Honestly, I don’t know whether to rant or weep, neither of which are usual impulses for me.  In the wake of the slaughter in Paris, I have the urge to write one of two sentences here: Paris changed everything; Paris changes nothing.  Each is, in its own way, undoubtedly true.  And here’s a third sentence I know to be true: This can’t end well.

Other than my hometown, New York, Paris is perhaps the city where I’ve felt most at ease.  I’ve never been to Baghdad (where Paris-style Islamic State terror events are relatively commonplace); or Beirut, where they just began; or Syria’s ravaged Aleppo (thank you, Bashar al-Assad of barrel-bomb terror fame); or Mumbai (which experienced an early version of such a terror attack); or Sana’a, the capital of Yemen, now partly destroyed by the U.S.-backed Saudi air force; or Kabul, where Taliban attacks on restaurants have become the norm; or Turkey’s capital, Ankara, where Islamic State suicide bombers recently killed 97 demonstrators at a peace rally.  But I have spent time in Paris.  And so, as with my own burning, acrid city on September 11, 2001, I find myself particularly repulsed by the barbaric acts of civilian slaughter carried out by three well-trained, well-organized, well-armed suicide teams evidently organized as a first strike force from the hell of the Islamic State (IS) in Syria and Iraq.

The Paris attacks should not, however, be seen primarily as acts of revenge from a distinctly twisted crew, even though one of the murderers reportedly shouted, “You killed our brothers in Syria and now we are here.”  Instead, they were clearly acts of calculated provocation meant to reshape our world in grim ways.  Worse yet, their effectiveness was pre-guaranteed because, as has been true since 9/11, the leaders of such terror groups, starting with Osama bin Laden, have grasped the dynamics of our world, of what makes us tick and especially what provokes us into our own barbarous acts, so much better than our leaders, our militaries, or our national security states have understood them (or, for that matter, themselves).

Here in a nutshell is what bin Laden grasped before 9/11: with modest millions of dollars and a relatively small number of followers, he and his movement couldn’t hope to create the world of their fervid dreams.  If, however, he could lure the planet’s “sole superpower” into stepping into his universe, military first, it would change everything and so do his work for him.  And indeed (see: invasion of Afghanistan, invasion of Iraq), an operation mounted for an estimated $400,000 to $500,000, using 19 dedicated (mostly Saudi) followers armed only with paper cutters, did just that.

And it’s never stopped since because, just as bin Laden dreamed, Washington helped loose al-Qaeda and its successor outfits from the constraints of a more organized, controlled world.  In these last 14 years of failed wars and conflicts of every sort, American military power, aided and abetted by the Saudis, the British, the French, and other countries on a case-by-case basis, essentially fractured the Greater Middle East.  It helped create five failed states (Afghanistan, Iraq, Libya, Syria, and Yemen), worlds in which terror groups could thrive and in the chaos of which they could attract ever more recruits.

Wiping Out the Gray Zones

Think of the Islamic State and various al-Qaeda crews as having developed (to steal a term from commentator John Feffer) "splinterlands" strategies.  To continue to grow, they need the U.S. and its allies to lend them an eternally destructive hand to further smash the worlds around them.  So in response to the Paris attacks, French President Francois Hollande’s statement that “we will lead a war which will be pitiless” was just what the terror doctor ordered, as was the growing pressure in Washington for a “big military response” to Paris.  The first French reprisal air strikes against IS’s Syrian “capital,” Raqqa, were indeed launched within two days. 

All of this is like manna from heaven for the Islamic State, the more “pitiless” the better.  After all, that group’s goal, as they write in their magazine and online, is “the extinction of the gray zone” in our world.  In other words, they seek the sharpening of distinctions everywhere, which means the opening of abysses where complexity and interaction once existed.  Their dream is to live in a black-and-white world of utter religious and political clarity (and calamity), while engaging in what American pundits like to term a “clash of civilizations.”  And — what a joy for the Islamic State! — Republican presidential candidates are already responding to the Paris attacks, as Marco Rubio did, by calling for just such “a civilizational conflict with radical Islam.” As he put it, “This is not a grievance-based conflict. This is a clash of civilizations… And either they win, or we win.”  Jeb Bush similarly responded: “This is an organized effort to destroy Western civilization and we need to lead in this regard.”  The answer, of course, is “war.”  Various Republican candidates are also now calling for only accepting Syrian Christians as refugees here.  You can't be more black and white than that. 

In the European context and with the destruction of those “gray zones” in mind, the Paris attacks should also be considered the Islamic State’s first foray into the politics of the 2017 French presidential campaign.  Think of those mass killings as a wholehearted endorsement of the extremist candidate Marine le Pen, whose poll numbers were already on the rise even before the attacks, and her anti-Muslim, anti-immigrant National Front Party.  She is now, in effect, IS's chosen candidate, the one most likely to go after gray zones.  In the process, of course, pressure on France’s large, increasingly isolated Muslim population will only increase.

Such attacks are guaranteed to put wind in the already billowing sails of far right-wing parties all across Europe.  It should, for instance, have come as no surprise that, in the wake of the Paris attacks, Konrad Szymanski, the European affairs minister for Poland’s new far-right government, almost instantly declared his country unlikely to abide by recently negotiated European Union (EU) quotas on accepting refugees from the Greater Middle East.  And we’re only going to see more of this in the post-Paris world.  With the assistance of IS and other jihadist groups, the elimination of such gray areas in Europe could, in the end, help crack the EU open, while pushing France’s Muslims into an even worse situation, which would, of course, mean more potential recruits for groups like the Islamic State.

In other words, from IS's point of view, the Paris attacks and other acts like them represent a potential horn of plenty.  Sadly, it’s not the only organization that will reap such benefits — and I’m not just referring to other jihadist outfits either.  Such acts are, after a fashion, similarly useful in the Western world.  Think of it as a kind of unspoken bargain between two “civilizations” from hell.

Take the United States, a place where, in the years since 9/11, the danger of being attacked by an Islamic terrorist could be slotted in somewhere between being “shot” by your dog and being shot by a toddler who has found a loaded, unlocked gun in your housepurse, or car.  Among the many perils of American life from car crashes to suicide, E. coli illnesses to floods, injuries from crumbling infrastructure to mass killings by non-Islamic lone wolves, Islamic terrorism remains at the bottom of the barrel in the company of other frightening but rare events like shark attacks. Yet the American national security state has essentially been built and funded to protect you from that danger alone.

Put another way, the officials of that security state have bet the farm on the preeminence of the terrorist “threat,” which has, not so surprisingly, left them eerily reliant on the Islamic State and other such organizations for the perpetuation of their way of life, their career opportunities, their growing powers, and their relative freedom to infringe on basic rights, as well as for that comfortably all-embracing blanket of secrecy that envelops their activities.  Note that, as with so many developments in our world which have caught them by surprise, the officials who run our vast surveillance network and its staggering ranks of intelligence operatives and analysts seemingly hadn’t a clue about the IS plot against Paris (even though intelligence officials in at least one other country evidently did).  Nonetheless, whether they see actual threats coming or not, they need Paris-style alarms and nightmares, just as they need local “plots,” even ones semi-engineered by FBI informers or created online by lone idiots, not lone wolves. Otherwise, why would the media keep prattling on about terrorism or presidential candidates keep humming the terror tune, and how, then, would public panic levels remain reasonably high on the subject when so many other dangers are more pressing in American life?

The relationship between that ever-more powerful shadow government in Washington and the Islamic terrorists of our planet is both mutually reinforcing and unnervingly incestuous.  Both, of course, emerge as winners when the gray zones begin to disappear.  When Paris is hit, after all, law enforcement agencies in the U.S. instantly increase their “alert levels”; the CIA director pushes back hard against "hand-wringing over intrusive government spying" and the minimalist restrictions on electronic surveillance put in place in recent years; the FBI heightens “its surveillance of Americans under investigation for apparent ties to the Islamic State”; and, among other things, more police patrols are sent out in major cities, while local law enforcement “vigilance” rises even in places like Niagara Falls, New York.  In Los Angeles, post-Paris, extra patrols were typically sent “to ‘critical sites’ and [the city’s police department was] monitoring the ongoing situation, even though it said there were no known threats.”

The lack of obvious threats is, of course, beside the point when American “safety” is at stake!  In the meantime, the road toward a more locked-down, secretive, governmentally intrusive, less democratic world is being well paved.

A Dance of Death

Think of this as a kind of global danse macabre in which ISIS attacks — eight committed guys, some possibly trained in combat in Syria or Iraq, with AK-47s, suicide vests, and rental cars — spread death, chaos, panic, and alarm in our world at next to no cost at all.  In response, Washington and its allies engage in a big-budget version of the same, including intensified air campaigns which will, of course, end up taking out civilian targets and infrastructure.

Think of what the U.S. military does when it heads out to destroy those gray zones as the Kobane or Sinjar Strategy.  Kobane was a largely Kurdish town on the Turkish border that IS militants besieged and partially took in 2014.  They were driven back early this year by the same combination of forces that recently retook the town of Sinjar in northern Iraq: Kurdish fighters and American warplanes.  By the time both were retaken, American bombs and Islamic State IEDs and booby-trapped houses had insured that those towns would be largely uninhabitable wrecks, littered with corpses and the skeletons of buildings.

Similarly, plans by the U.S. to intensify the bombing of those Syrian oilfields under the control of the Islamic state (to cut into its supply of funds) reflect a strategy that, whatever its immediate successes, is guaranteed to further wreck the infrastructure of the region.  This will help ensure that, no matter what happens to the Islamic State, “Syria” or any state structure like it will be no more.  Such acts of destruction, largely from the air, have been taking place across the Greater Middle East since 2001.  From Libya to Syria, Iraq to Yemen, the Sinjar Strategy has demonstrably done little to bring success to the U.S. and its allies in their various wars.  It has, however, helped create a zone of failed and increasingly fragile states.  It has left uprooted populations leading skeletal lives in haunted lands that are also hunting grounds for extremists of every sort. Consider this the dream world of Osama bin Laden and Abu Bakr al-Baghdadi, as well as the perfect breeding ground for yet more extreme nightmares of our age. A dance of death indeed.

As it happens, I’ve barely ranted and not yet wept.  If anything, on reaching the end of this piece, I find myself depressed.  The future shouldn’t be so easy to see or so repetitively predictable.  And it’s a terrible thing to know that, as the gray zones of our planet continue to disappear and wrecked worlds spread, the tempo of that dance of mutual death and destruction stands every chance of speeding up as the "music" only grows louder.

A Post-Paris “Clash of Civilizations”?

You may not know it, but you’re living in a futuristic science fiction novel. And that’s a fact.  If you were to read about our American world in such a novel, you would be amazed by its strangeness.  Since you exist right smack in the middle of it, it seems like normal life (Donald Trump and Ben Carson aside).  But make no bones about it, so far this has been a bizarre American century.

Let me start with one of the odder moments we’ve lived through and give it the attention it’s always deserved.  If you follow my train of thought and the history it leads us into, I guarantee you that you’ll end up back exactly where we are — in the midst of the strangest presidential campaign in our history.

To get a full frontal sense of what that means, however, let’s return to late September 2001.  I’m sure you remember that moment, just over two weeks after those World Trade Center towers came down and part of the Pentagon was destroyed, leaving a jangled secretary of defense instructing his aides, “Go massive. Sweep it all up. Things related and not.”

I couldn’t resist sticking in that classic Donald Rumsfeld line, but I leave it to others to deal with Saddam Hussein, those fictional weapons of mass destruction, the invasion of Iraq, and everything that’s happened since, including the establishment of a terror “caliphate” by a crew of Islamic extremists brought together in American military prison camps — all of which you wouldn’t believe if it were part of a sci-fi novel. The damn thing would make Planet of the Apeslook like outright realism.

 

Instead, try to recall the screaming headlines that labeled the 9/11 attacks “the Pearl Harbor of the twenty-first century” or “a new Day of Infamy,” and the attackers “the kamikazes of the twenty-first century.”  Remember the moment when President George W. Bush, bullhorn in hand, stepped onto the rubble at “Ground Zero” in New York, draped his arm around a fireman, and swore payback in the name of the American people, as members of an impromptu crowd shouted out things like “Go get ‘em, George!” 

“I can hear you! I can hear you!” he responded. “The rest of the world hears you! And the people — and the people who knocked these buildings down will hear all of us soon!” 

“USA!  USA!  USA!” chanted the crowd.

Then, on September 20th, addressing Congress, Bush added, “Americans have known wars, but for the past 136 years they have been wars on foreign soil, except for one Sunday in 1941.”  By then, he was already talking about “our war on terror.”

Now, hop ahead to that long-forgotten moment when he would finally reveal just how a twenty-first-century American president should rally and mobilize the American people in the name of the ultimate in collective danger.  As CNN put it at the time, “President Bush… urged Americans to travel, spend, and enjoy life.” His actual words were:

“And one of the great goals of this nation’s war is to restore public confidence in the airline industry and to tell the traveling public, get on board, do your business around the country, fly and enjoy America’s great destination spots. Go down to Disney World in Florida, take your families and enjoy life the way we want it to be enjoyed.”

So we went to war in Afghanistan and later Iraq to rebuild faith in flying.  Though that got little attention at the time, tell me it isn’t a detail out of some sci-fi novel.  Or put another way, as far as the Bush administration was then concerned, Rosie the Riveter was molderingin her grave and the model American for mobilizing a democratic nation in time of war was Rosie the Frequent Flyer.  It turned out not to be winter in Valley Forge, but eternal summer in Orlando.  From then on, as the Bush administration planned its version of revenge-cum-global-domination, the message it sent to the citizenry was: go about your business and leave the dirty work to us.

Disney World opened in 1971, but for a moment imagine that it had been in existence in 1863 and that, more than seven score years ago, facing a country in the midst of a terrible civil war, Abraham Lincoln at Gettysburg had said this:

“It is rather for us to be here dedicated to the great task remaining before us — that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion — that we here highly resolve that these dead shall not have died in vain — that this nation, under God, shall have a new birth of freedom at Disney World — and that government of the people, by the people, for the people, shall not perish for lack of vacations in Florida.”

Or imagine that, in response to that “day of infamy,” the Pearl Harbor of the twentieth century, Franklin Roosevelt had gone before Congress and, in an address to the nation, hadsaid:

“Hostilities exist. There is no blinking at the fact that our people, our territory, and our interests are in grave danger. With confidence in our airlines, with the unbounding determination of our people to visit Disney World, we will gain the inevitable triumph — so help us God.”

If those are absurdities, then so is twenty-first-century America.  By late September 2001, though no one would have put it that way, the demobilization of the American people had become a crucial aspect of Washington’s way of life.  The thought that Americans might be called upon to sacrifice in any way in a time of peril had gone with the wind.  Any newly minted version of the classic “don’t tread on me” flag of the revolutionary war era would have had to read: “don’t bother them.”

The Spectacle of War

The desire to take the American public out of the “of the people, by the people, for the people” business can minimally be traced back to the Vietnam War, to the moment when a citizen’s army began voting with its feet and antiwar sentiment grew to startling proportions not just on the home front, but inside a military in the field.  It was then that the high command began to fear the actual disintegration of the U.S. Army. 

Not surprisingly, there was a deep desire never to repeat such an experience.  (No more Vietnams!  No more antiwar movements!)  As a result, on January 27, 1973, with a stroke of the pen, President Richard Nixon abolished the draft, and so the citizen’s army.  With it went the sense that Americans had an obligation to serve their country in time of war (and peace).  

From that moment on, the urge to demobilize the American people and send them to Disney World would only grow.  First, they were to be removed from all imaginable aspects of war making.  Later, the same principle would be applied to the processes of government and to democracy itself.  In this context, for instance, you could write a history of the monstrous growth of secrecy and surveillance as twin deities of the American state: the urge to keep ever more information from the citizenry and to see ever more of what those citizens were doing in their own private time.  Both should be considered demobilizing trends. 

This twin process certainly has a long history in the U.S., as any biography of former FBI Director J. Edgar Hoover would indicate.  Still, the expansion of secrecy and surveillance in this century has been a stunning development, as ever-larger parts of the national security state and the military (especially its70,000-strong Special Operations forces) fell into the shadows.  In these years, American “safety” and “security” wereredefined in terms of a citizen’s need not to know.  Only bathed in ignorance, were we safest from the danger that mattered most (Islamic terrorism — a threat of microscopic proportions in the continental United States).

As the American people were demobilized from war and left, in the post-9/11 era, with the single duty of eternally thanking and praising our “warriors” (or our “wounded warriors”), war itself was being transformed into a new kind of American entertainment spectacle.  In the 1980s, in response to the Vietnam experience, the Pentagon began to take responsibility not just for making war but for producing it.  Initially, in the invasions of Grenada and Panama, this largely meant sidelining the media, which many U.S. commanders still blamed for defeat in Vietnam.

By the First Gulf War of 1991, however, the Pentagon was prepared to produce a weeks-long televised extravaganza, which would enter the living rooms of increasingly demobilized Americans as a riveting show.  It would have its own snazzy graphics, logos, background music, and special effects (including nose-cone shots of targets obliterated).  In addition, retired military men were brought in to do Monday Night Football-style play-by-play and color commentary on the fighting in progress.  In this new version of war, there were to be no rebellious troops, no body bags, no body counts, no rogue reporters, and above all no antiwar movement.  In other words, the Gulf War was to be the anti-Vietnam. And it seemed to work… briefly.

Unfortunately for the first Bush administration, Saddam Hussein remained in power in Baghdad, the carefully staged post-war “victory” parades faded fast, the major networks lost ad money on the Pentagon’s show, and the ratings for war as entertainment sank.  More than a decade later, the second Bush administration, again eager not to repeat Vietnam and intent on sidelining the American public while it invaded and occupied Iraq, did it all over again.

This time, the Pentagon sent reporters to “boot camp,” “embedded” them with advancing units, built a quarter-million-dollar movie-style set for planned briefings in Doha, Qatar, and launched its invasion with “decapitation strikes” over Baghdad that lit the televised skies of the Iraqi capital an eerie green on TVs across America.  This spectacle of war, American-style, turned out to have a distinctly Disney-esque aura to it.  (Typically, however, those strikes produced scores of dead Iraqis, but managed to “decapitate” not a single targeted Iraqi leader from Saddam Hussein on down.)  That spectacle, replete with the usual music, logos, special effects, and those retired generals-cum-commentators — this time even more tightly organized by the Pentagon — turned out again to have a remarkably brief half-life.

The Spectacle of Democracy

War as the first demobilizing spectacle of our era is now largely forgotten because, as entertainment, it was reliant on ratings, and in the end, it lost the battle for viewers.  As a result, America’s wars became ever more an activity to be conducted in the shadows beyond the view of most Americans. 

If war was the first experimental subject for the demobilizing spectacle, democracy and elections turned out to be remarkably ripe for the plucking as well.  As a result, we now have the never-ending presidential campaign season.  In the past, elections did not necessarily lack either drama or spectacle.  In the nineteenth century, for instance, there were campaigntorchlight parades, but those were always spectacles of mobilization.  No longer.  Our new1% elections call for something different.

It’s no secret that our presidential campaigns have morphed into a “billionaire’s playground,” even as the right to vote has become more constrained.  These days, it could be said that the only group of citizens that automatically mobilizes for such events is “the billionaire class” (as Bernie Sanders calls it).  Increasingly, many of the rest of us catch the now year-round spectacle demobilized in our living rooms, watching journalists play… gasp!… journalists on TV and give American democracy that good old Gotcha!

In 2001, George W. Bush wanted to send us all to Disney World (on our own dollar, of course).  In 2015, Disney World is increasingly coming directly to us.

After all, at the center of election 2016 is Donald Trump.  For a historical equivalent, you would have to imagine P.T. Barnum, who could sell any “curiosity” to the American public, running for president.  (In fact, he did serve two terms in the Connecticut legislature and was, improbably enough, the mayor of Bridgeport.)  Meanwhile, the TV “debates” that Trump and the rest of the candidates are now taking part in months before the first primary have left theLeague of Women Voters and the Commission on Presidential Debates in the dust.  These are the ratings-driven equivalent of food fights encased in ads, with the “questions” clearly based on what will glue eyeballs.

Here, for instance, was CNN host Jake Tapper’s first question of the second Republican debate: “Mrs. Fiorina, I want to start with you. Fellow Republican candidate, and Louisiana Governor Bobby Jindal, has suggested that your party’s frontrunner, Mr. Donald Trump, would be dangerous as president. He said he wouldn’t want, quote, ‘such a hot head with his finger on the nuclear codes.’ You, as well, have raised concerns about Mr. Trump’s temperament. You’ve dismissed him as an entertainer. Would you feel comfortable with Donald Trump’s finger on the nuclear codes?”

And the event only went downhill from there as responses ranged from non-answers to (no kidding!) a discussion of the looks of the candidates and yet the event proved such a ratings smash that its 23 million viewers were compared favorably to viewership of National Football League games.

In sum, a citizen’s duty, whether in time of war or elections, is now, at best, to watch the show, or at worst, to see nothing at all.

This reality has been highlighted by the whistleblowers of this generation, including Edward SnowdenChelsea Manning, and John Kiriakou.  Whenever they have revealed something of what our government is doing beyond our sight, they have been prosecuted with a fierceness unique in our history and for a simple enough reason.  Those who watch us believe themselves exempt from being watched by us.  That’s their definition of “democracy.”  When “spies” appear in their midst, even if those whistleblowers are “spies” for us, they are horrified at a visceral level and promptly haul out the World War I-era Espionage Act.  They now expect a demobilized response to whatever they do and when anything else is forthcoming, they strike back in outrage.

A Largely Demobilized Land

A report on a demobilized America shouldn’t end without some mention of at least one counter-impulse.  All systems assumedly have their opposites lurking somewhere inside them, which brings us to Bernie Sanders.  He’s the figure who doesn’t seem to compute in this story so far. 

All you had to do was watch the first Democratic debate to sense what an anomaly he is, or you could have noted that, until almost the moment he went on stage that night, few involved in the election 2016 media spectacle had the time of day for him. And stranger yet, that lack of attention in the mainstream proved no impediment to the expansion of his campaign and his supporters, who, via social media and in person in the form of gigantic crowds, seem to exist in some parallel universe.

In this election cycle, Sanders alone uses the words “mobilize” and “mobilization” regularly, while calling for a “political revolution.” (“We need to mobilize tens of millions of people to begin to stand up and fight back and to reclaim the government, which is now owned by big money.”) And there is no question that he has indeed mobilized significant numbers of young people, many of whom are undoubtedly unplugged from the TV set, even if glued to other screens, and so may hardly be noticing the mainstream spectacle at all.

Whether the Sanders phenomenon represents our past or our future, his age or the age of his followers, is impossible to know. We do, of course, have one recent example of a mobilization in an election season. In the 2008 election, the charismatic Barack Obama created a youthful, grassroots movement, a kind of cult of personality that helped sweep him to victory, only to demobilize it as soon as he entered the Oval Office. Sanders himself puts little emphasis on personality or a cult of the same and undoubtedly represents something different, though what exactly remains open to question.

In the meantime, the national security state’s power is largely uncontested; the airlines still fly; Disney World continues to be a destination of choice; and the United States remains a largely demobilized land.

Four Score and Seven Years Ago… at Disney World

1,500.

That figure stunned me. I found it in the 12th paragraph of a front-page New York Timesstory about “senior commanders” at U.S. Central Command (CENTCOM) playing fast and loose with intelligence reports to give their air war against ISIS an unjustified sheen of success: “CENTCOM’s mammoth intelligence operation, with some 1,500 civilian, military, and contract analysts, is housed at MacDill Air Force Base in Tampa, in a bay front building that has the look of a sterile government facility posing as a Spanish hacienda.”

Think about that.  CENTCOM, one of six U.S. military commands that divide the planet up like a pie, has at least 1,500 intelligence analysts (military, civilian, and private contractors) all to itself.  Let me repeat that: 1,500 of them.  CENTCOM is essentially the country’s war command, responsible for most of the Greater Middle East, that expanse of now-chaotic territory filled with strife-torn and failing states that runs from Pakistan’s border to Egypt.  That’s no small task and about it there is much to be known.  Still, that figure should act like a flash of lightning, illuminating for a second an otherwise dark and stormy landscape.

And mind you, that’s just the analysts, not the full CENTCOM intelligence roster for which we have no figure at all.  In other words, even if that 1,500 represents a full count of the command’s intelligence analysts, not just the ones at its Tampa headquarters but in the field at places like its enormous operation at al-Udeid Air Base in Qatar, CENTCOM still has almost half as many of them as military personnel on the ground in Iraq (3,500 at latest count).  Now, try to imagine what those 1,500 analysts are doing, even for a command deep in a “quagmire” in Syria and Iraq, as President Obama recently dubbed it (though he was admittedly speaking about the Russians), as well as what looks like a failing war, 14 years later, in Afghanistan, and another in Yemen led by the Saudis but backed by Washington.  Even given all of that, what in the world could they possibly be “analyzing”?  Who at CENTCOM, in the Defense Intelligence Agency, or elsewhere has the time to attend to the reports and data flows that must be generated by 1,500 analysts?

Of course, in the gargantuan beast that is the American military and intelligence universe, streams of raw intelligence beyond compare are undoubtedly flooding into CENTCOM’s headquarters, possibly overwhelming even 1,500 analysts.  There’s “human intelligence,” or HUMINT, from sources and agents on the ground; there’s imagery and satellite intelligence, or GEOINT, by the bushelful.  Given the size and scope of American global surveillance activities, there must be untold tons of signals intelligence, or SIGINT; and with all those drones flying over battlefields and prospective battlefields across the Greater Middle East, there’s undoubtedly a river of full motion video, or FMV, flowing into CENTCOM headquarters and various command posts; and don’t forget the information being shared with the command by allied intelligence services, including those of the “five eyes“ nations, and various Middle Eastern countries; and of course, some of the command’s analysts must be handling humdrum, everyday open-source material, or OSINT, as well — local radio and TV broadcasts, the press, the Internet, scholarly journals, and god knows what else.

And while you’re thinking about all this, keep in mind that those 1,500 analysts feed into, and assumedly draw on, an intelligence system of a size surely unmatched even by the totalitarian regimes of the twentieth century.  Think of it: the U.S. Intelligence Community has — count ‘em — 17 agencies and outfits, eating close to $70 billion annually, more than $500 billion between 2001 and 2013.  And if that doesn’t stagger you, think about the500,000 private contractors hooked into the system in one way or another, the 1.4 million people (34% of them private contractors) with access to “top secret” information, and the 5.1 million — larger than Norway’s population — with access to “confidential and secret” information.

Remember as well that, in these years, a global surveillance state of Orwellian proportions has been ramped up.  It gathers billions of emails and cell phone calls from the backlands of the planet; has kept tabs on at least 35 leaders of other countries and the secretary general of the U.N. by hacking email accounts, tapping cell phones, and so on; keeps a careful eye and ear on its own citizens, including video gamers; and even, it seems, spies on Congress.  (After all, whom can you trust?)

In other words, if that 1,500 figure bowls you over, keep in mind that it just stands in for a far larger system that puts to shame, in size and yottabytes of information collected, the wildest dreams of past science fiction writers.  In these years, a mammoth, even labyrinthine, bureaucratic “intelligence” structure has been constructed that is drowning in “information” — and on its own, it seems, the military has been ramping up a smaller but similarly scaled set of intelligence structures.

Surprised, Caught Off Guard, and Left Scrambling

The question remains: If data almost beyond imagining flows into CENTCOM, what are those 1,500 analysts actually doing?  How are they passing their time?  What exactly do they produce and does it really qualify as “intelligence,” no less prove useful?  Of course, we out here have limited access to the intelligence produced by CENTCOM, unless stories like the one about top commanders fudging assessments on the air war against the Islamic State break into the media.  So you might assume that there’s no way of measuring the effectiveness of the command’s intelligence operations.  But you would be wrong.  It is, in fact, possible to produce a rough gauge of its effectiveness.  Let’s call it the TomDispatch Surprise Measurement System, or TSMS. Think of it as a practical, news-based guide to the questions: What did they know and when did they know it?

Let me offer a few examples chosen almost at random from recent events in CENTCOM’s domain.  Take the seizure at the end of September by a few hundred Taliban fighters of the northern provincial Afghan capital of Kunduz, the first city the Taliban has controlled, however briefly, since it was ejected from that same town in 2002.  In the process, the Taliban fighters reportedly scattered up to 7,000 members of the Afghan security forces that the U.S. has been training, funding, and arming for years.

For anyone following news reports closely, the Taliban had for months been tightening its control over rural areas around Kunduz and testing the city’s defenses.  Nonetheless, this May, based assumedly on the best intelligence analyses available from CENTCOM, the top U.S. commander in the country, Army General John Campbell, offered this predictive comment: “If you take a look very closely at some of the things in Kunduz and up in [neighboring] Badakhshan [Province], [the Taliban] will attack some very small checkpoints… They will go out and hit a little bit and then they kind of go to ground… so they’re not gaining territory for the most part.’”

As late as August 13th, at a press briefing, an ABC News reporter asked Brigadier General Wilson Shoffner, the U.S. deputy chief of staff for communications in Afghanistan: “There has been a significant increase in Taliban activity in northern Afghanistan, particularly around Kunduz.  What is behind that?  Are the Afghan troops in that part of Afghanistan at risk of falling to the Taliban?”

Shoffner responded, in part, this way: “So, again, I think there’s been a lot of generalization when it comes to reports on the north.  Kunduz is — is not now, and has not been in danger of being overrun by the Taliban, and so — with that, it’s kind of a general perspective in the north, that’s sort of how we see it.”

That General Cambell at least remained of a similar mindset even as Kunduz fell is obvious enough since, as New York Times reporter Matthew Rosenberg reported, he was out of the country at the time. As Goldstein put it:

“Mostly, though, American and Afghan officials appeared to be genuinely surprised at the speedy fall of Kunduz, which took place when Gen. John F. Campbell, the commander of coalition forces, was in Germany for a defense conference… Though the Taliban have been making gains in the hinterlands around Kunduz for months, American military planners have for years insisted that Afghan forces were capable of holding onto the country’s major cities.

“‘This wasn’t supposed to happen,’ said a senior American military officer who served in Afghanistan, speaking on the condition of anonymity. ‘The Afghans are fighting, so it’s not like we’re looking at them giving up or collapsing right now. They’re just not fighting very well.’”

It’s generally agreed that the American high command was “caught off guard” by the capture of Kunduz and particularly shocked by the Afghan military’s inability to fight effectively.  And who would have predicted such a thing of an American-trained army in the region, given that the American-backed, -trained, and -equipped Iraqi Army on the other side of the Greater Middle East had a similar experience in June 2014 in Mosul and other cities of northern Iraq when relatively small numbers of Islamic State militants routed its troops?

At that time, U.S. military leaders and top administration officials right up to President Obama were, as the Wall Street Journal reported, “caught off guard by the swift collapse of Iraqi security forces” and the successes of the Islamic State in northern Iraq.  Peter Baker and Eric Schmitt of the Times wrote in retrospect, “Intelligence agencies were caught off guard by the speed of the extremists’… advance across northern Iraq.” And don’t forget that, despite that CENTCOM intelligence machine, something similar happened in May 2015 when, as Washington Post columnist David Ignatius put it, U.S. officials and American intelligence were “blindsided again” by a very similar collapse of Iraqi forces in the city of Ramadi in al-Anbar Province.

Or let’s take another example where those 1,500 analysts must have been hard at work: thefailed $500 million Pentagon program to train “moderate” Syrians into a force that could fight the Islamic State.  In the Pentagon version of the elephant that gave birth to a mouse, that vast effort of vetting, training, and arming finally produced Division 30, a single 54-man unit of armed moderates, who were inserted into Syria near the forces of the al-Qaeda-aligned al-Nusra Front.  That group promptly kidnapped two of its leaders and then attacked the unit.  The result was a disaster as the U.S.-trained fighters fled or were killed.  Soon thereafter, the American general overseeing the war against the Islamic State testified before Congress that only “four or five” armed combatants from the U.S. force remained in the field.

Here again is how the New York Times reported the response to this incident:

“In Washington, several current and former senior administration officials acknowledged that the attack and the abductions by the Nusra Front took American officials by surprise and amounted to a significant intelligence failure.  While American military trainers had gone to great lengths to protect the initial group of trainees from attacks by Islamic State or Syrian Army forces, they did not anticipate an assault from the Nusra Front. In fact, officials said on Friday, they expected the Nusra Front to welcome Division 30 as an ally in its fight against the Islamic State.

“‘This wasn’t supposed to happen like this,’ said one former senior American official, who was working closely on Syria issues until recently, and who spoke on the condition of anonymity to discuss confidential intelligence assessments.”

Now, if accurate, this is wild stuff.  After all, how anyone, commander or intelligence analyst, could imagine that the al-Nusra Front, classified as an enemy force in Washington and some of whose militants had been targeted by U.S. air power, would have welcomed U.S.-backed troops with open arms is the mystery of all mysteries.  One small footnote to this: McClatchy News later reported that the al-Nusra Front had been poised to attack the unit because it had tipped off in advance by Turkish intelligence, something CENTCOM’s intelligence operatives evidently knew nothing about.

In the wake of that little disaster and again, assumedly, with CENTCOM’s full stock of intelligence and analysis on hand, the military inserted the next unit of 74 trained moderates into Syria and was shocked (shocked!) when its members, chastened perhaps by the fate of Division 30, promptly handed over at least a quarter of their U.S.-supplied equipment, including trucks, ammunition, and rifles, to the al-Nusra Front in return for “safe passage.” Al-Nusra militants soon were posting photos of the weapons online and tweeting proudly about them.  CENTCOM officials initially denied that any of this had happened (and were clearly in the dark about it) before reversing course and reluctantly admitting that it was so. (“‘If accurate, the report of NSF [New Syrian Forces] members providing equipment to al-Nusra Front is very concerning and a violation of Syria train-and-equip program guidelines,’ U.S. Central Command spokesman Colonel Patrick Ryder said.”) 

To turn to even more recent events in CENTCOM’s bailiwick, American officials were reportedly similarly stunned as September ended when Russia reached a surprise agreement with U.S. ally Iraq on an anti-ISIS intelligence-sharing arrangement that would also include Syria and Iran.  Washington was once again “caught off guard” and, in the words of Michael Gordon of the Times, “left… scrambling,” even though its officials had known “that a group of Russian military officers were in Baghdad.”

Similarly, the Russian build-up of weaponry, planes, and personnel in Syria initially “surprised” and — yes — caught the Obama administration “off guard.” Again, despite those 1,500 CENTCOM analysts and the rest of the vast U.S. intelligence community, American officials, according to every news report available, were “caught flat-footed” and, of course, “by surprise” (again, right up to the president) when the Russians began their full-scale bombing campaign in Syria against various al-Qaeda-allied outfits and CIA-backed opponents of Syrian President Bashar al-Assad.  They were even caught off guard and taken aback by the way the Russians delivered the news that their bombing campaign was about to start: a three-star Russian general arrived at the U.S. Embassy in Baghdad to offer an hour’s notice.  (Congressional lawmakers are now considering “the extent to which the spy community overlooked or misjudged critical warning signs” about the Russian intervention in Syria.)

The Fog Machine of American Intelligence

You get the point.  Whatever the efforts of that expansive corps of intelligence analysts (and the vast intelligence edifice behind it), when anything happens in the Greater Middle East, you can essentially assume that the official American reaction, military and political, will be “surprise” and that policymakers will be left “scrambling” in a quagmire of ignorance to rescue American policy from the unexpected.  In other words, somehow, with what passes for the best, or at least most extensive and expensive intelligence operation on the planet, with all those satellites and drones and surveillance sweeps and sources, with crowds of analysts, hordes of private contractors, and tens of billions of dollars, with, in short, “intelligence” galore, American officials in the area of their wars are evidently going to continue to find themselves eternally caught “off guard.”

The phrase “the fog of war” stands in for the inability of commanders to truly grasp what’s happening in the chaos that is any battlefield.  Perhaps it’s time to introduce a companion phrase: the fog of intelligence.  It hardly matters whether those 1,500 CENTCOM analysts (and all those at other commands or at the 17 major intelligence outfits) produce superlative “intelligence” that then descends into the fog of leadership, or whether any bureaucratic conglomeration of “analysts,” drowning in secret information and the protocols that go with it, is going to add up to a giant fog machine.

It’s difficult enough, of course, to peer into the future, to imagine what’s coming, especially in distant, alien lands.  Cobble that basic problem together with an overwhelming data stream and groupthink, then fit it all inside the constrained mindsets of Washington and the Pentagon, and you have a formula for producing the fog of intelligence and so for seldom being “on guard” when it comes to much of anything.

My own suspicion: you could get rid of most of the 17 agencies and outfits in the U.S. Intelligence Community and dump just about all the secret and classified information that is the heart and soul of the national security state.  Then you could let a small group of independently minded analysts and critics loose on open-source material, and you would be far more likely to get intelligent, actionable, inventive analyses of our global situation, our wars, and our beleaguered path into the future.

The evidence, after all, is largely in.  In these years, for what now must be approaching three-quarters of a trillion dollars, the national security state and the military seem to have created an un-intelligence system.  Welcome to the fog of everything.

The Fog of Intelligence

Fourteen years later and do you even believe it? Did we actually live it? Are we still living it? And how improbable is that?

Fourteen years of wars, interventions, assassinations, torture, kidnappings, black sites, the growth of the American national security state to monumental proportions, and the spread of Islamic extremism across much of the Greater Middle East and Africa. Fourteen years of astronomical expense, bombing campaigns galore, and a military-first foreign policy ofrepeated defeats, disappointments, and disasters. Fourteen years of a culture of fear in America, of endless alarms and warnings, as well as dire predictions of terrorist attacks. Fourteen years of the burial of American democracy (or rather its recreation as a billionaire’s playground and a source of spectacle and entertainment but not governance). Fourteen years of the spread of secrecy, the classification of every document in sight, the fierce prosecutionof whistleblowers, and a faith-based urge to keep Americans “secure” by leaving them in the dark about what their government is doing. Fourteen years of the demobilization of the citizenry. Fourteen years of the rise of the warrior corporation, the transformation of war and intelligence gathering into profit-making activities, and the flocking of countless private contractors to the Pentagon, the NSA, the CIA, and too many other parts of the national security state to keep track of. Fourteen years of our wars coming home in the form of PTSD, the militarization of the police, and the spread of war-zone technology like drones andstingrays to the “homeland.” Fourteen years of that un-American word “homeland.” Fourteen years of the expansion of surveillance of every kind and of the development of a global surveillance system whose reach — from foreign leaders to tribal groups in the backlands of the planet — would have stunned those running the totalitarian states of the twentieth century. Fourteen years of the financial starvation of America’s infrastructure and still not a single mile of high-speed rail built anywhere in the country. Fourteen years in which to launch Afghan War 2.0, Iraq Wars 2.0 and 3.0, and Syria War 1.0. Fourteen years, that is, of the improbable made probable.

Fourteen years later, thanks a heap, Osama bin Laden. With a small number of supporters,$400,000-$500,000, and 19 suicidal hijackers, most of them Saudis, you pulled off a geopolitical magic trick of the first order. Think of it as wizardry from the theater of darkness. In the process, you did “change everything” or at least enough of everything to matter. Or rather, you goaded us into doing what you had neither the resources nor the ability to do. So let’s give credit where it’s due. Psychologically speaking, the 9/11 attacks represented precision targeting of a kind American leaders would only dream of in the years to follow. I have no idea how, but you clearly understood us so much better than we understood you or, for that matter, ourselves. You knew just which buttons of ours to push so that we would essentially carry out the rest of your plan for you. While you sat back and waited in Abbottabad, we followed the blueprints for your dreams and desires as if you had planned it and, in the process, made the world a significantly different (and significantly grimmer) place.

Fourteen years later, we don’t even grasp what we did.

Fourteen years later, the improbability of it all still staggers the imagination, starting with those vast shards of the World Trade Center in downtown Manhattan, the real-world equivalent of the Statue of Liberty sticking out of the sand in the original Planet of the Apes.  With lower Manhattan still burning and the air acrid with destruction, they seemed like evidence of a culture that had undergone its own apocalyptic moment and come out the other side unrecognizably transformed.  To believe the coverage of the time, Americans had experienced Pearl Harbor and Hiroshima combined.  We were planet Earth’s ultimate victims and downtown New York was “Ground Zero,” a phrase previously reserved for places where nuclear explosions had occurred.  We were instantly the world’s greatest victim and greatest survivor, and it was taken for granted that the world’s most fulfilling sense of revenge would be ours.  9/11 came to be seen as an assault on everything innocent and good and triumphant about us, the ultimate they-hate-our-freedoms moment and, Osama, it worked. You spooked this country into 14 years of giving any dumb or horrifying act or idea or law or intrusion into our lives or curtailment of our rights a get-out-of-jail-free pass. You loosed not just your dogs of war, but ours, which was exactly what you needed to bring chaos to the Muslim world.    

Fourteen years later, let me remind you of just how totally improbable 9/11 was and how ragingly clueless we all were on that day. George W. Bush (and cohorts) couldn’t even take it in when, on August 6, 2001, the president was given a daily intelligence briefing titled “Bin Laden determined to strike in U.S.” The NSA, the CIA, and the FBI, which had many of the pieces of the bin Laden puzzle in their hands, still couldn’t imagine it. And believe me, even when it was happening, I could hardly grasp it.  I was doing exercises in my bedroom with the TV going when I first heard the news of a plane hitting the World Trade Center and saw the initial shots of a smoking tower. And I remember my immediate thought: just like the B-25 that almost took out the Empire State Building back in 1945. Terrorists bringing down the World Trade Center? Please. Al-Qaeda? You must be kidding. Later, when two planes had struck in New York and another had taken out part of the Pentagon, and it was obvious that it wasn’t an accident, I had an even more ludicrous thought.  It occurred to me that the unexpected vulnerability of Americans living in a land largely protected from the chaos so much of the world experiences might open us up to the pain of others in a new way. Dream on. All it opened us up to was bringing pain to others.

Fourteen years later, don’t you still find it improbable that George W. Bush and company used those murderous acts and the nearly 3,000 resulting deaths as an excuse to try to make the world theirs?  It took them no time at all to decide to launch a “Global War on Terror” inup to 60 countries.  It took them next to no time to begin dreaming of the establishment of a future Pax Americana in the Middle East, followed by the sort of global imperium that had previously been conjured up only by cackling bad guys in James Bond films.  Don’t you find it strange, looking back, just how quickly 9/11 set their brains aflame?  Don’t you find it curious that the Bush administration’s top officials were quite so infatuated by the U.S. military?  Doesn’t it still strike you as odd that they had such blind faith in that military’s supposedly limitless powers to do essentially anything and be “the greatest force for human liberation the world has ever known”? Don’t you still find it eerie that, amid the wreckage of the Pentagon, the initial orders our secretary of defense gave his aides were to come up with plans for striking Iraq, even though he was already convinced that al-Qaeda had launched the attack? (“‘Go massive,’ an aide’s notes quote him as saying. ‘Sweep it all up. Things related and not.'”)  Don’t you think “and not” sums up the era to come?  Don’t you find it curious that, in the rubble of those towers, plans not just to pay Osama bin Laden back, but to turn Afghanistan, Iraq, and possibly Iran — “Everyone wants to go to Baghdad.  Real men want to go to Tehran” — into American protectorates were already being imagined?

Fourteen years later, how probable was it that the country then universally considered the planet’s “sole superpower,” openly challenged only by tiny numbers of jihadist extremists, with a military better funded than the next 10 to 13 forces combined (most of whom were allies anyway), and whose technological skills were, as they say, to die for would win no wars, defeat no enemies, and successfully complete no occupations?  What were the odds?  If, on September 12, 2001, someone had given you half-reasonable odds on a U.S. military winning streak in the Greater Middle East, don’t tell me you wouldn’t have slapped some money on the table.

Fourteen years later, don’t you find it improbable that the U.S. military has been unable to extricate itself from Iraq and Afghanistan, its two major wars of this century, despite having officially left one of those countries in 2011 (only to head back again in the late summer of 2014) and having endlessly announced the conclusion of its operations in the other (only to ratchet them up again)?

Fourteen years later, don’t you find it improbable that Washington’s post-9/11 policies in the Middle East helped lead to the establishment of the Islamic State’s “caliphate” in parts of fractured Iraq and Syria and to a movement of almost unparalleled extremism that has successfully “franchised” itself out from Libya to Nigeria to Afghanistan? If, on September 12, 2001, you had predicted such a possibility, who wouldn’t have thought you mad?

Fourteen years later, don’t you find it improbable that the U.S. has gone into the business of robotic assassination big time; that (despite Watergate-era legal prohibitions on such acts), we are now the Terminators of Planet Earth, not its John Connors; that the president is openly and proudly an assassin-in-chief with his own global “kill list”; that we have endlessly targeted the backlands of the planet with our (Grim) Reaper and Predator (thank you Hollywood!) drones armed with Hellfire missiles; and that Washington has regularly knocked off women and children while searching for militant leaders and their generic followers?  And don’t you find it odd that all of this has been done in the name of wiping out the terrorists and their movements, despite the fact that wherever our drones strike, those movements seem to gain in strength and power?

Fourteen years later, don’t you find it improbable that our “war on terror” has so regularly devolved into a war of and for terror; that our methods, including the targeted killings of numerous leaders and “lieutenants” of militant groups have visibly promoted, not blunted, the spread of Islamic extremism; and that, despite this, Washington has generally not recalibrated its actions in any meaningful way?

Fourteen years later, isn’t it possible to think of 9/11 as a mass grave into which significant aspects of American life as we knew it have been shoveled?  Of course, the changes that came, especially those reinforcing the most oppressive aspects of state power, didn’t arrive out of the blue like those hijacked planes.  Who, after all, could dismiss the size and power of the national security state and the military-industrial complex before those 19 men with box cutters arrived on the scene?  Who could deny that, packed into the Patriot Act (passed largely unread by Congress in October 2001) was a wish list of pre-9/11 law enforcementand right-wing hobbyhorses?  Who could deny that the top officials of the Bush administration and their neocon supporters had long been thinking about how to leverage “U.S. military supremacy” into a Pax Americana-style new world order or that they had been dreaming of “a new Pearl Harbor” which might speed up the process?  It was, however, only thanks to Osama bin Laden, that they — and we — were shuttled into the most improbable of all centuries, the twenty-first.

Fourteen years later, the 9/11 attacks and the thousands of innocents killed represent international criminality and immorality of the first order.  On that, Americans are clear, but — most improbable of all — no one in Washington has yet taken the slightest responsibility for blowing a hole through the Middle East, loosing mayhem across significant swathes of the planet, or helping release the forces that would create the first true terrorist state of modern history; nor has anyone in any official capacity taken responsibility for creating the conditions that led to the deaths of hundreds of thousands, possibly a million or more people, turned many in the Greater Middle East into internal or external refugees, destroyed nations, and brought unbelievable pain to countless human beings.  In these years, no act — not of torture, nor murder, nor the illegal offshore imprisonment of innocent people, nor death delivered from the air or the ground, nor the slaughter of wedding parties, nor the killing of children — has blunted the sense among Americans that we live in an “exceptional” and “indispensable” country of staggering goodness and innocence.

Fourteen years later, how improbable is that?

Mantra for 9/11

Consider this paragraph a holding action on the subject of getting blown away in America. While I write this dispatch, I’m waiting patiently for the next set of dispiriting killings in this country. And I have faith. Before I’m done, some angry — or simply mentally disturbed — and well-armed American “lone wolf” (or lone wolves) will gun down someone (or a number of people) somewhere and possibly himself (or themselves) as well. Count on that. It’ll be my last paragraph. Think of it as, in a grim way, something to look forward to as you read this piece on American armed mayhem. 

National security officials and politicians have been pounding home the message that the “greatest threat” to Americans is an extreme and brutal jihadist movement thousands of miles away and the videos and social media messages its followers produce that make it seem close at hand. With that in mind, let’s take a look at a few of the dangers of armed life in these United States, a quick survey of national insecurity in a country armed to the teeth.

I’m sure you won’t be surprised to learn that, in the first half of 2015, there’s been a plethora of incidents to draw on. There’s the killer still on the loose in northern Colorado who shot at people in cars or out biking or walking late at night. There’s the suspected serial killer whodumped seven bodies behind a strip mall in New Britain, Connecticut, and may now be in jail on unrelated charges. There’s the ongoing trial of James Holmes who blew away 12 moviegoers and wounded 70 in a multiplex in Aurora, Colorado, in 2012. There was themass killing of seven people in February in the tiny town of Tyrone, Missouri, by Joseph Aldridge, an armed recluse who then killed himself. And don’t forget Sudheer Khamitkar, who shot to death his wife and two young sons and then himself in Tulsa in April, orChristopher Carrillo, who murdered four of his family members and then turned his gun on himself in a Tucson home in May. And many others.

In such a list, there should be a special place for a phenomenon that, though largely untabulated, has been gaining attention in recent years as ever more Americans “carry” in ever more places.  This means ever more loose guns lying around.  I’m talking about the mayhem committed by toddlers (or perhaps they should be thought of as American lone wolf cubs).  Toddler shootings range from the two year old who killed his mother in a Walmart in Idaho with the gun she was packing in her purse as 2014 ended to the three year old who discovered a gun in a purse in an Albuquerque motel room in February and wounded his father and pregnant mother with a single shot.  Such a list for this year would have to include the Florida two year old who found his father’s gun in the family car and killed himself with it in January, the three year old who picked up an unattended gun and killed a one year old in a Cleveland home in April, the Virginia two year old who found a gun on top of a dresser and killed himself in late May, and the four year old who, at about the same time in Sioux Falls, South Dakota, picked up a shotgun at a target shooting range and killed his 22-year-old uncle. Toddler killings have been commonplace enough in these pistol-packin’ years that they now significantly outpace terror killings in the U.S.

The Big Leagues of Violence

While we’re at it (before we get to the really big stuff), there is the crew I think of as American-style suicide killers. They lack a political or religious ideology like the suicide bombers of the Middle East, but they are on missions for which killing yourself as well as others is the imagined end. Think of them as informal American jihadis, in touch with no ISIS social media types, watching no inflammatory terror videos, but all riled up anyway, often deeply disturbed, armed, and on suicide missions in the American homeland.

I’m referring to a remarkably commonplace kind of killing that, as far as I know, no one has taken the time to record or count up: men who kill their girlfriends or wives (and sometimes others in the vicinity) and then take their own lives.  Here’s an almost random list of just some of the reported cases I stumbled across for 2015: In January, in the appropriately named Nutley, New Jersey, a 38-year-old man shot his 37-year-old girlfriend and then killed himself; in January, in Lincoln, Nebraska, a 49-year-old man shot his 44-year-old girlfriend, called the police to report the killing, and then killed himself; also in January, a 29-year-old man shot his 27-year-old pregnant girlfriend six or seven times in a hotel for the homeless in New York City’s Times Square before taking his own life; in February, in Wading River, New York, a 44-year-old man shot and killed his 43-year-old girlfriend and her 17-year-old daughter before taking his own life; in March, in Chicago, a 23-year-old man shot and killed his 24-year-old girlfriend, then himself in the mouth, committing suicide; in April, a 48-year-old Fort Worth man, who had a winning $500 lottery ticket and refused to share the spoils with his 46-year-old girlfriend, shot her and then himself after they argued, then called the police to report the crime before dying; in April, in Cleveland, a 48-year-old man shot and killed his 19-year-old girlfriend and then repeated the act two doors down, murdering his 47-year-old ex-wife, before turning his gun on himself; also in April in Montgomery, Alabama, a man shot and killed his girlfriend, subsequently killing himself; similarly in April, a 35-year-old doctor shot and killed his 39-year-old girlfriend in Fayetteville, North Carolina, followed by a 32-year-old doctor in New Jersey, and then, when police approached him, committed suicide; in May, in San Diego, a 52-year-old man shot his 28-year-old girlfriend and her 63-year-old mother to death before committing suicide.  As June began, in Cleveland, a 30-year-old man shot and killed his 24-year-old ex-girlfriend and her grandfather, badly injuring her grandmother, then killed himself.  And so it goes, and mind you, this is just a starter list for such acts, which seem remarkably commonplace.

Moving on to bigger things, one kind of killing has been much in the news of late: police shootings.  The figures the FBI has traditionally compiled on them have proven to be way too low, so others have entered the fray.  The Washington Post, for instance, recently began compiling a database of “every fatal shooting by police” in the U.S. in 2015 (deaths by Taser not included). Their figure so far: at least 385 for the first five months of 2015 or approximately one of every 13 non-suicide gun deaths so far this year.

“About half the victims,” the Post reports, “were white, half minority. But the demographics shifted sharply among the unarmed victims, two-thirds of whom were black or Hispanic. Overall, blacks were killed at three times the rate of whites or other minorities when adjusting by the population of the census tracts where the shootings occurred.”  A Guardian study adds this detail: “Black Americans are more than twice as likely to be unarmed when killed during encounters with police as white people.”

According to the Guardian, a recent Bureau of Justice report found that over the last eight years an average of 928 Americans have died annually at the hands of the police.  (FBI figures: only 383.)  In other words in those years, there were 7,427 police homicides, the equivalent of more than two 9/11s.  Compared to other developed countries, these figures are staggering. There were, for instance, more fatal police shootings in the United States in the month of March 2015 (97) than Australia had between 1992 and 2011 (94).  Similarly, there have been almost three times as many police shootings in California alone in 2015 (72) as Canada experiences annually (25).

And when it comes to armed dangers in a country in which there are estimated to be between 270 and 310 million guns or, on average, nearly one firearm for every man, woman, and child, we haven’t even made it to the major leagues of death yet.  Take, for instance, suicide by gun.  In the last year for which we have figures, 2013, there were 21,175 such deaths and they seem to be rising.  Deaths by firearm in this country totaled 33,636 in that year and seem to be rising as well.

And just for the heck of it, maybe we should throw in one other kind of weapon (even if it generally lacks the intentionality of firearms): cars, trucks, and other vehicles.  Many traffic deaths could certainly qualify as assaults, however unintentional, with a deadly weapon.  In 2013, there were 32,719 such deaths, essentially equaling death by gun in America.

In all, then, we’re talking about approximately 66,000 death-dealing assaults with weapons or vehicles in this country yearly.

Armed Dangers and Meal Tickets

Now, let’s leave those annual fields of carnage behind and turn to the “greatest threat” of our moment — or so the officials of the national security state would have you believe.  You know what that is, of course: the Islamic State with its sophisticated propaganda skills that, according to official Washington, regularly run circles around whatever this country and its allies can muster in response.  Despite the nearly trillion dollars a year that goes into national security and the elaborate surveillance and monitoring systems that have been put in place, we remain strangely defenseless against its wiles.  Using social media, its facilitators threaten to obliterate distance, reach across oceans, and rile up displaced, marginalized, and often slightly unhinged young American Muslims, and — at least so the story goes — prepare the groundwork for unparalleled mayhem in “the homeland.”

With that dire scenario in mind, here is 2015 in Islamic State terrorism in the U.S. in terms of death and destruction: In May, evidently affected by ISIS’s social media presence, Elton Simpson and Nadir Soofi, two young American Muslims from Phoenix who were roommates, set out to attack a cartoon exhibit and contest in Garland, Texas, devoted to the Prophet Muhammad and organized by Islamophobe Pam Geller.  Armed with assault rifles and wearing body armor, they managed to wound an unarmed security guard in the ankle before they were killed by an off-duty traffic officer, also working security at the event.

Similarly, this month a 26-year-old black Muslim, Usaamah Rahim, was reportedly involved in an ISIS-inspired plot in Boston to somehow behead Geller.  He then supposedly abandoned that plan, deciding instead to behead some local “boys in blue.”  Approached on the street for questioning by Boston police and FBI agents in plain clothes, he pulled out a “military-style knife,” they claimed, threatened them, and was shot to death.  (Some aspects of their account have been questioned.)  And that’s it, folks.  The greatest threat on the planet has, so far this year, managed to inspire three marginal young men to get themselves killed.  When it comes to the dangers in American life, put that in the context of tens of thousands of annual deaths by firearm, or even of the toddler killings.

Despite all the talk of possible jihadist plots, this is the evidence we have of the threat to the “homeland” which the Islamic State represents at the moment and into which so much money and preventive activity flows (to the exclusion of so much else).  It is, we are told, a “new threat,” utterly unlike the normal dangers of our American world.  In fact, such violence, rare as it may be, shouldn’t seem aberrational at all.  It really should strike us as more of the same — even if the names of the perpetrators sometimes have a different ring to them: men, often young, with access to weapons, in some cases mentally unstable, and with a grudge, intent on striking out.  They should remind us of those American men who so regularly kill their girlfriends and then themselves or of many of the mass killers of recent years.

Yet this is the lone danger that is constantly played up as the one worthy of both fear and investment.  Of course, jihadist terror is perfectly real and if Americans lived in Syria or Iraq or Libya it would be a horrifying problem.  But whatever the present skills of ISIS’s propagandists, such violence has, since 9/11, proven more dangerous than shark attacks, but not much else in American life.  And when law enforcement agencies are surveyed,according to Charles Kurzman and David Schanzer, they, too, see the dangers of Islamist terrorism as modest indeed in this country, particularly in comparison to the homegrown far right-wing version of the same.

It matters that we are still protected by two oceans and that the Islamic jihadist heartlands are distant indeed.  But let’s be honest: the threat of Islamic terrorism here is also a meal ticket for the national security state.  (Hence all those plots that turn out to be essentially instigated, funded, often essentially organized by FBI informers and then “cracked” by the FBI.)  It’s one major way that the officials of that state-within-a-state ensure support and funding, endow themselves with special privileges, including never having to appear in court for potential criminal acts, and entrench their anti-democratic methods and the blanket of secrecy that goes with them ever more deeply in American life.

As for the real armed dangers in our world, nobody’s likely to put much money into protecting you from them and, despite those 66,000 deaths a year, somehow the world continues to spin and the end is not nigh.

By the way, you do have one thing coming to you, don’t you?  I promised you a last paragraph.  So here goes.

In the week-plus since I first began writing this piece, there was indeed one Islamic State-“inspired” attack in the United States.  A twenty-one year old man lunged at an FBI agent searching his home in Staten Island, New York, with “a large kitchen knife.”  He was reputed to be part of another of those ISIS-inspired terror “plots” that seem unlikely to ever be successfully carried out.  There was also a mass killing.  A twenty-one-year-old white racistwalked into a historic black church in Charleston, South Carolina, and opened fire in what, if he had been Muslim, would have been called a terror attack, killing nine, including the church’s pastor who was also a state senator.  As Reuters reported, the massacre “recalled the 1963 bombing of an African-American church in Birmingham, Alabama, that killed four girls and galvanized the civil rights movement of the 1960s.”  There was as well at least one more grim toddler shooting.  A Cincinnati three year old found his mother’s gun in her purse, shot himself in the chest, and died.  There was also at least one more fellow on a suicide mission: a Vermont man sought by the police in the killing of his ex-girlfriend engaged in a high-speed car chase before crashing and committing suicide by gun.  There were a number of police homicides, including: a man on probation in a Hacienda Inn in South Lake Tahoe; a 28-year-old man in a high-speed car chase in Stockton, California; a 28-year-old man, unarmed but “behaving erratically,” in Des Moines, Iowa; a man who stabbed a policeman trying to arrest him in Brighton Beach, New York; and a man tentatively identified as African in Louisville, Kentucky, accused of violently threatening the police with a flag pole (with the usual conflicting stories from police and eyewitnesses about what actually happened).  And in the smorgasbord that is America’s cavalcade of violence, we shouldn’t leave out the off-duty Neptune, New Jersey, police sergeant who chased his ex-wife in his car, caught up with her, and shot her to death in front of their seven-year-old daughter before threatening to kill himself and being arrested by the police; or the Iowa City mall security guard, evidently fired from his job earlier that day, who went home, got a weapon, returned, and killed a 20-year-old female employee of the mall’s children’s museum whom he had previously been harassing.  He fled, but was arrested by the police soon after.  Meanwhile, amentally disturbed young man with a grudge against the police bought an armored van on eBay (“touted as a ‘Zombie apocalypse assault vehicle’ with ‘gun ports’ capable of ‘drive-by mow-downs’ and full armor and bulletproof windows ‘just in case someone might try to take this bad boy from you'”).  He then built pipe bombs, armed himself with an assault rifle and shotgun, drove to Police Headquarters in Dallas, and launched a full-scale attack on the place.  Miraculously, he managed to kill no one, despite also crashing his van into several police cars, and was finally killed by a police sniper.  And last but hardly least, some gunfire hit closer to home.  Three young men in Brooklyn, New York, were shot and wounded in a housing-project playground complex (named after a neighborhood 13 year old who had beenkilled by a policeman in 1994).  Someone I know gives classes in that complex.  The shooter remains on the loose.

Our Jihadis and Theirs

It’s commonplace to speak of “the fog of war,” of what can’t be known in the midst of battle, of the inability of both generals and foot soldiers to foresee developments once fighting is underway. And yet that fog is nothing compared to the murky nature of the future itself, which, you might say, is the fog of human life. As Tomorrowlands at world fairs remind us, despite a human penchant for peering ahead and predicting what our lives will be like, we’re regularly surprised when the future arrives.

Remind me who, even among opponents and critics of the Bush administration’s invasion of Iraq, ever imagined that the decision to take out Saddam Hussein’s regime and occupy the country would lead to a terror caliphate in significant parts of Iraq and Syria that would conquer social media and spread like wildfire. And yet, don’t think that the future is completely unpredictable either.

In fact, there’s a certain repetition factor in our increasingly bizarro American world that lends predictability to that future. In case you hadn’t noticed, a range of U.S. military, intelligence, and national security measures that never have the effects imagined in Washington are nonetheless treasured there. As a result, they are applied again and again, usually with remarkably similar results.

The upside of this is that it offers all of us the chance to be seers (or Cassandras). So, with an emphasis on the U.S. national security state and its follies, here are my top nine American repeat headlines, each a surefire news story guaranteed to appear sometime, possibly many times, between June 2015 and the unknown future. 

1. U.S. air power obliterates wedding party: Put this one in the future month and year of your choice, add in a country somewhere in the Greater Middle East or Africa. The possibilities are many, but the end result will be the same. Dead wedding revelers are a repetitious certainty.  If you wait, the corpses of brides and grooms (or, as the New York Post put it, “Bride and Boom!”) will come. Over the years, according to the tabulations of TomDispatch, U.S. planes and drones have knocked off at least eight wedding parties in three countries in the Greater Middle East (Iraq, Afghanistan, and Yemen) and possibly more, with perhaps 250 revelers among the casualties.  

And here’s a drone headline variant you’re guaranteed to see many times in the years to come: “U.S. drone kills top al-Qaeda/ISIS/al-Qaeda in the Arabian Peninsula/[terror group of your choice] leader” — with the obvious follow-up headlines vividly illustrated in Andrew Cockburn’s new book, Kill Chain: The Rise of the High-Tech Assassins: not the weakening but the further strengthening and spread of such organizations.  And yet the White House is stuck on its drone assassination campaigns and the effectiveness of U.S. air power in suppressing terror outfits.  In other words, air and drone campaigns of this sort will remain powerful tools not in a war on terror, but in one that creates terror with predictable headlines assured.

2. Latest revelation indicates that FBI [NSA, CIA] surveillance of Americans far worse than imagined: Talk about no-brainers. Stories of this sort appear regularly and, despite a recentcourt ruling that the NSA’s mass collection of the phone metadata of Americans is illegal, there’s every reason to feel confident that this will not change. Most recently, for instance, an informant-filled FBI program to spy on, surveil, and infiltrate the anti-Keystone XL Pipeline movement made the news (as well as the fact that, in acting as it did, the Bureau had “breached its own internal rules”). In other words, the FBI generally acted as the agency has done since the days of J. Edgar Hoover when it comes to protest in this country. 

Beneath such reports lies a deeper reality: the American national security state, which has undergone an era of unprecedented expansion, is now remarkably unconstrained by any kind of serious oversight, the rule of law, or limits of almost any sort.  It should be clear by now that the urge for ever more latitude and power has become part of its institutional DNA.  It has already created a global surveillance system of a kind never before seen or imagined, not even by the totalitarian regimes of the last century.  Its end goal is clearly to have access to everyone on the planet, Americans included, and every imaginable form of communication now in use.  There was to be a sole exception to this blanket system of surveillance: the official denizens of the national security state itself.  No one was to have the capacity to look at them.  This helps explain why its top officials were so viscerally outraged by Edward Snowden and his revelations.  When someone surveilled them as they did others, they felt violated and deeply offended.

When you set up a system that is so unconstrained, of course, you also encourage its opposite: the urge to reveal.  Hence headline three. 

3. FBI [NSA, CIA, DIA, or acronym of your choice] whistleblower charged by administration under the Espionage Act for revealing to reporter [any activity of any sort from within the national security state]: Amid the many potential crimes committed by those in the national security state in this period (including torture, kidnapping, illegal imprisonment, illegal surveillance, and assassination), the record of the Bush and Obama administrations is clear.  In the twenty-first century, only one act is a crime in official Washington: revealing directly or indirectly to the American people what their government is doing in their name and without their knowledge.  In the single-minded pursuit and prosecution of this single “crime,” the Obama administration has set a record for the use of the Espionage Act.  The tossing of Chelsea Manning behind bars for 35 years; the hounding of Edward Snowden; thejailing of Stephen Kim; the attempt to jail CIA whistleblower Jeffrey Sterling for at least 19 years (the judge “only” gave him three and a half); the jailing of John Kiriakou, the sole CIA agent charged in the Agency’s torture scandal (for revealing the name of an agent involved in it to a newspaper reporter), all indicate one thing: that maintaining the aura of secrecy surrounding our “shadow government” is considered of paramount importance to its officials.  Their desire to spy on and somehow control the rest of us comes with an urge to protect themselves from exposure.  As it happens, no matter what kinds of clampdowns are instituted, the creation of such a system of secrecy invites and in its own perverse way encourages revelation as well.  This, in turn, ensures that no matter what the national security state may threaten to do to whistleblowers, disclosures will follow, making such future headlines predictable. 

4. Contending militias and Islamic extremist groups fight for control in shattered [fill in name of country somewhere in the Greater Middle East or Africa] after a U.S. intervention [drone assassination campaign, series of secret raids, or set of military-style activities of your choice]: Look at Libya andYemen today, look at the fragmentation of Iraq, as well as the partial fragmentation of Pakistan and even Afghanistan.  American interventions of the twenty-first century seem to carry with them a virus that infects the nation-state and threatens it from within.  These days, it’s also clear that, whether you look at Democrats or Republicans, some version of the war-hawk party in Washington is going to reign supreme for the foreseeable future.  Despite the dismal record of Washington’s military-first policies, such power-projection will undoubtedly remain the order of the day in significant parts of the world.  As a result, you can expect American interventions of all sorts (even if not full-scale invasions).  That means further regional fragmentation, which, in turn, means similar headlines in the future as central governments weaken or crumble and warring militias and terror outfits fight it out in the ruins of the state. 

5. [King, emir, prime minister, autocrat, leader] of [name of U.S. ally or proxy state] snubs [rejects, angrily disputes, denounces, ignores] U.S. presidential summit meeting [joint news conference, other event]: This headline is obviously patterned on recent news: the announcement that Saudi King Salman, who was to attend a White House summit of the Gulf states at Camp David, would not be coming.  This led to a spate of “snub” headlines, along with accounts of Saudi anger at Obama administration attempts to broker a nuclear peace deal with Iran that would free that country’s economy of sanctions and so potentially allow it to flex its muscles further in the Middle East. 

Behind that story lies a far bigger one: the growing inability of the last superpower to apply its might effectively in region after region.  Historically, the proxies and dependents of great powers — take Ngo Dinh Diem in Vietnam in the early 1960s — have often been nationalists and found their dependency rankling.  But private gripes and public slaps are two very different things.  In our moment, Washington’s proxies and allies are visibly restless and increasingly less polite and the Obama administration seems strangely toothless in response.  Former President Hamid Karzai in Afghanistan may have led the way on this, but it’s a phenomenon that’s clearly spreading.  (Check out, for instance, General Sisi of Egypt orPrime Minister Netanyahu of Israel.)  Even Washington’s closest European allies seem to be growing restless.  In a recent gesture that (Charles de Gaulle aside) has no companion in post-World War II history, England, Germany, and Italy agreed to become founding members of a new Chinese-led Asian regional investment bank.  They did so over the public and private objections of the Obama administration and despite Washington’s attempts to apply pressure on the subject.  They were joined by other close U.S. allies in Asia.  Given Washington’s difficulty making its power mean something in recent years, it’s not hard to predict more snubs and slaps from proxies and allies alike.  Fortunately, Washington has one new ally it might be able to count on: Cuba.    

6. Twenty-two-year-old [18-year-old, age of your choice] Arab-American [Somali-American, African-American or Caucasian-American convert to Islam] arrested for planning to bomb [drone attack, shoot up] the Mall of America [Congress, the Empire State Building, other landmark, transportation system, synagogue, church, or commercial location] by the FBI thanks to a Bureau informer: This is yet another no-brainer of a future headline or rather set of headlines.  So far, just about every high-profile terror “plot” reported (and broken up) in this country has involved an FBI informer or informers and most of them have been significantly funded, inspired, or even organized by that agency right down to the fake weaponry the “terrorists” used.  Most of the “plotters” involved turned out to be needy and confused losers, sometimes simply hapless, big-mouthed drifters, who were essentially incapable, whatever their thinking, of developing and carrying out an organized terror attack on their own.  There are only a few exceptions, including the Boston Marathon bombing of 2013 and the Times Square car bombing of 2010 (foiled by two street vendors). 

What the FBI has operated in these years is about as close as you can get to an ongoing terrorism sting-cum-scam operation.  Though Bureau officials undoubtedly don’t think of it so crudely, it could be considered an effective part of a bureaucratic fundraising exercise.  Keep in mind that the massive expansion of the national security state has largely been justified by the fear of one thing: terrorism.  In terms of actual casualties in the U.S. since 9/11, terrorism has not been a significant danger and yet the national security state as presently constituted makes no sense without an overwhelming public and congressional fear of terrorism.  So evidence of regular terror “plots” is useful indeed.  Publicity about them, which runs rampant whenever one of them is “foiled” by the Bureau, generates fear, not to say hysteria here, as well as a sense of the efficiency and accomplishment of the FBI.  All of this ensures that, in an era highlighted by belt-tightening in Washington, the funds will continue to flow.  As a result, you can count on a future in which FBI-inspired/-organized/-encouraged Islamic terrorism is a repeated fact of life in “the homeland.”  (If you want to get an up-close-and-personal look at just how the FBI works with its informers in the business of entrapping of “terrorists,” check out the upcoming documentary film (T)error when it becomes available.)

7. American lone wolf terrorist, inspired by ISIS [al-Qaeda, al-Shabab, terror group of your choice] videos [tweets, Facebook pleas, recordings], guns down two [none, three, six, other number of] Americans at school [church, political gathering, mall, Islamophobic event, or your pick] before being killed [wounded, captured]: Lone wolf terrorism is nothing new.  Think of Timothy McVeigh.  But the Muslim extremist version of the lone wolf terrorist — and yes, Virginia, there clearly are some in this country unbalanced enough to be stirred to grim action by the videos or tweets of various terror groups — is the new kid on the block.  So far, however, among the jostling crowds of American lone mass murderers who strike regularly across the country in schools, colleges, movie theaters, religious venues, workplaces, and other spots, Islamic lone wolves seem to have been a particularly ineffective crew.  And yet, as with those FBI-inspired terror plots, the Islamic-American lone wolf turns out to be a perfect vehicle for creating hysteria and so the officials of the national security state wallow in high-octane statements about such dangers, which theoretically envelop us.  In financial terms, the lone wolf is to the national security state what the Koch Brothers are to Republican presidential candidates, which means that you can count on terrifying headlines galore into the distant future.

8. Toddler kills mother [father, brother, sister] in [IdahoClevelandAlbuquerque, or state or city of your choice] with family gun: Fill in the future blanks as you will, this is a story fated to happen again and again.  Statistically, death-by-toddler is a greater danger to Americans living in “the homeland” than death by terrorist, but of course it raises funds for no one.  No set of agencies broadcasts hysterical claims about such killings; no set of agencies lives off of or is funded by the threat of them, though they are bound to be on the rise.  The math is simple enough.  In the U.S., ever more powerful guns are available, while “concealed carrying” is now legal in all 50 states and the places in which you can carry areexpanding.  Well over 1.3 million people have the right to carry a concealed weapon in Florida alone, and a single lobbying group in favor of such developments, the National Rifle Association, is so powerful that most politicians don’t dare take it on.  Add it all up and it’s obvious that more weapons will be carelessly left within the reach of toddlers who will pick them up, pull the trigger, and kill or wound others who are literally and figuratively close to them, a searing life (and death) experience.  So the future headlines are predictable.

9. President claims Americans are ‘exceptional’ and the U.S. is ‘indispensible’ to the world:Lest you think this one is a joke headline, here’s what USA Today put up in September 2013: “Obama tells the world: America is exceptional”; and here’s Voice of America in 2012: “Obama: U.S. ‘the one indispensible nation in world affairs.'” In fact, it’s unlikely a president could survive politically these days without repetitiously citing the “exceptional” and “indispensable” nature of this country.  Recently, even when apologizing for a CIA drone strike in Pakistan that took out American and Italian hostages of al-Qaeda, the presidentinsisted that we were still “exceptional” on planet Earth — for admitting our mistakes, if nothing else.  On this sort of thing, the Republicans running for president and that party’s war hawks in Congress double down when it comes to heaping praise on us, making the president’s exceptionalist comments seem almost recessive by comparison.  In fact, this is a relatively new phenomenon in American politics.  It only took off in the post-9/11 era and, as with anything emphasized too much and repeated too often, it betrays not strength and confidence but creeping doubt about the nature of our country.  Once upon a time, Americans didn’t have to say such things because they seemed obvious.  No longer.  So await these inane headlines in the future and the repetitive litany of over-the-top self-praise that goes with them, and consider them a way to take the pulse of an increasingly anxious nation at sea with itself.

And mind you, this is just to scratch the surface of what’s predictable in the American future.  I’m sure you could come up with nine similarly themed headlines in no time at all.  It turns out that the key to such future stories is the lack of a learning curve in Washington, more or less a necessity if the national security state plans to continue to gain power and shed the idea that it is accountable to other Americans for anything it does.  If it were capable of learning from its actions, it might not survive its own failures.

Writing History Before It Happens

In the twenty-first-century world of drone warfare, one question with two aspects reigns supreme: Who counts?

In Washington, the answers are the same: We don’t count and they don’t count.

The Obama administration has adamantly refused to count. Not a body. In fact, for a long time, American officials associated with Washington’s drone assassination campaigns and “signature strikes” in the backlands of Pakistan, Afghanistan, and Yemen claimed that there were no bodies to count, that the CIA’s drones were so carefully handled and so “precise” that they never produced an unmeant corpse — not a child, not a parent, not a wedding party. Nada.

When it came to “collateral damage,” there was no need to count because there was nothing to tote up or, at worst, such civilian casualties were “in the single digits.”  That this was balderdash, that often when those drones unleashed their Hellfire missiles they were unsure who exactly was being targeted, that civilians were dying in relatively countable numbers — and that others were indeed counting them — mattered little, at least in this country until recently. Drone war was, after all, innovative and, as presented by two administrations, quite miraculous. In 2009, CIA Director Leon Panetta called it “the only game in town” when it came to al-Qaeda.  And what a game it was.  It needed no math, no metrics.  As the Vietnam War had proved, counting was for losers — other than the usual media reports that so many “militants” had died in a strike or that some al-Qaeda “lieutenant” or “leader” had gone down for the count.

That era ended on April 23rd when President Obama entered the White House briefing room and apologized for the deaths of American aid worker Warren Weinstein and Italian aid worker Giovanni Lo Porto, two Western hostages of al-Qaeda.  They had, the president confessed, been obliterated in a strike against a terrorist compound in Pakistan, though in his comments he managed not to mention the word “drone,” describing what happened vaguely as a “U.S. counterterrorism operation.”  In other words, it turned out that the administration was capable of counting — at least to two.

And that brings us to the other meaning of “Who counts?”  If you are an innocent American or Western civilian and a drone takes you out, you count.  If you are an innocent Pakistani, Afghan, or Yemeni, you don’t.  You didn’t count before the drone killed you and you don’t count as a corpse either.  For you, no one apologizes, no one pays your relatives compensation for your unjust death, no one even acknowledges that you existed.  This is modern American drone reality and the question of who counts and whom, if anyone, to count is part of the contested legacy of Washington’s never-ending war on terror.

A Brief History of the Body Count

Once upon a time, of course, enemy deaths were a badge of honor in war, but the American “body count,” which would become infamous in the Vietnam era, had always been a product of frustration, not pride.  It originated in the early 1950s, in the “meat-grinder” days of the Korean War, after the fighting had bogged down in a grim stalemate and signs of victory were hard to come by.  It reappeared relatively early in the Vietnam War years as American officials began searching for “metrics” that would somehow express victory in a country where taking territory in the traditional fashion meant little.  As time went on, the brutality of that war increased, and the promised “light at the end of the tunnel” glowed ever more dimly, the metrics of victory only grew, and the pressure to produce that body count, which could be announced daily by U.S. press spokesmen to increasingly dubious journalists in Saigon did, too.  Soon enough, those reporters began referring to the daily announcements of those figures as the “Five O’Clock Follies.”

On the ground, the pressure within the military to produce impressive body counts for those “Follies” resulted in what GIs called the “Mere Gook Rule.” (“If it’s dead and it’s Vietnamese, it’s VC [Viet Cong].”)  And soon enough anything counted as a body.  As William Calley, Jr., of My Lai massacre fame, testified, “At that time, everything went into a body count — VC, buffalo, pigs, cows.  Something we did, you put it on your body count, sir… As long as it was high, that was all they wanted.”

When, however, victory proved illusory, that body count came to appear to ever more Americans on the home front like grim slaughter and a metric from hell.  As a sign of success, increasingly detached from reality yet producing reality, it became a death-dealing Catch-22.   As those bodies piled up and in the terminology of the times a “credibility gap” yawned between the metrics and reality, the body count became a symbol not just of a war of frustration, but of defeat itself. It came, especially after the news of the My Lai massacre finally broke in the U.S., to look both false and barbaric. Whose bodies were those anyway?

In the post-Vietnam era, not surprisingly, Washington would treat anything associated with the disaster that had been Vietnam as if it were radioactive.  So when, in the wake of the 9/11 attacks, the Bush administration’s top officials began planning their twenty-first-century wars in a state of exhilarated anticipation, they had no intention of reliving anything that reeked of Vietnam.  There would be no body bags coming home in the glare of media attention, no body counts in the battle zones.  They were ready to play an opposites game when it came to Vietnam. General Tommy Franks, who directed the Afghan invasion and then the one in Iraq, caught the mood perfectly in 2003 when he said, “We don’t do body counts.”

There would be no more “Five O’clock Follies,” not in wars in which victory was assured for “the greatest force for freedom in the history of the world” and “the finest fighting force that the world has ever known” (as presidents took to calling the U.S. military).  And that remains official military policy today.  Only recently, for instance, Pentagon spokesman Rear Admiral John Kirby responded to a journalist’s question about how many Islamic State fighters and civilians U.S. air power had recently killed in Washington’s latest war in Iraq this way: “First of all, we don’t have the ability to — to count every nose that we shwack [sic]. Number two, that’s not the goal. That’s not the goal… And we’re not getting into an issue of body counts. And that’s why I don’t have that number handy. I wouldn’t — I wouldn’t have asked my staff to give me that number before I came out here. It’s simply not a relevant figure.”

From 2003 to 2015, official policy on the body count has not reflected reality.  The U.S. military has, in fact, continued to count bodies.  For one thing, it kept and reported the numbers on America’s war dead, bodies that truly counted, though no one would have called the tallies a body count.  For another, from beginning to end, the military has been secretly counting the dead on the other side as well, perhaps to privately convince themselves, Vietnam-style, that they were indeed winning in wars where a twenty-first-century version of the credibility gap appeared all too quickly and never left the scene.  As David Axe has written, the military “proudly boasts of the totals in official documents that it never intends for public circulation.”  He added, “The disconnect over wartime body counts reflects a yawning gap between the military’s public face and its private culture.”

To Count or Not to Count, That Is the Question

But here was the oddest thing: whatever the military might have been counting, the fact that it stopped counting in public didn’t stop the body count from happening.  It turned out that there were others on this planet no less capable of counting dead bodies.  In the end, the cast of characters producing the public metrics of this era simply changed and with it the purpose of the count.  The newcomers had, you might say, different answers to both parts of the question: Who counts?

Over the last century, as “collateral damage” — the deaths of civilians, rather than combatants — has become ever more the essence of war, the importance of who is dying and in what numbers has only increased.  When the U.S. military began refusing to make its body count part of a public celebration of its successes, civil society stepped in with a very different impulse: to shame, blame, and hold the military’s feet to the fire by revealing the deeper carnage of war itself and what it does to society, not just to the warriors.

While the previous counters had pretended that all bodies belonged to enemies, the new counters tried to make “collateral damage” the central issue of war.  No matter what the researchers who have done such counts may say, most of them are, by their nature, critiques of war, American-style, and included in them were no longer just the bodies, civilian and military, found on the battlefield, but every body that could somehow be linked to a conflict or its fallout, its side effects, its afteraffects.

Think of this as a new numerology of defeat or disaster or slaughter or shame.  In the aftermath of the invasion of Iraq, distinctly non-military outfits took up this counting or estimating process.  In 2004 and 2006, the Lancet, a British medical journal, published studies based on scientific surveys of “excess Iraqi deaths” since the American invasion of 2003 and, in the first case, came up with an estimated 98,000 of them and in the second with 655,000 (a much-criticized figure); such studies by medical and other researchers have never stopped.  More recent counts of such deaths have ranged from 500,000 in 2013 to one million or 5% of the Iraqi population this year.

The most famous enumeration of civilian casualties in Iraq, however, comes from the constantly upgraded tally — based on published media reports, hospital and morgue records, and the like — of Iraq Body Count, the independent website that bills itself as “the public record of violent deaths following the 2003 invasion of Iraq.”  At this moment, its most up-to-date top estimate for civilian deaths since that invasion is 156,000 (211,000, including the deaths of combatants).  And these figures are considered by the site and others as distinctly conservative, no more than what can be known about a subject of which much is, by necessity, unknown.

In Afghanistan, there has been less tallying, but the U.N. Mission there has kept a count of civilian casualties from the ongoing war and estimates the cumulative figure, since 2001, at 21,000 (though again, that is undoubtedly a conservative figure).  However, when it comes to the American drone campaigns in Pakistan and Yemen, in particular, where the Obama administration has adamantly resisted the idea of significant civilian casualties, the civilian counters have been there under the most impressively difficult circumstances, sometimes with representatives on the ground in distant parts of Pakistan and elsewhere.  In a world in which drone operators refer to the victims of their strikes as “bug splat” and top administration officials prefer to obliterate those “bugs” a second time by denying that their deaths even occurred, the attempt to give them back their names, ages, and sexes, to remind the world of what was most human about the dead of our new wars, should be considered a heroic task.

The London-based Bureau of Investigative Journalism, in particular, has done careful as well as dogged work tabulating drone casualties in Pakistan and Yemen, including counts and estimates of all those killed by drones, of civilians killed by drones, and of children killed by drones.  It even has a project, “Naming the Dead,” that attempts to reattach names and other basic personal information — sometimes even photos — to the previously nameless dead (721 of them so far).  The Long War Journal (a militarized exception to the rule when it comes to the counters of this era) has also kept a record of what it could dig up about drone deaths in Pakistan and Yemen, as has the New America Foundation on Pakistan.  In 2012 the Columbia Law School Human Rights Clinic studied the three sources of such counts and issued a report of its own.

Among the more fascinating reports, the human-rights group Reprieve recently considered claims to drone “precision” and surgical accuracy by doing its own analysis of the available data.  It concluded that, in trying to target and assassinate 41 enemy figures in Pakistan and Yemen over the years, Washington’s drones had managed to kill 1,147 people without even killing all the figures actually targeted.  (As Spencer Ackerman of the Guardian wrote, “The drones came for Ayman Zawahiri on 13 January 2006, hovering over a village in Pakistan called Damadola. Ten months later, they came again for the man who would become al-Qaida’s leader, this time in Bajaur. Eight years later, Zawahiri is still alive. Seventy-six children and 29 adults, according to reports after the two strikes, are not.”)

In other words, when it came to counting, civil society rode to the rescue, though the impact of the figures produced has remained limited indeed in this country.  In some ways, the only body count of any sort that has made an impression here in recent years has been sniper Chris Kyle’s 160 confirmed Iraqi “kills” that played such a part in the publicity for the blockbuster movie American Sniper.

Exceptional Killers

In his public apology for deaths that were clearly embarrassing to him, President Obama managed to fall back on a trope that has become ever more politically commonplace in these years.  Even in the context of a situation in which two innocent hostages had been killed, he congratulated himself and all Americans for the exceptional nature of this country. “It is a cruel and bitter truth,” he said, “that in the fog of war generally and our fight against terrorists specifically, mistakes — sometimes deadly mistakes — can occur.  But one of the things that sets America apart from many other nations, one of the things that makes us exceptional is our willingness to confront squarely our imperfections and to learn from our mistakes.”

Whatever our missteps, in other words, we Americans are exceptional killers in a world of ordinary ones.  This attitude has infused Obama’s global assassination program and the White House “kill list” that goes with it and that the president has personally overseen.  Pride in his killing agenda was evident in the decision to leak news of that list to the New York Times back in May 2012.  And this version of American exceptionalism fits well with the exceptionalism of the drone itself — even if it is a weapon guaranteed to become less exceptional as it spreads to more countries (in part through recently green-lighted U.S. drone sales to allies).

On the rarest of occasions, Obama admitted in that White House briefing room, drone strikes even kill exceptional people (like us) who need to be attended to presidentially, whose deaths deserve apologies, whose lives are to be highlighted in special media accounts, and whose value is such that recompense is due to their families.  In most of the places the drone goes, however, those it kills by mistake are, by definition, unexceptional.  They deserve neither notice nor apology nor recompense.  They count for nothing.

One thing makes the drone a unique weapon in the world of the uncounted dead on a planet where killing otherwise seems like a dime-a-dozen activity: its pilot, its “crew,” those who trigger the launch of its missiles are hundreds, even thousands of miles away from danger.  Though we speak loosely about drone “warfare,” the way that machine functions bears little relation to war as it was once defined.  Conceptually, the drone represents a one-way street of destruction.  Because in its version of “warfare” only one side can be hurt, its “signature” is slaughter, not war, no matter how carefully it may be used.  It is an executioner’s weapon.

In part because of that, it’s also a blowback weapon.  Though it may surprise Americans, those to be slaughtered, the hunted, don’t take to the constant buzz of drones in their skies in a kindly fashion.  They reportedly exhibit the symptoms of PTSD; they are resentful; they grasp the unfairness and injustice that lies behind the machine and its form of “warfare” and are unimpressed with the exceptionalism of the Americans using it.  As a result, drones across the Greater Middle East have been the equivalent of recruitment posters for those who want revenge and so for extremist outfits everywhere.

Drones should be weapons of shame and yet, despite the recent round of criticism here in the wake of the hostage killings, their use is still widely supported in Washington and among the public.  The justification for their use, whatever “legal” white papers the Obama administration has produced as cover, is simple enough: power.  We send them across sovereign boundaries as we wish in search of those we want to kill because we can, because we are us.

So all praise to the few in our world who think it worth the bother to count those who count for nothing to us. They do matter.

Who Counts?

When it comes to the national security state, our capital has become a thought-free zone. The airlessness of the place, the unwillingness of leading players in the corridors of power to explore new ways of approaching crucial problems is right there in plain sight, yet remarkably unnoticed.  Consider this the Tao of Washington.

Last week, based on a heavily redacted 231-page document released by the government in response to a Freedom of Information Act lawsuit, Charlie Savage, a superb reporter for the New York Times, revealed that the FBI has become a “significant player” in the world of warrantless surveillance, previously the bailiwick of the National Security Agency.  The headline on his piece was: “FBI is broadening surveillance role, report shows.”

Here’s my question: In the last 13 years, can you remember a single headline related to the national security state that went “FBI [or fill in your agency of choice] is narrowing surveillance role [or fill in your role of choice], report shows”?  Of course not, because when any crisis, problem, snafu or set of uncomfortable feelings, fears, or acts arises, including those by tiny groups of disturbed people or what are now called “lone wolf” terrorists, there is only one imaginable response: more money, more infrastructure, more private contractors, more surveillance, more weaponry, and more war.  On a range of subjects, our post-9/11 experience should have taught us that this — whatever it is we’re doing — is no solution to anything, but no such luck.

More tax dollars consumed, more intrusions in our lives, the further militarization of the country, the dispatching of some part of the U.S. military to yet another country, the enshrining of war or war-like actions as the option of choice — this, by now, is a way of life. These days, the only headlines out of Washington that should surprise us would have “narrowing” or “less,” not “broadening” or “more,” in them.

Thinking outside the box may seldom have been a prominent characteristic of Washington, but when it comes to innovative responses to problems, our political system seems particularly airless right now.  Isn’t it strange, for instance, that being secretary of state these days means piling up bragging rights to mileage by constantly, frenetically circumnavigating the globe?  The State Department website now boasts that John Kerry has traveled 682,000 miles during his time in office, just as it once boasted of Hillary Clinton’s record-breaking 956,733 miles, and yet, like the secretary of defense or the chairman of the Joint Chiefs or the CIA director or the national security advisor or the president himself, when it comes to rethinking failing policies, none of them ever seem to venture into unknown territory or entertain thoughts that might lead in unsettling directions.  No piling up of the mileage there.

In a sense, there are only two operative words in twenty-first-century Washington: more and war.  In this context, there really is just one well-policed party of thought in town.  It matters not a whit that, under the ministrations of that “party,” the Pentagon and the rest of the national security state have grown to monstrous proportions, even though American war and security policies don’t have a significant success to their name.

Four Words That Rule Washington (and Two Words That Don’t)

Here then are four key words — security, safety, intelligence, and war — essential to present-day Washington.  Add in two others, peace and bases, that for very different reasons are missing in action.  Now, put together both the chatter and the silences around those six words and you can begin to grasp why our nation’s capital is such a dead zone in terms of new ideas or ways of acting in our world.

Let’s start with two words so commonplace that no serious player would bother to question them: security (as in “national”) and safety (as in “American”).  On those two words alone, the new Washington has been funded and expanded endlessly in the post-9/11 era.  They are the soil in which has grown just about every action that put the state intrusively in our lives, sidelined the citizenry, and emboldened a spirit of impunity in the national security bureaucracy, a sense that no one will ever be held accountable for any action, including kidnapping, torture, murder, the destruction of evidence, assassination, and perjury.  Both words have an implied “from” after them, as in “from terrorism.”

And yet it has been estimated that an American’s annual fatality risk from terrorism is only one in 3.5 million.  When it comes to your security and safety, in other words, don’t focus on local lone wolf jihadists; just put your car in the garage and leave it there.  After all, your odds on losing your life in a traffic accident in any year are about one in 8,000.

Put another way, Americans have learned how to live with, on average, approximately 38,000 traffic deaths a year in the post-9/11 era without blinking, without investing trillions of dollars in a network of agencies to protect them from vehicles, without recruiting hundreds of thousands of private contractors to help make them safe and secure from cars, trucks, and buses.  And yet when it comes to the deaths of tiny numbers of Americans, nothing is too much for our safety and security.  More astonishing yet, almost all of this investment has visibly led not to the diminution of terrorism, but to its growth, to ever more terrorists and terror organizations and ever greater insecurity.  This, in turn, has spurred the growth of the national security state yet more, even though it has shown little evidence of offering us significant protection.

Imagine that the government suddenly decided to build high-tech shark fences off every American beach to protect bathers from another kind of headline-inducing predator which strikes even more rarely than terrorists.  Imagine as well that an enormous bureaucracy was created to construct and oversee the maintenance of those fences and the launching of armed patrols to take out the global shark population.  And imagine as well that the result was a rise in the threat of shark attacks off those coasts, as well as endless claims from the officials in that bureaucracy that they were doing a completely bang-up job.  Wouldn’t their word be doubted?  Wouldn’t the whole program be reconsidered?  Wouldn’t there be a debate in this country about what it means to be safe and secure, and about where our tax dollars were going?

Life itself is a danger zone.  It’s not possible to live in total safety and security.  So any system that aims to offer that, even for one phenomenon, and then feeds off the very opposite, should be open to question.  Certainly, sacrificing things that have long been considered important to American life for protection from the rare and random chance that you might be injured or die is a decision that should be rethought from time to time.  In this case, however, it seems that we can no longer imagine what life without a looming national security state might be like.

Now, here’s another word closely associated with the last two: intelligence.  Consider it sacrosanct, representing as it does the religion of the national security state.  There is only one rule when it comes to intelligence: you can’t have too much of it.  Hence, our 17 ever-expanding, intertwined “intelligence” agencies, a vast, still proliferating apparatus for conducting covert ops and gathering information on everyone from presidents and chancellors to peasants in the rural backlands of the planet in every form in which anyone could possibly communicate or simply express themselves or even engage in public play.

This vast world of information overload has, in turn, been plunged into a world of secrecy in which, if it weren’t for leakers and whistleblowers, we would never have any intelligence that they didn’t want us to have.  Over these last years, this system has proven intrusive in ways that even the totalitarian states of the previous century couldn’t have imagined, as well as abusive in ways degrading almost beyond imagination.  It has also collected more information about all of us than can even be grasped; and yet, as far as we can tell, it has also been eternally a step behind in delivering actionable information to the government on just about any subject you want to mention.

However, whether what it does works or not, is legal or not, is useful or not, doesn’t matter in Washington.  There, the American intelligence community is unassailable.  It emerges from every imbroglio, including the recent one over torture, stronger, not weaker.  Its leadership, having made howling mistakes from 9/11 on, is never held accountable for any of them and is always promoted and honored.  Oversight of what it does is on the wane.  The visibly Orwellian nature of American intelligence is now widely accepted, at least in Washington, as a necessity of our age, of our need for… you guessed it… safety and security.

As a result, its bureaucratic expansion, secret wars, global kill lists, and other activities are largely beyond challenge.  In response, for instance, to the disaster of 9/11, a new post, the director of national intelligence, was created to better coordinate the “U.S. intelligence community.”  The director’s “office,” which started with a staff of 11, now has an estimated 1,750 employees, the sort of growth that can be seen just about everywhere in the intelligence world.

We no longer have the slightest idea what life might be like if, instead of 17 significant intelligence outfits, we had just two of them, or even one.  Or whether an intelligence agency operating purely on open-source information might not offer a more useful view of how our world works to American leaders than the vast, secretive, privatized crew of the present moment.  We have no idea what our world would be like if the president no longer had his private army, the CIA (not to mention his second private army, the Joint Special Operations Command).  None of this could possibly be brought up in the halls of power in Washington.

And here’s another word that’s had its way in the capital in these years: war (and related terms like intervention, counterinsurgency, surge, and raid).  It has become the option of choice in situation after situation, while the Pentagon has reached monumental proportions and its elite operatives have become a massive secret military within the military.  In any crisis, even essentially civilian ones such as the Ebola outbreak in Western Africa, that military is invariably called upon to ride to the rescue.

You could, in fact, think of these last 13 years in Washington as a sweeping, all-encompassing experiment in modern warfare.  The denizens of that city now live in an eternal “wartime,” while from Pakistan to Libya across the Greater Middle East and now much of Africa, U.S. military personnel are eternally engaged in a range of wars, war-like activities, and preparations for future conflicts, while the skies are filled with U.S. planes and drones.  At a moment when war seems to be the only go-to option (other than sanctions) in the U.S. foreign policy tool box and a high official can even talk about declaring war on scattered deranged individuals, the results of this military-first global strategy should be considered definitively in.  Since 9/11, it has led to a series of well-publicized failures of the first order without a single genuine success, not one instance where anything like a goal Washington set was actually met.  Yet a military-first policy remains the unquestioned, unchallenged option of choice and the military budget is largely sacrosanct even for a budget-cutting Congress.

Here, on the other hand, is a word you won’t see in Washington: peace.  Once, it was part of the American political lexicon; now, it’s essentially been banished. You’d have to be a wuss to use it. 

And here’s another word that’s essentially forbidden: bases.  Since World War II, the U.S. has garrisoned the planet in a way achieved by no other imperial power.  In the twenty-first century, when even the largest powers have only a few or no military bases outside their national territories, the U.S. still has hundreds scattered around the world.  Included in the tally should be the 11 floating towns, loaded with air power — we call them aircraft carriers — that regularly cruise the high seas.

The Greater Middle East is packed to the seams with U.S. military bases and drone bases have been spreading rapidly as well.  This is a living reality in much of the world.  In the U.S., it goes essentially unnoticed and almost completely unmentioned.  It’s so fundamental to Washington’s military-first policies that, while taken for granted, it is beyond discussion or even public acknowledgement.  The very idea of beginning to dismantle this empire of bases, which would automatically change Washington’s military stance in relation to the rest of the planet, is similarly beyond consideration, discussion, or thought.

Who knows what it would mean to abolish the CIA, slash the defense budget, scale down American intelligence, dismantle that empire of bases, or return peace to its first-option status?  We know nothing about this because we haven’t seen any of it tried, or even seriously discussed, in twenty-first-century Washington.

Decades of the Living Dead

In the title of his prophetic pre-9/11 book Blowback, Chalmers Johnson brought that term of CIA tradecraft out of the closet.  He focused on the way covert Agency operations in distant lands carried the seeds of future retaliation on this country.  Because those operations were so secret, though, ordinary Americans were incapable of making the connection between what we did and what hit us.  Today, in a world filled with blowback, the connections between Washington’s acts and what follows are no longer in the shadows but regularly in plain sight.  Yet they are seldom acknowledged, particularly by policymakers in Washington.

In the wake of the 2014 midterm elections, the capital is said to be a big government town being taken over by smaller government types — not, however, if you’re talking about the national security state. With the rarest of exceptions, the “small government” folks, aka Republicans, have never seen an oppressive state power they wouldn’t bow down before and champion.  Hence, whatever the situation at hand — Iraq, Afghanistan, Iran, Ukraine, surveillance — Republican war hawks, now in control of Congress, will invariably demand more.  

Nor should you imagine, as the 2016 campaign revs up, that any of this is likely to change in the years to come.  If we end up with the much-ballyhooed dynastic contest between Hillary and Jeb (or, if you prefer, Hillary and that eternal presidential wannabe Mitt), here’s what you should already know: whichever candidate steps into the Oval Office in January 2017 will bring along a whole host of suitably retread personalities toting a jostling crowd of retread ideas.

Some of the people the new president will nominate for office or appoint as advisors will be familiar faces, since that’s the way of the world in Washington.  Naturally, they will carry with them the most familiar of Washington mindsets.  Just recall January 2009, when the hope candidate entered the White House bringing with him those economic retreads from the reign of the man from Hope, Larry Summers and Robert Rubin; in foreign and war policy, there was the ur-Clintonista Hillary, Bush military appointee General David Petraeus, and the director of the CIA under George H.W. Bush and secretary of defense under his son, the former cold warrior Robert Gates.  Others who weren’t household names or faces from previous administrations might as well have been.  In foreign, war, and economic policy, it was a cast of characters eminently suitable for (as I wrote at the time) a political zombie movie.

Similarly, none of the retreads Hillary, Jeb, or Mitt would bring with them will have a new idea or entertain a thought that wanders off the Washington reservation.  And that essentially guarantees one thing: Republican or Democrat, it’ll be dead air to 2020 — and if either a Bush or a Clinton is then reelected, until 2025, by which time the U.S. would have been led by those two families for 28 of the last 36 years.  Washington is, in this sense, the land of the walking policy dead and war, safety, security, and intelligence (that is, failure and disaster) are ours to the horizon.

More and War

It was the end of the road for Chuck Hagel last week and the Washington press corps couldn’t have been more enthusiastic about writing his obituary. In terms of pure coverage, it may not have been Ferguson or the seven-foot deluge of snow that hit Buffalo, New York, but the avalanche of news reports was nothing to be sniffed at. There had been a changing of the guard in wartime Washington. Barack Obama’s third secretary of defense had gone down for the count. In the phrase of the moment, he had “resigned under pressure.” Sayonara, Chuck!

With a unanimity that crossed political lines, the accounts read as if written by a single reporter. The story went something like this: two years earlier, President Obama had brought in Hagel, a decorated Vietnam War veteran and former Republican senator with a reputation for being leery about the overuse of American military power, to wind down the war in Afghanistan, rein in military critics, and put the Pentagon budget on something closer to a peacetime footing. After a bruising Senate confirmation hearing from which he never recovered, he proved poor at “messaging” the president’s policies, had a “crappy relationship” with National Security Adviser (and Obama buddy) Susan Rice, proved a weak manager at the Department of Defense as well as a “weak link” in the Obama national security team, and could never break into the president’s tight-knit circle of insiders who — everyone agreed — had a nasty habit of “micromanaging” America’s wars (rather than, it seemed, letting the military do what needed to be done). In the end, the president “lost confidence” in him. It was a “mutual” firing or at least Hagel had advanced somewhat voluntarily toward the edge of the cliff before being pushed off.

A subcategory of Hagel reports also bloomed, again adding up to something like a single story.  In them, various journalists and commentators offered instant speculation on whom the president would invite to fill Hagel’s post. Topping everyone’s “short list”: Senator and former Army Ranger Jack Reed of Rhode Island, war fightin’ liberal and former Pentagon official Michèle Flournoy (much beloved by neocons and Republicans), and hawkish former Pentagon “weapons buyer” Ashton Carter (the ultimate nominee). Unfortunately for the press, Reed and Flournoy promptly made mincemeat out of the collective wisdom of the moment, emphatically removing their names from consideration. Politico reported the Flournoy rejection this way: “Flournoy’s withdrawal comes amid speculation President Barack Obama is looking for a candidate who would be deferential to a White House that’s increasingly exerting control over Pentagon decisions.”  Nothing, however, could stop the march of the news, whose focus simply switched to other potential job applicants. Striking was the eagerness of assorted journalists and pundits to act like employment agency headhunters vetting exactly the same list of candidates for the president.

Such journalism, of course, qualifies as the very definition of insiderdom and it led, implicitly or explicitly, to the crowning of Barack Obama as a “war president” for the final two years of his term. In the end, however, the media was less reporting on developments than reproducing them. The result: a record as collectively claustrophobic as post-9/11 Washington itself.

These days, it’s often pointed out by those who pass for Washington critics of the Obama administration that the crises are backing up like a Thanksgiving traffic jam across a remarkable swath of the planet — and that the president’s national security team has proven “dysfunctional” when it comes to dealing with them. It’s seldom acknowledged, however, that the most essential crisis isn’t in Ukraine or Iraq or Syria or Afghanistan or Iran, but in Washington. There, a bankrupt 13-year-old policy of war to the horizon remains, unbelievably enough, in the ascendancy and “war fever” seems to be breaking out yet again.

In this context, it’s curious that four crucial aspects of war, American-style, were missing from the blitz of Hagel reportage. Here’s a rundown.

1. The War Party Ascendant: It’s always best to start with the obvious, even if everyone prefers to ignore it.  So let’s begin with the simple fact that the recent midterm elections swept the Republicans into the Senate in dominating numbers and strengthened their already dominating control of the House of Representatives.  In war terms, this has only one meaning: a flock of new (and old) hawks heading into Washington.  In truth, though, on such issues there is really only one party in the nation’s capital and that’s the War Party.  In addition, if Washington commentary is to be believed, the next secretary of defense will be an unmitigated war-fighter.  The math for dummies explanation on that: no other candidate nominated by a Democratic president would have a hope in hell of making it through a confirmation process overseen by the assumed new head of the Senate Armed Services Committee, John McCain.  Add in an occupant of the Oval Office resigned to war presidency status and you can already see the big picture coming into focus.

Recent moves have only emphasized the latest war trajectory.  Just post-election, the president doubled the number of advisers in Iraq (with hints of more “boots on the ground” to come and the possibility of actual combat troops lurking somewhere in the prospective future).  Next came news that those advisers were being hustled into the country at a double-time pace.  Soon after that came word that more air power — A-10 Warthog jets and Reaper drones — was being transferred to the Iraq/Syria theater.

Meanwhile, in a reversal of a long-stated position — that the American combat role in Afghanistan was to end this year — the president recently issued a secret directive green-lighting just such a role, both on the ground and in the air, for 2015.  Soon after, the new Afghan president, clearly under American pressure, lifted a ban on controversial U.S.-supported “night raids” in his country, and reports began filtering out that the trajectory of withdrawal was about to end and extra U.S. troops would be added to the Afghan mix in 2015.

In other words, in the country’s two most active war zones, escalation and mission creep are already the order of the day.  Meanwhile, the pressure of Congressional war hawks has only been increasing when it comes to the Obama administration’s single major, unwarlike diplomatic initiative that might stand some chance of success: the Iranian nuclear talks.  At the same time, pressure to act more fiercely on Ukraine, including allowing the Pentagon to sell arms to its military, was on the rise.

Admittedly, the War Party has its factions and its disagreements.  Its members are quite capable of savaging each other.  (Just check out what Senator McCain did to Chuck Hagel at his confirmation hearings for secretary of defense and then what he did to President Obama in defense of Hagel after his removal from office.)  One thing is evident, though: in the twilight of the Obama era, the power of the War Party is on the rise, along with that of the national security state.

And so far we’re only talking about surface manifestations of bedrock reality in Washington.  After all, ever since 9/11, that city’s political denizens have considered themselves in an eternal “wartime.”  Of course, part of everyday life in that “war capital” involves Republicans and Democrats scrambling for political advantage by squabbling endlessly over who’s rash and who’s a wimp when it comes to war policy.

The Republicans brand the president incompetent or far worse, while the president (the man who shot Osama bin Laden) endlessly thanks the troops for their valor and service while donning military paraphernalia to emphasize his strength and resolve.  But underneath all the maneuvering, the War Party thrives.  You simply can’t operate in Washington without in some fashion declaring your fealty to wartime thinking and the sanctified post-9/11 dead air that goes with it.  No alternative possibilities, no other options are on that “table” on which “all options” are always said to sit in the nation’s capital.  Should you not toe the line, the national security equivalent of excommunication is in order.  “Washington rules,” in Andrew Bacevich’s phrase, do rule the day, while new thinking is unwelcome.

Recent exhibit number one: as November wound down, Rand Paul, the son of the country’s leading libertarian non-interventionist and a man who clearly has his eye on the White House, felt obliged to more or less literally “declare war” on the Islamic State in Iraq and Syria in order to pledge his fealty to the War Party.

On this issue, as the Hagel coverage indicates, Washington is a suffocating place when it comes to any thought that hasn’t been thought before.  (When, by the way, was the last time you heard someone in that town mention the word “peace”?)  In the end, Hagel, who came to regret his reluctant vote to invade Iraq, evidently proved an uncomfortable fit.

2. Election 2016 as an Intra-War Party Affair: In the wake of the invasion of Iraq, Bush v. Kerry in 2004 was, of course, a war election; 2008, however, proved a curious rarity, an election about war in which Americans generally thought they had voted for an anti-war candidate (as, of course, did the Nobel Prize Committee, which — to use an ill-chosen phrase — jumped the gun in 2009 by awarding its peace prize to Barack Obama just as he was about to officially “surge” in Afghanistan).  The 2012 election was a status quo one in which, thanks to the bin Laden raid, the president had inoculated himself from Republican charges of wimpism even as he had seemingly fulfilled his previous campaign promise to end the war in Iraq.

2016 is already shaping up as a War Party election all the way.  It goes without saying that whichever Republican candidate emerges from the pack will be a war-firster, while the leading Democratic candidate of the moment, Hillary Clinton, is another war-fightin’ liberal of the first order.  No wonder Flournoy, who refused to be considered for secretary of defense now, would reportedly like to work for Clinton’s future administration in the same capacity.  Sign of the times: Clinton already seems to be gathering support from a crew of neocons who had their moment in the Bush years and evidently hope to have it again.  Right now, no matter who wins in 2016, it’s shaping up to be war to the horizon in Washington.

3. The Military Rides Ever Higher: Among the strangest aspects of the Hagel coverage was the picture painted of the relationship between the military and the White House in this period.  Despite a mind-boggling infusion of funds since 9/11 and the exponential growth of the national security state, reading the Hagel stories you might be forgiven for thinking that the military was an essentially powerless, oppressed, and frustrated crew under the thumb of hopeless goof-balls at the White House. (Nor was it ever suggested that, constitutionally speaking, this is exactly what the relationship should be, no matter who occupies the Oval Office as commander in chief.)

In fact, there are signs that the military, while indeed frustrated — who wouldn’t be given the last 13 years of American war and the prospects for the latest conflict in the Middle East? — is actually riding ever higher in the nation’s capital.

In this context, the person to keep an eye on is the chairman of the Joint Chiefs of Staff, General Martin Dempsey.  If Hagel lost the president’s confidence, according to numerous reports Dempsey is the one who gained it.  If Hagel wasn’t much for messaging, the same can’t be said of Dempsey.  He’s been testifying up a storm before Congress and commenting in significant ways on war policy in the Middle East.  Though he’s only the head of the “staff,” he has increasingly sounded like a bona fide civilian secretary of defense, speaking out on foreign policy issues, including U.S. relations with Israel and the importance of making American troops available for actual combat duty in Iraq. (This is, of course, something the president had emphatically ruled out).  He’s also spoken in ways that have not been common for military commanders in our civilian system of government.  He has politely contradicted the president on a number of occasions.  He is also credited with getting Obama to launch the first airstrikes of the new American war in the Middle East.

It seems clear that the military high command has struggled with this president over war policy since 2009, when a fierce set of arguments over how fully to “surge” in Afghanistan — the conflict the president had called the “right war” in his election campaign — burst into view.  Generally, though, little has been seen of this struggle since then.  Still, to believe that a military clearly frustrated by its wars and a high command that now fears another campaign on the road to nowhere in Iraq and Syria is under the thumb of the president and his insular national security team is to mistake a fantasy construct for reality.

4. A Failed Experiment in War: Above all, it’s a wonder that all those journalists and commentators writing about Hagel expressed neither amazement nor befuddlement when it came to accepted thinking in Washington about war, American-style.  The nation’s capital has been conducting an experiment in war-making for more than 13 years now: there have been full-scale invasions and occupations, counterinsurgency struggles that lasted years, special ops raids of every sort, the application of overwhelming air power in a variety of ways, including an air intervention in Libya, drone assassination campaigns across the backlands of the Greater Middle East, the loosing of cruise missiles, even the first cyberwar in history.  Trillions of dollars have been spent; American troops have been deployed to war zones over and over again; almost 7,000 American lives have been lost (while thousands of active duty soldiers and reservists have, in the same period, committed suicide); tens of thousands of Americans have been wounded in action, hundreds of thousands of civilians and enemy fighters in those war zones have died, and millions of people have been uprooted and sent into internal exile or forced out of their countries.  In the process, significant parts of the Greater Middle East and more recently Africa have been destabilized in devastating ways.

Think of it as a radical experiment involving what our latest two presidents have called “the greatest force for freedom in the history of the world” and “the finest fighting force that the world has ever known.” Despite ongoing wars and operations in Afghanistan, Iraq, Syria, Yemen, and Somalia, among other places, the results of that experiment are in.  No single war, intervention, or minor conflict in which the U.S. military has taken part in these years has even come close to achieving the objectives set out by Washington and most have proven outright disasters.  In just about every case, armed intervention, whatever form it took, demonstrably made matters worse, increased the destabilization of whatever country or region was involved, and led to the creation of more extremists and terrorists.

Imagine for a moment a lab that ran a series of experiments for 13 straight years in almost every imaginable combination through one disastrous failure after another and then promoted the experimenters and agreed to let them repeat the process all over again. This would defy logic or simply good sense anywhere but in Washington.

To summarize: 13 years later, the War Party is ascendant.  It controls Congress.  The president is visibly, if with his usual reluctance, placing his bets on war.  The military is riding high.  The end of all calls for serious Pentagon budget cuts is clearly in sight.  And more of the same is undoubtedly in the works, no matter who wins the 2016 election.

That’s the “new” Washington.  Peacetime?  A fantasy creation of lefties, libertarians, and noodle heads.  Peace?  A dirty word that no self-respecting politician would be caught using.

Meanwhile, the war hawks are crying out for more.  At the moment, all the pressure in Washington is focused on the ramping up of its various wars and crises.  Iraq War 3.0 and Syria War 1.0 are to expand.  Afghanistan seems again to be a war on the rise.  The pressure is increasing to make Cold War 2.0 ever hotter and to ensure that negotiations with Iran over a nuclear deal will prove less than fruitful.  Drone wars are ongoing.  Special forces ops are raiding away.  Thirteen years later, we are yet again floating on what seems to be a rising, not ebbing, tide of war and the one qualification for a new secretary of defense is that he or she be a hot, not a cold, warrior.

This is the working definition of a bankrupt policy and yet you could read about the latest changes in Washington’s war establishment until you were goggle-eyed and never quite know it.

Congratulations, then, are in order for the War Party.  In the face of a seemingly obdurate reality, it has somehow perfected a system of war boosterism that operates like a dream (though some might call it a nightmare).  When it comes to war, in other words, Washington is now effectively insulated from failure.  There may be 17 major interlocked intelligence outfits in town, but rest assured, there’s no intelligence in sight. So party on!

Party On!

Sometimes it seemed that only two issues mattered in the midterm election campaigns just ended.  No, I’m not talking about Obamacare, or the inequality gap, or the country’s sagging infrastructure, or education, or energy policy.  I mean two issues that truly threaten the wellbeing of citizens from Kansas, Colorado, and Iowa to New Hampshire and North Carolina.  In those states and others, both were debated heatedly by candidates for the Senate and House, sometimes almost to the exclusion of anything else. 

You know what I’m talking about — two issues on the lips of politicians nationwide, at the top of the news 24/7, and constantly trending on social media: ISIS and Ebola.  Think of them as the two horsemen of the present American apocalypse.

And think of this otherwise drab midterm campaign as the escalation election.  Republican candidates will arrive in Washington having beaten the war and disease drums particularly energetically, and they’re not likely to stop.

In 2015, you’re going to hear far more about protecting Americans from everything that endangers them least, and especially about the need for a pusillanimous president (or so he was labeled by a range of Republicans this campaign season) to buckle down, up the ante, and crush the Islamic State, that extreme Islamist mini-oil regime in the middle of an increasingly fragmented, chaotic Middle East.

You already know the tune: more planes, more drones, more bombs, more special ops forces, more advisers, and more boots on the ground.  After 13 years of testing, the recipe is tried and true, and its predictably disastrous results will only ensure far more hysteria in our future.  And count on this: oppositional pressure to escalate, heading into the presidential campaign season, will be a significant factor in Washington “debates” in the last years of the Obama administration.

The Coming of a Terror Disease

Speaking of escalation, don’t think Congress will be the only place where escalation fever is likely to mount.  Consider the pressures that will come directly from the Islamic State and Ebola.  Let’s start with Ebola.  Admittedly, as a disease it has no will, no mind.  It can’t, in any normal sense, beat the drum for itself and its dangers.  Nonetheless, though no one knows for sure, it may be on an escalatory path in at least two of the three desperately poor West African countries where it has embedded itself.  If predictions prove correct and the international response to the pandemic there is too limited to halt the disease, if tens of thousands of new cases occur in the coming months, then Ebola will undoubtedly be heading elsewhere in Africa, and as we’ve already seen, some cases will continue to make it to this country, too.

Not only that, but sooner or later someone with Ebola might not be caught in time and the disease could spread to Americans here.  The likelihood of a genuine pandemic in this country seems vanishingly small.  But Ebola will clearly be in the news in the months to come, and in the post-9/11 American world, this means further full-scale panic and hysteria, more draconian decisions by random governors grandstanding for the media and their electoral futures.  It means feeling like a targeted population for a long time to come.

In this way, Ebola should remain a force for escalation in this country.  In its effects here so far, it might as well be an African version of the Islamic State.  From Washington’s heavily militarized response to the pandemic in Liberia to the quarantining of an American nurse as if she were a terror suspect, it’s already clear that, as Karen Greenberg has predicted, the American response is falling into a “war-on-terror” template.

Keep this in mind as well: we’re talking about a country that has lived in a phantasmagoric landscape of danger for years now.  It has built the most extensive system of national security and global surveillance ever created to protect Americans from a single danger — terrorism — that, despite 9/11, is near the bottom of the list of actual dangers in American life.  As a country, we are now so invested in terrorism protection that every little blip on the terror screen causes further panic (and so sends yet more money into the coffers of the national security state and the military-industrial-homeland-security-intelligence complex). 

Now, a terror disease has been added into the mix, one that — like a number of terror organizations in the Greater Middle East and Africa — is a grave danger in its “homeland,” just not in ours.

IS’s Escalatory Bag of Tricks

The preeminent terror outfit of the moment, the Islamic State (IS), which has declared itself a “caliphate” in parts of Iraq and Syria, seems to grasp the nature of the mental landscape in the U.S. far more clearly than we do. Whatever pain we cause it (and our bombing campaign is undoubtedly causing it some pain), we’re its ticket to the big time.  Our war against it confirms its singular sense of importance in the world of jihadism.  We have helped not just to bring it into existence (thanks to the invasion of Iraq and subsequent events there), but also to give it just the credentials it needs to thrive.  Washington and the Islamic State are now attached at the hip and so the pressures for escalation will only grow.  Or put more accurately, they will be quite consciously stoked by the IS itself.

Bloody and barbaric as it may be, it’s also a remarkably resourceful movement with a powerful sense of how to utilize its propaganda skills, especially on the Internet, to attract recruits, gain support in worlds that matter to it, and drive the U.S. national security state and Washington over the edge.  It can act or react in ways that will only lead the Obama administration to up the ante in its war.

As it has already done, it can continue to produce beheading videos and other inflammatory online creations, which have had a powerful escalatory effect here.  It has also learned that it may, after a fashion, be able to call out the “lone wolves,” the loose nuts and bolts of our world, to act in its name.  In recent weeks, there have been three such possible acts, one in New York City and two in Canada by stray individuals who might have been responding, at least in part, to IS calls for action (though we can’t, of course, be certain why such disturbed people commit acts of mayhem).  Such acts, in turn, trigger the usual sort of over-reporting and hysteria here as well as further steps to lock down our world.

What we do know is that the damage such individuals can do is modest at best, no more, say, than what a high school freshman with a pistol can do in a crowded cafeteria.  Strangely, however, while mass shootings, which are on the rise in this country, get major headlines, they lead to few changes in our world.  When it comes to the far less common phenomenon of the “lone wolf terrorist,” however, congressional figures are already raising a hue and cry and the national security state is mobilizing.

And then, of course, there’s what the militants of the Islamic State can do in Syria and Iraq to put further escalatory pressure on Washington.  Despite the Obama administration’s bombing campaign, from the town of Kobane on the Turkish border to the outskirts of Baghdad the Islamic State has generally either held its ground or continued to expand incrementally in the last two months.  Its militants are now within range of Baghdad International Airport, a key supply and transit point for the U.S., and recently dropped several mortar shells into the fortified Green Zone in the heart of the capital, which houses the gargantuan U.S. Embassy.

Already incidents of car bombings and suicide bombers are on the rise in Shiite neighborhoods of Baghdad.  Imagine, though, what the next possible steps might be: an assault on the airport, Washington’s lifeline in the country, or the infiltration of even small numbers of fighters into neighborhoods in the capital and the beginning of actual fighting in the city.  There are, in other words, a series of easily imaginable moves like these that could quickly raise temperatures and fear levels in Washington and lead to the kinds of escalatory steps that officially remain off the table at the moment.

Similarly, to imagine another kind of scenario, a State Department official recently suggested that U.S. air power be ordered to take out the pipelines that transport Islamic State-controlled oil to market.  That was, she suggested, a "viable option" and was under consideration by the U.S. military.  As energy expert Michael Klare has pointed out, however, attacking such pipelines “would provide anti-American groups anywhere in the world with a rationale for bombing pipelines on which we and our allies depend. The result could be global economic havoc.”  In such a situation, the Islamic State could potentially call on “lone wolves” and jihadi groups across the Greater Middle East to respond in kind.

And these are simply examples of moves the Islamic state could have in its own escalatory bag of tricks.

The Military Trumps the Commander-in-Chief

At least one more source of potential pressure must be added to Congress, Ebola, and the Islamic State: the Pentagon.  Thanks to the reporting of Mark Perry at Politico, we know that the most telling bit of domestic escalatory pressure on the president came directly from someone he reputedly respects greatly, General Martin Dempsey, the chairman of the Joint Chiefs of Staff.  On August 6th, Perry writes, Dempsey joined Obama in his limousine and, according to an unnamed “senior Pentagon official,” “really leaned into him” on the crisis in the Middle East, saying that it demanded “immediate attention.”  A series of White House meetings followed and the next evening the president went on national television to announce the first limited air strikes against the militants of the Islamic State. By early the following month, he had essentially declared war against that outfit and announced "a systematic campaign of airstrikes," as well as other measures.

Another manifestation of military pressure on the White House soon followed, however.  From the beginning, the president had repeatedly and insistently taken one thing off that famed “table” in Washington on which all “options” reputedly sit: the possibility that there would ever be American “boots on the ground” in Iraq — that is, military personnel sent directly into combat.  This, in effect, represented what was left of Obama’s previous proud claim that he had gotten us out of Iraq never to return.  Assumedly, it also represented a bedrock formulation in a situation that otherwise seemed to be in a constant state of flux.

In a way that has been rare in the history of American civilian-military relations, Dempsey and others in the Pentagon simply refused to accept this.  No matter what the commander-in-chief’s bottom line may have been, they evidently saw the future quite differently and didn’t hesitate to say so.  On September 16th, Dempsey himself stepped gingerly across the red line the president had drawn in the shifting sands of Iraq and Syria, telling the Senate Armed Services Committee in public testimony, "If we reach the point where I believe our advisers should accompany Iraqi troops on attacks against specific [Islamic State] targets, I will recommend that to the president."

In response, the president addressed troops at MacDill Air Force Base in Florida the next day and reiterated his stance: “I want to be clear: the American forces that have been deployed to Iraq do not and will not have a combat mission." Meanwhile, officials at the White House and in the Pentagon “scrambled” to claim that the difference was merely a semantic one and in no way an attempt by the chairman of the Joint Chiefs to contradict presidential policy.

That was, however, clearly not the case.  Soon after, Secretary of Defense Hagel offered a similar, if blurry, mantra on the subject of boots on the ground: “Anybody in a war zone, who's ever been in a war zone, and some of you have, know that if you're in a war zone, you're in combat.”  Almost a month later, Dempsey himself returned to the subject.  Speaking about a future campaign by the Iraqi army against that country's second largest city, Mosul, in the hands of the Islamic State since that army collapsed, he elliptically indicated his belief that American advisers would sooner or later be heading into battle with Iraqi troops.  "Mosul will likely be the decisive battle in the ground campaign at some point in the future," Dempsey told ABC's "This Week." "My instinct at this point is that will require a different kind of advising and assisting because of the complexity of that fight."  More recently, he urged that American advisors be sent to the battle zone of Anbar Province.

Meanwhile, retired officials like former Secretary of Defense Robert Gates (“There will be boots on the ground if there's to be any hope of success in the strategy.  And I think that by continuing to repeat that [the U.S. won't put boots on the ground], the president, in effect, traps himself.”), as well as the usual anonymous sources, drove the point home.  If the not-so-subtle public defiance of presidential policy was striking, the urge itself was perhaps less so.

After all, a group of frustrated military men would have had no trouble grasping the obvious: that U.S. air power, a coalition of unenthusiastic regional allies (some of whom had aided IS and other extreme al-Qaeda-style groups in their rise), Syrian “moderate” fighters who essentially couldn’t be found, and a sectarian Iraqi government with an army that wouldn’t fight did not add up to the perfect formula for winning a war in the Middle East.  With their feet already on the lower rungs of the escalatory ladder, their response was to begin promoting the need for more American involvement, the commander-in-chief be damned.

And note that the impulse to contradict the president in an escalatory fashion wasn’t confined to the fight against the Islamic State.  When it came to Ebola, Dempsey, Hagel, and Army Chief of Staff General Ray Odierno set out on a similar path in an even blunter fashion.

As October was ending, the president firmly called on state governors and others not to impose blanket quarantines on American caregivers returning from West Africa, but to stick to the guidelines suggested by the Centers for Disease Control and Prevention (CDC).  Almost immediately thereafter, Odierno issued a directive for the “21-day controlled monitoring” of all troops returning from the region (even though those there were not supposed to treat Ebola patients themselves).  Soon after, Dempsey recommended to the secretary of defense that “all members of the armed services working in Ebola-stricken West African countries undergo mandatory 21-day quarantines upon their return to the United States.”  Hagel no less promptly ordered just such a quarantine for troops returning from the Ebola hot zone.

The president was left to explain lamely and less than coherently the divergence between his policy and the Pentagon’s.  As the New York Times reported, “In his remarks, Mr. Obama defended the CDC guidelines for civilians, saying they protect Americans at home while not unduly burdening health workers in Africa. He called the situation with members of the military different, in part because they are not going to Africa voluntarily.  ‘We don’t expect them to have similar rules, and by definition, they’re working under more circumscribed circumstances.’”

A President Adrift in Bad Weather

In the eye of this storm of pressures is, of course, the White House and a president who seems aware that, in the last 13 years, American military power in the Greater Middle East has not exactly achieved its goals.  And yet, that clearly matters little.

We’ve been through a version of this before in the Vietnam era.  We know that, once on the ladder of escalation, those in power, including presidents, often can’t imagine any possible direction but up, no matter how they assess where that might lead.  A mentality of fatefulness verging on helplessness seems to set in, which only results in an ever-greater commitment of American resources (and lives).

Under the pressure of a powerful national security state (and the various complexes that have grown to gigantic proportions around it), in a Washington in which beating the drums for war has become a reflexive act and Republican hawks may well rule the roost, in a society in which journalistically stripped-down major media outlets are focused on anything that can glue eyeballs for more than a few seconds (and the Internet and social media follow suit), it turns out to be remarkably easy to create an atmosphere of hysteria, and escalation naturally follows.  Never before have Americans experienced the intensity of this combination of forces in this way.

As for the Obama White House, increasingly imperial in theory, it has visibly stumbled in practice.  Worse yet for a president clearly adrift, what it has to work with in the world looks ever less promising.  Take, as an example, its ally in the war against the Islamic State, the Iraqi government of Prime Minister Haider al-Abadi.  He has been touted as a Shiite “unifier” unlike his notoriously sectarian predecessor Nouri al-Maliki.

Facts on the ground, however, tell quite a different story.  It turns out that, in the wake of the collapse of the Iraqi army in the northern part of the country, the only significant forces capable of defending the capital and Shiite regions to the south have proven to be highly sectarian Shiite militias.  According to recent reports, in places where they have taken territory, they have acted in a fashion hardly less brutal than their IS enemies.  They have burned homes in villages they have captured, kidnapping and killing Sunnis in a grim repeat of the worst years of sectarian slaughter during the American occupation.  In the meantime, al-Abadi appointed as his crucial interior minister Mohammed Ghabban, a man connected to the Badr Organization, whose Shiite militia was once known for its death squads.

Everyone seems to agree that the prerequisite for any struggle to defeat the Islamic State is a genuine “unity” government that could begin to woo back the alienated, oppressed Sunni population of northern Iraq.  That, however, is simply not in the cards.  In response to this fact on the ground, Washington has only one conceivable option: further escalation.  It’s the nature of the world that presses in on the White House, even if the phrase the ladder to hell makes no metaphorical sense.

Escalation is now a structural fact embedded in the war in the Middle East and the Ebola crisis here at home.  It has its constituencies and they are powerful.  It is fed by a blend of hysteria and panic that now passes for “the news,” heightened by the ministrations of the social media.  Escalation, it turns out, is in the interest of everyone who matters — except us.

The Pressure to Escalate

It happened so fast that, at first, I didn’t even take it in. 

Two Saturdays ago, a friend and I were heading into the Phillips Museum in Washington, D.C., to catch a show of neo-Impressionist art when we ran into someone he knew, heading out.  I was introduced and the usual chitchat ensued.  At some point, she asked me, “Do you live here?”

“No,” I replied, “I’m from New York.”

All of this passed so quickly that I didn’t begin rolling her comment around in my head until we were looking at the sublime pointillist paintings of Georges Seurat and his associates. Only then did I think: ISIS, a danger in New York?  ISIS, a danger in Washington?  And I had the urge to bolt down the stairs, catch up to her, and say: whatever you do, don’t step off the curb.  That’s where danger lies in American life.  ISIS, not so much.

The Terrorists Have Our Number

I have no idea what provoked her comment. Maybe she was thinking about a story that had broken just two days earlier, topping the primetime TV news and hitting the front pages of newspapers.  On a visit to the Big Apple, the new Iraqi prime minister, Haider al-Abadi, claimed that his intelligence services had uncovered a plot by militants of the Islamic State (IS, aka ISIS or ISIL), the extremists of the new caliphate that had gobbled up part of his country, against the subway systems of Paris, New York, and possibly other U.S. cities.

I had watched Brian Williams report that story on NBC in the usual breathless fashion, along with denials from American intelligence that there was any evidence of such a plot.  I had noted as well that police patrols on my hometown’s subways were nonetheless quickly reinforced, with extra contingents of bomb-sniffing dogs and surveillance teams.  Within a day, the leading officials of my state, Governor Andrew Cuomo and New York City Mayor Bill de Blasio, were denying that they had any information on such a plot, but also taking very public rides on the city’s subways to “reassure” us all.  The threat didn’t exist, but was also well in hand!  I have to admit that, to me, it all seemed almost comic.

In the meantime, the background noise of the last 13 years played on.  Inside the American Terrordome, the chorus of hysteria-purveyors, Republican and Democrat alike, nattered on, as had been true for weeks, about the “direct,” not to say apocalyptic, threat the Islamic State and its caliph posed to the American way of life.  These included Senator Lindsey Graham (“This president needs to rise to the occasion before we all get killed here at home”); Majority Leader John Boehner, who insisted that we should consider putting American boots on Iraqi and perhaps even Syrian ground soon, since “they intend to kill us”; Senator Dianne Feinstein, who swore that “the threat ISIS poses cannot be overstated”; Senator Bill Nelson, who commented that “it ought to be pretty clear when they… say they’re going to fly the black flag of ISIS over the White House that ISIS is a clear and present danger.” And a chorus of officials, named and anonymous, warning that the terror danger to the country was “imminent,” while the usual set of pundits chirped away about the potential destruction of our way of life. 

The media, of course, continued to report it all with a kind of eyeball-gluing glee.  The result by the time I met that woman: 71% of Americans believed ISIS had nothing short of sleeper cells in the U.S. (shades of “Homeland”!) and at least the same percentage, if not more (depending on which poll you read), were ready to back a full-scale bombing campaign, promptly launched by the Obama administration, against the group. 

If, however, you took a step out of the overwrought American universe of terror threats for 30 seconds, it couldn’t have been clearer that everyone in the grim netherworld of the Middle East now seemed to have our number.  The beheading videos of the Islamic State had clearly been meant to cause hysteria on the cheap in this country — and they worked.  Those first two videos somehow committed us to a war now predicted to last for years, and a never-ending bombing campaign that we know perfectly well will establish the global credentials of the Islamic State and its mad caliph in jihadist circles.  (In fact, the evidence is already in.  From North Africa to Afghanistan to Pakistan, the group is suddenly a brand name, its black flag something to hoist, and its style of beheading something to be imitated.)

Now, the Shia opponent of those jihadists had taken the hint and, not surprisingly, the very same path.  The Iraqi prime minister, whose intelligence services had only recently been blindsided when IS militants captured huge swaths of his country, claimed to have evidence that was guaranteed to set loose the professional terror-mongers and hysterics in this country and so, assumedly, increase much-needed support for his government.

Or perhaps that woman I met had instead been struck by the news, only days earlier, that in launching a bombing campaign against the militants of the Islamic state in Syria, the Obama administration had also hit another outfit.  It was called — so we were told — the Khorasan Group and, unlike the IS, it had the United States of America, the “homeland,” right in its bombsites.  As became clear after the initial wave of hysteria swiftly passed, no one in our world or theirs had previously heard of such a group, which may have been a set of individuals in a larger al-Qaeda-linked Syrian rebel outfit called the al-Nusra Front who had no such name for themselves.

Whatever the case, it seemed that the Obama administration and connected intelligence outfits had our number, too.  Although Khorasan was reputedly plotting against airplanes, not subways, transportation systems were evidently our jugular when it came to such outfits.  This group, we were told in leaks by unnamed American intelligence officials, was made up of a “cadre” or “collection” of hardened, “senior” al-Qaeda types from Afghanistan, who had settled in Syria not to overthrow Bashir al-Assad or create a caliphate, but to prepare the way for devastating attacks on the American “homeland” and possibly Western Europe as well.  It was, as Director of National Intelligence James Clapper put it, “potentially yet another threat to the homeland,” and it was “imminent.”  As U.S. Central Command insisted in announcing the bombing strikes against the group, it involved “imminent attack planning.”  The Khorasan Group was, said Lieutenant General William Mayville, director of operations for the Joint Chiefs of Staff, “in the final stages of plans to execute major attacks against Western targets and potentially the U.S. homeland.”

Had we not hit them hard, they would be — so American intelligence officials assured us — on the verge (or at least the verge of the verge) of developing bombs so advanced that, using toothpaste tubes, rigged electronic devices, or possibly clothes soaked in explosives, their agents would be able to pass through airport security undetected and knock plane after plane out of the sky.  Civilization was in peril, which meant that blazing headlines about the plot and the group mixed with shots of actual bombs (ours) exploding in Syria, and a sense of crisis that was, as ever, taken up with gusto by the media. 

As Glenn Greenwald and Murtaza Hussain pointed out in a devastating report at the Intercept, the whole Khorasan story began to disassemble within a day or so of the initial announcement and the bombing strikes in Syria.  It took next to no time at all for that “imminent threat” to morph into “aspirational” planning; for reporters to check with their Syrian sources and find that no one knew a thing about the so-called Khorasan Group; for the taking down of those airliners to gain an ever more distant (and possibly even fictional) look.  As ever, however, pointing out the real dangers in our world was left largely to non-mainstream sources, while the threat to our way of life, to Washington and New York, lingered in the air.

Terror-Phobia and a Demobilized Citizenry

This sort of soundtrack has been the background noise in our lives for the last 13 years.  And like familiar music (or Muzak), it evokes a response that’s almost beyond our control.  The terror about terror, sometimes quite professionally managed (as in the case of the Khorasan Group), has flooded through our world year after year after year.  ISIS is just a recent example of the way the interests of a group of extremists in making themselves larger than life and the interests of groups in this country in building up or maintaining their institutional power have meshed.  Terror as the preeminent danger to our American world now courses through the societal bloodstream, helped along by regular infusions of fear from the usual panic-meisters. 

On that set of emotions, an unparalleled global security state has been built (and funded), as well as a military that, in terms of its destructive power, leaves the rest of the world in the dust.  In the process, and in the name of protecting Americans from the supposedly near-apocalyptic dangers posed by the original al-Qaeda and its various wannabe successors, a new version of America has come into being — one increasingly willing to bulldoze the most basic liberties, invested in the spread of blanket secrecy over government actions, committed to wholesale surveillance, and dedicated to a full-scale loss of privacy.  

You can repeat until you’re blue in the face that the dangers of scattered terror outfits are vanishingly small in the “homeland,” when compared to almost any other danger in American life.  It won’t matter, not once the terror-mongers go to work.  So, in a sense, that woman was right.  For all intents and purposes, without ever leaving Iraq and Syria, ISIS is in Washington — and New York, and Topeka, and El Paso (or, as local fear-mongers in Texas suggest, ready to cross the Rio Grande at any moment), and Salt Lake City, and Sacramento.  ISIS has, by now, wormed its way inside our heads.  So perhaps she was right as well to suggest that Washington and New York (not to speak of wherever you happen to live) are not great places to be right now.

Let’s be honest.  Post-9/11, when it comes to our own safety (and so where our tax dollars go), we’ve become as mad as loons.  Worse yet, the panic, fear, and hysteria over the dangers of terrorism may be the only thing left that ties us as a citizenry to a world in which so many acts of a destructive nature are being carried out in our name. 

The history of the demobilization of the American people as a true force in their own country’s actions abroad could be said to have begun in 1973, when a draft army was officially put into the history books.  In the years before that, in Vietnam and at home, the evidence of how such an army could vote with its feet and through its activism had been too much for the top brass, and so the citizen army, that creation of the French Revolution, was ended with a stroke of the presidential pen.  The next time around, the ranks were to be filled with “volunteers,” thanks in part to millions of dollars sunk into Mad Men-style advertising. 

In the meantime, those in charge wanted to make sure that the citizenry was thoroughly demobilized and sent home.  In the wake of 9/11, this desire was expressed particularly vividly when President George W. Bush urged Americans to show their patriotism (and restore the fortunes of the airlines) by visiting Disney World, vacationing, and going about their business, while his administration took care of al-Qaeda (and of course, invaded Afghanistan and Iraq). 

In the ensuing years, propaganda for and an insistence that we “support,” “thank,” and adulate our “warriors” (in ways that would have been inconceivable with a citizen’s army) became the order of the day.  At the same time, that force morphed into an ever more “professional,” “expeditionary” and “foreign” (as in Foreign Legion-style) outfit.  When it came to the U.S. military, adulation was the only relationship that all but a tiny percentage of Americans were to be allowed.  For those in the ever-expanding U.S. military-industrial-homeland-security-intelligence-corporate complex, terror was the gift that just kept giving, the excuse for any institution-building action and career enhancement, no matter how it might contravene previous American traditions.    

In this context, perhaps we should think of the puffing up of an ugly but limited reality into an all-encompassing, eternally “imminent” threat to our way of life as the final chapter in the demobilization of the American people.  Terror-phobia, after all, leaves you feeling helpless and in need of protection.  The only reasonable response to it is support for whatever actions your government takes to keep you “safe.”

Amid the waves of fear and continual headlines about terror plots, we, the people, have now largely been relegated to the role of so many frightened spectators when it comes to our government and its actions.  Welcome to the Terrordome.

ISIS in Washington

What are the odds? You put about $68 billion annually into a maze of 17 major intelligence outfits. You build them glorious headquarters.  You create a global surveillance state for the ages. You listen in on your citizenry and gather their communications in staggering quantities.  Your employees even morph into avatars and enter video-game landscapes, lest any Americans betray a penchant for evil deeds while in entertainment mode. You collect information on visits to porn sites just in case, one day, blackmail might be useful. You pass around naked photos of them just for… well, the salacious hell of it.  Your employees even use aspects of the system you’ve created to stalk former lovers and, within your arcane world, that act of “spycraft” gains its own name: LOVEINT.

You listen in on foreign leaders and politicians across the planet.  You bring on board hundreds of thousands of crony corporate employees, creating the sinews of an intelligence-corporate complex of the first order.  You break into the “backdoors” of the data centers of major Internet outfits to collect user accounts.  You create new outfits within outfits, including an ever-expanding secret military and intelligence crew embedded inside the military itself (and not counted among those 17 agencies).  Your leaders lie to Congress and the American people without, as far as we can tell, a flicker of self-doubt.  Your acts are subject to secret courts, which only hear your versions of events and regularly rubberstamp them — and whose judgments and substantial body of lawmaking are far too secret for Americans to know about.

You have put extraordinary effort into ensuring that information about your world and the millions of documents you produce doesn’t make it into our world.  You even have the legal ability to gag American organizations and citizens who might speak out on subjects that would displease you (and they can’t say that their mouths have been shut).  You undoubtedly spy on Congress.  You hack into congressional computer systems.  And if whistleblowers inside your world try to tell the American public anything unauthorized about what you’re doing, you prosecute them under the Espionage Act, as if they were spies for a foreign power (which, in a sense, they are, since you treat the American people as if they were a foreign population).  You do everything to wreck their lives and — should one escape your grasp — you hunt him implacably to the ends of the Earth.

As for your top officials, when their moment is past, the revolving door is theirs to spin through into a lucrative mirror life in the intelligence-corporate complex.

What They Didn’t Know

Think of the world of the “U.S. Intelligence Community,” or IC, as a near-perfect closed system and rare success story in twenty-first-century Washington.  In a capital riven by fierce political disagreements, just about everyone agrees on the absolute, total, and ultimate importance of that “community” and whatever its top officials might decide in order to keep this country safe and secure.

Yes, everything you’ve done has been in the name of national security and the safety of Americans.  And as we’ve discovered, there is never enough security, not at least when it comes to one thing: the fiendish ability of “terrorists” to threaten this country.  Admittedly, terrorist attacks would rank above shark attacks, but not much else on a list of post-9/11 American dangers.  And for this, you take profuse credit — for, that is, the fact that there has never been a “second 9/11.”  In addition, you take credit for breaking up all sorts of terror plans and plots aimed at this country, including an amazing 54 of them reportedly foiled using the phone and email “metadata” of Americans gathered by the NSA.  As it happens, a distinguished panel appointed by President Obama, with security clearances that allowed them to examine these spectacular claims in detail, found that not a single one had merit.

Whatever the case, while taxpayer dollars flowed into your coffers, no one considered it a problem that the country lacked 17 overlapping outfits bent on preventing approximately 400,000 deaths by firearms in the same years; nor 17 interlocked agencies dedicated to safety on our roads, where more than 450,000 Americans have died since 9/11.  (An American, it has been calculated, is 1,904 times more likely to die in a car accident than in a terrorist attack.)  Almost all the money and effort have instead been focused on the microscopic number of terrorist plots — some spurred on by FBI plants — that have occurred on American soil in that period.  On the conviction that Americans must be shielded from them above all else and on the fear that 9/11 bred in this country, you’ve built an intelligence structure unlike any other on the planet when it comes to size, reach, and labyrinthine complexity.

It’s quite an achievement, especially when you consider its one downside: it has a terrible record of getting anything right in a timely way.  Never have so many had access to so much information about our world and yet been so unprepared for whatever happens in it.

When it comes to getting ahead of the latest developments on the planet, the ones that might really mean something to the government it theoretically serves, the IC is — as best we can tell from the record it largely prefers to hide — almost always behind the 8-ball.  It seems to have been caught off guard regularly enough to defy any imaginable odds. 

Think about it, and think hard.  Since 9/11 (which might be considered the intelligence equivalent of original sin when it comes to missing the mark), what exactly are the triumphs of a system the likes of which the world has never seen before?  One and only one event is sure to come immediately to mind: the tracking down and killing of Osama bin Laden. (Hey, Hollywood promptly made a movie out of it!)  Though he was by then essentially a toothless figurehead, an icon of jihadism and little else, the raid that killed him is the single obvious triumph of these years.

Otherwise, globally from the Egyptian spring and the Syrian disaster to the crisis in Ukraine, American intelligence has, as far as we can tell, regularly been one step late and one assessment short, when not simply blindsided by events.  As a result, the Obama administration often seems in a state of eternal surprise at developments across the globe.  Leaving aside the issue of intelligence failures in the death of an American ambassador in Benghazi, for instance, is there any indication that the IC offered President Obama a warning on Libya before he decided to intervene and topple that country’s autocrat, Muammar Gaddafi, in 2011?  What we know is that he was told, incorrectly it seems, that there would be a “bloodbath,” possibly amounting to a genocidal act, if Gaddafi’s troops reached the city of Benghazi.

Might an agency briefer have suggested what any reading of the results of America’s twenty-first century military actions across the Greater Middle East would have taught an observant analyst with no access to inside information: that the fragmentation of Libyan society, the growth of Islamic militancy (as elsewhere in the region), and chaos would likely follow?  We have to assume not, though today the catastrophe of Libya and the destabilization of a far wider region of Africa is obvious.

Let’s focus for a moment, however, on a case where more is known.  I’m thinking of the development that only recently riveted the Obama administration and sent it tumbling into America’s third Iraq war, causing literal hysteria in Washington.  Since June, the most successful terror group in history has emerged full blown in Syria and Iraq, amid a surge in jihadi recruitment across the Greater Middle East and Africa.  The Islamic State (IS), an offshoot of al-Qaeda in Iraq, which sprang to life during the U.S. occupation of that country, has set up a mini-state, a “caliphate,” in the heart of the Middle East.  Part of the territory it captured was, of course, in the very country the U.S. garrisoned and occupied for eight years, in which it had assumedly developed countless sources of information and recruited agents of all sorts.  And yet, by all accounts, when IS’s militants suddenly swept across northern Iraq, the CIA in particular found itself high and dry.

The IC seems not to have predicted the group’s rapid growth or spread; nor, though there was at least some prior knowledge of the decline of the Iraqi army, did anyone imagine that such an American created, trained, and armed force would so summarily collapse.  Unforeseen was the way its officers would desert their troops who would, in turn, shed their uniforms and flee Iraq’s major northern cities, abandoning all their American equipment to Islamic State militants.

Nor could the intelligence community even settle on a basic figure for how many of those militants there were.  In fact, in part because IS assiduously uses couriers for its messaging instead of cell phones and emails, until a chance arrest of a key militant in June, the CIA and the rest of the IC evidently knew next to nothing about the group or its leadership, had no serious assessment of its strength and goals, nor any expectation that it would sweep through and take most of Sunni Iraq.  And that should be passing strange.  After all, it now turns out that much of the future leadership of IS had spent time together in the U.S. military’s Camp Bucca prison just years earlier.

All you have to do is follow the surprised comments of various top administration officials, including the president, as ISIS made its mark and declared its caliphate, to grasp just how ill-prepared 17 agencies and $68 billion can leave you when your world turns upside down. 

Producing Subprime Intelligence as a Way of Life

In some way, the remarkable NSA revelations of Edward Snowden may have skewed our view of American intelligence.  The question, after all, isn’t simply: Who did they listen in on or surveil or gather communications from?  It’s also: What did they find out?  What did they draw from the mountains of information, the billions of bits of intelligence data that they were collecting from individual countries monthly (Iran, 14 billion; Pakistan, 13.5 billion; Jordan, 12.7 billion, etc.)?  What was their “intelligence”?  And the answer seems to be that, thanks to the mind-boggling number of outfits doing America’s intelligence work and the yottabytes of data they sweep up, the IC is a morass of information overload, data flooding, and collective blindness as to how our world works.

You might say that the American intelligence services encourage the idea that the world is only knowable in an atmosphere of big data and a penumbra of secrecy.  As it happens, an open and open-minded assessment of the planet and its dangers would undoubtedly tell any government so much more.  In that sense, the system bolstered and elaborated since 9/11 seems as close to worthless in terms of bang for the buck as any you could imagine.  Which means, in turn, that we outsiders should view with a jaundiced eye the latest fear-filled estimates and overblown “predictions” from the IC that, as now with the tiny (possibly fictional) terror group Khorasan, regularly fill our media with nightmarish images of American destruction.

If the IC’s post-9/11 effectiveness were being assessed on a corporate model, it’s hard not to believe that at least 15 of the agencies and outfits in its “community” would simply be axed and the other two downsized.  (If the Republicans in Congress came across this kind of institutional tangle and record of failure in domestic civilian agencies, they would go after it with a meat cleaver.)  I suspect that the government could learn far more about this planet by anteing up some modest sum to hire a group of savvy observers using only open-source information.  For an absolute pittance, they would undoubtedly get a distinctly more actionable vision of how our world functions and its possible dangers to Americans.  But of course we’ll never know.  Instead, whatever clever analysts, spooks, and operatives exist in the maze of America’s spy and surveillance networks will surely remain buried there, while the overall system produces vast reams of subprime intelligence.

Clearly, having a labyrinth of 17 overlapping, paramilitarized, deeply secretive agencies doing versions of the same thing is the definition of counterproductive madness.  Not surprisingly, the one thing the U.S. intelligence community has resembled in these years is the U.S. military, which since 9/11 has failed to win a war or accomplish more or less anything it set out to do.

On the other hand, all of the above assumes that the purpose of the IC is primarily to produce successful “intelligence” that leaves the White House a step ahead of the rest of the world.  What if, however, it’s actually a system organized on the basis of failure?  What if any work-product disaster is for the IC another kind of win.

Perhaps it’s worth thinking of those overlapping agencies as a fiendishly clever Rube Goldberg-style machine organized around the principle that failure is the greatest success of all.  After all, in the system as it presently exists, every failure of intelligence is just another indication that more security, more secrecy, more surveillance, more spies, more drones are needed; only when you fail, that is, do you get more money for further expansion. 

Keep in mind that the twenty-first-century version of intelligence began amid a catastrophic failure: much crucial information about the 9/11 hijackers and hijackings was ignored or simply lost in the labyrinth.  That failure, of course, led to one of the great intelligence expansions, or even explosions, in history.  (And mind you, no figure in authority in the national security world was axed, demoted, or penalized in any way for 9/11 and a number of them were later given awards and promoted.)  However they may fail, when it comes to their budgets, their power, their reach, their secrecy, their careers, and their staying power, they have succeeded impressively.

You could, of course, say that the world is simply a hard place to know and the future, with its eternal surprises, is one territory that no country, no military, no set of intelligence agencies can occupy, no matter how much they invest in doing so.  An inability to predict the lay of tomorrow’s land may, in a way, be par for the course.  If so, however, remind me: Why exactly are we supporting 17 versions of intelligence gathering to the tune of at least $68 billion a year?

Failure Is Success

Whatever your politics, you’re not likely to feel great about America right now.  After all, there’s Ferguson (the whole world was watching!), an increasingly unpopular president, a Congress whose approval ratings make the president look like a rock star, rising poverty, weakening wages, and a growing inequality gap just to start what could be a long list.  Abroad, from Libya and Ukraine to Iraq and the South China Sea, nothing has been coming up roses for the U.S.  Polls reflect a general American gloom, with 71% of the public claiming the country is “on the wrong track.”  We have the look of a superpower down on our luck.

What Americans have needed is a little pick-me-up to make us feel better, to make us, in fact, feel distinctly good.  Certainly, what official Washington has needed in tough times is a bona fide enemy so darn evil, so brutal, so barbaric, so inhuman that, by contrast, we might know just how exceptional, how truly necessary to this planet we really are.

In the nick of time, riding to the rescue comes something new under the sun: the Islamic State of Iraq and Syria (ISIS), recently renamed Islamic State (IS).  It’s a group so extreme that even al-Qaeda rejected it, so brutal that it’s brought back crucifixion, beheading, waterboarding, and amputation, so fanatical that it’s ready to persecute any religious group within range of its weapons, so grimly beyond morality that it’s made the beheading of an innocent American a global propaganda phenomenon.  If you’ve got a label that’s really, really bad like genocide or ethnic cleansing, you can probably apply it to ISIS’s actions.

It has also proven so effective that its relatively modest band of warrior jihadis has routed the Syrian and Iraqi armies, as well as the Kurdish pesh merga militia, taking control of a territory larger than Great Britain in the heart of the Middle East.  Today, it rules over at least four million people, controls its own functioning oil fields and refineries (and so their revenues as well as infusions of money from looted banks, kidnapping ransoms, and Gulf state patrons).  Despite opposition, it still seems to be expanding and claims it has established a caliphate.  

A Force So Evil You’ve Got to Do Something

Facing such pure evil, you may feel a chill of fear, even if you’re a top military or national security official, but in a way you’ve gotta feel good, too.  It’s not everyday that you have an enemy your president can term a “cancer”; that your secretary of state can call the “face” of “ugly, savage, inexplicable, nihilistic, and valueless evil” which “must be destroyed”;that your secretary of defense can denounce as “barbaric” and lacking a “standard of decency, of responsible human behavior… an imminent threat to every interest we have, whether it’s in Iraq or anywhere else”; that your chairman of the joint chiefs of staff can describe as “an organization that has an apocalyptic, end-of-days strategic vision and which will eventually have to be defeated”; and that a retired general and former commander of U.S. forces in Afghanistan can brand a “scourge… beyond the pale of humanity [that]… must be eradicated.”

Talk about a feel-good feel-bad situation for the leadership of a superpower that’s seen better days!  Such threatening evil calls for only one thing, of course: for the United States to step in.  It calls for the Obama administration to dispatch the bombers and drones in a slowly expanding air war in Iraq and, sooner or later, possibly Syria.  It falls on Washington’s shoulders to organize a new “coalition of the willing” from among various backers and opponents of the Assad regime in Syria, from among those who have armed and funded the extremist rebels in that country, from the ethnic/religious factions in the former Iraq, and from various NATO countries.  It calls for Washington to transform Iraq’s leadership (a process no longer termed “regime change”) and elevate a new man capable of reuniting the Shiites, the Sunnis, and the Kurds, now at each other’s throats, into one nation capable of turning back the extremist tide.  If not American “boots on the ground,” it calls for proxy ones of various sorts that the U.S. military will naturally have a hand in training, arming, funding, and advising.  Facing such evil, what other options could there be?

If all of this sounds strangely familiar, it should.  Minus a couple of invasions, the steps being considered or already in effect to deal with “the threat of ISIS” are a reasonable summary of the last 13 years of what was once called the Global War on Terror and now has no name at all.  New as ISIS may be, a little history is in order, since that group is, at least in part, America’s legacy in the Middle East.

Give Osama bin Laden some credit.  After all, he helped set us on the path to ISIS.  He and his ragged band had no way of creating the caliphate they dreamed of or much of anything else.  But he did grasp that goading Washington into something that looked like a crusader’s war with the Muslim world might be an effective way of heading in that direction.

In other words, before Washington brings its military power fully to bear on the new “caliphate,” a modest review of the post-9/11 years might be appropriate.  Let’s start at the moment when those towers in New York had just come down, thanks to a small group of mostly Saudi hijackers, and almost 3,000 people were dead in the rubble.  At that time, it wasn’t hard to convince Americans that there could be nothing worse, in terms of pure evil, than Osama bin Laden and al-Qaeda.

Establishing an American Caliphate

Facing such unmatchable evil, the United States officially went to war as it might have against an enemy military power.  Under the rubric of the Global War on Terror, the Bush administration launched the unmatchable power of the U.S. military and its paramilitarized intelligence agencies against… well, what?  Despite those dramatic videos of al-Qaeda training camps in Afghanistan, that organization had no military force worth the name, and despite what you’ve seen on “Homeland,” no sleeper cells in the U.S. either; nor did it have the ability to mount follow-up operations any time soon.

In other words, while the Bush administration talked about “draining the swamp” of terror groups in up to 60 countries, the U.S. military was dispatched against what were essentially will-o’-the-wisps, largely representing Washington’s own conjured fears and fantasies.  It was, that is, initially sent against bands of largely inconsequential Islamic extremists, scattered in tiny numbers in the tribal backlands of Afghanistan or Pakistan and, of course, the rudimentary armies of the Taliban.

It was, to use a word that George W. Bush let slip only once, something like a “crusade,” something close to a religious war, if not against Islam itself — American officials piously and repeatedly made that clear — then against the idea of a Muslim enemy, as well as against al-Qaeda and the Taliban in Afghanistan, Saddam Hussein in Iraq, and later Muammar Gaddafi in Libya.  In each case, Washington mustered a coalition of the willing, ranging from Arab and South or Central Asian states to European ones, sent in air power followed twice by full-scale invasions and occupations, mustered local politicians of our choice in major “nation-building” operations amid much self-promotional talk about democracy, and built up vast new military and security apparatuses, supplying them with billions of dollars in training and arms.

Looking back, it’s hard not to think of all of this as a kind of American jihadism, as well as an attempt to establish what might have been considered an American caliphate in the region (though Washington had far kinder descriptive terms for it).  In the process, the U.S. effectively dismantled and destroyed state power in each of the three main countries in which it intervened, while ensuring the destabilization of neighboring countries and finally the region itself.

In that largely Muslim part of the world, the U.S. left a grim record that we in this country generally tend to discount or forget when we decry the barbarism of others.  We are now focused in horror on ISIS’s video of the murder of journalist James Foley, a propaganda document clearly designed to drive Washington over the edge and into more active opposition to that group.

We, however, ignore the virtual library of videos and other imagery the U.S. generated, images widely viewed (or heard about and discussed) with no less horror in the Muslim world than ISIS’s imagery is in ours.  As a start, there were the infamous “screen saver” images straight out of the Marquis de Sade from Abu Ghraib prison.  There, Americans tortured and abused Iraqi prisoners, while creating their own iconic version of crucifixion imagery.  Then there were the videos that no one (other than insiders) saw, but that everyone heard about.  These, the CIA took of the repeated torture and abuse of al-Qaeda suspects in its “black sites.”  In 2005, they were destroyed by an official of that agency, lest they be screened in an American court someday.  There was also the Apache helicopter video released by WikiLeaks in which American pilots gunned down Iraqi civilians on the streets of Baghdad (including two Reuters correspondents), while on the sound track the crew are heard wisecracking.  There was the video of U.S. troops urinating on the bodies of dead Taliban fighters in Afghanistan.  There were the trophy photos of body parts brought home by U.S. soldiers.  There were the snuff filmsof the victims of Washington’s drone assassination campaigns in the tribal backlands of the planet (or “bug splat,” as the drone pilots came to call the dead from those attacks) and similar footage from helicopter gunships.  There was the bin Laden snuff film video from the raid on Abbottabad, Pakistan, of which President Obama reportedly watched a live feed.  And that’s only to begin to account for some of the imagery produced by the U.S. since September 2001 from its various adventures in the Greater Middle East.

All in all, the invasions, the occupations, the drone campaigns in several lands, the deaths that ran into the hundreds of thousands, the uprooting of millions of people sent into external or internal exile, the expending of trillions of dollars added up to a bin Laden dreamscape.  They would prove jihadist recruitment tools par excellence.

When the U.S. was done, when it had set off the process that led to insurgencies, civil wars, the growth of extremist militias, and the collapse of state structures, it had also guaranteed the rise of something new on Planet Earth: ISIS — as well as of other extremist outfits ranging from the Pakistani Taliban, now challenging the state in certain areas of that country, to Ansar al-Sharia in Libya and al-Qaeda in the Arabian Peninsula in Yemen.

Though the militants of ISIS would undoubtedly be horrified to think so, they are the spawn of Washington.  Thirteen years of regional war, occupation, and intervention played a major role in clearing the ground for them.  They may be our worst nightmare (thus far), but they are also our legacy — and not just because so many of their leaders came from the Iraqi army we disbanded, had their beliefs and skills honed in the prisons we set up (Camp Bucca seems to have been the West Point of Iraqi extremism), and gained experience facing U.S. counterterror operations in the “surge” years of the occupation.  In fact, just about everything done in the war on terror has facilitated their rise.  After all, we dismantled the Iraqi army and rebuilt one that would flee at the first signs of ISIS’s fighters, abandoning vast stores of Washington’s weaponry to them. We essentially destroyed the Iraqi state, while fostering a Shia leader who would oppress enough Sunnis in enough ways to create a situation in which ISIS would be welcomed or tolerated throughout significant areas of the country.

The Escalation Follies

When you think about it, from the moment the first bombs began falling on Afghanistan in October 2001 to the present, not a single U.S. military intervention has had anything like its intended effect.  Each one has, in time, proven a disaster in its own special way, providing breeding grounds for extremism and producing yet another set of recruitment posters for yet another set of jihadist movements.  Looked at in a clear-eyed way, this is what any American military intervention seems to offer such extremist outfits — and ISIS knows it.

Don’t consider its taunting video of James Foley’s execution the irrational act of madmen blindly calling down the destructive force of the planet’s last superpower on themselves.  Quite the opposite.  Behind it lay rational calculation.  ISIS’s leaders surely understood that American air power would hurt them, but they knew as well that, as in an Asian martial art in which the force of an assailant is used against him, Washington’s full-scale involvement would also infuse their movement with greater power.  (This was Osama bin Laden’s most original insight.)

It would give ISIS the ultimate enemy, which means the ultimate street cred in its world.  It would bring with it the memories of all those past interventions, all those snuff videos and horrifying images.  It would help inflame and so attract more members and fighters.  It would give the ultimate raison d’être to a minority religious movement that might otherwise prove less than cohesive and, in the long run, quite vulnerable.  It would give that movement global bragging rights into the distant future.

ISIS’s urge was undoubtedly to bait the Obama administration into a significant intervention.  And in that, it may prove successful.  We are now, after all, watching a familiar version of the escalation follies at work in Washington.  Obama and his top officials are clearly on the up escalator.  In the Oval Office is a visibly reluctant president, who undoubtedly desires neither to intervene in a major way in Iraq (from which he proudly withdrew American troops in 2011 with their “heads held high”), nor in Syria (a place where he avoided sending in the bombers and missiles back in 2013).

Unlike the previous president and his top officials, who were all confidence and overarching plans for creating a Pax Americana across the Greater Middle East, this one and his foreign policy team came into office intent on managing an inherited global situation.  President Obama’s only plan, such as it was, was to get out of the Iraq War (along lines already established by the Bush administration).  It was perhaps a telltale sign then that, in order to do so, he felt he had to “surge” American troops into Afghanistan.  Five and a half years later, he and his key officials still seem essentially plan-less, a set of now-desperate managers engaged in a seat-of-the-pants struggle over a destabilizing Greater Middle East (and increasingly Africa and the borderlands of Europe as well).

Five and a half years later, the president is once again under pressure and being criticized by assorted neocons, McCainites, and this time, it seems, the military high command evidently eager to be set loose yet one more time to take out barbarism globally — that is, to up the ante on a losing hand.  As in 2009, so today, he’s slowly but surely giving ground.  By now, the process of “mission creep” — a term strongly rejected by the Obama administration — is well underway. 

It started slowly with the collapse of the U.S.-trained and U.S.-supplied Iraqi army in Mosul and other northern Iraqi cities in the face of attacks by ISIS.  In mid-June, the aircraft carrier USS H.W. Bush with more than 100 planes was dispatched to the Persian Gulf and the president sent in hundreds of troops, including Special Forces advisers (though officially no “boots” were to be “on the ground”).  He also agreed to drone and other air surveillance of the regions ISIS had taken, clearly preparation for future bombing campaigns.  All of this was happening before the fate of the Yazidis — a small religious sect whose communities in northern Iraq were brutally destroyed by ISIS fighters — officially triggered the commencement of a limited bombing campaign suitable to a “humanitarian crisis.”

When ISIS, bolstered by U.S. heavy weaponry captured from the Iraqi military, began to crush the Kurdish pesh merga militia, threatening the capital of the Kurdish region of Iraq and taking the enormous Mosul Dam, the bombing widened. More troops and advisers were sent in, and weaponry began to flow to the Kurds, with promises of all of the above further south once a new unity government was formed in Baghdad.  The president explained this bombing expansion by citing the threat of ISIS blowing up the Mosul Dam and flooding downriver communities, thus supposedly endangering the U.S. Embassy in distant Baghdad.  (This was a lame cover story because ISIS would have had to flood parts of its own “caliphate” in the process.)

The beheading video then provided the pretext for the possible bombing of Syria to be put on the agenda.  And once again a reluctant president, slowly giving way, has authorized drone surveillance flights over parts of Syria in preparation for possible bombing strikes that may not be long in coming.

The Incrementalism of the Reluctant

Consider this the incrementalism of the reluctant under the usual pressures of a militarized Washington eager to let loose the dogs of war.  One place all of this is heading is into a morass of bizarre contradictions involving Syrian politics.  Any bombing of that country will necessarily involve implicit, if not explicit, support for the murderous regime of Bashar al-Assad, as well as for the barely existing “moderate” rebels who oppose his regime and to whom Washington may now ship more arms.  This, in turn, could mean indirectly delivering yet more weaponry to ISIS.  Add everything up and at the moment Washington seems to be on the path that ISIS has laid out for it.

Americans prefer to believe that all problems have solutions.  There may, however, be no obvious or at least immediate solution when it comes to ISIS, an organization based on exclusivity and divisiveness in a region that couldn’t be more divided.  On the other hand, as a minority movement that has already alienated so many in the region, left to itself it might with time simply burn out or implode.  We don’t know.  We can’t know.  But we do have reasonable evidence from the past 13 years of what an escalating American military intervention is likely to do: not whatever it is that Washington wants it to do.

And keep one thing in mind: if the U.S. were truly capable of destroying or crushing ISIS, as our secretary of state and others are urging, that might prove to be anything but a boon.  After all, it was easy enough to think, as Americans did after 9/11, that al-Qaeda was the worst the world of Islamic extremism had to offer.  Osama bin Laden’s killing was presented to us as an ultimate triumph over Islamic terror.  But ISIS lives and breathes and grows, and across the Greater Middle East Islamic extremist organizations are gaining membership and traction in ways that should illuminate just what the war on terror has really delivered.  The fact that we can’t now imagine what might be worse than ISIS means nothing, given that no one in our world could imagine ISIS before it sprang into being.

The American record in these last 13 years is a shameful one.  Do it again should not be an option.

How America Made ISIS

As Iraq was unraveling last week and the possible outlines of the first jihadist state in modern history were coming into view, I remembered this nugget from the summer of 2002.  At the time, journalist Ron Suskind had a meeting with “a senior advisor” to President George W. Bush (later identified as Karl Rove).  Here’s how he described part of their conversation:

“The aide said that guys like me were ‘in what we call the reality-based community,’ which he defined as people who ‘believe that solutions emerge from your judicious study of discernible reality.’ I nodded and murmured something about enlightenment principles and empiricism. He cut me off.  ‘That's not the way the world really works anymore,’ he continued.  ‘We're an empire now, and when we act, we create our own reality. And while you're studying that reality — judiciously, as you will — we'll act again, creating other new realities, which you can study too, and that's how things will sort out. We're history's actors… and you, all of you, will be left to just study what we do.’”

As events unfold increasingly chaotically across the region that officials of the Bush years liked to call the Greater Middle East, consider the eerie accuracy of that statement.  The president, his vice president Dick Cheney, his defense secretary Donald Rumsfeld, and his national security adviser Condoleezza Rice, among others, were indeed “history’s actors.”  They did create “new realities” and, just as Rove suggested, the rest of us are now left to “study” what they did. 

And oh, what they did!  Their geopolitical dreams couldn’t have been grander or more global.  (Let’s avoid the word "megalomaniacal.")  They expected to pacify the Greater Middle East, garrison Iraq for generations, make Syria and Iran bow down before American power, "drain" the global "swamp" of terrorists, and create a global Pax Americana based on a military so dominant that no other country or bloc of countries would ever challenge it.

It was quite a dream and none of it, not one smidgen, came true.  Just as Rove suggested they would — just as in the summer of 2002, he already knew they would — they acted to create a world in their image, a world they imagined controlling like no imperial power in history.  Using that unchallengeable military, they launched an invasion that blew a hole through the oil heartlands of the Middle East.  They took a major capital, Baghdad, while “decapitating” (as the phrase then went) the regime that was running Iraq and had, in a particularly brutal fashion, kept the lid on internecine tensions.

They lacked nothing when it came to confidence.  Among the first moves of L. Paul Bremer III, the proconsul they appointed to run their occupation, was an order demobilizing Iraqi autocrat Saddam Hussein’s 350,000-man army and the rest of his military as well.  Their plan: to replace it with a lightly armed border protection force — initially of 12,000 troops and in the end perhaps 40,000 — armed and trained by Washington.  Given their vision of the world, it made total sense.  Why would Iraq need more than that with the U.S. military hanging around for, well, ever, on a series of permanent bases the Pentagon's contractors were building?  What dangers could there be in the neighborhood with that kind of force on hand?  Soon enough, it became clear that what they had really done was turn the Iraqi officer corps and most of the country’s troops out onto unemployment lines, creating the basis for a militarily skilled Sunni insurgency.  A brilliant start!

Note that these days the news is filled with commentary on the lack of a functional Iraqi air force.  That’s why, in recent months, Prime Minister Maliki has been calling on the Obama administration to send American air power back into the breach.  Saddam Hussein did have an air force.  Once it had been one of the biggest in the Middle East.  The Bush administration, however, came to the conclusion that the new Iraqi military would have no need for fighter planes, helicopters, or much of anything else, not when the U.S. Air Force would be in the neighborhood on bases like Balad in Central Iraq.  Who needed two air forces?

Be Careful What You Wish For

It was all to be a kind of war-fighting miracle. The American invaders would be greeted as liberators, the mission quickly accomplished, and “major combat operations” ended in a flash — as George Bush so infamously announced on May 1, 2003, after his Top Gun landing on the deck of the USS Abraham Lincoln.  No less miraculous was the fact that it would essentially be a freebie.  After all, as undersecretary Paul Wolfowitz pointed out at the time, Iraq “floats on a sea of oil,” which meant that a “liberated” country could cover all “reconstruction” costs without blinking.

The Busheviks entered Iraq with a powerful sense that they were building an American protectorate.  So why wouldn't it be a snap to carry out their ambitious plans to privatize the Iraqi economy, dismantle the country’s vast public sector (throwing another army of employees out of work), and bring in crony corporations to help run the country and giant oil companies to rev up the energy economy, lagging from years of sanctions and ill-repair?  In the end, Washington’s Iraq would — so they believed — pump enough crude out of one of the greatest fossil fuel reserves on the planet to sink OPEC, leaving American power free to float to ever greater heights on that sea of oil.  As the occupying authority, with a hubris stunning to behold, they issued “orders” that read as if they had been written by officials from some nineteenth-century imperial power.

In short, this was one for the history books. And not a thing — nothing — worked out as planned.  You could almost say that whatever it was they dreamed, the opposite invariably occurred.  For those of us in the reality-based community, for instance, it’s long been apparent that their war and occupation would cost the U.S., literally and figuratively, an arm and a leg (and that the costs to Iraqis would prove beyond calculating).  More than two trillion dollars later — without figuring in astronomical post-war costs still to come — Iraq is a catastrophe.

And $25 billion later, the last vestige of American Iraq, the security forces that, in the end, Washington built up to massive proportions, seem to be in a state of dissolution.  Just over a week ago, faced with the advance of a reported 8001,300 militants from the Islamic State of Iraq and Syria (ISIS) and the opposition of tribal militias and local populations, close to 50,000 army officers and troops abandoned their American weaponry to Sunni insurgents and foreign jihadis, shed their uniforms by various roadsides, and fled.  As a result, significant parts of Iraq, including Mosul, its second largest city, fell into the hands of Sunni insurgents, some of a Saddamist coloration, and a small army of jihadis evidently funded by Saudi Arabia and Kuwait, both U.S. allies.

The arrogance of those occupation years should still take anyone’s breath away. Bush and his top officials remade reality on an almost unimaginable scale and, as we study the region today, the results bear no relation to the world they imagined creating.  None whatsoever.  On the other hand, there were two dreams they had that, after a fashion, did come into existence.

Many Americans still remember the Bush administration’s bogus pre-invasion claims — complete with visions of mushroom clouds rising over American cities — that Saddam Hussein had a thriving nuclear program in Iraq.  But who remembers that, as part of the justification for the invasion it had decided would be its destiny, the administration also claimed a “mature and symbiotic” relationship between Saddam Hussein’s Iraq and al-Qaeda?  In other words, the invasion was to be justified in some fashion as a response to the attacks of 9/11 (which Saddam Hussein had nothing to do with).  Who remembers that, the year after American troops took Baghdad, evidence of the nuclear program having gone down the toilet, Vice President Dick Cheney, backed by George W. Bush, doubled down on the al-Qaeda claim?

"There clearly was a relationship. It's been testified to," said the vice president on CNBC in June 2004. "The evidence is overwhelming.  It goes back to the early '90s. It involves a whole series of contacts, high-level contacts with Osama bin Laden and Iraqi intelligence officials." Based on cherry-picked intelligence, such claims proved fraudulent, too, or as David Kay, the man assigned by the administration to hunt down that missing weaponry of mass destruction and those al-Qaeda links, put it politely, "evidence free."  By then, however, 57% of Americans had been convinced that there was indeed some significant relationship between Saddam’s Iraq and al-Qaeda, and 20% believed that Saddam was linked directly to the 9/11 attacks.

Be careful, as they say, what you wish for.  More than a decade after its invasion and occupation, after Cheney made those fervent claims, no administration would have the slightest problem linking al-Qaeda to Iraq (or Syria, Yemen, or a number of other countries).  A decade later, the evidence is in.  Sunni Iraq, along with areas of neighboring Syria, one of the countries that was supposed to bow down before American might, now houses a rudimentary jihadist state, a creature birthed into the world in significant part thanks to the dreams and fantasies of the visionaries of the Bush administration.  Across the Greater Middle East, jihadism and al-Qaeda wannabes of every sort are on the rise, while terror groups are destabilizing regions from Pakistan to northern Africa.

Creating an Arc of Instability

In the period before and after the invasion of Iraq, top Bush officials and their neocon supporters spoke with relish about taming an area stretching from northern Africa through the Middle East and deep into Central Asia that they termed an “arc of instability.”  In a February 2006 address to the American Legion focused on his Global War on Terror, for instance, President Bush typically said, “Slowly but surely, we're helping to transform the broader Middle East from an arc of instability into an arc of freedom. And as freedom reaches more people in this vital region, we'll have new allies in the war on terror, and new partners in the cause of moderation in the Muslim world and in the cause of peace.”

By then that “arc,” which in the period before 9/11 had been reasonably stable, was already aflame.  Today, it is ablaze.  Almost 13 years after the launching of the Global War on Terror and the first bombing runs in Afghanistan, 11 years after a global antiwar protest went unheard and the invasion of Iraq was launched, and three years after Americans gathered in front of the White House to cheer the death of Osama bin Laden, that arc has been destabilized in a stunning way.

As things recently went from bad to worse in Iraq, jihadist militants in Pakistan attacked Karachi International Airport, an assault that stunned the country and suggested that the reach of the Pakistani Taliban was growing.  At the same time, after a six-month pause, the Obama administration resumed its CIA drone assassination campaign in the Pakistani tribal borderlands, a deeply unpopular program that has been a significant destabilizing factor in its own right.  Meanwhile, in Yemen, where the U.S. has for years been conducting a special operations and drone war against a growing al-Qaeda wannabe outfit, unknown militants knocked out the electricity in Sanaa, the capital, for days.  The Syrian bloodbath, of course, continues with estimates of 160,000 or more deaths in that multi-sided conflict, while in Libya, now an essentially ungovernable and chaotic land of jihadist and other militias and ambitious generals, tensions and fighting increased.

Think of this as George W. Bush’s nightmare and Osama bin Laden’s wet dream.  On September 11, 2001, a relatively small, modestly funded organization with a knack for planning terror surprises every couple of years had a remarkable stroke of televised luck.  From those falling towers, everything followed, thanks in large part to the acts of the fundamentalists of the Bush administration, whose top officials thought they had spotted their main chance, geopolitically speaking, in the carnage of the moment.

Almost 13 years later, there is a jihadist proto-state, a fantasy caliphate, in the heart of the Middle East.  Now a dime a dozen in the region, jihadists of an al-Qaedan bent are armed to the teeth with cast-off American weaponry.  In northern Africa, other jihadists are using weaponry from the former arsenals of Libyan autocrat Muammar Gaddafi, looted in the aftermath of President Obama’s can’t-miss 2011 intervention in that country.  The jihadists of ISIS now have hundreds of millions of dollars stolen from the Mosul branch of the Iraqi central bank for funding and have advanced toward Baghdad.  Even Osama bin Laden might not have assumed things would go quite so swimmingly.

The Guns of Folly

In the wake of Mosul's fall, ISIS advanced even more rapidly than the American army heading for Baghdad in the spring of 2003.  In some Sunni-dominated cities and towns, the takeovers were remarkably bloodless.  In Baiji, with a power plant that supplies electricity to Baghdad and Iraq’s largest oil refinery (now under attack), the insurgents reportedly called the police and asked them to leave town — and they complied.  In Kirkuk, a city in northern Iraq that the Kurds have long claimed as the natural capital for an independent Kurdistan, Iraqi troops quietly abandoned their weaponry and uniforms and left town, while armed Kurdish forces moved in, undoubtedly permanently.

All in all, it’s been a debacle the likes of which we’ve seen only twice in our history.  In China, when in 1949 Chiang Kai-shek’s largely American armed and trained military disintegrated before the insurgent forces of Communist leader Mao Zedong and a quarter-century later, when a purely American military creation, the South Vietnamese army, collapsed in the face of an offensive by North Vietnamese troops and local rebel forces.  In each case, the resulting defeat was psychologically unnerving in the United States and led to bitter, exceedingly strange, and long-lasting debates about who “lost” China and who “lost” Vietnam.

Early signs of an equally bizarre debate over the “loss” of Iraq are already appearing here.  This should surprise no one, as the only thing left to pass around is blame.  Senator John McCain, a fervent supporter of the 2003 invasion and occupation, launched the most recent round of the blame game. He pinned fault for the onrushing events on the Obama administration’s decision to pull U.S. forces out of Iraq in 2011 (thanks to an agreement negotiated by the Bush administration) without leaving a significant presence behind.  Citing himself as if he were someone else, he said, “Lindsey Graham and John McCain were right.  Our failure to leave forces in Iraq is why Senator Graham and I predicted this would happen.”

Senator Roy Blunt of Missouri was typical of the Republican politicians who began promoting this line.  “It’s a desperate situation,” he said. “It’s moving quickly. It appears to me that the chickens are coming home to roost for our policy of not leaving anybody there to be a stabilizing force.”  In a similar blast, the Wall Street Journal editorial page wrote, “In withdrawing from Iraq in toto, Mr. Obama put his desire to have a talking point for his re-election campaign above America's strategic interests. Now we and the world are facing this reality: A civil war in Iraq and the birth of a terrorist haven that has the confidence, and is fast acquiring the means, to raise a banner for a new generation of jihadists, both in Iraq and beyond.”

And so it goes.  In this case, however, none of it may matter much.  In a country visibly sick of our wars of this century in which even many elite figures find further intervention in Iraq distasteful, “Who lost Iraq?” may never gain the sort of traction the other two “lost” debates did.

In the meantime, however, the world of the Middle East is being turned upside down.  Take the example of Iran.  Once upon a time, Iraq was thought to be just a way station.  As neocons of that moment liked to quip, “Everyone wants to go to Baghdad.  Real men want to go to Tehran.”  As it happened, the neighborhood around Baghdad quickly grew so ugly and the Bush administration soon found itself so bogged down in unwinnable minority insurgencies in Iraq and Afghanistan that it never put the U.S. military on that road to Tehran.

Today, the Iranians, it seems, are riding to Washington’s rescue in Iraq.  It's already rumored that they may be sending, or considering sending, elements of the Republican Guard in to protect Baghdad.  As a result, the U.S. finds itself in a tacit alliance with Iran in Iraq, while still in opposition to it in Syria.  At the same time, it's still allied with Saudi Arabia in Syria against the regime of Bashar al-Assad, while facing the disastrous fruits of Saudi funding of the brutal newborn jihadi state at least temporarily coming into existence in the Sunni borderlands of Iraq and Syria.

The Middle Eastern system as once known has, with the singular exception of Israel, largely evaporated and where it was, there is now increasingly chaos.  In all likelihood, it will only get worse.  “We” may not have “lost” Iraq, but can there be any question that Washington lost in Iraq?  American goals in the region went down in flames in a fashion so spectacular, so ignominious, that today nothing is left of them.  To the question, “Who won Iraq?” there may be no answer at all, or perhaps just the grim response: no one.  In the end, Iraqis will surely be the losers, big time, as Syrians are just across the now nonexistent border between what until recently were two countries.

As for the future Washington has on offer, the Obama administration is, it seems, considering responding to the crisis in Iraq in the only way it knows how: with bombs, cruise missiles, and drones.  The geopolitical dreams of the Bush era are buried somewhere deep in the rubble of Iraq, while the present White House has neither visionaries nor global dreams, grandiose or otherwise.  There are only managers and bureaucrats desperately trying to handle an uncooperative planet.  The question that remains is: Will they or won’t they send American air power back into Iraq?  Will they or won’t they, that is, loose the guns of folly and so quite predictably destabilize a terrible situation further?

In the meantime, a small footnote to future history: given what we’ve just seen, it might be worth taking with a grain of salt the news out of Afghanistan about the increasingly impressive abilities of the Afghan security forces, another gigantic crew set up, funded, trained, and armed by the U.S. military (and associated private contractors).  After all, haven’t we heard that somewhere before?

Who Won Iraq?

The United States has been at war — major boots-on-the-ground conflicts and minor interventions, firefights, air strikes, drone assassination campaigns, occupations, special ops raids, proxy conflicts, and covert actions — nearly nonstop since the Vietnam War began.  That’s more than half a century of experience with war, American-style, and yet few in our world bother to draw the obvious conclusions.

Given the historical record, those conclusions should be staring us in the face.  They are, however, the words that can’t be said in a country committed to a military-first approach to the world, a continual build-up of its forces, an emphasis on pioneering work in the development and deployment of the latest destructive technology, and a repetitious cycling through styles of war from full-scale invasions and occupations to counterinsurgency, proxy wars, and back again.

So here are five straightforward lessons — none acceptable in what passes for discussion and debate in this country — that could be drawn from that last half century of every kind of American warfare:

1. No matter how you define American-style war or its goals, it doesn’t work. Ever.

2. No matter how you pose the problems of our world, it doesn’t solve them. Never.

3. No matter how often you cite the use of military force to “stabilize” or “protect” or “liberate” countries or regions, it is a destabilizing force.

4. No matter how regularly you praise the American way of war and its “warriors,” the U.S. military is incapable of winning its wars.

5. No matter how often American presidents claim that the U.S. military is “the finest fighting force in history,” the evidence is in: it isn’t.

And here’s a bonus lesson: if as a polity we were to take these five no-brainers to heart and stop fighting endless wars, which drain us of national treasure, we would also have a long-term solution to the Veterans Administration health-care crisis.  It’s not the sort of thing said in our world, but the VA is in a crisis of financing and caregiving that, in the present context, cannot be solved, no matter whom you hire or fire.  The only long-term solution would be to stop fighting losing wars that the American people will pay for decades into the future, as the cost in broken bodies and broken lives is translated into medical care and dumped on the VA.

Heroes and Turncoats

One caveat.  Think whatever you want about war and American war-making, but keep in mind that we are inside an enormous propaganda machine of militarism, even if we barely acknowledge the space in our lives that it fills. Inside it, only certain opinions, certain thoughts, are acceptable, or even in some sense possible.

Take for an example the recent freeing of Sergeant Bowe Bergdahl from five years as a captive of the Haqqani network.  Much controversy has surrounded it, in part because he was traded for five former Taliban officials long kept uncharged and untried on the American Devil’s Island at Guantanamo Bay, Cuba.  It has been suggested that Sgt. Bergdahl deserted his post and his unit in rural Afghanistan, simply walked away — which for opponents of the deal and of President Obama makes the “trade for terrorists” all the more shameful.  Our options when it comes to what we know of Bergdahl’s actions are essentially to decry him as a “turncoat” or near-voluntary “terrorist prisoner” or ignore them, go into a “support the troops” mode, and hail him as a “hero” of the war.  And yet there is a third option.

According to his father, in the period before he was captured, his emails home reflected growing disillusionment with the military.  ("The U.S. army is the biggest joke the world has to laugh at.  It is the army of liars, backstabbers, fools, and bullies. The few good SGTs [sergeants] are getting out as soon as they can, and they are telling us privates to do the same.")  He had also evidently grown increasingly uncomfortable as well with the American war in that country. ("I am sorry for everything here. These people need help, yet what they get is the most conceited country in the world telling them that they are nothing and that they are stupid, that they have no idea how to live.")  When he departed his base, he may even have left a note behind expressing such sentiments.  He had reportedly told someone in his unit earlier, "If this deployment is lame… I’m just going to walk off into the mountains of Pakistan."

That’s what we know.  There is much that we don’t know.  However, what if, having concluded that the war was no favor to Afghans or Americans and he shouldn’t participate in it, he had, however naively, walked away from it without his weapon and, as it turned out, not into freedom but directly into captivity?  That Sgt. Bergdahl might have been neither a military-style hero, nor a turncoat, but someone who voted with his feet on the merits of war, American-style, in Afghanistan is not an option that can be discussed calmly here.  Similarly, anyone who took such a position here, not just in terms of our disastrous almost 13-year Afghan War, but of American war-making generally, would be seen as another kind of turncoat.  However Americans may feel about specific wars, walking away from war, American-style, and the U.S. military as it is presently configured is not a fit subject for conversation, nor an option to be considered.

It’s been a commonplace of official opinion and polling data for some time that the American public is “exhausted” with our recent wars, but far too much can be read into that.  Responding to such a mood, the president, his administration, and the Pentagon have been in a years-long process of “pivoting” from major wars and counterinsurgency campaigns to drone wars, special operations raids, and proxy wars across huge swaths of the planet (even while planning for future wars of a very different kind continues).  But war itself and the U.S. military remain high on the American agenda.  Military or militarized solutions continue to be the go-to response to global problems, the only question being: How much or how little? (In what passes for debate in this country, the president’s opponents regularly label him and his administration “weak” for not doubling down on war, from the Ukraine and Syria to Afghanistan). 

Meanwhile, investment in the military's future and its capacity to make war on a global scale remains staggeringly beyond that of any other power or combination of powers. No other country comes faintly close, not the Russians, nor the Chinese, nor the Europeans just now being encouraged to up their military game by President Obama who recently pledged a billion dollars to strengthen the U.S. military presence in Eastern Europe.

In such a context, to suggest the sweeping failure of the American military over these last decades without sapping support for the Pentagon and the military-industrial complex would involve making the most breathtaking stab-in-the-back argument in the historical record.  This was tried after the Vietnam War, which engendered a vast antiwar movement at home.  It was at least conceivable at the time to blame defeat on that movement, a “liberal” media, and lily-livered, micromanaging politicians.  Even then, however, the stab-in-the-back version of the war never quite stuck and in all subsequent wars, support for the military among the political class and everywhere else has been so high, the obligatory need to “support the troops” — left, right, and center — so great that such an explanation would have been ludicrous. 

A Record of Failure to Stagger the Imagination

The only option left was to ignore what should have been obvious to all. The result has been a record of failure that should stagger the imagination and remarkable silence on the subject.  So let’s run through these points one at a time.

1. American-style war doesn’t work.  Just ask yourself: Are there fewer terrorists or more in our world almost 13 years after the 9/11 attacks?  Are al-Qaeda-like groups more or less common?  Are they more or less well organized?  Do they have more or fewer members?  The answers to those questions are obvious: more, more, more, and more.  In fact, according to a new RAND report, between 2010 and 2013 alone, jihadist groups grew by 58%, their fighters doubled, and their attacks nearly tripled.

On September 12, 2001, al-Qaeda was a relatively small organization with a few camps in arguably the most feudal and backward country on the planet, and tiny numbers of adherents scattered elsewhere around the world.  Today, al-Qaeda-style outfits and jihadist groups control significant parts of Syria, Iraq, Pakistan, and even Yemen, and are thriving and spreading in parts of Africa as well. 

Or try questions like these: Is Iraq a peaceful, liberated state allied with and under Washington’s aegis, with “enduring camps” filled with U.S. troops on its territory?  Or is it a riven, embattled, dilapidated country whose government is close to Iran and some of whose Sunni-dominated areas are under the control of a group that is more extreme than al-Qaeda?  Is Afghanistan a peaceful, thriving, liberated land under the American aegis, or are Americans still fighting there almost 13 years later against the Taliban, an impossible-to-defeat minority movement it once destroyed and then, because it couldn’t stop fighting the “war on terror,” helped revive?  Is Washington now supporting a weak, corrupt central government in a country that once again is planting record opium crops?

But let’s not belabor the point.  Who, except a few neocons still plunking for the glories of “the surge” in Iraq, would claim military victory for this country, even of a limited sort, anywhere at any time in this century?

2. American-style wars don’t solve problems.  In these years, you could argue that not a single U.S. military campaign or militarized act ordered by Washington solved a single problem anywhere.  In fact, it’s possible that just about every military move Washington has made only increased the burden of problems on this planet. To make the case, you don’t even have to focus on the obvious like, for example, the way a special operations and drone campaign in Yemen has actually al-Qaeda-ized some of that country’s rural areas.  Take instead a rare Washington “success”: the killing of Osama bin Laden in a special ops raid in Abbottabad, Pakistan.  (And leave aside the way even that act was over-militarized: an unarmed Bin Laden was shot down in his Pakistani lair largely, it’s plausible to assume, because officials in Washington feared what once would have been the American way — putting him on trial in a U.S. civilian court for his crimes.)  We now know that, in the hunt for bin Laden, the CIA launched a fake hepatitis B vaccinationproject.  Though it proved of no use, once revealed it made local jihadists so nervous about medical health teams that they began killing groups of polio vaccination workers, an urge that has since spread to Boko Haram-controlled areas of Nigeria.  In this way, according to Columbia University public health expert Leslie Roberts, “the distrust sowed by the sham campaign in Pakistan could conceivably postpone polio eradication for 20 years, leading to 100,000 more cases that might otherwise not have occurred.” The CIA has since promised not to do it again, but too late — and who at this point would believe the Agency anyway?  This was, to say the least, an unanticipated consequence of the search for bin Laden, but blowback everywhere, invariably unexpected, has been a hallmark of American campaigns of all sorts. 

Similarly, the NSA’s surveillance regime, another form of global intervention by Washington, has — experts are convinced — done little ornothing to protect Americans from terror attacks.  It has, however, done a great deal to damage the interests of America’s tech corporations and to increase suspicion and anger over Washington’s policies even among allies.  And by the way, congratulations are due on one of the latest military moves of the Obama administration, the sending of U.S. military teamsand drones into Nigeria and neighboring countries to help rescue those girls kidnapped by the extremist group Boko Haram.  The rescue was a remarkable success… oops, didn’t happen (and we don’t even know yet what the blowback will be).

3. American-style war is a destabilizing force.  Just look at the effects of American war in the twenty-first century.  It’s clear, for instance, that the U.S. invasion of Iraq in 2003 unleashed a brutal, bloody, Sunni-Shiite civil war across the region (as well as the Arab Spring, one might argue).  One result of that invasion and the subsequent occupation, as well as of the wars and civil wars that followed: the deaths of hundreds of thousands of Iraqis, Syrians, and Lebanese, while major areas of Syria and some parts of Iraq have fallen into the hands of armed supporters of al-Qaeda or, in one major case, a group that didn’t find that organization extreme enough.  A significant part of the oil heartlands of the planet is, that is, being destabilized.

Meanwhile, the U.S. war in Afghanistan and the CIA’s drone assassination campaign in the tribal borderlands of neighboring Pakistan have destabilized that country, which now has its own fierce Taliban movement.  The 2011 U.S. intervention in Libya initially seemed like a triumph, as had the invasions of Iraq and Afghanistan before it.  Libyan autocrat Muammar Gaddafi was overthrown and the rebels swept into power.  Like Afghanistan and Iraq, however, Libya is now a basket case, riven by competing militias and ambitious generals, largely ungovernable, and an open wound for the region.  Arms from Gaddafi’s looted arsenals have made their way into the hands of Islamist rebels and jihadist extremists from the Sinai Peninsula to Mali, from Northern Africa to northern Nigeria, where Boko Haram is entrenched.  It is even possible, as Nick Turse has done, to trace the growing U.S. military presence in Africa to the destabilization of parts of that continent.

4. The U.S. military can’t win its wars.  This is so obvious (though seldom said) that it hardly has to be explained.  The U.S. military has not won a serious engagement since World War II:  the results of wars in Korea, Vietnam, Afghanistan, and Iraq ranged from stalemate to defeat and disaster.  With the exception of a couple of campaigns against essentially no one (in Grenada and Panama), nothing, including the “Global War on Terror,” would qualify as a success on its own terms, no less anyone else’s.  This was true, strategically speaking, despite the fact that, in all these wars, the U.S. controlled the air space, the seas (where relevant), and just about any field of battle where the enemy might be met.  Its firepower was overwhelming and its ability to lose in small-scale combat just about nil.

It would be folly to imagine that this record represents the historical norm.  It doesn't.  It might be more relevant to suggest that the sorts of imperial wars and wars of pacification the U.S. has fought in recent times, often against poorly armed, minimally trained, minority insurgencies (or terror outfits), are simply unwinnable.  They seem to generate their own resistance.  Their brutalities and even their “victories” simply act as recruitment posters for the enemy.

5. The U.S. military is not "the finest fighting force the world has ever known" or "the greatest force for human liberation the world has ever known," or any of the similar over-the-top descriptions that U.S. presidents are now regularly obligated to use.  If you want the explanation for why this is so, see points one through four above.  A military whose way of war doesn’t work, doesn’t solve problems, destabilizes whatever it touches, and never wins simply can’t be the greatest in history, no matter the firepower it musters.  If you really need further proof of this, think about the crisis and scandals linked to the Veterans Administration.  They are visibly the fruit of a military mired in frustration, despair, and defeat, not a triumphant one holding high history’s banner of victory.

As for Peace, Not a Penny

Is there a record like it?  More than half a century of American-style war by the most powerful and potentially destructive military on the planet adds up to worse than nothing.  If any other institution in American life had a comparable scorecard, it would be shunned like the plague.  In reality, the VA has a far better record of success when it comes to the treatment of those broken by our wars than the military does of winning them, and yet its head administrator was forced to resign recently amid scandal and a media firestorm.

As in Iraq, Washington has a way of sending in the Marines, setting the demons loose, leaving town, and then wondering how in the world things got so bad — as if it had no responsibility for what happened.  Don’t think, by the way, that no one ever warned us either.  Who, for instance, remembers Arab League head Amr Moussa saying in 2004 that the U.S. had opened the “gates of hell” in its invasion and occupation of Iraq?  Who remembers the vast antiwar movement in the U.S. and around the world that tried to stop the launching of that invasion, the hundreds of thousands of people who took to the streets to warn of the dangers before it was too late?  In fact, being in that antiwar movement more or less guaranteed that ever after you couldn’t appear on the op-ed pages of America’s major papers to discuss the disaster you had predicted.  The only people asked to comment were those who had carried it out, beaten the drums for it, or offered the mildest tsk-tsk about it.

By the way, don’t think for a moment that war never solved a problem, or achieved a goal for an imperial or other regime, or that countries didn’t regularly find victory in arms.  History is filled with such examples.  So what if, in some still-to-be-understood way, something has changed on planet Earth?  What if something in the nature of imperial war now precludes victory, the achieving of goals, the “solving” of problems in our present world?  Given the American record, it’s at least a thought worth considering.

As for peace?  Not even a penny for your thoughts on that one.  If you suggested pouring, say, $50 billion into planning for peace, no less the $500 billion that goes to the Pentagon annually for its base budget, just about anyone would laugh in your face.  (And keep in mind that that figure doesn’t include most of the budget for the increasingly militarized U.S. Intelligence Community, or extra war costs for Afghanistan, or the budget of the increasingly militarized Department of Homeland Security, or other costs hidden elsewhere, including, for example, for the U.S. nuclear arsenal, which is buried in the Energy Department’s budget.)

That possible solutions to global problems, possible winning strategies, might come from elsewhere than the U.S. military or other parts of the national security state, based on 50 years of imperial failure, 50 years of problems unsolved and wars not won and goals not reached, of increasing instability and destruction, of lives (American and otherwise) snuffed out or broken?  Not on your life.

Don’t walk away from war.  It’s not the American way.
