketch of some of the projects planned or underway, a TomDispatch analysis of little-noticed U.S. government records and publications, including U.S. Army and Army Corps of Engineers contracting documents and construction-bid solicitations issued over the last five months, fills in the picture.  The documents reveal plans for large-scale, expensive Afghan base expansions of every sort and a military that is expecting to pursue its building boom without letup well into the future.  These facts-on-the-ground indicate that, whatever timelines for phased withdrawal may be issued in Washington, the U.S. military is focused on building up, not drawing down, in Afghanistan.

Jobs on FOBs

A typical forward operating base set to undergo expansion is FOB Salerno, a post located near the Afghan city of Khost, not far from the Pakistani border.  According to documents from the U.S. Army Corps of Engineers, plans are in the works for an expansion of that base’s fuel facilities. Estimated to cost $10 million to $25 million, these upgrades will increase fuel storage capacity to one million gallons to enhance land and air operations, and may not be completed for a year and a half; that is, until well into 2012.

In June, work was completed on a new, nearly $12 million runway at Forward Operating Base Shank, near the city of Puli Alam in Logar Province, south of Kabul.  The base was formerly accessible only by road and helicopter, but its new 1.4-mile-long airstrip can now accommodate large Lockheed C-130 Hercules and Boeing C-17 Globemaster transport aircraft, enabling ever larger numbers of personnel to be deployed to the site.

Not surprisingly, government documents released in August show that FOB Shank is also set for a major boost in troop housing.  Already home to approximately 4,500 military personnel, it will be adding a new two-story barracks, constructed of containerized housing units known as “relocatable buildings” or RLBs, to accommodate 1,100 more troops.  Support facilities, access roads, parking areas, new utilities, and other infrastructure required to sustain the housing complex will also be installed for an estimated $5 million to $10 million. In addition, the Army Corps of Engineers just began seeking contractors to add 452,000 square feet of airfield parking space at the base.  It’s meant for Special Operations Forces’ helicopters and fixed-wing aircraft.  New aircraft maintenance facilities and 80,000 square feet more of taxiways will also be built at the cost of another $10 million to $25 million.

Documents reveal that this sort of expansion is now going on at a remarkably rapid pace all over the country.  For instance, major expansions of infrastructure to support helicopter operations, including increased apron space, taxiways, and tarmac for parking, servicing, loading, and unloading are planned for facilities like FOB Tarin Kowt in Uruzgan Province, FOB Dwyer, a Marine base in Helmand Province, and FOB Sharana, a Paktika Province base near the Pakistani border, where the Army also announced plans for the construction of an ammunition supply facility, with storage space for one million pounds of munitions, and related infrastructure.

In late August, Walter Pincus of the Washington Post reported that construction was slated to begin on at least three $100 million base projects, including FOB Dwyer, that were not “expected to be completed until the latter half of 2011.”  In addition to enhancing helicopter operations infrastructure, plans were also announced for the construction of a new, large-scale wastewater treatment facility at Dwyer, a project estimated to cost another $10 million to $25 million and, like so much of what is now being built by the U.S. military in the backlands of Afghanistan, it is not expected to be completed and put fully into use until well into the second half of 2011, if not later — that is, after President Obama’s theoretical due date for beginning to lessen the mission in that country.

And whenever you stumble upon a document indicating that work of a certain sort is taking place at one FOB, you can be sure that, sooner or later, you will find similar work at other FOBs.  In this case, for example, FOB Frontenac in Kandahar Province and Tarin Kowt, north of Kandahar, are, like Dwyer, slated to receive new wastewater plants.

Much of this work may sound mundane, but the scale of it isn’t.  Typical is another of the bases identified by Pincus, FOB Shindand in western Afghanistan, which is to receive, among other things, new security fencing, new guard towers, and new underground electrical lines.  And that’s just to begin the list of enhancements at Shindand, including earthen berms for four 200,000-gallon “expeditionary fuel bladders and a concrete pad suitable for parking and operating fourteen R-11 refueling vehicles” — tanker trucks with a 6,000-gallon capacity — as well as new passenger processing and cargo handling facilities (an $18 million contract) and an expansion of helicopter facilities (another $25 million to $50 million).

Multiply this, FOB by FOB, the length and breadth of Afghanistan, and you have a building program fit for a long war.

Permanent Bases?

This building boom has hardly been confined to FOBs.  Construction and expansion work at bases far larger than FOBs, including the mega-bases at Bagram and Kandahar, is ongoing, often at a startling pace.  The Army, for example, has indicated it plans to build a 24,000 square-foot, $10-million command-and-control facility as well as a “Joint Defense Operations Center” with supporting amenities — from water storage tanks to outdoor landscaping — at Bagram Air Base.  At bustling Kandahar Air Field, the military has offered contracts for a variety of upgrades, including a $28.5 million deal for the construction of an outdoor shelter for fighter aircraft, as well as new operations and maintenance facilities and more apron space, among a host of other improvements.

In June, Noah Shachtman of Wired.com’s Danger Room reported on the Army’s plans to expand its Special Operations headquarters at Mazar-e-Sharif in northern Afghanistan and cited documents indicating that construction would include a “communications building, Tactical Operations Center, training facility, medical aid station, Vehicle Maintenance Facility… dining facility, laundry facility, and a kennel to support working dogs.”  A contract for that work, worth $30 million, was awarded at the end of September. 

Similarly, according to a recent article in the Marine Corps Times, Camp Leatherneck, which expanded in late 2009 from a 660-acre facility to 1,550 acres, or approximately 2.4 square miles, is slated to add three new gyms to the one already there, as well as a chapel complex with three separate buildings (one big enough to accommodate up to 200 people), a second mess hall (capable of serving 4,000 Marines at a time), a new PX housed in a big-top tent, with 10,000 square feet of sales space — the current base facility only has 3,000 square feet — and the installation of a $200 million runway that can accommodate C-5 cargo planes and 747 passenger jets.

Despite a pledge from the Obama administration to begin its troop drawdowns next July, this ongoing base-construction splurge, when put together with recent signals from the White House, civilians at the Pentagon, and top military commanders, including Afghan war chief General David Petraeus, suggests that the process may be drawn out over many years.  During a recent interview with ABC News Senior Foreign Affairs Correspondent Martha Raddatz, for instance, Petraeus affirmed the president’s July 2011 timeline, but added a crucial caveat.  “It will be a pace that is determined by conditions,” he said.

Almost a decade into the Afghan War, he claimed, the U.S. military had “finally gotten the inputs right in Afghanistan.”  Raddatz then asked if the “counterinsurgency clock” had just restarted — if, that is, it could be another nine or ten years to achieve success.  “Yeah,” replied Petraeus, hastening to add that American soldiers killed there over the previous nine years had not simply died for nothing.  “But it is just at this point that we feel that we do have the organizations that we learned in Iraq and from history are necessary for the conduct that this kind of campaign.”

The building boom occurring on U.S. bases across Afghanistan and the contracts for future construction being awarded at the moment seem to confirm that, whatever the White House has in mind, the military is operating on something closer to the Petraeus timeline.  The new Special Operations base at Mazar-e-Sharif, to take but one of many examples, may not be completed and fully occupied for at least a year and a half.  Other construction contracts, not yet even awarded, are expected to take a year or more to complete.  And military timelines suggest that, if the Pentagon gets its way, American troop levels may not dip below the numbers present when Obama took office, approximately 36,000 troops, until 2016 or beyond.

At the moment, the American people are being offered one story about how the American war in Afghanistan is to proceed, while in Afghanistan their tax dollars are being invested in another trajectory entirely.  The question is: How permanent are U.S. bases in Afghanistan?  And if they are not meant to be used for a decade or more to come, why is the Pentagon still building as if they were?

Recently, the Army sought bids from contractors willing to supply power plants and supporting fuel systems at forward operating bases in Afghanistan for up to five years.  Power plants, fuel systems, and the bases on which they are being built are facts on the ground.  Such facts carry a weight of their own, and offer a window into U.S. designs in Afghanistan that may be at least as relevant as anything Barack Obama or his aides have been saying about draw-downs, deadlines, or future withdrawal plans.

Digging in for the Long Haul in Afghanistan
