It stretched from the Caspian to the Baltic Sea, from the middle of Europe to the Kurile Islands in the Pacific, from Siberia to Central Asia.  Its nuclear arsenal held 45,000 warheads, and its military had five million troops under arms.  There had been nothing like it in Eurasia since the Mongols conquered China, took parts of Central Asia and the Iranian plateau, and rode into the Middle East, looting Baghdad.  Yet when the Soviet Union collapsed in December 1991, by far the poorer, weaker imperial power disappeared.

And then there was one.  There had never been such a moment: a single nation astride the globe without a competitor in sight.  There wasn’t even a name for such a state (or state of mind).  “Superpower” had already been used when there were two of them.  “Hyperpower” was tried briefly but didn’t stick.  “Sole superpower” stood in for a while but didn’t satisfy.  “Great Power,” once the zenith of appellations, was by then a lesser phrase, left over from the centuries when various European nations and Japan were expanding their empires.  Some started speaking about a “unipolar” world in which all roads led… well, to Washington.

To this day, we’ve never quite taken in that moment when Soviet imperial rot unexpectedly — above all, to Washington — became imperial crash-and-burn.  Left standing, the Cold War’s victor seemed, then, like an empire of everything under the sun.  It was as if humanity had always been traveling toward this spot.  It seemed like the end of the line.

The Last Empire?

After the rise and fall of the Assyrians and the Romans, the Persians, the Chinese, the Mongols, the Spanish, the Portuguese, the Dutch, the French, the English, the Germans, and the Japanese, some process seemed over.  The United States was dominant in a previously unimaginable way — except in Hollywood films where villains cackled about their evil plans to dominate the world.

As a start, the U.S. was an empire of global capital.  With the fall of Soviet-style communism (and the transformation of a communist regime in China into a crew of authoritarian “capitalist roaders”), there was no other model for how to do anything, economically speaking.  There was Washington’s way — and that of the International Monetary Fund and the World Bank (both controlled by Washington) — or there was the highway, and the Soviet Union had already made it all too clear where that led: to obsolescence and ruin.

In addition, the U.S. had unprecedented military power.  By the time the Soviet Union began to totter, America’s leaders had for nearly a decade been consciously using “the arms race” to spend its opponent into an early grave.  And here was the curious thing after centuries of arms races: when there was no one left to race, the U.S. continued an arms race of one.

In the years that followed, it would outpace all other countries or combinations of countries in military spending by staggering amounts.  It housed the world’s most powerful weapons makers, was technologically light years ahead of any other state, and was continuing to develop future weaponry for 2020, 2040, 2060, even as it established a near monopoly on the global arms trade (and so, control over who would be well-armed and who wouldn’t).

It had an empire of bases abroad, more than 1,000 of them spanning the globe, also an unprecedented phenomenon.  And it was culturally dominant, again in a way that made comparisons with other moments ludicrous.  Like American weapons makers producing things that went boom in the night for an international audience, Hollywood’s action and fantasy films took the world by storm.  From those movies to the golden arches, the swoosh, and the personal computer, there was no other culture that could come close to claiming such a global cachet.

The key non-U.S. economic powerhouses of the moment — Europe and Japan — maintained militaries dependent on Washington, had U.S. bases littering their territories, and continued to nestle under Washington’s “nuclear umbrella.”  No wonder that, in the U.S., the post-Soviet moment was soon proclaimed “the end of history,” and the victory of “liberal democracy” or “freedom” was celebrated as if there really were no tomorrow, except more of what today had to offer.

No wonder that, in the new century, neocons and supporting pundits would begin to claim that the British and Roman empires had been second-raters by comparison.  No wonder that key figures in and around the George W. Bush administration dreamed of establishing a Pax Americana in the Greater Middle East and possibly over the globe itself (as well as a Pax Republicana at home).  They imagined that they might actually prevent another competitor or bloc of competitors from arising to challenge American power. Ever.

No wonder they had remarkably few hesitations about launching their incomparably powerful military on wars of choice in the Greater Middle East.  What could possibly go wrong?  What could stand in the way of the greatest power history had ever seen?

Assessing the Imperial Moment, Twenty-First-Century-Style

Almost a quarter of a century after the Soviet Union disappeared, what’s remarkable is how much — and how little — has changed.

On the how-much front: Washington’s dreams of military glory ran aground with remarkable speed in Afghanistan and Iraq.  Then, in 2007, the transcendent empire of capital came close to imploding as well, as a unipolar financial disaster spread across the planet.  It led people to begin to wonder whether the globe’s greatest power might not, in fact, be too big to fail, and we were suddenly — so everyone said — plunged into a “multipolar world.”

Meanwhile, the Greater Middle East descended into protest, rebellion, civil war, and chaos without a Pax Americana in sight, as a Washington-controlled Cold War system in the region shuddered without (yet) collapsing.  The ability of Washington to impose its will on the planet looked ever more like the wildest of fantasies, while every sign, including the hemorrhaging of national treasure into losing trillion-dollar wars, reflected not ascendancy but possible decline.

And yet, in the how-little category: the Europeans and Japanese remained nestled under that American “umbrella,” their territories still filled with U.S. bases.  In the Euro Zone, governments continued to cut back on their investments in both NATO and their own militaries.  Russia remained a country with a sizeable nuclear arsenal and a reduced but still large military.  Yet it showed no signs of “superpower” pretensions.  Other regional powers challenged unipolarity economically — Turkey and Brazil, to name two — but not militarily, and none showed an urge either singly or in blocs to compete in an imperial sense with the U.S.

Washington’s enemies in the world remained remarkably modest-sized (though blown to enormous proportions in the American media echo-chamber).  They included a couple of rickety regional powers (Iran and North Korea), a minority insurgency or two, and relatively small groups of Islamist “terrorists.”  Otherwise, as one gauge of power on the planet, no more than a handful of other countries had even a handful of military bases outside their territory.

Under the circumstances, nothing could have been stranger than this: in its moment of total ascendancy, the Earth’s sole superpower with a military of staggering destructive potential and technological sophistication couldn’t win a war against minimally armed guerillas.  Even more strikingly, despite having no serious opponents anywhere, it seemed not on the rise but on the decline, its infrastructure rotting out, its populace economically depressed, its wealth ever more unequally divided, its Congress seemingly beyond repair, while the great sucking sound that could be heard was money and power heading toward the national security state.  Sooner or later, all empires fall, but this moment was proving curious indeed.

And then, of course, there was China.  On the planet that humanity has inhabited these last several thousand years, can there be any question that China would have been the obvious pick to challenge, sooner or later, the dominion of the reigning great power of the moment?  Estimates are that it will surpass the U.S. as the globe’s number one economy by perhaps 2030.

Right now, the Obama administration seems to be working on just that assumption.  With its well-publicized “pivot” (or “rebalancing”) to Asia, it has been moving to “contain” what it fears might be the next great power.  However, while the Chinese are indeed expanding their military and challenging their neighbors in the waters of the Pacific, there is no sign that the country’s leadership is ready to embark on anything like a global challenge to the U.S., nor that it could do so in any conceivable future.  Its domestic problems, from pollution to unrest, remain staggering enough that it’s hard to imagine a China not absorbed with domestic issues through 2030 and beyond.

And Then There Was One (Planet)

Militarily, culturally, and even to some extent economically, the U.S. remains surprisingly alone on planet Earth in imperial terms, even if little has worked out as planned in Washington.  The story of the years since the Soviet Union fell may prove to be a tale of how American domination and decline went hand-in-hand, with the decline part of the equation being strikingly self-generated.

And yet here’s a genuine, even confounding, possibility: that moment of “unipolarity” in the 1990s may really have been the end point of history as human beings had known it for millennia — the history, that is, of the rise and fall of empires.  Could the United States actually be the last empire?  Is it possible that there will be no successor because something has profoundly changed in the realm of empire building?  One thing is increasingly clear: whatever the state of imperial America, something significantly more crucial to the fate of humanity (and of empires) is in decline.  I’m talking, of course, about the planet itself.

The present capitalist model (the only one available) for a rising power, whether China, India, or Brazil, is also a model for planetary decline, possibly of a precipitous nature.  The very definition of success — more middle-class consumers, more car owners, more shoppers, which means more energy used, more fossil fuels burned, more greenhouse gases entering the atmosphere — is also, as it never would have been before, the definition of failure.  The greater the “success,” the more intense the droughts, the stronger the storms, the more extreme the weather, the higher the rise in sea levels, the hotter the temperatures, the greater the chaos in low-lying or tropical lands, the more profound the failure.  The question is: Will this put an end to the previous patterns of history, including the until-now-predictable rise of the next great power, the next empire?  On a devolving planet, is it even possible to imagine the next stage in imperial gigantism?

Every factor that would normally lead toward “greatness” now also leads toward global decline.  This process — which couldn’t be more unfair to countries having their industrial and consumer revolutions late — gives a new meaning to the phrase “disaster capitalism.”

Take the Chinese, whose leaders, on leaving the Maoist model behind, did the most natural thing in the world at the time: they patterned their future economy on the United States — on, that is, success as it was then defined.  Despite both traditional and revolutionary communal traditions, for instance, they decided that to be a power in the world, you needed to make the car (which meant the individual driver) a pillar of any future state-capitalist China.  If it worked for the U.S., it would work for them, and in the short run, it worked like a dream, a capitalist miracle — and China rose.

It was, however, also a formula for massive pollution, environmental degradation, and the pouring of ever more fossil fuels into the atmosphere in record amounts.  And it’s not just China.  It doesn’t matter whether you’re talking about that country’s ravenous energy use, including its possible future “carbon bombs,” or the potential for American decline to be halted by new extreme methods of producing energy (fracking, tar-sands extraction, deep-water drilling).  Such methods, however much they hurt local environments, might indeed turn the U.S. into a “new Saudi Arabia.”  Yet that, in turn, would only contribute further to the degradation of the planet, to decline on an ever-larger scale.

What if, in the twenty-first century, going up means declining?  What if the unipolar moment turns out to be a planetary moment in which previously distinct imperial events — the rise and fall of empires — fuse into a single disastrous system?

What if the story of our times is this: And then there was one planet, and it was going down.

And Then There Was One

Chalmers Johnson’s book Blowback: The Costs and Consequences of American Empire was published in March 2000 — and just about no one noticed.  Until then, blowback had been an obscure term of CIA tradecraft, which Johnson defined as “the unintended consequences of policies that were kept secret from the American people.”  In his prologue, the former consultant to the CIA and eminent scholar of both Mao Zedong’s peasant revolution and modern Japan labeled his Cold War self a “spear-carrier for empire.”

After the Soviet Union disappeared in 1991, he was surprised to discover that the essential global structure of that other Cold War colossus, the American superpower, with its vast panoply of military bases, remained obdurately in place as if nothing whatsoever had happened.  Almost a decade later, when the Evil Empire was barely a memory, Johnson surveyed the planet and found “an informal American empire” of immense reach and power.  He also became convinced that, in its global operations, Washington was laying the groundwork “all around the world… for future forms of blowback.”

Johnson noted “portents of a twenty-first century crisis” in the form of, among other things, “terrorist attacks on American installations and embassies.”  In the first chapter of Blowback, he focused in particular on a “former protégé of the United States” by the name of Osama bin Laden and on the Afghan War against the Soviets from which he and an organization called al-Qaeda had emerged.  It had been a war in which Washington backed to the hilt, and the CIA funded and armed, the most extreme Islamic fundamentalists, paving the way years later for the Taliban to take over Afghanistan.

Talk about unintended consequences! The purpose of that war had been to give the Soviet Union a Vietnam-style bloody nose, which it more than did. All of this laid the foundation for… well, in 1999 when Johnson was writing, no one knew what. But he, at least, had an inkling, which on September 12, 2001, made his book look prophetic indeed. He emphasized one other phenomenon: Americans, he believed, had “freed ourselves of… any genuine consciousness of how we might look to others on this globe.”

With Blowback, he aimed to rectify that, to paint a portrait of how that informal empire and its historically unprecedented garrisoning of the world looked to others, and so explain why animosity and blowback were building globally.  After September 11, 2001, his book leaped to the center of the 9/11 display tables in bookstores nationwide and became a bestseller, while “blowback” and that phrase “unintended consequences” made their way into our everyday language.

Chalmers Johnson was, you might say, our first blowback scholar.  Now, more than a decade later, we have a book from our first blowback reporter.  His name is Jeremy Scahill.  In 2007, he, too, produced a surprise bestseller, Blackwater: The Rise of the World’s Most Powerful Mercenary Army. It caught the mood of a moment in which the Bush administration, in service to its foreign wars, was working manically to “privatize” national security and the U.S. military by hiring rent-a-spiesrent-a-guns, and rent-a-corporations for its proliferating wars.

In the ensuing years, it was as if Scahill had taken Johnson’s observation to heart — that we Americans can’t see our world as it is.  And little wonder, since so much of the American way of war has plunged into the shadows.  As two administrations in Washington arrogated ever greater war-making and national security powers, they began to develop a new, off-the-books, undeclared style of war-making.  In the process, they transformed an increasingly militarized CIA, a hush-hush crew called the Joint Special Operations Command (JSOC), and a shiny new “perfect weapon” and high-tech fantasy object, the drone, into the president’s own privatized military.

In these years, war and the path to it were becoming the private business and property of the White House and the national security state — and no one else.  Little of this, of course, was a secret to those on the receiving end.  It was only Americans who were not supposed to know much about what was being done in their name.  As a result, there was a secret history of twenty-first-century American war crying out to be written.  Now, we have it in the form of Scahill’s latest book, Dirty Wars: The World Is a Battlefield.

Scahill has tracked, in particular, the rise of JSOC.  In Iraq, it grew into a kind of Murder Inc., “an executive assassination wing,” as Seymour Hersh once put it, operating out of Vice President Dick Cheney’s office.  It next turned its hunter/killer methods on Afghanistan and then on the planet, as the special operations forces themselves grew into an expansive secret military cocooned inside the U.S. military.  In those years, Scahill started following the footsteps of special ops types into the field, while mainlining into sources in their community as well as other parts of the American military and intelligence world.

In his new book, he dramatically retraces the bureaucratic intel wars in Washington as the Pentagon, the CIA, and the rest of the U.S. Intelligence Community muscled up, and secret presidential orders gave JSOC, in particular, unprecedented authority to turn the globe into a free-fire zone.  Finally, as a reporter, he traveled to a series of danger spots — Somalia, Yemen, Pakistan — that Americans could care less about, where the U.S. military and the CIA (in conjunction with private security contractors) were experimenting with and developing new ways of waging Washington’s spreading secret wars.

As Scahill writes in his acknowledgements, thanking another reporter who traveled with him, “We were shot at together on rooftops in Mogadishu, slept on dingy floors in rural Afghanistan, and traveled together in the netherlands of Southern Yemen.”  That catches something of the spirit behind a book produced by a dedicated, unembedded, independent reporter — a thoroughly impressive, even awe-inspiring piece of work.

In the process, Scahill, who in these years broke a number of major stories as national security correspondent for the Nation magazine, fills us in on those American military death squads in Iraq, nightmarish special ops night raids in Afghanistan (that target all the wrong people), secret renditions of terror suspects to a CIA-funded jail in Somalia (after President Obama had forsworn “rendition”), the dispatching of drones and cruise missiles in disastrous strikes on civilians in Yemen, the hunting down and assassination of American citizens (aka terror suspects, although 16-year-old Abdulrahman Awlaki certainly wasn’t one) also in Yemen on the orders of the president, the complex world of JSOC-CIA-Blackwater operations in Pakistan — and so much more, including an indication that JSOC has even launched secret ground operations of some sort in Uzbekistan. (Who knew?)

Dirty Wars is also, in Johnson’s terms, a history of the future; that is, a history of potential blowback-to-come, a message in a bottle sent to us from the hidden front lines of America’s global battlefields — and therein lies a tale of tales.

Preparing the Battlefield

A couple of years back, TomDispatch correspondent Ann Jones told me something I’ve never forgotten.  Having spent time with U.S. troops in Afghanistan, she described their patrols in the countryside this way: yes, there were dangers, mainly IEDs (roadside bombs) and the odd potshot taken at them, but on the whole the areas they patrolled every day were eerily “empty.”  In some sense, it almost seemed as if no one was there, as if they were fighting a ghost war on — her term — an empty battlefield.

As it happens, her observation has a planetary analogue that lies at the heart of Scahill’s remarkable book.  As you may remember, in the wake of the 9/11 attacks, it took no time at all for Bush administration officials to think big.  Notoriously, Secretary of Defense Donald Rumsfeld began urging aides to build a case against Iraqi dictator Saddam Hussein only five hours after American Airlines Flight 77 crashed into the Pentagon.  Within weeks administration figures were already talking with confidence about the need to “drain the swamp” of terrorists and enemies on a global scale.  They were reportedly planning to target 60 to 80 countries, almost a third to close to one-half of the nations on this planet.  In other words, when they quickly declared a Global War on Terror, they weren’t kidding.  They meant it quite literally and, as Scahill reports, they promptly went to work building up the kinds of forces — secret and at their command alone — that could fight anywhere on the sly.

As these forces were dispatched globally to collect intelligence, train foreign forces (also often “special” and secret), and especially hunt and kill terrorists, a new tradecraft term came into play, a phrase as crucial to Scahill’s book as “blowback” was to Johnson’s.  They were, it was claimed, going out to “prepare the battlefield” (or alternately, “the battlespace” or “the environment”).  That process of preparation couldn’t have been more breathtakingly hubristic.  Secretary of Defense Rumsfeld summed up the situation this way: “Today, the entire world is the ‘battlespace.’”

Here’s the strange thing, though: when those secret forces went out to do their dirty work, that global battlefield was, using Jones’s term, remarkably, eerily empty.  There was hardly anyone there.  Perhaps hundreds or at most a few thousand jihadis scattered mainly in the backlands of the planet.  If “preparing the battlefield” turned out to be the crucial term of the era, it wasn’t exactly a descriptively accurate one.  More on the mark might have been: “creating the battlefield” or “filling the empty battlefield.”

The pattern that Scahill traces brilliantly might have boiled down to a version of the tag line for the movie Field of Dreams: if you prepare it, they will come.  The result was not so much a war on, as a war of, and for, terror.  Washington would, at one and the same time, produce a killing machine and a terror-generating machine.  Dirty Wars catches the way its top officials became convinced that the planet’s last superpower, with “the finest fighting force the world has ever known” (as American presidents now never grow tired of repeating), could simply kill its way to victory globally.

As Scahill also shows, they were often remarkably successful at eliminating the figures on their “kill list” of targeted enemies from Osama bin Laden on down: Bin Laden himself in Pakistan, Abu Musab al-Zarqawi in Iraq, Aden Hashi Ayro in Somalia, Anwar al-Awlaki in Yemen, as well as various “lieutenants” of top al-Qaeda figures and allied groups.  And yet, as those on the kill lists died, thanks to the CIA’s drones and JSOC’s raiders, so did others.  Often enough, they were innocent civilians — and in quantity.  People who shouldn’t have ever had their doors kicked in, their sons arrested or their pregnant wives shot down, and who bitterly resented what they experienced.  And so before Washington knew it, the kill list was growing larger, not smaller, and its wars were becoming more, not less, intense and spreading to other lands.  The battlefield, copiously prepared, was filling with enemies.

A Perpetual Motion Machine for the Destabilization of the Planet

As Washington launched its post-9/11 adventures, the neoconservative allies of the Bush administration, believing the wind in their sails, eyed the vast area from North Africa to the Central Asian border of China (aka “the Greater Middle East”) that they liked to call the “arc of instability.”  The job of the U.S., they imagined, was to bring stability to that “arc” by using America’s overwhelming military power to create a Pax Americana in the region.  They were, in other words, fundamentalists and the U.S. military was their born-again religion.  They believed that its techno-power would trump every other form of power on the planet, hands down.

In the wake of the American withdrawal from Iraq and in light of the ongoing disastrous war in Afghanistan, if you look at the Greater Middle East today — from Pakistan to Syria, Afghanistan to Mali — you’ll know what instability is really all about.  Twelve years later, much of the region has been destabilized to one degree or another, which might pass as the definition for Washington of short-term success and long-term failure.

In reality, they should have known better from the start.  After all, behind the global war launched by the Bush administration and carried on by Obama was a twenty-first-century replay of a brutal flop of a strategy in Washington’s failed war in Vietnam.  The phrase that went with it back then was “the crossover point,” the supposedly crucial moment in what was bluntly thought of as a “war of attrition.”

The idea was simple enough.  The staggering firepower available to Washington would be brought to bear on the Vietnamese enemy with the obvious, expectable result: sooner or later, a moment would be reached in which the U.S. would be killing more of that enemy than could be replaced by recruitment in South Vietnam or the infiltration of reinforcements from the North.  At that moment, Washington would “crossover” into victory.  We know just where that led — to the infamous body count (which the Bush administration tried desperately to avoid in Iraq and Afghanistan), to slaughter on a staggering scale, and to defeat when the prodigious number of enemies killed somehow never resulted in the U.S. crossing over.

And here’s the ironic thing.  Like his father who, as the first Gulf War ended in 1991, spoke ecstatically of having “kicked the Vietnam syndrome once and for all,” George W. Bush and his top officials had an overwhelming allergy to the memory of Vietnam.  Yet they still managed to launch a global war of attrition against a range of groups they defined as “terrorists.” They were clearly planning to kill them, one by one if possible, or in “signature” groups if necessary, until some crossover point was reached, until the enemy was losing more members than could be replaced and victory came into sight. As in Vietnam, of course, that crossover point never arrived and it’s increasingly clear that it never will.  Scahill’s reporting couldn’t be more incisive on the subject.

Dirty Wars is really the secret history of how Washington launched a series of undeclared wars in the backlands of the planet and killed its way to something that ever more closely resembled an actual global war, creating a world of enemies out of next to nothing.  Think of it as a bizarre form of unconscious wish fulfillment and the results — they came! — as a field of nightmares.

What was created in the process now seems more like a perpetual motion machine for the destabilization of the planet.  Just follow the spread of drone bases and of JSOC’s raiders, and you can actually watch the backlands of the globe destabilizing before your eyes, or read Scahill’s book and get a superb blow-by-blow account of just how it happened.  The process is now well underway in Africa where destabilization seems to be heading south from Libya via Mali.

Reread Blowback 13 years later and it’s hard to believe that anyone was so ahead of his times, given the human predilection for being unable to foresee much of anything.  Perhaps the saddest thing that can be said about Dirty Wars is that, the way things look, 13 years from now Scahill’s book, too, may seem as fresh as last night’s news.  He has laid out a style of off-the-books war-making that seems destined to be perpetuated, no matter what administration is in power.

Much remains unknown when it comes to our recent non-war wars.  Thirteen years from now we may know far more about what JSOC, the CIA, and others were really doing in these years.  None of that, however, is likely to change the pattern Scahill has set down for us.

So let’s not hesitate to say it: mission accomplished!  The world may not have been a battlefield then.  But they prepared the global battlespace so well that it’s heading in that direction now.

Almost unnoticed, imperial wars also have a way of coming home.  Take the reaction to the Boston marathon bombings.  The response was certainly the largest, most militarized manhunt in American history.  In its own way, it was also an example of the empty battlefield.  An 87-square mile metropolitan area was almost totally locked down. At least 9,000 heavily up-armored local, state, and federal law enforcement officers, hundreds of National Guard troops, SWAT teams, armored vehicles, helicopters, and who knows what else hit the streets of greater Boston’s neighborhoods in a search for two dangerous, deluded young men, one of whom ended up bloodied inside a boat in a backyard just outside the zone the police had cordoned off to search in Watertown.  It was a spectacle that would have been unimaginable in pre-9/11 America.

The expense must have been staggering (especially if you add in business losses from the city’s shutdown).  In the end, of course, one of the suspects was killed and the other captured — and celebrations of that short-term success began immediately on the streets of Boston and in the media.  But here, too, killing your way to success is unlikely to prove a winning strategy.  After all, we’re already in Scahill’s blowback world in which, no matter the number of deaths, there is unlikely to be a crossover point.

After Dzhokhar Tsarnaev, the second Boston bombing suspect, was captured, Republican Senator Lindsey Graham tweeted a new phrase into the American lexicon.  While calling for the 19-year-old to be held as an “enemy noncombatant” (à la Guantanamo), he wrote, “The homeland is the battlefield.”  That should send chills down the spine of any reader of Dirty Wars.

Above all else, there’s this: while the world burned and melted, Washington set itself one crucial global mission: to send its secret forces out onto that global battlefield to hunt random jihadis. It may be the worst case of imperial risk assessment since Nero fiddled and Rome burned.

Filling the Empty Battlefield

The communist enemy, with the “world’s fourth largest military,” has been trundling missiles around and threatening the United States with nuclear obliteration.  Guam, Hawaii, Washington: all, it claims, are targetable.  The coverage in the media has been hair-raising.  The U.S. is rushing an untested missile defense system to Guam, deploying missile-interceptor ships off the South Korean coast, sending “nuclear capable” B-2 Stealth bombers thousands of miles on mock bombing runs, pressuring China, and conducting large-scale war games with its South Korean ally.

Only one small problem: there is as yet little evidence that the enemy with a few nuclear weapons facing off (rhetorically at least) against an American arsenal of 4,650 of them has the ability to miniaturize and mount even one on a missile, no less deliver it accurately, nor does it have a missile capable of reaching Hawaii or Washington, and I wouldn’t count on Guam either.

It also happens to be a desperate country, one possibly without enough fuel to fly a modern air force, whose people, on average, are inches shorter than their southern neighbors thanks to decades of intermittent famine and malnutrition, and who are ruled by a bizarre three-generational family cult.  If that other communist, Karl Marx, hadn’t once famously written that history repeats itself “first as tragedy, then as farce,” we would have had to invent the phrase for this very moment.

In the previous century, there were two devastating global wars, which left significant parts of the planet in ruins.  There was also a “cold war” between two superpowers locked in a system of mutual assured destruction (aptly acronymed as MAD) whose nuclear arsenals were capable of destroying the planet many times over.  Had you woken up any morning in the years between December 7, 1941, and December 26, 1991, and been told that the leading international candidate for America’s Public Enemy Number One was Kim Jong-un’s ramshackle, comic-opera regime in North Korea, you might have gotten down on your hands and knees and sent thanks to pagan gods.

The same would be true for the other candidates for that number one position since September 11, 2001: the original al-Qaeda (largely decimated), al-Qaeda in the Arabian Peninsula located in poverty-stricken areas of poverty-stricken Yemen, the Taliban in poverty-stricken Afghanistan, unnamed jihadis scattered across poverty-stricken areas of North Africa, or Iran, another rickety regional power run by not particularly adept theocrats.

All these years, we’ve been launching wars and pursuing a “global war on terror.”  We’ve poured money into national security as if there were no tomorrow.  From our police to our borders, we’ve up-armored everywhere.  We constantly hear about “threats” to us and to the “homeland.”  And yet, when you knock on the door marked “Enemy,” there’s seldom anyone home.

Few in this country have found this striking.  Few seem to notice any disjuncture between the enemy-ridden, threatening, and deeply dangerous world we have been preparing ourselves for (and fighting in) this last decade-plus and the world as it actually is, even those who lived through significant parts of the last anxiety-producing, bloody century.

You know that feeling when you wake up and realize you’ve had the same recurrent nightmare yet again? Sometimes, there’s an equivalent in waking life, and here’s mine: every now and then, as I read about the next move in the spreading war on terror, the next drone assassination, the next ratcheting up of the surveillance game, the next expansion of the secrecy that envelops our government, the next set of expensive actions taken to guard us — all of this justified by the enormous threats and dangers that we face — I think to myself: Where’s the enemy?  And then I wonder: Just what kind of a dream is this that we’re dreaming?

A Door Marked “Enemy” and No One Home

Let’s admit it: enemies can have their uses.  And let’s admit as well that it’s in the interest of some in our country that we be seen as surrounded by constant and imminent dangers on an enemy-filled planet.  Let’s also admit that the world is and always will be a dangerous place in all sorts of ways.

Still, in American terms, the bloodlettings, the devastations of this new century and the last years of the previous one have been remarkably minimal or distant; some of the worst, as in the multicountry war over the Congo with its more than five million dead have passed us by entirely; some, even when we launched them, have essentially been imperial frontier conflicts, as in Iraq and Afghanistan, or interventions of little cost (to us) as in Libya, or frontier patrolling operations as in Pakistan, Yemen, Somalia, and Northern Africa.  (It was no mistake that, when Washington launched its special operations raid on Abbottabad, Pakistan, to get Osama bin Laden, it was given the code name “Geronimo” and the message from the SEAL team recording his death was “Geronimo-E KIA” or “enemy killed in action.”)

And let’s admit as well that, in the wake of those wars and operations, Americans now have more enemies, more angry, embittered people who would like to do us harm than on September 10, 2001.  Let’s accept that somewhere out there are people who, as George W. Bush once liked to say, “hate us” and what we stand for.  (I leave just what we actually stand for to you, for the moment.)

So let’s consider those enemies briefly.  Is there a major state, for instance, that falls into this category, like any of the great warring imperial European powers from the sixteenth century on, or Nazi Germany and Imperial Japan in World War II, or the Soviet Union of the Cold War era?  Of course not.

There was admittedly a period when, in order to pump up what we faced in the world, analogies to World War II and the Cold War were rife.  There was, for instance, George W. Bush’s famed rhetorical construct, the Axis of Evil (Iraq, Iran, and North Korea), patterned by his speechwriter on the German-Italian-Japanese “axis” of World War II.  It was, of course, a joke construct, if reality was your yardstick.  Iraq and Iran were then enemies.  (Only in the wake of the U.S. invasion and occupation of Iraq have they become friends and allies.)  And North Korea had nothing whatsoever to do with either of them.  Similarly, the American occupation of Iraq was once regularly compared to the U.S. occupations of Germany and Japan, just as Saddam Hussein had long been presented as a modern Hitler.

In addition, al-Qaeda-style Islamists were regularly referred to as Islamofascists, while certain military and neocon types with a desire to turn the war on terror into a successor to the Cold War took to calling it “the long war,” or even “World War IV.”  But all of this was so wildly out of whack that it simply faded away.

As for who’s behind that door marked “Enemy,” if you opened it, what would you find?  As a start, scattered hundreds or, as the years have gone by, thousands of jihadis, mostly in the poorest backlands of the planet and with little ability to do anything to the United States.  Next, there were a few minority insurgencies, including the Taliban and allied forces in Afghanistan and separate Sunni and Shia ones in Iraq.  There also have been tiny numbers of wannabe Islamic terrorists in the U.S. (once you take away the string of FBI sting operations that have regularly turned hopeless slackers and lost teenagers into the most dangerous of fantasy Muslim plotters).  And then, of course, there are those two relatively hapless regional powers, Iran and North Korea, whose bark far exceeds their potential bite.

The Wizard of Oz on 9/11

The U.S., in other words, is probably in less danger from external enemies than at any moment in the last century.  There is no other imperial power on the planet capable of, or desirous of, taking on American power directly, including China.  It’s true that, on September 11, 2001, 19 hijackers with box cutters produced a remarkable, apocalyptic, and devastating TV show in which almost 3,000 people died.  When those giant towers in downtown New York collapsed, it certainly had the look of nuclear disaster (and in those first days, the media was filled was nuclear-style references), but it wasn’t actually an apocalyptic event.

The enemy was still nearly nonexistent.  The act cost bin Laden only an estimated $400,000-$500,000, though it would lead to a series of trillion-dollar wars.  It was a nightmarish event that had a malign Wizard of Oz quality to it: a tiny man producing giant effects.  It in no way endangered the state.  In fact, it would actually strengthen many of its powers.  It put a hit on the economy, but a passing one.  It was a spectacular and spectacularly gruesome act of terror by a small, murderous organization then capable of mounting a major operation somewhere on Earth only once every couple of years.  It was meant to spread fear, but nothing more.

When the towers came down and you could suddenly see to the horizon, it was still, in historical terms, remarkably enemy-less.  And yet 9/11 was experienced here as a Pearl Harbor moment — a sneak attack by a terrifying enemy meant to disable the country.  The next day, newspaper headlines were filled with variations on “A Pearl Harbor of the Twenty-First Century.”  If it was a repeat of December 7, 1941, however, it lacked an imperial Japan or any other state to declare war on, although one of the weakest partial states on the planet, the Taliban’s Afghanistan, would end up filling the bill adequately enough for Americans.

To put this in perspective, consider two obvious major dangers in U.S. life: suicide by gun and death by car.  In 2010, more than 19,000 Americans killed themselves using guns.  (In the same year, there were “only” 11,000 homicides nationwide.)  In 2011, 32,000 Americans died in traffic accidents (the lowest figure in 60 years, though it was again on the rise in the first six months of 2012).  In other words, Americans accept without blinking the equivalent yearly of more than six 9/11s in suicides-by-gun and more than 10 when it comes to vehicular deaths.  Similarly, had the underwear bomber, to take one post-9/11 example of terrorism, succeeded in downing Flight 253 and murdering its 290 passengers, it would have been a horrific act of terror; but he and his compatriots would have had to bring down 65 planes to reach the annual level of weaponized suicides and more than 110 planes for vehicular deaths.

And yet no one has declared war on either the car or the gun (or the companies that make them or the people who sell them).  No one has built a massive, nearly trillion-dollar car-and-gun-security-complex to deal with them.  In the case of guns, quite the opposite is true, as the post-Newtown debate over gun control has made all too clear.  On both scores, Americans have decided to live with perfectly real dangers and the staggering carnage that accompanies them, constraining them on occasion or sometimes not at all.

Despite the carnage of 9/11, terrorism has been a small-scale American danger in the years since, worse than shark attacks, but not much else.  Like a wizard, however, what Osama bin Laden and his suicide bombers did that day was create an instant sense of an enemy so big, so powerful, that Americans found “war” a reasonable response; big enough for those who wanted an international police action against al-Qaeda to be laughed out of the room; big enough to launch an invasion of revenge against Iraq, a country unrelated to al-Qaeda; big enough, in fact, to essentially declare war on the world.  It took next to no time for top administration officials to begin talking about targeting 60 countries, and as journalist Ron Suskind has reported, within six days of the attack, the CIA had topped that figure, presenting President Bush with a “Worldwide Attack Matrix,” a plan that targeted terrorists in 80 countries.

What’s remarkable is how little the disjuncture between the scope and scale of the global war that was almost instantly launched and the actual enemy at hand was ever noted here.  You could certainly make a reasonable argument that, in these years, Washington has largely fought no one — and lost.  Everywhere it went, it created enemies who had, previously, hardly existed and the process is ongoing.  Had you been able to time-travel back to the Cold War era to inform Americans that, in the future, our major enemies would be in Afghanistan, Yemen, Somalia, Mali, Libya, and so on, they would surely have thought you mad (or lucky indeed).

Creating an Enemy-Industrial Complex

Without an enemy of commensurate size and threat, so much that was done in Washington in these years might have been unattainable.  The vast national security building and spending spree — stretching from the Virginia suburbs of Washington, where the National Geospatial-Intelligence Agency erected its new $1.8 billion headquarters, to Bluffdale, Utah, where the National Security Agency is still constructing a $2 billion, one-million-square-foot data center for storing the world’s intercepted communications — would have been unlikely.

Without the fear of an enemy capable of doing anything, money at ever escalating levels would never have poured into homeland security, or the Pentagon, or a growing complex of crony corporations associated with our weaponized safety.  The exponential growth of the national security complex, as well as of the powers of the executive branch when it comes to national security matters, would have far been less likely.

Without 9/11 and the perpetual “wartime” that followed, along with the heavily promoted threat of terrorists ready to strike and potentially capable of wielding biological, chemical, or even nuclear weapons, we would have no Department of Homeland Security nor the lucrative mini-homeland-security complex that surrounds it; the 17-outfit U.S. Intelligence Community with its massive $75 billion official budget would have been far less impressive; our endless drone wars and the “drone lobby” that goes with them might never have developed; and the U.S. military would not have an ever growing secret military, the Joint Special Operations Command, gestating inside it — effectively the president’s private army, air force, and navy — and already conducting largely secret operations across much of the planet.

For all of this to happen, there had to be an enemy-industrial complex as well, a network of crucial figures and institutions ready to pump up the threat we faced and convince Americans that we were in a world so dangerous that rights, liberty, and privacy were small things to sacrifice for American safety.  In short, any number of interests from Bush administration figures eager to “sweep it all up” and do whatever they wanted in the world to weapons makers, lobbyists, surveillance outfits, think tanks, military intellectuals, assorted pundits… well, the whole national and homeland security racket and its various hangers-on had an interest in beefing up the enemy.  For them, it was important in the post-9/11 era that threats would never again lack a capital “T” or a hefty dollar sign.

And don’t forget a media that was ready to pound the drums of war and emphasize what dangerous enemies lurked in our world with remarkably few second thoughts.  Post-9/11, major media outlets were generally prepared to take the enemy-industrial complex’s word for it and play every new terrorist incident as if it were potentially the end of the world.  Increasingly as the years went on, jobs, livelihoods, an expanding world of “security” depended on the continuance of all this, depended, in short, on the injection of regular doses of fear into the body politic.

That was the “favor” Osama bin Laden did for Washington’s national security apparatus and the Bush administration on that fateful September morning.  He engraved an argument in the American brain that would live on indelibly for years, possibly decades, calling for eternal vigilance at any cost and on a previously unknown scale.  As the Project for the New American Century (PNAC), that neocon think-tank-cum-shadow-government, so fatefully put it in “Rebuilding America’s Defenses” a year before the 9/11 attacks: “Further, the process of transformation [of the military], even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event — like a new Pearl Harbor.”

So when the new Pearl Harbor arrived out of the blue, with many PNAC members (from Vice President Dick Cheney on down) already in office, they naturally saw their chance.  They created an al-Qaeda on steroids and launched their “global war” to establish a Pax Americana, in the Middle East and then perhaps globally.  They were aware that they lacked opponents of the stature of those of the previous century and, in their documents, they made it clear that they were planning to ensure no future great-power-style enemy or bloc of enemy-like nations would arise. Ever.

For this, they needed an American public anxious, frightened, and ready to pay.  It was, in other words, in their interest to manipulate us.  And if that were all there were to it, our world would be a grim, but simple enough place.  As it happens, it’s not.  Ruling elites, no matter what power they have, don’t work that way.  Before they manipulate us, they almost invariably manipulate themselves.

I was convinced of this years ago by a friend who had spent a lot of time reading early Cold War documents from the National Security Council — from, that is, a small group of powerful governmental figures writing to and for each other in the utmost secrecy.  As he told me then and wrote in Washington’s China, the smart book he did on the early U.S. response to the establishment of the People’s Republic of China, what struck him in the documents was the crudely anti-communist language those men used in private with each other.  It was the sort of anti-communism you might otherwise have assumed Washington’s ruling elite would only have wielded to manipulate ordinary Americans with fears of Communist subversion, the “enemy within,” and Soviet plans to take over the world.  (In fact, they and others like them would use just such language to inject fear into the body politic in those early Cold War years, that era of McCarthyism.)

They were indeed manipulative men, but before they influenced other Americans they assumedly underwent something like a process of collective auto-hypnotism in which they convinced one another of the dangers they needed the American people to believe in.  There is evidence that a similar process took place in the aftermath of 9/11.  From the flustered look on George W. Bush’s face as his plane took him not toward but away from Washington on September 11, 2001, to the image of Dick Cheney, in those early months, being chauffeured around Washington in an armored motorcade with a “gas mask and a biochemical survival suit” in the backseat, you could sense that the enemy loomed large and omnipresent for them.  They were, that is, genuinely scared, even if they were also ready to make use of that fear for their own ends.

Or consider the issue of Saddam Hussein’s supposed weapons of mass destruction, that excuse for the invasion of Iraq.  Critics of the invasion are generally quick to point out how that bogus issue was used by the top officials of the Bush administration to gain public support for a course that they had already chosen.  After all, Cheney and his men cherry-picked the evidence to make their case, even formed their own secret intel outfit to give them what they needed, and ignored facts at hand that brought their version of events into question.  They publicly claimed in an orchestrated way that Saddam had active nuclear and WMD programs.  They spoke in the most open ways of potential mushroom clouds from (nonexistent) Iraqi nuclear weapons rising over American cities, or of those same cities being sprayed with (nonexistent) chemical or biological weapons from (nonexistent) Iraqi drones.  They certainly had to know that some of this information was useful but bogus.  Still, they had clearly also convinced themselves that, on taking Iraq, they would indeed find some Iraqi WMD to justify their claims.

In his soon-to-be-published book, Dirty Wars, Jeremy Scahill cites the conservative journalist Rowan Scarborough on Secretary of Defense Donald Rumsfeld’s growing post-invasion irritation over the search for Iraqi WMD sites.  “Each morning,” wrote Scarborough, “the crisis action team had to report that another location was a bust.  Rumsfeld grew angrier and angrier.  One officer quoted him as saying, ‘They must be there!’  At one briefing, he picked up the briefing slides and tossed them back at the briefers.”

In other words, those top officials hustling us into their global war and their long-desired invasion of Iraq had also hustled themselves into the same world with a similar set of fears.  This may seem odd, but given the workings of the human mind, its ability to comfortably hold potentially contradictory thoughts most of the time without disturbing itself greatly, it’s not.

A similar phenomenon undoubtedly took place in the larger national security establishment where self-interest combined easily enough with fear.  After all, in the post-9/11 era, they were promising us one thing: something close to 100% “safety” when it came to one small danger in our world — terrorism.  The fear that the next underwear bomber might get through surely had the American public — but also the American security state — in its grips.  After all, who loses the most if another shoe bomber strikes, another ambassador goes down, another 9/11 actually happens?  Whose job, whose world, will be at stake then?

They may indeed be a crew of Machiavellis, but they are also acolytes in the cult of terror and global war.  They live in the Cathedral of the Enemy.  They were the first believers and they will undoubtedly be the last ones as well.  They are invested in the importance of the enemy.  It’s their religion.  They are, after all, the enemy-industrial complex and if we are in their grip, so are they.

The comic strip character Pogo once famously declared: “We have met the enemy and he is us.” How true. We just don’t know it yet.

The Enemy-Industrial Complex

It’s true that, last week, few in Congress cared to discuss, no less memorialize, the 10th anniversary of the invasion of Iraq.  Nonetheless, two anniversaries of American disasters and crimes abroad — the “mission accomplished” debacle of 2003 and the 45th anniversary of the My Lai massacre — were at least noted in passing in our world.  In my hometown paper, the New York Times, the Iraq anniversary was memorialized with a lead op-ed by a former advisor to General David Petraeus who, amid the rubble, went in search of all-American “silver linings.”

Still, in our post-9/11 world, there are so many other anniversaries from hell whose silver linings don’t get noticed.  Take this April.  It will be the ninth anniversary of the widespread release of the now infamous photos of torture, abuse, and humiliation from Abu Ghraib.  In case you’ve forgotten, that was Saddam Hussein’s old prison where the U.S. military taught the fallen Iraqi dictator a trick or two about the destruction of human beings.  Shouldn’t there be an anniversary of some note there?  I mean, how many cultures have turned dog collars (and the dogs that go with them), thumbs-up signs over dead bodies, and a mockery of the crucified Christ into screensavers?

Or to pick another not-to-be-missed anniversary that, strangely enough, goes uncelebrated here, consider the passage of the USA Patriot Act, that ten-letter acronym for “Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism”?  This October 26th will be the 11th anniversary of the hurried congressional vote on that 363-page (essentially unread) document filled with right-wing hobbyhorses and a range of provisions meant to curtail American liberties in the name of keeping us safe from terror.  “Small government” Republicans and “big government” Democrats rushed to support it back then.  It passed in the Senate in record time by 98-1, with only Russ Feingold in opposition, and in the House by 357-66 — and so began the process of taking the oppressive powers of the American state into a new dimension. It would signal the launch of a world of ever-expanding American surveillance and secrecy (and it would be renewed by the Obama administration at its leisure in 2011).

Or what about celebrating the 12th anniversary of Congress’s Authorization for Use of Military Force, the joint resolution that a panicked and cowed body passed on September 14, 2001?  It wasn’t a declaration of war — there was no one to declare war on — but an open-ended grant to the president of the unfettered power to use “all necessary and appropriate force” in what would become a never-ending (and still expanding) “Global War on Terror.”

Or how about the 11th anniversary on January 11th — like so many such moments, it passed unnoted — of the establishment of the Guantanamo Bay detention camp, that jewel in the crown of George W. Bush’s offshore Bermuda Triangle of injustice, with its indefinite detention of the innocent and the guilty without charges, its hunger strikes, and abuses, and above all its remarkable ability to embed itself in our world and never go away?  Given that, on much of the rest of the planet, Guantanamo is now an icon of the post-9/11 American way of life, on a par with Mickey Mouse and the Golden Arches, shouldn’t its anniversary be noted?

Or to look ahead, consider a date of genuine consequence: the CIA’s first known assassination by drone, which took place in Yemen in 2002.  This November will be the 11th anniversary of that momentous act, which would embed “targeted killing” deep in the American way of war, and transform the president into an assassin-in-chief.  It, too, will undoubtedly pass largely unnoticed, even if the global drone assassination campaigns it initiated may never rest in peace.

And then, of course, there are the little anniversaries from hell that Americans could care less about — those that have to do with slaughter abroad.  If you wanted to, you could organize these by the military services.  As last year ended, for instance, no one marked the 11th anniversary of the first Afghan wedding party to be wiped out by the U.S. Air Force.  (In late December 2001, a B-52 and two B-1B bombers, using precision-guided weapons, eradicated a village of celebrants in eastern Afghanistan; only two of 112 villagers reportedly survived.)  Nor in May will anyone here mark the ninth anniversary of an American air strike that took out wedding celebrants in the western Iraqi desert near the Syrian border, killing more than 40 of them.

Nor, this July 12th, to switch to the U.S. Army, should we forget the sixth anniversary of the infamous Apache helicopter attacks on civilians in the streets of Baghdad in which at least 11 adults were killed and two children wounded?  All of this was preserved in a military video kept secret until released by WikiLeaks.  Or how about the first anniversary of the “Kandahar massacre,” which passed on March 11th without any notice at all?  As you undoubtedly remember, Army Staff Sergeant Robert Bales allegedly spent that night in 2012 slaughtering 16 civilians, including nine children, in two Afghan villages and, on being taken into custody, “showed no remorse.”

When it comes to the Marines, here’s a question: Who, this November 19th, will mark the eighth anniversary of the slaughter of 24 unarmed civilians, including children and the elderly, in the Iraqi village of Haditha for which, after a six-year investigation and military trials, not a single Marine spent a single day in prison?  Or to focus for a moment on U.S. Special Forces: will anyone on August 21st memorialize the 90 or so civilians, including perhaps 15 women and up to 60 children, killed in the Afghan village of Azizabad while attending a memorial service for a tribal leader who had reportedly been anti-Taliban?

And not to leave out the rent-a-gun mercenaries who have been such a fixture of the post-9/11 era of American warfare, this September 16th will be the sixth anniversary of the moment when Blackwater guards for a convoy of U.S. State Department vehicles sprayed Baghdad’s Nisour Square with bullets, evidently without provocation, killing 17 Iraqi civilians and wounding many more.

All of the above only begins to suggest the plethora of blood-soaked little anniversaries that Americans could observe, if they cared to, from a decade-plus of the former Global War on Terror that now has no name, but goes on no less intensely.  Consider them just a few obvious examples of what former Secretary of Defense Donald Rumsfeld once called the “known knowns” of our American world.

Impossible Anniversaries

In anniversary terms, Rumsfeld’s second category — the “known unknowns” — is no less revealing of the universe we now inhabit; that is, our post-9/11 lives have been filled with events or acts whose anniversaries might be notable, if only we knew the date when they occured.  Take, for instance, the Bush administration’s warrantless wiretapping program.  Sometime in the first part of 2002, President Bush granted the National Security Agency the right to eavesdrop without court approval on people in the United States in the course of its terrorism investigations.  This (illegal) program’s existence was first revealed in 2005, but it remains shrouded in mystery.  We don’t know exactly when it began.  So no anniversary celebrations there.

Nor for the setting up of the “Salt Pit,” the CIA “black site” in Afghanistan where Khaled el-Masri, a German car salesman kidnapped by the CIA in Macedonia (due to a confusion of names with a suspected terrorist) was held and mistreated, or other similar secret prisons and torture centers in places like Lithuania, Poland, Rumania, and Thailand; nor for the creation of Camp Nama in Iraq, with its ominously named “Black Room,” run as an interrogation center by the Joint Special Operations Command, where the informal motto was: “If you don’t make them bleed, they can’t prosecute for it.”

Or how about the anniversary of the date — possibly as early as 2006 — when Washington launched history’s first known cyberwar, a series of unprovoked cyberattacks ordered by George W. Bush and later Barack Obama, against Iran’s nuclear program (and evidently some Middle Eastern banks dealing with that country as well).  Given its potential future implications, that would seem to be a moment significant enough to memorialize, if only we knew when to do it.

Don’t for a moment think, though, that any little survey of known knowns and known unknowns could cover the totality of America’s unacknowledged anniversaries from hell.  After all, there’s Rumsfeld’s third category, the “unknown unknowns.”  In our advancing world of secrecy, with the National Security Complex and parts of the U.S. military increasingly operating in a post-legal America, shielded from whistleblowers and largely unaccountable to the rest of us or the courts, you can be guaranteed of one thing: there’s a secret history of the post-9/11 era that we simply don’t know about — yet.  Call this last category “the unknown anniversaries.”  We not only don’t know when they began, but even what they are.

A Hidden History Waiting to Be Written

When I was a boy, I loved a CBS TV series  called “You Are There,” “anchored” by Walter Cronkite.  It took you into history — whether of Joan of Arc’s burning at the stake, the fall of the Aztec ruler Montezuma, or the end of the U.S. Civil War — and “reported” it as if modern journalists had been on the spot.  (For years, I used to joke that the typical moment went like this: “General Lee, General Lee, rumor has it you’re about to surrender to Grant at Appomattox!” “No comment.”)  The show had a signature tagline delivered in one of those authoritative male voices of the era that still rings in my head.  It went: “What sort of day was it? A day like all days, filled with those events that alter and illuminate our times… all things are as they were then, and you were there.”

If such a show were made about the post-9/11 years, it might have to be called “You Weren’t There.”  Our days, instead of being filled with “those events that alter and illuminate our times,” would be enshrouded in a penumbra of secrecy that could — as with Bradley Manning, CIA agent John Kiriakou, or other whistleblowers — only be broken by those ready to spend years, or even a lifetime in prison.  If the National Security Complex and the White House had their way, we Americans would be left to celebrate a heavily cleansed and censored version of our own recent history in which the anniversaries that should really matter would be squirreled away in the files of the state apparatus.  There can be no question that a hidden history of our American moment is still waiting to be uncovered and written.

And yet, despite the best efforts of the last two administrations, secrecy has its limits.  We should already know more than enough to be horrified by the state of our American world.  It should disturb us deeply that a government of, by, and for the war-makers, intelligence operatives, bureaucrats, privatizing mercenary corporations, surveillers, torturers, and assassins is thriving in Washington.  As for the people — that’s us — in these last years, we largely weren’t there, even as the very idea of a government of, by, and for us bit the dust, and our leaders felt increasingly unconstrained when committing acts of shame in our name.

So perhaps the last overlooked anniversary of these years might be the 12th anniversary of American cowardice.  You can choose the exact date yourself; anytime this fall will do.  At that moment, Americans should feel free to celebrate a time when, for our “safety,” and in a state of anger and paralyzing fear, we gave up the democratic ghost.

The brave thing, of course, would have been to gamble just a little of our safety — as we do any day when we get into a car — for the kind of world whose anniversaries we would actually be proud to mark on a calendar and celebrate.

Among the many truths in that still-to-be-written secret history of our American world would be this: we the people have no idea just how, in these years, we’ve hurt ourselves.

American Anniversaries from Hell

You could, of course, sit there, slack-jawed, thinking about how mindlessly repetitive American foreign and military policy is these days. Or you could wield all sorts of fancy analytic words to explain it.  Or you could just settle for a few simple, all-American ones.  Like dumb. Stupid. Dimwitted. Thick-headed. Or you could speak about the second administration in a row that wanted to leave no child behind, but was itself incapable of learning, or reasonably assessing its situation in the world.

Or you could simply wonder what’s in Washington’s water supply. Last week, after all, there was a perfect drone storm of a story, only a year or so late — and no, it wasn’t that leaked “white paper” justifying the White House-directed assassination of an American citizen; and no, it wasn’t the two secret Justice Department “legal” memos on the same subject that members of the Senate Intelligence Committee were allowed to “view,” but in such secrecy that they couldn’t even ask John O. Brennan, the president’s counterterrorism tsar and choice for CIA director, questions about them at his public nomination hearings; and no, it wasn’t anything that Brennan, the man who oversaw the White House “kill list” and those presidentially chosen drone strikes, said at the hearings. And here’s the most striking thing: it should have set everyone’s teeth on edge, yet next to nobody even noticed.

Last Tuesday, the Washington Post published a piece by Greg Miller and Karen DeYoung about a reportorial discovery which that paper, along with other news outlets (including the New York Times), had by “an informal arrangement” agreed to suppress (and not even very well) at the request of the Obama administration. More than a year later, and only because the Times was breaking the story on the same day (buried in a long investigative piece on drone strikes), the Post finally put the news on record.  It was half-buried in a piece about the then-upcoming Brennan hearings. Until that moment, its editors had done their patriotic duty, urged on by the CIA and the White House, and kept the news from the public. Never mind, that the project was so outright loony, given our history, that they should have felt the obligation to publish it instantly with screaming front-page headlines and a lead editorial demanding an explanation.

On the other hand, you can understand just why the Obama administration and the CIA preferred that the story not come out. Among other things, it had the possibility of making them look like so many horses’ asses and, again based on a historical record that any numbskull or government bureaucrat or intelligence analyst should recall, it couldn’t have been a more dangerous thing to do. It’s just the sort of Washington project that brings the word “blowback” instantly and chillingly to mind.  It’s just the sort of story that should make Americans wonder why we pay billions of dollars to the CIA to think up ideas so lame that you have to wonder what the last two CIA directors, Leon Panetta and David Petraeus, were thinking. (Or if anyone was thinking at all.)

“Agitated Muslims” and the “100 Hour War”

In case you hadn’t noticed, I have yet to mention what that suppressed story was, and given the way it disappeared from sight, the odds are that you don’t know, so here goes. The somewhat less than riveting headline on the Post piece was: “Brennan Nomination Exposes Criticism on Targeted Killings and Secret Saudi Base.” The base story was obviously tacked on at the last second. (There had actually been no “criticism” of that base, since next to nothing was known about it.)  It, too, was buried, making its first real appearance only in the 10th paragraph of the piece.

According to the Post, approximately two years ago, the CIA got permission from the Saudi government to build one of its growing empire of drone bases in a distant desert region of that kingdom. The purpose was to pursue an already ongoing air war in neighboring Yemen against al-Qaeda on the Arabian Peninsula.

The first drone mission from that base seems to have taken off on September 30, 2011, and killed American citizen and al-Qaeda supporter Anwar al-Awlaki. Many more lethal missions have evidently been flown from it since, most or all directed at Yemen in a campaign that notoriously seems to be creating more angry Yemenis and terror recruits than it’s killing. So that’s the story you waited an extra year to hear from our watchdog press (though for news jockeys, the existence of the base was indeed mentioned in the interim by numerous media outlets).

One more bit of information: Brennan, the president’s right-hand counterterrorism guy, who oversaw Obama’s drone assassination program from an office in the White House basement (you can’t take anything away from Washington when it comes to symbolism) and who is clearly going to be approved by the Senate as our the new CIA director, was himself a former CIA station chief in Riyadh. The Post reports that he worked closely with the Saudis to “gain approval” for the base. So spread the credit around for this one. And note as well that there hasn’t been a CIA director with such close ties to a president since William Casey ran the outfit for President Ronald Reagan, and he was the man who got this whole ball of wax rolling by supporting, funding, and arming any Islamic fundamentalist in sight — the more extreme the better — to fight the Soviets in Afghanistan in the 1980s.

Chalmers Johnson used to refer to the CIA as “the president’s private army.” Now, run by this president’s most trusted aide, it once again truly will be so.

Okay, maybe it’s time to put this secret drone base in a bit of historical context. (Think of this as my contribution to a leave-no-administration-behind policy.) In fact, that Afghan War Casey funded might be a good place to start. Keep in mind that I’m not talking about the present Afghan War, still ongoing after a mere 11-plus years, but our long forgotten First Afghan War. That was the one where we referred to those Muslim extremists we were arming as “freedom fighters” and our president spoke of them as “the moral equivalent of our Founding Fathers.”

It was launched to give the Soviets a bloody nose and meant as payback for our bitter defeat in Vietnam less than a decade earlier. And what a bloody nose it would be! Soviet General Secretary Mikhail Gorbachev would dub the Soviet disaster there “the bleeding wound,” and two years after it ended, the Soviet Union would be gone. I’m talking about the war that, years later, President Jimmy Carter’s former national security advisor Zbigniew Brzezinski summed up this way: “What is more important in world history? The Taliban or the collapse of the Soviet empire? Some agitated Muslims or the liberation of Central Europe and the end of the Cold War?”

That’s all ancient history and painful to recall now that “agitated Muslims” are a dime a dozen and we are (as Washington loves to say) in a perpetual global “war” with a “metastasizing” al-Qaeda, an organization that emerged from among our allies in the First Afghan War, as did so many of the extremists now fighting us in Afghanistan.

So how about moving on to a shining moment a decade later: our triumph in the “100 Hour War” in which Washington ignominiously ejected its former ally (and later Hitler-substitute) Saddam Hussein and his invading Iraqi army from oil-rich Kuwait?  Those first 100 hours were, in every sense, a blast. The problems only began to multiply with all the 100-hour periods that followed for the next decade, the 80,000th, all of which were ever less fun, what with eternal no-fly zones to patrol and an Iraqi dictator who wouldn’t leave the scene.

The Worldwide Attack Matrix and a Global War on Terror

Maybe, like Washington, we do best to skip that episode, too.  Let’s focus instead on the moment when, in preparation for that war, U.S. troops first landed in Saudi Arabia, that fabulously fundamentalist giant oil reserve; when those 100 hours were over (and Saddam wasn’t), they never left. Instead, they moved into bases and hunkered down for the long haul.

By now, I’m sure some of this is coming back to you: how disturbed, for instance, the rich young Saudi royal and Afghan war veteran Osama bin Laden and his young organization al-Qaeda were on seeing those “infidels” based in (or, as they saw it, occupying) the country that held Islam’s holiest shrines and pilgrimage sites.  I’m sure you can trace al-Qaeda’s brief grim history from there: its major operations every couple of years against U.S. targets to back up its demand that those troops depart the kingdom, including the Khobar Towers attack in Saudi Arabia that killed 19 U.S. airmen in 1996, the destruction of two U.S. embassies in Africa in 1998, and the blowing up of the USS Cole in the Yemeni port of Aden in 2000.  Finally, of course, there was al-Qaeda’s extraordinary stroke of dumb luck (and good planning), those attacks of September 11, 2001, which managed — to the reported shock of at least one al-Qaeda figure — to create an apocalyptic-looking landscape of destruction in downtown New York City.

And here’s where we go from dumb luck to just plain dumb. Lusting for revenge, dreaming of a Middle Eastern (or even global) Pax Americana, and eager to loose a military that they believed could eternally dominate any situation, the Bush administration declared a “global war” on terrorism. Only six days after the World Trade Center towers went down, George W. Bush granted the CIA an unprecedented license to wage planet-wide war. By then, it had already presented a plan with a title worthy of a sci-fi film: the “Worldwide Attack Matrix.” According to journalist Ron Suskind in his book The One Percent Doctrine, the plan “detailed operations [to come] against terrorists in 80 countries.”

This was, of course, a kind of madness. After all, al-Qaeda wasn’t a state or even much of an organization; in real terms, it barely existed.  So declaring “war” on its scattered minions globally was little short of a bizarre and fantastical act. And yet any other approach to what had happened was promptly laughed out of the American room. And before you could blink, the U.S. was invading… nuts, you already knew the answer: Afghanistan.

After another dazzlingly brief and triumphant campaign, using tiny numbers of American military personnel and CIA operatives (as well as U.S. air power), the first of Washington’s you-can’t-go-home-again crew marched into downtown Kabul and began hunkering down, building bases, and preparing to stay. One Afghan war, it turned out, hadn’t been faintly enough for Washington. And soon, it would be clear that one Iraq war wasn’t either. By now, we were in the express lane in the Möbius loop of history.

“Stuff Happens”

This should be getting more familiar to you. It might also strike you — though it certainly didn’t Washington back in 2002-2003 — that there was no reason things should turn out better the second time around. With that new “secret Saudi base” in mind, remember that somewhere in the urge to invade Iraq was the desire to find a place in the heart of the planet’s oil lands where the Pentagon would be welcome to create “enduring camps” (please don’t call them “permanent bases”!) — and hang in for enduring decades to come.

So in early April 2003, invading American troops entered a chaotic Baghdad, a city being looted. (“Stuff happens,” commented Secretary of Defense Donald Rumsfeld in response.) On April 29th, Rumsfeld held a news conference with Prince Sultan bin Abdul Aziz, broadcast on Saudi TV, announcing that the U.S. would pull all its combat troops out of that country. No more garrisons in Saudi Arabia.  Ever.  U.S. air operations were to move to al-Udeid Air Base in Qatar.  As for the rest, there was no need even to mention Iraq. This was just two days before President Bush landed a jet, Top Gun-style, on an aircraft carrier off San Diego and — under a White House-produced banner reading “Mission Accomplished” — declared “the end of major combat operations in Iraq.” And all’s well that ends well, no?

You know the rest, the various predictable disasters that followed (as well as the predictably unpredictable ones). But don’t think that, as America’s leaders repeat their mistakes endlessly — using varying tactics, ranging from surges to counterinsurgency to special operations raids to drones, all to similar purposes — everything remains repetitively the same. Not at all. The repeated invasions, occupations, interventions, drone wars, and the like have played a major role in the unraveling of the Greater Middle East and increasingly of northern Africa as well.

Here, in fact, is a rule of thumb for you: keep your eye on the latest drone bases the CIA and the U.S. military are setting up abroad — in Niger, near its border with Mali, for example — and you have a reasonable set of markers for tracing the further destabilization of the planet. Each eerily familiar tactical course change (always treated as a brilliant strategic coup), each next application of force, and more things “metastasize.”

And so we reach this moment and the news of that two-year-old secret Saudi drone base. You might ask yourself, given the previous history of U.S. bases in that country, why the CIA or any administration would entertain the idea of opening a new U.S. outpost there. Evidently, it’s the equivalent of catnip for cats; they just couldn’t help themselves.

We don’t, of course, know whether they blanked out on recent history or simply dismissed it out of hand, but we do know that once again garrisoning Saudi Arabia seemed too alluring to resist.  Without a Saudi base, how could they conveniently strike al-Qaeda wannabes in a neighboring land they were already attacking from the air? And if they weren’t to concentrate every last bit of drone power on taking out al-Qaeda types (and civilians) in Yemen, one of the more resource-poor and poverty-stricken places on the planet?  Why, the next thing you know, al-Qaeda might indeed be ruling a Middle Eastern Caliphate.  And after that, who knows? The world?

Honestly, could there have been a stupider gamble to take (again)? This is the sort of thing that helps you understand why conspiracy theories get started — because people in the everyday world just can’t accept that, in Washington, dumb and then dumber is the order of the day.

When it comes to that “secret” Saudi base, if truth be told, it does look like a conspiracy — of stupidity.  After all, the CIA pushed for and built that base; the White House clearly accepted it as a fine idea. An informal network of key media sources agreed that it really wasn’t worth the bother to tell the American people just how stupidly their government was acting. (The managing editor of the New York Times explained its suppression by labeling the story nothing more than “a footnote.”)  And last week, at the public part of the Brennan nomination hearings, none of the members of the Senate Intelligence Committee, which is supposed to provide the CIA and the rest of the U.S. Intelligence Community with what little oversight they get, thought it appropriate to ask a single question about the Saudi base, then in the news.

The story was once again buried. Silence reigned. If, in the future, blowback does occur, thanks to the decision to build and use that base, Americans won’t make the connection.  How could they?

It all sounds so familiar to me. Doesn’t it to you? Shouldn’t it to Washington?

Dumb and Dumber

Consider Inauguration Day, more than two weeks gone and already part of our distant past.  In its wake, President Obama was hailed (or reviled) for his “liberal” second inaugural address.  On that day everything from his invocation of women’s rights (“Seneca Falls”), the civil rights movement (“Selma”), and the gay rights movement (“Stonewall”) to his wife’s new bangs and Beyoncé’s lip-syncing was fodder for the media extravaganza.  The president was even praised (or reviled) for what he took pains not to bring up: the budget deficit.  Was anything, in fact, not grist for the media mill, the hordes of talking heads, and the chattering classes?

One subject, at least, got remarkably little attention during the inaugural blitz and, when mentioned, certainly struck few as odd or worth dwelling on.  Yet nothing better caught our changing American world.  Washington, after all, was in a lockdown mode unmatched by any inauguration from another era — not even Lincoln’s second inaugural in the midst of the Civil War, or Franklin Roosevelt’s during World War II, or John F. Kennedy’s at the height of the Cold War.

Here’s how NBC Nightly News described some of the security arrangements as the day approached:

“[T]he airspace above Washington… [will be] a virtual no-fly zone for 30 miles in all directions from the U.S. capital.  Six miles of the Potomac and Anacostia Rivers will be shut down, with 150 blocks of downtown Washington closed to traffic, partly out of concern for car or truck bombs… with counter-snipers on top of buildings around the capital and along the parade route… [and] detectors monitoring the air for toxins… At the ready near the capital, thousands of doses of antidotes in case of a chemical or biological attack… All this security will cost about $120 million dollars for hundreds of federal agents, thousands of local police, and national guardsmen from 25 states.”

Consider just the money.  It’s common knowledge that, until the recent deal over the renewal of the George W. Bush tax cuts for all but the richest of Americans, taxes had not been raised since the read-my-lips-no-new-taxes era of his father.  That’s typical of the way we haven’t yet assimilated the new world we find ourselves in.  After all, shouldn’t that $120 million in taxpayer money spent on “safety” and “security” for a single event in Washington be considered part of an ongoing Osama bin Laden tax?

Maybe it’s time to face the facts: this isn’t your grandfather’s America. Once, prospective Americans landed in a New World.  This time around, a new world’s landed on us.

Making Fantasy Into Reality

Bin Laden, of course, is long dead, but his was the 9/11 spark that, in the hands of George W. Bush and his top officials, helped turn this country into a lockdown state and first set significant portions of the Greater Middle East aflame.  In that sense, bin Laden has been thriving in Washington ever since and no commando raid in Pakistan or elsewhere has a chance of doing him in.

Since the al-Qaeda leader was aware of the relative powerlessness of his organization and its hundreds or, in its heyday, perhaps thousands of active followers, his urge was to defeat the U.S. by provoking its leaders into treasury-draining wars in the Greater Middle East.  In his world, it was thought that such a set of involvements — and the “homeland” security down payments that went with them — could bleed the richest, most powerful nation on the planet dry.  In this, he and his associates, imitators, and wannabes were reasonably canny.  The bin Laden tax, including that $120 million for Inauguration Day, has proved heavy indeed.

In the meantime, he — and 9/11 as it entered the American psyche — helped facilitate the locking down of this society in ways that should unnerve us all.  The resulting United States of Fear has since engaged in two disastrous more-than-trillion dollar wars and a “Global War on Terror” that shows no sign of ending in our lifetime. (See Yemen, Pakistan, and Mali.)  It has also funded the supersized growth of a labyrinthine intelligence bureaucracy; that post-9/11 creation, the Department of Homeland Security; and, of course, the Pentagon and the U.S. military, including the special operations forces, an ever-expanding secret military elite cocooned within it.

Given the enemy at hand — not a giant empire, but scattered jihadis and minority insurgencies in distant lands — all of these institutions, which make up the post-9/11 National Security Complex, expanded in ways that would have boggled the minds of previous generations (as would that most un-American of all words, “homeland”).  All of this, in turn, happened in a poisonously paranoid atmosphere in Washington, and much of the rest of the country.

Even if you ignore that Inauguration Day no-boating zone or the 30-mile no-fly zone (the sort of thing the U.S. once imposed on enemy lands and now imposes on itself), consider those “thousands of doses of antidotes in case of a chemical or biological attack.”  Just about nothing on this planet is utterly inconceivable, but it’s worth noting that, as far as we know, the national security bureaucracy made no preparations for an unexpected tornado on Inauguration Day.  Given recent extreme weather events, including tornado warnings for Washington, that would at least have been a plausible scenario to consider.

Certainly, a biological or chemical attack is a similarly imaginable possibility.  After all, it actually happened in Tokyo in 1995, when followers of the Aum Shinrikyo cult set off Sarin gas in that city’s subway system, killing 11.  But the likelihood of any conceivable set of Islamic terrorists attacking those inaugural crowds with either chemical or biological weapons was, to say the least, microscopic.  As something to protect Washington visitors against, it ranked at least on a par with the (nonexistent) post-9/11 al-Qaeda sleeper cells and sleeper-assassins so crucial to the plot of the TV show “Homeland.”

And yet, in these years, what might have remained essentially a nightmarish fantasy has become an impending reality around which the national security folks organize their lives — and ours.  Ever since the now largely forgotten anthrax mail attacks that killed five soon after 9/11 — the anthrax in those envelopes may have come directly from a U.S. bioweapons laboratory — all sorts of fantastic scenarios involving biochemical attacks have become part and parcel of the American lockdown state.

In the Bush era, for instance, among the apocalyptic dream scenes the president and his top officials used to panic Congress into approving a much-desired invasion of Iraq were the possibility of future mushroom clouds over American cities and this claim: that Iraqi autocrat Saddam Hussein had drones (he didn’t) and the means to get them to the East Coast of the U.S. (he didn’t), and the ability to use them to launch attacks in which chemical and biological weaponry would be sprayed over U.S. cities (he didn’t).  This was a presidentially promoted fantasy of the first order, but no matter.  Some senators actually voted to go to war at least partially on the basis of it.

As is often true of ruling groups, Bush and his cronies weren’t just manipulating us with the fear of nightmarish future attacks, but themselves as well.  Thanks to New Yorker journalist Jane Mayer’s fine book The Dark Side, for instance, we know that Vice President Dick Cheney was always driven around Washington with “a duffel bag stocked with a gas mask and a biochemical survival suit” in the backseat of his car.

The post-9/11 National Security Complex has been convulsed by such fears.  After all, it has funded itself by promising Americans one thing: total safety from one of the lesser dangers of our American world — “terrorism.”  The fear of terrorism (essentially that bin Laden tax again) has been a financial winner for the Complex, but it carries its own built-in terrors.  Even with the $75 billion or more a year that we pump into the “U.S. Intelligence Community,” the possibility that it might not discover some bizarre plot, and that, as a result, several airliners might then go down, or a crowd in Washington be decimated, or you name it, undoubtedly leaves many in the Complex in an ongoing state of terror.  After all, their jobs and livelihoods are at stake.

Think of their fantasies and fears, which have become ever more real in these years without in any way becoming realities, as the building blocks of the American lockdown state.  In this way, intent on “taking the gloves off” — removing, that is, all those constraints they believed had been put on the executive branch in the Watergate era — and perhaps preemptively living out their own nightmares, figures like Dick Cheney and former Secretary of Defense Donald Rumsfeld changed our world.

The Powers of the Lockdown State

As cultists of a “unitary executive,” they — and the administration of national security managers who followed in the Obama years — lifted the executive branch right out of the universe of American legality.  They liberated it to do more or less what it wished, as long as “war,” “terrorism,” or “security” could be invoked.  Meanwhile, with their Global War on Terror well launched and promoted as a multigenerational struggle, they made wartime their property for the long run.

In the process, they oversaw the building of a National Security Complex with powers that boggle the imagination and freed themselves from the last shreds of accountability for their actions.  They established or strengthened the power of the executive to: torture at will (and create the “legal” justification for it); imprison at will, indefinitely and without trial; assassinate at will (including American citizens); kidnap at will anywhere in the world and “render” the captive into the hands of allied torturers; turn any mundane government document (at least 92 million of them in 2011 alone) into a classified object and so help spread a penumbra of secrecy over the workings of the American government; surveil Americans in ways never before attempted (and only “legalized” by Congress after the fact, the way you might backdate a check); make war perpetually on their own say-so; and transform whistleblowing — that is, revealing anything about the inner workings of the lockdown state to other Americans — into the only prosecutable crime that anyone in the Complex can commit.

It’s true that some version of a number of these powers existed before 9/11.  “Renditions” of terror suspects, for instance, first ramped up in the Clinton years; the FBI conducted illegal surveillance of antiwar organizations and other groups in the 1960s; the classification of government documents had long been on the rise; the congressional power to make war had long been on the wane; and prosecution of those who acted illegally while in government service was probably never a commonplace. (Both the Watergate and Iran-Contra scandals, however, did involve actual convictions or guilty pleas for illegal acts, followed in some of the Iran-Contra cases by presidential pardons.)  Still, in each case, after 9/11, the national security state gained new or greatly magnified powers, including an unprecedented capacity to lockdown the country (and American liberties as well).

What it means to be in such a post-legal world — to know that, no matter what acts a government official commits, he or she will never be brought to court or have a chance of being put in jail — has yet to fully sink in.  This is true even of critics of the Obama administration, who, as in the case of its drone wars, continue to focus on questions of legality, as if that issue weren’t settled.  In this sense, they continue to live in an increasingly fantasy-based version of America in which the rule of law still applies to everyone.

In reality, in the Bush and Obama years, the United States has become a nation not of laws but of legal memos, not of legality but of legalisms — and you don’t have to be a lawyer to know it.  The result?  Secret armies, secret wars, secret surveillance, and spreading state secrecy, which meant a government of the bureaucrats about which the American people could know next to nothing.  And it’s all “legal.”

Consider, for instance, this passage from a recent Washington Post piece on the codification of “targeted killing operations” — i.e. drone assassinations — in what’s now called the White House “playbook”: “Among the subjects covered… are the process for adding names to kill lists, the legal principles that govern when U.S. citizens can be targeted overseas, and the sequence of approvals required when the CIA or U.S. military conducts drone strikes outside war zones.”

Those “legal principles” are, of course, being written up by lawyers working for people like Obama counterterrorism “tsar” John O. Brennan; that is, officials who want the greatest possible latitude when it comes to knocking off “terrorist suspects,” American or otherwise.  Imagine, for instance, lawyers hired by a group of neighborhood thieves creating a “playbook” outlining which kinds of houses they considered it legal to break into and just why that might be so.  Would the “principles” in that document be written up in the press as “legal” ones?

Here’s the kicker.  According to the Post, the “legal principles” a White House with no intention of seriously limiting, no less shutting down, America’s drone wars has painstakingly established as “law” are not, for the foreseeable future, going to be applied to Pakistan’s tribal borderlands where the most intense drone strikes still take place.  The CIA’s secret drone war there is instead going to be given a free pass for a year or more to blast away as it pleases — the White House equivalent of Monopoly’s get-out-of-jail-free card.

In other words, even by the White House’s definition of legality, what the CIA is doing in Pakistan should be considered illegal.  But these days when it comes to anything connected to American war-making, legality is whatever the White House says it is (and you won’t find their legalisms seriously challenged by American courts).

Post-Legal Drones and the New Legalism

This week, during the Senate confirmation hearings for Brennan’s nomination as CIA director, we are undoubtedly going to hear much about “legality” and drone assassination campaigns.  Senator Ron Wyden, for instance, has demanded that the White House release a 50-page “legal” memo its lawyers created to justify the drone assassination of an American citizen, which the White House decided was far too hush-hush for either the Congress or ordinary Americans to read.  But here’s the thing: if Wyden got that bogus document, undoubtedly filled with legalisms (as a just-leaked 16-page Justice Department “white paper” justifying drone killings is), and released it to the rest of us, what difference would it make?  Yes, we might learn something about the vestiges of a guilty conscience when it comes to American legality in a White House run by a former “constitutional law professor.”  But we would know little else.

Once upon a time, an argument over whether such drone strikes were legal or not might have had some heft to it.  After all, the United States was once hailed, above all, as a “nation of laws.”  But make no mistake: today, such a “debate” will, in the Seinfeldian sense, be an argument about nothing, or rather about an issue that has long been settled.

The drone strikes, after all, are perfectly “legal.”  How do we know?  Because the administration which produced that 50-page document (and similar memos) assures us that it’s so, even if they don’t care to fully reveal their reasoning, and because, truth be told, on such matters they can do whatever they want to do.  It’s legal because they’ve increasingly become the ones who define legality.

It would, of course, be illegal for Canadians, Pakistanis, or Iranians to fly missile-armed drones over Minneapolis or New York, no less take out their versions of bad guys in the process.  That would, among other things, be a breach of American sovereignty.  The U.S. can, however, do more or less what it wants when and where it wants.  The reason: it has established, to the satisfaction of our national security managers — and they have the secret legal documents (written by themselves) to prove it — that U.S. drones can cross national boundaries just about anywhere if the bad guys are, in their opinion, bad enough.  And that’s “the law”!

As with our distant wars, most Americans are remarkably unaffected in any direct way by the lockdown of this country.  And yet in a post-legal drone world of perpetual “wartime,” in which fantasies of disaster outrace far more realistic dangers and fears, sooner or later the bin Laden tax will take its toll, the chickens will come home to roost, and they will be able to do anything in our name (without even worrying about producing secret legal memos to justify their acts).  By then, we’ll be completely locked down and the key thrown away.

The American Lockdown State

Given these last weeks, who doesn’t know what an AR-15 is?  Who hasn’t seen the mind-boggling stats on the way assault rifles have flooded this country, or tabulations of accumulating Newtown-style mass killings, or noted that there are barely more gas stations nationwide than federally licensed firearms dealers, or heard the renewed debates over the Second Amendment, or been struck by the rapid shifts in public opinion on gun control, or checked out the disputes over how effective an assault-rifle ban was the last time around?  Who doesn’t know about the NRA’s suggestion to weaponize schools, or about the price poor neighborhoods may be paying in gun deaths for the present expansive interpretation of the Second Amendment?  Who hasn’t seen the legions of stories about how, in the wake of the Newtown slaughter, sales of guns, especially AR-15 assault rifles, have soared, ammunition sales have surged, background checks for future gun purchases have risen sharply, and gun shows have been besieged with customers?

If you haven’t stumbled across figures on gun violence in America or on suicide-by-gun, you’ve been hiding under a rock.  If you haven’t heard about Chicago’s soaring and Washington D.C.’s plunging gun-death stats (and that both towns have relatively strict gun laws), where have you been?

Has there, in fact, been any aspect of the weaponization of the United States that, since the Newtown massacre, hasn’t been discussed?  Are you the only person in the country, for instance, who doesn’t know that Vice President Joe Biden has been assigned the task of coming up with an administration gun-control agenda before Barack Obama is inaugurated for his second term?  And can you honestly tell me that you haven’t seen global comparisons of killing rates in countries that have tight gun laws and the U.S., or read at least one discussion about life in countries like Colombia or Guatemala, where armed guards are omnipresent?

After years of mass killings that resulted in next to no national dialogue about the role of guns and how to control them, the subject is back on the American agenda in a significant way and — by all signs — isn’t about to leave town anytime soon.  The discussion has been so expansive after years in a well-armed wilderness that it’s easy to miss what still isn’t being discussed, and in some sense just how narrow our focus remains.

Think of it this way: the Obama administration is reportedly going to call on Congress to pass a new ban on assault weapons, as well as one on high-capacity ammunition magazines, and to close the loopholes that allow certain gun purchasers to avoid background checks.  But Biden has already conceded, at least implicitly, that facing a Republican-controlled House of Representatives and a filibuster-prone Senate, the administration’s ability to make much of this happen — as on so many domestic issues — is limited.

That will shock few Americans.  After all, the most essential fact about the Obama presidency is this: at home, the president is a hamstrung weakling; abroad, in terms of his ability to choose a course of action and — from drones strikes and special ops raids to cyberwar and other matters — simply act, he’s closer to Superman.  So here’s a question: while the administration is pledging to try to curb the wholesale spread of ever more powerful weaponry at home, what is it doing about the same issue abroad where it has so much more power to pursue the agenda it prefers?

Flooding the World With the Most Advanced Weaponry Money Can Buy

As a start, it’s worth noting that no one ever mentions the domestic gun control debate in the same breath with the dominant role the U.S. plays in what’s called the global arms trade.  And yet, the link between the two should be obvious enough.

In the U.S., the National Rifle Association (NRA), an ultra-powerful lobbying group closely allied with weapons-making companies, has a strong grip on Congress — it gives 288 members of that body its top “A-rating” — and is in a combative relationship with the White House.  Abroad, it’s so much simpler and less contested.  Beyond U.S. borders, the reality is: the Pentagon, with the White House in tow, is the functional equivalent of the NRA, and like that organization, it has been working tirelessly in recent years in close alliance with major weapons-makers to ensure that there are ever less controls on the ever more powerful weaponry it wants to see sold abroad.

Between them, the White House and the Pentagon — with a helping hand from the State Department — ensure that the U.S. remains by far the leading purveyor of the “right to bear arms” globally.  Year in, year out, in countries around the world, they do their best to pave the way (as the NRA does domestically) for the almost unfettered sales of ever more lethal weapons.  In fact, the U.S. now has something remarkably close to a monopoly on what’s politely called the “transfer” of weaponry on a global scale.  In 1990, as the Cold War was ending, the U.S. had cornered an impressive 37% of the global weapons trade.  By 2011, the last year for which we have figures, that percentage had reached a near-monopolistic 78% ($66.3 billion in weapons sales), with the Russians coming in a distant second at 5.6% ($4.8 billion).

Admittedly, that figure was improbably inflated, thanks to the Saudis who decided to spend a pile of their oil money as if there were no tomorrow.  In doing so, they created a bonanza year abroad for the major weapons-makers.  They sealed deals on $33.4 billion in U.S. arms in 2011, including 84 of Boeing’s F-15 fighter jets and dozens of that company’s Apache attack helicopters as well as Sikorsky Blackhawk helicopters — and those were just the highest-end items in a striking set of purchases.  But if 2011 was a year of break-the-bank arms-deals with the Saudis, 2012 doesn’t look bad either.  As it ended, the Pentagon announced that they hadn’t turned off the oil spigot.  They agreed to ante up another $4 billion to Boeing for upgrades on their armada of jet fighters and were planning to spend up to $6.7 billion for 20 Lockheed 25 C-130J transport and refueling planes.  Some of this weaponry could, of course, be used in any Saudi conflict with Iran (or any other Middle Eastern state), but some could simply ensure future Newtown-like carnage in restive areas of that autocratic, fundamentalist regime’s land or in policing actions in neighboring small states like Bahrain.

And don’t think the Saudis were alone in the region.  When it came to U.S. weapons-makers flooding the Middle East with firepower, they were in good company.  Among states purchasing (or simply getting) infusions of U.S. arms in recent years were Bahrain, Egypt, Iraq, Jordan, Kuwait, Oman, Tunisia, Qatar, the United Arab Emirates (UAE), and Yemen.  As Nick Turse has written, “When it comes to the Middle East, the Pentagon acts not as a buyer, but as a broker and shill, clearing the way for its Middle Eastern partners to buy some of the world’s most advanced weaponry.”

Typically, for instance, on Christmas Day in 2011, the U.S. signed a deal with the UAE in which, for $3.5 billion, it would receive Lockheed Martin’s Theater High Altitude Area Defense, an advanced antimissile interception system, part of what Reuters termed “an accelerating military buildup of its friends and allies near Iran.”  Of course, selling to Arab allies without offering Israel something even better would be out of the question, so in mid-2012 it was announced that Israel would purchase 20 of Lockheed Martin’s F-35 Joint Strike Fighters, America’s most advanced jet (and weapons boondoggle), still in development, for $2.7 billion.

From tanks to littoral combat ships, it would be easy to go on, but you get the idea.  Of course, U.S. weapons-makers in Pentagon-brokered or facilitated deals sell their weaponry and military supplies to countries planet-wide, ranging from Brazil to Singapore to Australia.  But it generally seems that the biggest deals and the most advanced weaponry follow in the wake of Washington’s latest crises.  In the Middle East at the moment, that would be the ongoing U.S.-Israeli confrontation with Iran, for which Washington has long been building up a massive military presence in the Persian Gulf and on bases in allied countries around that land.

A Second Amendment World, Pentagon-Style

It’s a given that every American foreign policy crisis turns out to be yet another opportunity for the Pentagon to plug U.S. weapons systems into the “needs” of its allies, and for the weapons-makers to deliver.  So, from India to South Korea, Singapore to Japan, the Obama administration’s announced 2012 “pivot to” or “rebalancing in” Asia — an essentially military program focused on containing China — has proven the latest boon for U.S. weapons sales and weapons-makers.

As Jim Wolf of Reuters recently reported, the Aerospace Industries Association, a trade group that includes Boeing, Lockheed Martin, and other weapons companies, “said sales agreements with countries in the U.S. Pacific Command’s area of activity rose to $13.7 billion in fiscal 2012, up 5.4% from a year before. Such pacts represent orders for future delivery.” As the vice president of that association put it, Washington’s Asian pivot “will result in growing opportunities for our industry to help equip our friends.”  We’re talking advanced jet fighters, missile systems, and similar major weapons programs, including F-35s, F-16s, Patriot anti-missile batteries, and the like for countries ranging from South Korea to Taiwan and India.

All of this ensures the sharpening of divides between China and its neighbors in the Pacific amid what may become a regional arms race.  For the Pentagon, it seems, no weaponry is now off the table for key Asian allies in its incipient anti-China alliance, including advanced drones.  The Obama administration is already brokering a $1.2 billon sale of Northrop Grumman’s RQ-4 “Global Hawk” spy drones to South Korea.  Recently, it has been reported that Japan is preparing to buy the same model as its dispute sharpens with China over a set of islands in the East China Sea.  (The Obama administration has also been pushing the idea of selling advanced armed drones to allies like Italy and Turkey, but — a rare occurrence — has met resistance from Congressional representatives worrying about other countries pulling a “Washington”: that is, choosing its particular bad guys and sending drone assassins across foreign borders to take them out.)

Here’s the strange thing in the present gun control context: no one — not pundits, politicians, or reporters — seems to see the slightest contradiction in an administration that calls for legal limits on advanced weaponry in the U.S. and yet (as rare press reports indicate) is working assiduously to remove barriers to the sale of advanced weaponry overseas. There are, of course, still limits on arms sales abroad, some imposed by Congress, some for obvious reasons.  The Pentagon does not broker weapons sales to Iran, North Korea, or Cuba, and it has, for example, been prohibited by Congress from selling them to the military regime in Myanmar. But generally the Obama administration has put effort into further easing the way for major arms sales abroad, while working to rewrite global export rules to make them ever more permeable.

In other words, the Pentagon is the largest federally licensed weapons dealer on the planet and its goal — one that the NRA might envy — is to create a world in which the rights of those deemed our allies to bear our (most advanced) armaments “shall not be infringed.”  The Pentagon, it seems, is intent on pursuing its own global version of the Second Amendment, not for citizens of the world but for governments, including grim, autocratic states like Saudi Arabia which are perfectly capable of using such weaponry to create Newtowns on an unimaginable scale.

A well regulated militia indeed.

The Pentagon as a Global NRA

Think of it as a simple formula: if you’ve been hired (and paid handsomely) to protect what is, you’re going to be congenitally ill-equipped to imagine what might be.  And yet the urge not just to know the contours of the future, but to plant the Stars and Stripes in that future has had the U.S. Intelligence Community (IC) in its grip since the mid-1990s.  That was the moment when it first occurred to some in Washington that U.S. power might be capable of controlling just about everything worth the bother globally for, if not an eternity, then long enough to make the future American property.

Ever since, every few years the National Intelligence Council (NIC), the IC’s “center for long-term strategic analysis,” has been intent on producing a document it calls serially Global Trends [fill in the future year].  The latest edition, out just in time for Barack Obama’s second term, is Global Trends 2030.  Here’s one utterly predictable thing about it: it’s bigger and more elaborate than Global Trends 2025.  And here’s a prediction that, hard as it is to get anything right about the future, has a 99.9% chance of being accurate: when Global Trends 2035 comes out, it’ll be bigger and more elaborate yet.  It’ll cost more and still, like its predecessor, offer a hem for every haw, a hedge for every faintly bold possibility, a trap-door escape from any prediction that might not stick.

None of this should be surprising.  In recent years, with a $75 billion collective budget, the IC, that historically unprecedented labyrinth of 17 intelligence agencies and outfits, has been one of Washington’s major growth industries.  In return for almost unfettered funding and a more-than-decade-long expansion of its powers, it’s promised one thing to the American people: safety, especially from “terrorism.”  As part of a national security complex that has benefitted enormously from a post-9/11 lockdown of the country and the creation of a permanent war state, it also suffers from the classic bureaucratic disease of bloat.

So no one should be shocked to discover that its forays into an anxiety-producing future, which started relatively modestly in 1997, have turned into ever more massive operations.  In this fifth iteration of the series, the authors have given birth to a book-length paean to the future and its dangers.

For this, they convened groups of “experts” in too many American universities to count, consulted too many individual academics to name despite pages of acknowledgements, and held “meetings on the initial draft in close to 20 countries.”  In other words, a monumental effort was made to mount the future and reassure Washington that, while a “relative economic decline vis-à-vis the rising states is inevitable,” the coming decades might still prove an American plaything (even if shared, to some extent, with China and those rising powers).

Frack Is the New Crack

Having grown to immodest size, the “trends” in the project’s title were no longer faintly enough.  Instead, the language of Global Trends 2030 has bloated to match its mammoth pretensions.  These days to nail down the future for American policymakers, you need Megatrends (“Individual Empowerment,” “Diffusion of Power”), Game-Changers (“Crisis-Prone Global Economy,” “Governance Gap,” “Potential for Increased Violence”), Black Swans (“Severe Pandemic,” “Much More Rapid Climate Change,” “A Reformed Iran”), and Tectonic Shifts (“Growth of the Global Middle Class,” “Unprecedented and Widespread Aging”), not to speak of Potential Worlds or fictional futuristic scenarios in which those Megatrends, Game-Changers, Black Swans, and Tectonic Shifts mix and match into possible futures.

Out of this, what exactly have the mavens of American intelligence, the representatives of the last remaining global superpower, concluded?  Here would be my partial summary: that we should expect the rise of nothing much we don’t already know about; that various versions of the knowable present can be accurately projected into the future; that much depends on what happens to the Earth’s greatest state (with China nipping at its heels) — whether, that is, with its “preponderance across the board in most dimensions of power, both ‘hard’ and ‘soft,’” the U.S. will remain a benevolent “global security provider” or “global policeman” of planetary stability or — disaster of disasters — pull in on itself, creating a declinist fortress America; that the true American crisis might be a decrease in military spending; that odds are the global economy, with more than a billion new “middle class” consumers, could do marginally better or worse; that Iran might (or might not) build nuclear weapons; that global conflict could increase somewhat (with an emphasis on resource wars) — or decline; that the national state could hang in there with something like its present power or lose some of it to nongovernmental bodies and “smart cities,” and so on.

There are, however, a few topics that seem to have gone MIA in the National Intelligence Council’s version of our future world. You won’t, for instance, find these words emphasized in Global Trends 2030: corporations — they seem to have no role worth mentioning in the world of the future; depression — yes, “recession,” or even in extremis “collapse,” but not “global depression,” not even when the U.S. is compared to the planet’s previous great imperial power, nineteenth century Britain, and so to an era when depressions were rife (a possible “great depression” gets a single “low probability” mention); imperial — since we’re the only… ahem… great you-know-what left, that’s not an appropriate word for the world of 2030; revolution — oh, there was one of those in 1848 and it can be mentioned, but despite the fact that the globe has been convulsed by unexpected uprisings and unforeseen movements in recent years, in 2030, revolution is unimaginable; capitalism — no need even to say it in a world in which nothing else exists, and to use it might imply that by 2030 another system of any sort could arise to challenge it, which is, of course, inconceivable; Israeli nuclear weapons — why bring up the Israeli nuclear arsenal, which actually exists and will assumedly be there in 2030, when you can focus on that fabulous black swan Iran and its (as yet) nonexistent nuclear arsenal.

Finally, military base — undoubtedly a perfectly acceptable term for the NIC in Global Trends 2040, once the Chinese establish a few of them abroad.  In the meantime, in a world in which the U.S. still has about 1,000 of them globally, there’s no point in bringing the subject up or discussing the fate of Washington’s historically unprecedented garrisoning of the planet.  Nor in Global Trends 2030 will you find a serious consideration of American military power or Washington’s penchant in recent years not for guaranteeing stability but ensuring instability, mayhem, and chaos in distant lands.

You’ll find a section on drones, but not on our drone wars and how they might play out in 2030.  (Another verboten set of words now associated with those wars are assassination, targeted killing, kill list.  You’ll find the Arab Spring discussed in passing, but not the Indian Spring. (You know, the one that occurred in 2023 in that youth-bulge of a nation when rising expectations met economic frustration.)  You’ll read much about resource problems and potential resource wars, but not about the 800-pound gorilla in the global room.  The single looming crisis threatening the well-being of the planet, climate change, while certainly discussed in passing, is essentially ducked on the grounds, it seems, that by 2030 it won’t really have hit yet.  (Assumedly, none of the group meetings the NIC called were held in the parched U.S. southwest, the drought-stricken Midwest, or on the Jersey Coast since Hurricane Sandy hit.)

You’ll note that the thing that makes our intelligence futurologists jump for joy and gives them the equivalent of a drug high is hydraulic fracturing, or fracking, to which they return again and again.  I kid you not.  For them, frack is the new crack and if this document (god save us) were ever made into a movie, it might be called Frack to the Future.  Yes, in most of their future scenarios, fracking, releasing all that “extreme energy,” makes the U.S. energy independent, a natural gas exporter, and practically ensures that 2030 will once again be an American year!  Yippee!

Time’s Democracy

Above all, the National Intelligence Council’s analysts have managed to largely banish the single most essential, unavoidable, and bracing aspect of the future: surprise.  That tells you far more about the Washington world the authors inhabit than what may happen in 2030.  But before I get to that, give me just a second to pat myself on the back.

After all, I’ve done you an enormous favor.  I’ve actually read Global Trends 2030 from its two-page “dear reader” letter from the chairman of the NIC and the report’s “executive summary” though its 136 two-columned pages, and even its interminable acknowledgements.  And let me assure you, it’s put together by perfectly intelligent people and has some interesting nuggets in it.  The assembled crew has even tried its hand at writing bits of futuristic fiction and at least one of them, a “Marxist” analysis “updated” for the twenty-first century, has some passing entertainment value.

In the end, though, the document, like the IC itself, is an overblown artifact of Washington’s own limitations and fears.  It’s also mind-numbingly, bone-blisteringly dull and repetitive, featuring elaborate charts laying out what you’ve just read as if you were simply too thick to take it in paragraph by paragraph.  It’s exactly the sort of thing that no bureaucratic collective should be allowed to inflict on the great unknown, and that no one raised on H.G. Wells, Arthur Clarke, Isaac Asimov, Ray Bradbury, Philip Dick, Ursula Le Guin, George Orwell, William Gibson, or for that matter, Suzanne Collins should ever have to endure.

And yet, the strangeness of this project, historically speaking, should get your attention.  Stop for a moment and think about time and the state.  States have traditionally had an urge to control the past (sometimes working hard to gain a monopoly on the writing of history).  And — no surprise here — most states have the urge to control the present.  But the future?  The future is time’s democracy.  No government can secure it.  No military can invade it.  No intelligence agency can embed its operatives in it.

This is why the Global Trends series that originally emerged from the increasingly self-confident world of the “sole superpower” holds a certain fascination.  It represents a unique state foray into the future, a singular attempt to corral and possess it.  Once upon a time, the distant future was the province of utopian or dystopian thinkers, pulp fiction writers, oddballs, visionaries, even cranks, but not government intelligence services. Peering into it was, at its best, a movingly strange individual adventure of the imagination, whether you were reading Edward Bellamy or Charlotte Perkins Gilman, Yevgeny Zamyatin or H.G. Wells, George Orwell or Aldous Huxley.

That was, of course, before the Pentagon began planning for the weaponry of 2020, 2035, and 2050; before war turned nuclear and so, with the exception of two cities in 1945, could only be “fought” in think tanks via futuristic scenario writing.  It was before the leaders of the sole superpower were so overcome by hubris that they began to suspect the future, like the present, might indeed be theirs.

And yet the future is, and remains, everyone’s, always.  Until it actually comes to pass, your guess is as good as the CIA’s or the NIC’s.  Probably better.  They may, in fact, be the worst possible candidates to write about the future.  Even when they know the rap against them — as laid out in Global Trends 2030, their inability to let go of “continuities” for “discontinuities and crises” — it doesn’t matter.

They simply can’t bring themselves to think outside the box.  They don’t dare surprise themselves, no less give the future its surprising due, even though — my own guess — ours is likely to be a world increasingly filled with those discontinuities.  The rise of China, the collapse of Lehman Brothers, the Arab Spring, the eruption of both the Tea Party and the Occupy Movement, even the tiniest of unexpected trapdoors in history — like Paula Broadwell taking down America’s “greatest” general — are conceptually beyond them.  Surprise is their poison.  They would prefer to palm a few cards and play from the bottom of the deck rather than acknowledge that the future just isn’t theirs.

Apocalypse When?

The early years of the George W. Bush era proved a visionary, if quite mad, moment.  That was when Washington blew a hole in the oil heartlands of the planet and may have launched the Arab Spring.  More recently, policymaking has been firmly restored to an administration of managers and the American imperial imagination, such as it was, began to atrophy.  Global Trends 2030 reflects that all-American reality, which is why it’s less like entering the future than getting a guided tour of the airless corridors of Washington’s collective mind as 2013 begins.

Of course, the future is an impossibly tricky thing to guide anyone through.  Take China, for example.  No one would claim its rise isn’t a fact of world historical importance.  Still, I think it would be fair to say that, from the beginning of the nineteenth century to the end of the twentieth, an individual who accurately predicted the next bizarre and spectacular twist in China’s path to the future would have been laughed out of any roomful of experts: the collapse of imperial China, the improbable rise of Mao Zedong’s communist movement out of the chaos of invasion and civil war, or — most improbable of all — the creation by China’s Communist Party, after a decade of startling radicalism and extremism, of an unprecedented capitalist powerhouse (slated, as Global Trends 2030 points out, to pass the U.S. as the globe’s leading economy by 2030, if not earlier).

So why should anyone imagine that, when it comes to China, present trends can simply be extrapolated into the future?  And yet so it goes for the folks of Global Trends 2030, who project a more daring than usual series of scenarios for that country, ranging from cooperation with the U.S. in hegemonic regional harmony to growing nationalism and “adventurism” abroad to (an extreme improbability, as they see it) an economic “collapse” scenario that shocks the global economy.

Still, let’s take one prominent fact of Chinese history, which the analysts of the National Intelligence Council ignore (although China’s leaders are deeply aware of it or they wouldn’t have moved to suppress the Falun Gong sect or, more recently, a Christian cult of the Mayan apocalypse).  Under stress, China has a unique revolutionary tradition.  For at least a couple of thousand years, in bad times huge peasant rebellions, often fed by syncretic religious cults, have swept out of the Chinese interior to threaten the country: the Yellow Turbans, the White Lotus, the Taipings of the mid-nineteenth century, and most recently Mao’s own movement, among others.

Already today, in economically upbeat times, China has tens of thousands of “mass incidents” a year in which citizens protest polluting factories, peasants take over local villages, and so on.  If the Chinese economy takes a major hit between now and 2030, amid growing economic corruption and increasing inequality, who knows what might actually happen?

With the rarest of exceptions, however, the authors of Global Trends 2030 relegate the shock of the future to outlier “black swans” like a pandemic that could kill millions or solar geomagnetic storms that knock out satellite systems and the global electric grid (a scenario the writers of NBC’s hit show Revolution got to well ahead of the NIC’s experts).  Otherwise, when it comes to a truly disjunctive world, for better or worse, forget it in Global Trends 2030.

I don’t think I’m atypical and yet I can imagine worse than they seem capable of describing without even blinking, starting with a full-scale, gob-smack global depression.  In fact, if you have an apocalyptic turn of mind, all you need to do is look at the information they supply — some of which their analysts consider good news — and it’s easy enough to grasp what a truly extreme world we may be entering.

They tell us, for instance, that “the world has consumed more food than it has produced in seven of the last eight years” (a trend they hope will be reversed by the genetic modification of food crops); that water is running short (“by 2030 nearly half the world’s population will live in areas with severe water stress”); that demand for energy will rise by about 50% in the coming 15 to 20 years; and that greenhouse gases, entering the atmosphere as if there were no tomorrow, are expected to double by mid-century.  By their estimate, in 2030 there will be 8.3 billion high-end omnivores rattling around this planet and more than a billion of them, possibly two billion, will have entered some abysmally degraded version of “the middle class.”  That is, there will be more car drivers, more meat-eaters, more product buyers.

Throw in climate change — and the “success” of fracking in keeping us on a fossil fuels diet for decades to come — and tell me you can’t imagine the odd apocalyptic scenario or two, and a few shocking surprises as well.

A Wishing Well on the Global Mall

Think of Global Trends 2030 as a portrait of an aging, overweight Intelligence Community (and the academic hangers-on who work with them) incapable of seeing the world as it is, let alone as it might be. The National Intelligence Council evidently never met an apocalypt or a dreamer it didn’t want to avoid.  Its movers and shakers seemingly never considered putting together a panel of sci-fi writers, and in all their travels they evidently never stopped in Uruguay and paid a visit to the radical writer Eduardo Galeano, or even consulted his 1998 book Upside Down: A Primer for the Looking-Glass World.

At one point, discussing global consumerism — and remember this was the year after the first Global Trends report came out — he wrote:

“Consumer society is a booby trap.  Those at the controls feign ignorance, but anybody with eyes in his head can see that the great majority of people necessarily must consume not much, very little, or nothing at all in order to save the bit of nature we have left.  Social injustice is not an error to be corrected, nor is it a defect to be overcome; it is an essential requirement of the system.  No natural world is capable of supporting a mall the size of the planet… [If] we all consumed like those who are squeezing the earth dry, we’d have no world left.”

With the rising powers of “the South” and “the East,” we’ll now have a chance to see for ourselves, perhaps by 2030, just how accurate Galeano might have been about the fate of this ever more crowded, ever more resource-pressed, ever hotter and more tumultuous planet of ours.  We might learn up close and personal just what it means to add a billion or two extra “middle class” consumers at such a moment.  By then, perhaps we’ll be able to take our pick from extremities of all sorts, ranging from old standbys like revolution or fascism to new ones that we can’t even imagine today.

But don’t read Global Trends 2030 to find out about that.  After all, the nightmare of every bureaucracy is surprise.  We’re not spending $75 billion on “intelligence” and giving up what were once classic American rights and liberties to encounter a bunch of unsettling surprises.  No wonder the NIC folks can’t bear to imagine a fuller range of what might be coming.  The Washington bubble is too comfortable, the rest too frightening.  They may be living off our fear, but don’t kid yourself for a second, they’re afraid too, or they could never produce a document like Global Trends 2030.

As a portrait of American power gone remarkably blind, deaf, and dumb in a world roaring toward 2030, it provides the rest of us with the functional definition of the group of people least likely to offer long-term security to Americans.

Boil it all down, in fact, and you have a single, all-too-clear New Year’s wish from the U.S. Intelligence Community: please, please, please make 2013, 2014, 2015… and 2030 not so different from 2012!

The U.S. Intelligence Community’s New Year’s Wish

Weren’t those the greatest of days if you were in the American spy game?  Governments went down in Guatemala and Iran thanks to you.  In distant Indonesia, Laos, and Vietnam, what a role you played!  And even that botch-up of an invasion in Cuba was nothing to sneeze at.  In those days, unfortunately, you — particularly those of you in the CIA — didn’t get the credit you deserved.

You had to live privately with your successes.  Sometimes, as with the Bay of Pigs, the failures came back to haunt you (so, in the case of Iran, would your “success,” though so many years later), but you couldn’t with pride talk publicly about what you, in your secret world, had done, or see instant movies and TV shows about your triumphs.  You couldn’t launch a “covert” air war that was reported on, generally positively, almost every week, or bask in the pleasure of having your director claim publicly that it was “the only game in town.”  You couldn’t, that is, come out of what were then called “the shadows,” and soak up the glow of attention, be hailed as a hero, join Americans in watching some (fantasy) version of your efforts weekly on television, or get the credit for anything.

Nothing like that was possible — not at least until well after two journalists, David Wise and Thomas B. Ross, shined a bright light into those shadows, called you part of an “invisible government,” and outed you in ways that you found deeply discomforting.

Their book with that startling title, The Invisible Government, was published in 1964 and it was groundbreaking, shadow-removing, illuminating.  It caused a fuss from its very first paragraph, which was then a shockeroo: “There are two governments in the United States today. One is visible. The other is invisible.”

I mean, what did Americans know at the time about an invisible government even the president didn’t control that was lodged deep inside the government they had elected?

Wise and Ross continued: “The first is the government that citizens read about in their newspapers and children study about in their civics books. The second is the interlocking, hidden machinery that carries out the policies of the United States in the Cold War.  This second, invisible government gathers intelligence, conducts espionage, and plans and executes secret operations all over the globe.”

The Invisible Government came out just as what became known as “the Sixties” really began, a moment when lights were suddenly being shone into many previously shadowy American corners. I was then 20 years old and sometime in those years I read their book with a suitable sense of dread, just as I had read those civics books in high school in which Martians landed on Main Street in some “typical” American town to be lectured on our way of life and amazed by our Constitution, not to speak of those fabulous governmental checks and balances instituted by the Founding Fathers, and other glories of democracy.

I wasn’t alone reading The Invisible Government either.  It was a bestseller and CIA Director John McCone reportedly read the manuscript, which he had secretly obtained from publisher Random House.  He demanded deletions.  When the publisher refused, he considered buying up the full first printing.  In the end, he evidently tried to arrange for some bad reviews instead.

Time Machines and Shadow Worlds

By 1964, the “U.S. Intelligence Community,” or IC, had nine members, including the CIA, the Defense Intelligence Agency (DIA), and the National Security Agency (NSA).  As Wise and Ross portrayed it, the IC was already a labyrinthine set of secret outfits with growing power.  It was capable of launching covert actions worldwide, with a “broad spectrum of domestic operations,” the ability to overthrow foreign governments, some involvement in shaping presidential campaigns, and the capacity to plan operations without the knowledge of Congress or full presidential control.  “No outsider,” they concluded, “can tell whether this activity is necessary or even legal.  No outsider is in a position to determine whether or not, in time, these activities might become an internal danger to a free society.”  Modestly enough, they called for Americans to face the problem and bring “secret power” under control.  (“If we err as a society, let it be on the side of control.”)

Now, imagine that H.G. Wells’s time machine had been available in that year of publication.  Imagine that it whisked those journalists, then in their mid-thirties, and the young Tom Engelhardt instantly some 48 years into the future to survey just how their cautionary tale about a great democratic and republican nation running off the tracks and out of control had played out.

The first thing they might notice is that the Intelligence Community of 2012 with 17 official outfits has, by the simplest of calculations, almost doubled.  The real size and power of that secret world, however, has in every imaginable way grown staggeringly larger than that.  Take one outfit, now part of the IC, that didn’t exist back in 1964, the National Geospatial-Intelligence Agency.  With an annual budget of close to $5 billion, it recently built a gigantic $1.8 billion headquarters — “the third-largest structure in the Washington area, nearly rivaling the Pentagon in size” — for its 16,000 employees.  It literally has its “eye” on the globe in a way that would have been left to sci-fi novels almost half a century ago and is tasked as “the nation’s primary source of geospatial intelligence, or GEOINT.” (Don’t ask me what that means exactly, though it has to do with quite literally imaging the planet and all its parts — or perhaps less politely, turning every inch of Earth into a potential shooting range.)

Or consider an outfit that did exist then: the National Security Agency, or NSA (once known jokingly as “no such agency” because of its deep cover).  Like its geospatial cousin, it has been in a period of explosive growth, budgetary and otherwise, capped off by the construction of a “heavily fortified” $2 billion data center in Bluffdale, Utah.  According to NSA expert James Bamford, when finished in 2013 that center will “intercept, decipher, analyze, and store vast swaths of the world’s communications as they zap down from satellites and zip through the underground and undersea cables of international, foreign, and domestic networks.”  He adds: “Flowing through its servers and routers and stored in near-bottomless databases will be all forms of communication, including the complete contents of private emails, cell phone calls, and Google searches, as well as all sorts of personal data trails — parking receipts, travel itineraries, bookstore purchases, and other digital ‘pocket litter.’” We’re talking not just about foreign terrorists here but about the intake and eternal storage of vast reams of material from American citizens, possibly even you.

Or consider a little-known post-9/11 creation, the National Counterterrorism Center (NCTC), which is not even a separate agency in the IC, but part of the Office of the Director of National Intelligence.  According to the Wall Street Journal, the Obama administration has just turned that organization into “a government dragnet, sweeping up millions of records about U.S. citizens — even people suspected of no crime.”  It has granted the NCTC the right, among other things “to examine the government files of U.S. citizens for possible criminal behavior, even if there is no reason to suspect them… copy entire government databases — flight records, casino-employee lists, the names of Americans hosting foreign-exchange students, and many others. The agency has new authority to keep data about innocent U.S. citizens for up to five years, and to analyze it for suspicious patterns of behavior. Previously, both were prohibited.”

Or take the Defense Intelligence Agency, which came into existence in 1961 and became operational only the year their book came out.  Almost half a century ago, as Wise and Ross told their readers, it had 2,500 employees and a relatively modest set of assigned tasks.  By the end of the Cold War, it had 7,500 employees.  Two decades later, another tale of explosive growth: the DIA has 16,000 employees.

In their 2010 Washington Post series, “Top Secret America,” journalists Dana Priest and William Arkin caught a spirit of untrammeled expansion in the post-9/11 era that would surely have amazed those two authors who had called for “controls” over the secret world: “In Washington and the surrounding area, 33 building complexes for top-secret intelligence work are under construction or have been built since September 2001. Together they occupy the equivalent of almost three Pentagons or 22 U.S. Capitol buildings — about 17 million square feet of space.”

Similarly, the combined Intelligence Community budget, which in deepest secrecy had supposedly soared to at least $44 billion in 2005 (all such figures have to be taken with a dumpster-ful of salt), has by now nearly doubled to an official $75 billion.

Let’s add in one more futuristic shocker for our time travelers.  Someone would have to tell them that, in 1991, the Soviet Union, that great imperial power and nemesis of the invisible government, with its vast army, secret police, system of gulags, and monstrous nuclear arsenal, had disappeared largely nonviolently from the face of the Earth and no single power has since arisen to challenge the United States militarily.  After all, that staggering U.S. intelligence budget, the explosion of new construction, the steep growth in personnel, and all the rest has happened in a world in which the U.S. is facing a couple of rickety regional powers (Iran and North Korea), a minority insurgency in Afghanistan, a rising economic power (China) with still modest military might, and probably a few thousand extreme Muslim fundamentalists and al-Qaeda wannabes scattered around the planet.

They would have to be told that, thanks to a single horrific event, a kind of terrorist luck-out we now refer to in shorthand as “9/11,” and despite the diminution of global enemies, an already enormous IC has expanded nonstop in a country seized by a spasm of fear and paranoia.

Preparing Battlefields and Building Giant Embassies

Staggered by the size of the invisible government they had once anatomized, the two reporters might have been no less surprised by another development: the way in our own time “intelligence” has been militarized, while the U.S. military itself has plunged into the shadows.  Of course, it’s now well known that the CIA, a civilian intelligence agency until recently headed by a retired four-star general, has been paramilitarized and is now putting a significant part of its energy into running an ever spreading “covert” set of drone wars across the Greater Middle East.

Meanwhile, since the early years of the George W. Bush administration, the U.S. military has been intent on claiming some of the CIA’s turf as its own.  Not long after the 9/11 attacks, then-Secretary of Defense Donald Rumsfeld began pushing the Pentagon into CIA-style intelligence activities — the “full spectrum of humint [human intelligence] operations” — to “prepare” for future “battlefields.”  That process has never ended.  In April 2012, for instance, the Pentagon released the information that it was in the process of setting up a new spy agency called the Defense Clandestine Service (DCS).  Its job: to globalize military “intelligence” by taking it beyond the obvious war zones.  The DCS was tasked as well with working more closely with the CIA (while assumedly rivaling it).

As Greg Miller of the Washington Post reported, “Creation of the new service also coincides with the appointment of a number of senior officials at the Pentagon who have extensive backgrounds in intelligence and firm opinions on where the military’s spying programs — often seen as lackluster by CIA insiders — have gone wrong.”

And then just this month the head of the Defense Intelligence Agency, originally a place for analysis and coordination, announced at a conference that his agency was going to expand into “humint” in a big way, filling embassies around the world with a new corps of clandestine operators who had diplomatic or other “cover.”  He was talking about fielding 1,600 “collectors” who would be “trained by the CIA and often work with the Joint Special Operations Command.”  Never, in other words, will a country have had so many “diplomats” who know absolutely nothing about diplomacy.

Though the Senate has balked at funding the expansion of the Defense Clandestine Service, all of this represents both a significant reshuffling of what is still called “intelligence” but is really a form of low-level war-making on a global stage and a continuing expansion of America’s secret world on a scale hitherto unimaginable, all in the name of “national security.”  Now at least, it’s easier to understand why, from London to Baghdad to Islamabad, the U.S. has been building humongous embassies fortified like ancient castles and the size of imperial palaces for unparalleled staffs of “diplomats.”  These will now clearly include scads of CIA, DIA, and perhaps DCS agents, among others, under diplomatic “cover.”

Into this mix would have to go another outfit that would have been unknown to Wise and Ross, but — given the publicity Seal Team Six has gotten over the bin Laden raid and other activities — that most Americans will be at least somewhat aware of.  An ever-greater role in the secret world is now being played by a military organization that long ago headed into the shadows, the Joint Special Operations Command (JSOC).  In 2009, New Yorker reporter Seymour Hersh termed it an “executive assassination ring” (especially in Iraq) that did not “report to anybody, except in the Bush-Cheney days… directly to the Cheney office.”

In fact, JSOC only emerged into the public eye when one of its key operatives in Iraq, General Stanley McChrystal, was appointed U.S. war commander in Afghanistan.  It has been in the spotlight ever since as it engages in what once might have been CIA-style paramilitary operations on steroids, increases its intelligence-gathering capacity, runs its own drone wars, and has set up a new headquarters in Washington, 15 convenient minutes from the White House.

Big Screen Moments and “Covert” Wars

At their top levels, the leadership of the CIA, the DIA, and JSOC are now mixing and matching in a blur of ever more intertwined, militarized outfits, increasingly on a perpetual war footing.  They have, in this way, turned the ancient arts of intelligence, surveillance, spying, and assassination into a massively funded way of life and are now regularly conducting war on the sly and on the loose across the globe. At the lowest levels, the CIA, DIA, JSOC, and assumedly someday DCS train together, work in teams and in tandem, and cooperate, as well as poach on each other’s turf.

Today, you would be hard-pressed to write a single volume called The Invisible Government.  You would instead have to produce a multi-volume series.  And while you were at it — this undoubtedly would have stunned Wise and Ross — you might have had to retitle the project something like The Visible Government.

Don’t misunderstand me: Americans now possess (or more accurately are possessed by) a vast “intelligence” bureaucracy deeply in the shadows, whose activities are a mass of known unknowns and unknown unknowns to those of us on the outside.  It is beyond enormous.  There is no way to assess its actual usefulness, or whether it is even faintly “intelligent” (though a case could certainly be made that the U.S. would be far better off with a non-paramilitarized intelligence service or two, rather than scads of them, that eschewed paranoia and relied largely on open sources).  But none of that matters.  It now represents an irreversible way of life, one that is increasingly visible and celebrated in this country.  It is also part of the seemingly endless growth of the imperial power of the White House and, in ways that Wise and Ross would in 1964 have found inconceivable, beyond all accountability or control when it comes to the American people.

It is also ready to take public credit for its “successes” (or even a significant hand in shaping how they are viewed in the public arena).  Once upon a time, a CIA agent who died in some covert operation would have gone unnamed and unacknowledged.  By the 1970s, that agent would have had a star engraved on the wall of the lobby of CIA headquarters, but no one outside the Agency would have known about his or her fate.

Now, those who die in our “secret” operations or ones launched against our “invisible” agents can become public figures and celebrated “heroes.” This was the case, for instance, with Jennifer Matthews, a CIA agent who died in Afghanistan when an Agency double agent turned out to be a triple agent and suicide bomber.  Or just last week, when a soldier from Seal Team Six died in an operation in Afghanistan to rescue a kidnapped doctor.  The Navy released his photo and name, and he was widely hailed.  This would certainly have been striking to Wise and Ross.

Then again, they would undoubtedly have been no less startled to discover that, from Jack Ryan and Jason Bourne to Syriana, the Mission Impossible films, and Taken, the CIA and other secret outfits (or their fantasy doppelgangers) have become staples of American multiplexes.  Nor has the small screen, from 24 to Homeland, been immune to this invasion of visibility.  Or consider this: just over a year and a half after Seal Team Six’s super-secret bin Laden operation ended, it has already been turned into Zero Dark Thirty, a highly pre-praised (and controversial) movie, a candidate for Oscars with a heroine patterned on an undercover CIA agent whose photo has made it into the public arena.  Moreover, it was a film whose makers were reportedly aided or at least encouraged in their efforts by the CIA, the Pentagon, and the White House, just as the SEALs aided this year’s high-grossing movie Act of Valor (“an elite team of Navy SEALs… embark on a covert mission to recover a kidnapped CIA agent”) by lending the film actual SEALs as its (unnamed) actors and then staging a SEAL parachute drop onto a red carpet at its Hollywood premier.

True, at the time The Invisible Government was published, the first two James Bond films were already hits and the Mission Imposible TV show was only two years from launch, but the way the invisible world has since emerged from the shadows to become a fixture of pop culture remains stunning.  And don’t think this was just some cultural quirk.  After all, back in the 1960s, enterprising reporters had to pry open those invisible agencies to discover anything about what they were doing.  In those years, for instance, the CIA ran a secret air and sizeable ground war in Laos that it tried desperately never to acknowledge despite its formidable size and scope.

Today, on the other hand, the Agency runs what are called “covert” drone wars in Pakistan, Yemen, and Somalia in which most strikes are promptly reported in the press and about which the administration clearly leaked information it wanted in the New York Times on the president’s role in picking those to die.

In the past, American presidents pursued “plausible deniability” when it came to assassination plots like those against Congolese leader Patrice Lumumba, Cuba’s Fidel Castro, and Vietnam’s Ngo Dinh Diem.  Now, assassination is clearly considered a semi-public part of the presidential job, codified, bureaucratized, and regulated (though only within the White House), and remarkably public.  All of this has become part of the visible world (or at least a giant publicity operation in it).  No need today for a Wise or Ross to tell us this.  Ever since President Ronald Reagan’s CIA-run Central American Contra wars of the 1980s, the definition of “covert” has changed.  It no longer means hidden from sight, but beyond accountability.

It is now a polite way of saying to the American people: not yours.  Yes, you can know about it; you can feel free to praise it; but you have nothing to do with it, no say over it.

In the 48 years since their pioneering book was published, Wise and Ross’s invisible government has triumphed over the visible one.  It has become the go-to option in this country.  In certain ways, it is also becoming the most visible and important part of that government, a vast edifice of surveilling, storing, spying, and killing that gives us what we now call “security,” leaves us in terror of the world, never stops growing, and is ever freer to collect information on you to use as it wishes.

With the passage of 48 years, it’s so much clearer that, impressive as Wise and Ross were, their quest was quixotic.  Bring the “secret power” under control?  Make it accountable?  Dream on — but be careful, one of these days even your dreams may be on file.

The Visible Government

Dear President Obama,

Nothing you don’t know, but let me just say it: the world’s a weird place. In my younger years, I might have said “crazy,” but that was back when I thought being crazy was a cool thing and only regretted I wasn’t.

I mean, do you ever think about how you ended up where you are? And I’m not actually talking about the Oval Office, though that’s undoubtedly a weird enough story in its own right.

After all, you were a community organizer and a constitutional law professor and now, if you stop to think about it, here’s where you’ve ended up: you’re using robots to assassinate people you personally pick as targets.  You’ve overseen and escalated off-the-books robot air wars in Pakistan, Somalia, and Yemen, and are evidently considering expanding them to Mali and maybe even Libya.  You’ve employed what will someday be defined as a weapon of mass destruction, launching history’s first genuine cyberwar against a country that isn’t threatening to attack us.  You’ve agreed to the surveillance of more Americans every which way from Sunday than have ever been listened in on or (given emailing, texting, and tweeting) read.  You came into office proclaiming a “sunshine” policy and yet your administration has classified more documents (92,064,862 in 2011) than any other in our history.  Despite signing a Whistleblower Enhancement Protection Act, you’ve used the Espionage Act on more government whistleblowers and leakers than all previous administrations combined, and yet your officials continue to leak secret material they see as advantageous to the White House without fear of prosecution.  Though you deep-sixed the Bush administration name for it — “the Global War on Terror” (ridding the world of GWOT, one of the worst acronyms ever) — you’ve accepted the idea that we are “at war” with terror and on a “global battlefield” which (see above) you’re actually expanding.  You’re still keeping uncharged, untried prisoners of not-quite-war in an offshore military prison camp of injustice that, on the day you came into office, you promised to close within a year.  You’re overseeing planning that, according to recent reports, will continue the Afghan War in some form until at least 2017 or possibly well beyond.  You preside over an administration that has encouraged the further militarization of the CIA (to which you appointed as director not a civilian but a four-star general you assumedly wanted to tuck safely away during campaign season).  You’ve overseen the further militarization of the State Department; you’ve encouraged a major expansion of the special operations forces and its secret presidential army, the Joint Special Operations Command, cocooned inside the U.S. military/  You’ve overseen the further post-9/11 expansion of an already staggering national security budget and the further growth of our labyrinthine “Intelligence Community” — and though who remembers anymore, you even won what must have been the first prospective Nobel Prize for Peace more or less before you did a damn thing, and then thanked the Nobel Committee with a full-throated defense of the right of the U.S. to do what it pleased, militarily, on the planet! And if that isn’t a weird legacy-in-formation, what is?

I mean, you have my sympathies. The Bush administration did you no favors. You inherited hell for a foreign policy and when it came to matters like Guantanano, the Republicans in Congress hung you out to dry.

Still, who woulda thunk it?  Don’t these “accomplishments” of yours sometimes amaze you? Don’t you ever wake up in the middle of the night wondering just who you are? Don’t you, like me, open your eyes some mornings in a state of amazement about just how you ended up on this particular fast-morphing planet? Are you as stunned as I am by the fact that a tanker carrying liquid natural gas is now making a trip from Norway to Japan across the winter waters of the Arctic? Twenty days at sea lopped off an otherwise endless voyage via the Mediterranean Sea, and the Indian and Pacific Oceans. Did you ever think you’d live to see the opening of the Northeast Passage in winter? Don’t you find it ironic that fossil fuels, which helped burn that oceanic hole in the Arctic ice, were the first commercial products shipped through those open waters? Don’t you find it just a tad odd that you can kill someone in distant Yemen without the slightest obstacle and yet you’ve been able to do next to nothing when it comes to global warming? I mean, isn’t that world-championship weird, believe-it-or-not bizarre, and increasingly our everyday reality?

Aren’t you amazed that your Pentagon has recently issued a directive meant to ensure that armed robots will never kill human beings on their own? Not so long ago, that was the stuff of sci-fi; now, it’s the subject of a bureaucratic document. Tell that to Skynet someday, right?

Who could make this stuff up? Maybe William Gibson — maybe he already did — but not me and my guess is not you either.

Putting Yourself in a Box

I know that we humans are terrible at predicting the future. Still, if I had told you back in, say, 2003 that, in the wake of a lawless administration, we would vote a constitutional lawyer into the White House as a “peace candidate” and he’d do exactly what you’ve done so far (see, again, above), you wouldn’t have believed it, would you? And if I had told you it would be you, I’ll put my money on your laughing me out of any room (not that I’ve ever been in a room with you).

Just the other day, something leaked by two “administration officials” onto the front-page of the New York Times got me started on this letter. In a piece headlined “Election Spurred a Move to Codify U.S. Drone Policy,” reporter Scott Shane wrote that, fearing you might lose to Mitt Romney, you were rushing to develop “a formal rule book,” including “explicit rules for the targeted killing of terrorists by unmanned drones, so that a new president would inherit clear standards and procedures.” You won the election, of course, but Shane claims you’re “still pushing” — though at a far more leisurely pace — “to make the rules formal and resolve… exactly when lethal action is justified.”

To use your term, you are putting “a legal architecture” in place for a process of White House-directed robotic assassination — you call them “targeted killings” — that will assumedly be long-lasting. These are acts that in the years before 9/11, as Shane points out, Washington used to condemn when Israel committed them and that most countries consider illegal to this day.

I understand why the idea of Mitt Romney as assassin-in-chief made you nervous and why you wanted to put him in a straitjacket of drone codification. But it’s hard not to ask — and I’m not the first to do so — what about you? It’s human nature to trust ourselves over the other guy, but has it occurred to you that some of us might have the same reaction to you at the helm of a globalizing robot war as you had to Mitt?

In any case, haven’t you already managed to do to yourself what you planned to do to him — without cutting down the killing appreciably, including the deaths of civilians, children, at least four American citizens, and a Yemeni deputy provincial governor who had nothing to do with al-Qaeda? If press reports are to be believed, you’ve already been fully involved in regularizing, bureaucratizing, legalizing, and codifying your drone wars. In other words, you’ve put yourself deep inside a developing system in which you no longer have a hope in hell of imagining the world any other way.

Here’s a little history of the process (not that you of all people don’t already know it): You inherited an ad hoc Bush administration program of CIA drone strikes in the Pakistani tribal borderlands that started in 2004 and was originally aimed at top al-Qaeda types. But as will happen, those “targeted killings” became ever less targeted, spreading to lower level al-Qaeda types, Taliban leaders, Taliban “foot soldiers,” and finally what came to be called “signature strikes” against “patterns of behavior.” (A group of military-age males with weapons, say, in an area believed to be controlled by Islamic extremists.)

We know that President Bush took you aside at the changeover moment and urged you to continue the drone wars in Pakistan (along with his cyberwar program against Iran). And though it must have been very new to you, you did so, expanding them in Pakistan and extending them in a major way to Yemen, while ever more drone bases were built in key areas of the world and ever more drones ordered up.

As this happened, those wars became ever less ad hoc, ever more organized and bureaucratic. A regular process for deciding on individual “targets” came into being. You had your “baseball cards” (PowerPoint slides on potential individuals to target) that you discussed in your regular “Terror Tuesday” meetings.  Where once George W. Bush kept in his desk drawer a “personal scorecard,” a list of bad guys to cross out whenever one of them was killed, you now have an official “kill list.” Where once these strikes were just launched, you got the Office of Legal Counsel to produce a 50-page legalistic justification for using drones to kill a U.S. citizen. It and other legal memos on drone use have never been released to the public or even to congressional leaders. Still, your top officials feel free to use them to their advantage in public defense of U.S. counterterror policies. (Note that the Bush administration did the same thing with its torture policies, producing Justice Department “torture memos” that “legalized” acts which, in almost any other context, or if committed by any enemy nation, would have been denounced as nightmarish acts of international illegality and that, in the past, the U.S. had prosecuted as crimes of war.)

Now, Shane reports, you’ve had the urge to codify it all and so institutionalize a presidential right to conduct assassination campaigns without regard to Congress, the American people, national sovereignty, the world, or previous standards of legality. And that is an accomplishment of the first order. I mean — Voilà! — you’ve officially created the box that no one can think outside of.

You are — so the story goes — the most powerful man on Earth. From the Oval Office, you should have the widest of wide-angle views. But sometimes don’t you feel that you’re trapped like a rat inside a maze in part (but only in part) of your own creation?

Dreaming Before It’s Too Late

Of course, I’ve never gotten nearer to the Oval Office than Pennsylvania Avenue, so what do I know about how it’s like there? Still, I’m older than you and I do know how repetitive acts rigidify, how one possible way morphs into the only way, how one limited system of living comes to seem like the only option on Earth. It happens with age. It also happens in Washington.

The other day, I noted this little passage in a New York Times report on the discovery of huge quantities of ice on Mercury: “Sean C. Solomon, the principal investigator for [the spacecraft] Messenger, said there was enough ice there to encase Washington, D.C., in a frozen block two and a half miles deep.” I couldn’t help smiling. After all, the Washington I read about already seems enclosed in a block of ice, which is why, when it comes to the world, it so seldom thinks a new thought or acts in a new way.

If only you could reverse time and take a step back into the world of the community organizer.  After all, what does such an organizer do, if not try to free people from the rigidities of their lives, the boxes they can’t think outside of, the blocks of ice they’re encased in, the acts that have come to dominate them and regularly wipe out any sense of alternative possibilities?  What’s the point of community organizing if not to allow people to begin to imagine other ways of being and becoming?

Maybe you don’t even realize how you’ve been boxed into, and boxed yourself into, the codifications from hell, almost all based on our militarizing way of life. Outside that box where the bureaucratized killing takes place, where the “wars” are fought, and the battle plans are endlessly recalibrated in ways too familiar to matter, outside the airless world of the National Security Complex where one destructive set of ways has become the only way, there surely are other possibilities that could result in other kinds of worlds. After all, just because you’re trapped in a box doesn’t mean that the world is. Look at the Middle East. For better or worse, it visibly isn’t.

Back in 2009 when you first took office, I wrote a speech for you. In it, “you” told the American people that you were “ending, not expanding, two wars.” I knew that you would never give such a speech (no less read mine), but I did believe that, despite the “wisdom” of Washington, you could indeed have put both of Bush’s wars — Iraq and Afghanistan — behind you.  We’ll never know, of course.  You chose another path, a “surge” of 30,000 troops, CIA operatives, special forces operators, private contractors, and State Department types that led to yet more disastrous years in Afghanistan.

Unfortunately, the ghostly what-ifs of history count for nothing. Still, haven’t you ever wondered whether something else wasn’t possible? Whether, for instance, sending bombs and missiles into poverty-stricken, essentially energy-less, essentially foodless Yemen was really and truly the way to world peace?

My apologies! I let sarcasm get the better of me. How about: really and truly the way to enhance U.S. national security? Honestly, Yemen? Most Americans couldn’t find it on the map to win the lottery, and according to reports, American drone and air strikes have actually increased membership in al-Qaeda in the Arabian Peninsula. And yet you won’t stop. You probably can’t.

Similarly, don’t you ever wonder whether a “pivot” to Asia, mainly involving military power and guaranteed to exacerbate regional relations in the Pacific is the best way to deal with the rising power of China? After all, what would it mean to go to war with the country which now holds well more than $1 trillion in U.S. debt? Wouldn’t it be like shooting ourselves in the foot, if not the head?

And don’t you ever wonder whether a labyrinth of 17 (yes, 17!) major agencies and outfits in the U.S. “Intelligence Community” (and even more minor ones), spending at least $75 billion annually, really makes us either safe or smart? Mightn’t we be more “intelligent” and less paranoid about the world if we spent so much less and relied instead on readily available open-source material?

I mean, there are so many things to dream about. So many ghostly possibilities to conjure up. So many experimental acts that offer at least a chance at another planet of possibility. It would be such a waste if you only reverted to your community-organizer or constitutional-law self after you left office, once “retirement syndrome” kicked in, once those drones were taking off at the command of another president and it was too late to do a thing. You could still dream then, but what good would those dreams do us or anyone else?

The Barack Obama Story (Updated)

History, it is said, arrives first as tragedy, then as farce.  First as Karl Marx, then as the Marx Brothers.  In the case of twenty-first century America, history arrived first as George W. Bush (and Dick Cheney and Donald Rumsfeld and Paul Wolfowitz and Douglas Feith and the Project for a New America — a shadow government masquerading as a think tank — and an assorted crew of ambitious neocons and neo-pundits); only later did David Petraeus make it onto the scene.

It couldn’t be clearer now that, from the shirtless FBI agent to the “embedded biographer and the “other other woman,” the “fall” of David Petraeus is playing out as farce of the first order.  What’s less obvious is that Petraeus, America’s military golden boy and Caesar of celebrity, was always smoke and mirrors, always the farce, even if the denizens of Washington didn’t know it.

Until recently, here was the open secret of Petraeus’s life: he may not have understood Iraqis or Afghans, but no military man in generations more intuitively grasped how to flatter and charm American reporters, pundits, and politicians into praising him.  This was, after all, the general who got his first Newsweek cover (“Can This Man Save Iraq?”) in 2004 while he was making a mess of a training program for Iraqi security forces, and two more before that magazine, too, took the fall.  In 2007, he was a runner-up to Vladimir Putin for TIME’s “Person of the Year.”  And long before Paula Broadwell’s aptly named biography, All In, was published to hosannas from the usual elite crew, that was par for the course.

You didn’t need special insider’s access to know that Broadwell wasn’t the only one with whom the general did calisthenics.  The FBI didn’t need to investigate.  Even before she came on the scene, scads of columnists, pundits, reporters, and politicians were in bed with him.  And weirdly enough, many of them still are.  (Typical was NBC Nightly News anchor Brian Williams mournfully discussing the “painful” resignation of “Dave” — “the most prominent and best known general of the modern era.”)  Adoring media people treated him like the next military Messiah, a combination of Alexander the Great, Napoleon, and Ulysses S. Grant rolled into one fabulous piñata.  It’s a safe bet that no general of our era, perhaps of any American era, has had so many glowing adjectives attached to his name.

Perhaps Petraeus’s single most insightful moment, capturing both the tragedy and the farce to come, occurred during the 2003 invasion of Iraq.  He was commanding the 101st Airborne on its drive to Baghdad, and even then was inviting reporters to spend time with him.  At some point, he said to journalist Rick Atkinson, “Tell me how this ends.”  Now, of course, we know: in farce and not well.

For weeks, the news has been filled with his ever-expanding story, including private rivalries, pirate-themed parties, conspiracy theories run wild, and investigations inside investigations inside investigations.  It’s lacked nothing an all-American twenty-first-century media needs to glue eyeballs.  Jill Kelley, the Tampa socialite whose online life started the ball rolling and ended up embroiling two American four-star generals in Internet hell, evidently wrote enough emails a day to stagger the imagination.  But she was a piker compared to the millions of words that followed from reporters, pundits, observers, retired military figures, everyone and anyone who had ever had an encounter with or a thought about Petraeus, his biographer-cum-lover Paula Broadwell, Afghan War Commander General John Allen, and the rest of an ever-expanding cast of characters.  Think of it as the Fall of the House of Gusher.

Here was the odd thing: none of David Petraeus’s “achievements” outlasted his presence on the scene.  Still, give him credit.  He was a prodigious campaigner and a thoroughly modern general.  From Baghdad to Kabul, no one was better at rolling out a media blitzkrieg back in the U.S. in which he himself would guide Americans through the fine points of his own war-making.

Where, once upon a time, victorious commanders had to take an enemy capital or accept the surrender of an opposing army, David Petraeus conquered Washington, something even Robert E. Lee couldn’t do.  Until he made the mistake of recruiting his own “biographer” (and lover), he proved a PR prodigy.  He was, in a sense, the real life military version of F. Scott Fitzgerald’s Jay (“the Great”) Gatsby, a man who made himself into the image of what he wanted to be and then convinced others that it was so.

In the field, his successes were transitory, his failures all too real, and because he proved infinitely adaptable, none of it really mattered or stanched the flood of adjectives from admirers of every political stripe.  In Washington, at least, he seemed invincible, even immortal, until it all ended in a military version of Dallas or perhaps previews for Revenge, season three.

His “fall from grace,” as ABC’s nightly news labeled it, was a fall from Washington’s grace, and his tale, like that of the president who first fell in love with him, might be summarized as all-American to fall-American.

Turning the Lone Superpower Into the Lonely Superpower

David Petraeus was a Johnny-come-lately in respect to Petraeus-ism.  He would pick up the basics of the imperial style of that moment from his models in and around the Bush administration and apply them to his own world.  It was George W. and his guys (and gal) who first dreamed the dreams, spent a remarkable amount of time “conquering Washington,” and sold their particular set of fantasies to themselves and then to the American people.

They were the original smoke-and-mirrors crew.  From the moment, just five hours after the 9/11 attacks, that Secretary of Defense Donald Rumsfeld — in the presence of a note-taking aide — urged planning to begin against Saddam Hussein’s Iraq (“Go massive. Sweep it all up. Things related and not…”), the selling of an invasion and various other over-the-top fantasies was underway.

First, in the heat of 9/12, the president and top administration officials sold their “war” on terror.  Then, after “liberating” Afghanistan and deciding to stay for the long run, they launched a massive publicity campaign to flog the idea that Saddam Hussein had weapons of mass destruction and was linked to al-Qaeda.  In doing so, they would push the image of mushroom clouds rising over American cities from the Iraqi dictator’s nonexistent nuclear program, and chemical or biological weapons being sprayed over the U.S. East Coast by phantasmal Iraqi drones.

Cheney and Rice, among others, would make the rounds of the talk shows, putting the heat on Congress.  Administration figures leaked useful (mis)information, pressed the CIA to cherry-pick the intelligence they wanted, and even formed their own secret intel outfit to give them what they needed.  They considered just when they should roll out their plans for their much-desired invasion and decided on September 2002.  As White House Chief of Staff Andrew Card infamously explained, “From a marketing point of view, you don’t introduce new products in August.”

They were, by then, at war — in Washington.  Initially, they hardly worried about the actual war to come.  They were so confident of what the U.S. military could do that, like the premature Petraeuses they were, they concentrated their efforts on the homeland.  Romantics about U.S. military power, convinced that it would trump any other kind of power on the planet, they assumed that Iraq would be, in the words of one of their supporters, a “cakewalk.”  They convinced themselves and then others that the Iraqis would greet the advancing invaders as liberators, that the cost of the war (especially given Iraq’s oil wealth) would be next to nothing, and that there was no need to create a serious plan for a post-invasion occupation.

In all of this, they proved both masters of public relations and staggeringly wrong.  As such, they would be the progenitors of an imperial tragedy — a deflating set of disasters that would take the pop out of American power and turn the planet’s “lone superpower” into a lonely superpower presiding over an unraveling global system, especially in the Greater Middle East. Blinded by their fantasies, they would ensure a more precipitous than necessary American decline in the first decade of the new century.

Not that they cared, but they would also generate a set of wrenching human tragedies: first for the Iraqis, hundreds of thousands of whom became casualties of war, insurgency, and sectarian strife, while millions more fled into exile; then there were the Afghans, who died attending weddings, funerals, even baby-naming ceremonies; and, of course, tens of thousands of U.S. soldiers and contractors, who died or were injured, often grievously, in those dismal wars; and don’t forget the inhabitants of post-Katrina New Orleans left to rot in their flooded city; or the millions of Americans who lost jobs, houses, even lives in the economic meltdown of 2008, a disaster that emerged from a set of globe-spanning financial fantasies and snow jobs that Bush and his crew encouraged and facilitated.

They were the ones, in other words, who took a mighty imperial power already in slow decline, grabbed the wheel of the car of state, put the peddle to the metal, and like a group of drunken revelers promptly headed for the nearest cliff. In the process — they were nothing if not great salesmen — they sold Americans a bill of goods, even as they fostered their own dreams of establishing a Pax Americana in the Greater Middle East and a Pax Republicana at home. All now, of course, down in flames.

In his 1987 Princeton dissertation, David Petraeus wrote this on perception: “What policymakers believe to have taken place in any particular case is what matters — more than what actually occurred.” On this and other subjects, he was certainly no dope, but he was a huckster — for himself (given his particular version of self-love), and for a dream already going down in Iraq and Afghanistan. And he was just one of many promoters out there in those years pushing product (including himself): the top officials of the Bush administration, gaggles of neocons, gangs of military intellectuals, hordes of think tanks linked to serried ranks of pundits. All of them imagining Washington as a battlefield for the ages, all assuming that the struggle for “perception” was on the home front alone.

Producing a Bedside Manual

You could say that Petraeus fully arrived on the scene, in Washington at least, in that classic rollout month of September (2004). It was then that the three-star general, in charge of training Iraq’s security forces, gave a president in a tight race for reelection a little extra firepower in the domestic perception wars.  Stepping blithely across a classic no-no line for the military, he wrote a well-placed op-ed in the Washington Post as General Johnnie-on-the-spot, plugging “tangible progress” in Iraq and touting “reasons for optimism.”

Given George W. Bush’s increasingly dismal and unpopular mission-unaccomplished war and occupation, it was like the cavalry riding to the rescue. It shouldn’t have been surprising, then, that the general, backed and promoted in the years to come by various neocon warriors, would be the military man the president would fall for. Over the first half of the “surge” year of 2007, Bush would publicly cite the general more than 150 times, 53 in May alone.  (And Petraeus, a man particularly prone toward those who idolized him — see: Broadwell, Paula — returned the favor.)

But there was another step up the ladder of perception that would make him the perfect neocon warrior. While commanding general at Fort Leavenworth, Kansas, in 2005-2006, he also became the “face” of a new doctrine. Well, actually, a very old and particularly dead doctrine that went by the name of counterinsurgency or, acronymically, COIN. It had been part and parcel of the world of colonial and neocolonial wars and, in the 1960s, became the basis for the U.S. ground war and “pacification” program in South Vietnam — and we all know how that turned out.

Amid the greatest defeat the U.S. had suffered since the burning of Washington in 1814, counterinsurgency as a doctrine was left for dead in the rubble of Vietnam. With a sigh of relief, the military high command turned back to the task of stopping Soviet armies-that-never-would from pouring through Germany’s Fulda Gap. Even in the military academies they ceased to teach counterinsurgency — until Petraeus and his team disinterred it, dusted it off, polished it up, and turned it into the military’s latest war-fighting bible. Via a new Army and Marine field manual Petraeus helped to oversee, it would be presented as the missing formula for success in the Bush administration’s two flailing, failing invasions-cum-occupations on the Eurasian mainland.

It would gain such acclaim, in fact, that the University of Chicago Press would publish it as a trade paperback on July 4, 2007. Already back in Baghdad filling the role of Washington’s savior, the general, who had already written a foreward for that “paradigm shattering” manual, would flog it with this classic blurb: “Surely a manual that’s on the bedside table of the president, vice president, secretary of defense, 21 of 25 members of the Senate Armed Services Committee, and many others deserves a place at your bedside too.”

And really, you know the rest. He would be sold (and, from Baghdad, sell himself) to the public the same way Saddam’s al-Qaeda links and weapons of mass destruction had been. He, too, would be rolled out as a product — our “surge commander” — and soon enough become the general of the hour, and Iraq a success story for the ages. Then, appointed CENTCOM commander, the military man in charge of Washington’s two wars, by Bush, he made it out of town before it became fully apparent that his successes in Iraq would leave the U.S. out on its ear a few years down the line.

The Fall of the American Empire (Writ Small)

Afghanistan followed as he maneuvered to box a new president, Barack Obama, into a new “surge” in another country. Then, his handpicked war commander General Stanley McChrystal, newly minted COIN believer, “ascetic,” and “rising superstar” (who would undergo his own Petraeus-like media build-up), went down in shame over nasty comments made by associates about the Obama White House. In mid-2010, Petraeus would take McChrystal’s place to save another president by bringing COIN to bear in just the right way. The usual set of hosannas — and even less success than in Iraq — followed.

But as with Saddam Hussein’s mythical WMDs, it seemed scarcely to matter when there was no there there. Even though Afghanistan’s two COIN commanders had visibly failed in a war against an under-armed, undermanned, none-too-popular minority insurgency, and even though the doctrine of counterinsurgency would soon be tossed off a moving drone and left to die in the Afghan rubble, Petraeus once again made it out in one piece. In Washington, he was still hailed as the soldier of his generation and President Obama, undoubtedly fearing him in 2012, either as a candidate or a supporter of another Republican candidate, promptly stashed him away at the CIA, sending him safely into the political shadows.

With that, Petraeus left his four stars behind, shed COIN-mode just as his doctrine was collapsing completely, and slipped into the directorship of a militarizing CIA and its drone wars.  He remained widely known, in the words of Michael O’Hanlon of the Brookings Institution (praising Broadwell’s biography), as “the finest general of this era and one of the greatest in modern American history.” Unlike George W. Bush and crew who, despite pulling in staggering speaker’s fees and writing memoirs for millions, now found themselves in a far different set of shadows, he looked like the ultimate survivor — until, of course, books and “bedsides” resurfaced in unexpected ways.

In the Iraq surge moment, the liberal advocacy group MoveOn.org unsuccessfully tried to label him “General Betray Us.”  Now, as his affair with Broadwell unraveled into the reality TV show of our moment, he became General Betray Himself, a figure of derision, an old man with a young babe, the “cloak-and-shag-her” guy (as one New York Post screaming headline put it).

So here you have it, the two paradigmatic figures of the closing of the “American Century”: the president’s son whose ambitions were stoked by Texas politics after years in the personal wilderness and the man who married the superintendent’s daughter and rose like a meteor in a military that could never win a war.  In the end, as the faces of American-disaster-masquerading-as-success, neither made it out of town before shame caught up with them.  It’s a measure of their importance, however, that Bush was finally put to flight by a global economic meltdown, Petraeus by the local sexual version of the same.  Again, it’s history vs. farce.

Or think of the Petraeus version of collapse as a tryout for the fall of the American empire, writ very small, with Jill Kelley and Paula Broadwell as our Gibbons and the volume of email, including military sexting, taking the place of his six volumes.  A poster general for American decline, David Petraeus will be a footnote to history, a man out for himself who simply went a bridge or a book too far.  George W. and crew were the real thing: genuine mad visionaries who simply mistook their dreams and fantasies for reality.

But wasn’t it fun while it lasted? Wasn’t it a blast to occupy Washington, be treated as a demi-god, go to Pirate-themed parties in Tampa with a 28-motorcycle police escort, and direct your own biography… even if it did end as Fifty Shades of Khaki?

The Fall of the American Empire (Writ Small)

In the fall of 1948, Harry Truman barnstormed the country by train, repeatedly bashing a “do-nothing Congress,” and so snatched victory from the jaws of defeat in that year’s presidential campaign.  This year, neither presidential candidate focused on blasting a do-nothing Congress or, in Obama’s case, “Republican obstructionism,” demanding that the voters give them a legislative body that would mean an actual mandate for change.

We now know the results of such a campaign and, after all the tumult and the nation’s first $6 billion election, they couldn’t be more familiar.  Only days later, you can watch a remarkably recognizable cast of characters from the reelected president and Speaker of the House John Boehner to the massed pundits of the mainstream media picking up the pages of a well-thumbed script.

Will it be bipartisanship or the fiscal cliff?  Are we going to raise new revenues via tax reform or raise tax rates for the wealthiest Americans?  Will the president make up with Israeli Prime Minister Benjamin Netanyahu or not?  Will it be war or something less with Iran?  And so on and so forth.  It’s the moment the phrase déjà vu all over again was made for.

A Hell of Our Own Making

When a new Chinese dynasty came to power, it was said that it had received “the mandate of heaven.”  We’ve just passed through an election campaign that, while the noisiest in memory, was enveloped in the deepest of silences on issues that truly matter for the American future.  Out of it, a “mandate” has indeed been bestowed not just on Barack Obama, but on Washington, where a Republican House of Representatives, far less triumphant but no less fully in the saddle than the president, faces media reports that its moment is past, that its members are part of “the biggest loser demographic of the election,” and that its party — lacking the support of young people, single women, those with no religious affiliation, Hispanics, African Americans, and Asian Americans — is heading for the trash barrel of history.

If true, that does sound like a mandate for something, sooner or later — assuming you happen to have years of demographic patience.  In the meantime, there will be a lot more talk about how the Republicans need to reorient their party and about a possible “civil war” over its future.  And while we’re at it, bet on one thing: we’re also going to hear a ton more talk about how much deeply unhappy Americans — the very ones who just reinstalled a government that’s a senatorial blink away from the previous version of the same — really, really want everyone to make nice and work together.

But isn’t it time to cut the b.s., turn off those talking heads, and ask ourselves: What does election 2012 really mean for us and for this country?

Let’s start with one basic reality: we’ve just experienced a do-nothing election that represents a mandate from a special American kind of hell. (Admittedly, Mitt Romney’s election, which would have put the House of Representatives and Big Energy in the Oval Office, undoubtedly represented a more venal circle of that fiery establishment.)

That, in turn, ensures two different but related outcomes, both little discussed during the campaign: continuing gridlock on almost any issue that truly matters at home and a continuing damn-the-Hellfire-missiles, full-speed-ahead permanent state of war abroad (along with yet more militarization of the “homeland”).  The only winners — and don’t believe the outcries you’re hearing about sequestration “doom” for the military — are likely to be the national security complex, the Pentagon, and in a country where income inequality has long been on the rise, the wealthy.  Yes, in the particular circle of hell to which we’re consigned, it’s likely to remain springtime for billionaires and giant weapons manufacturers from 2012 to 2016.

How do we know that gridlock and a permanent state of war are the only two paths open to the people’s representatives, that Washington is quite so constrained?  Because we’ve just voted in a near-rerun of the years 2009-2012, which means that the power to make domestic policy (except at the edges) will continue to slowly seep out of the White House, while the power of the president and the national security state to further abridge evaporating liberties at home and make war abroad will only be enhanced.  The result is likely to be stasis for the globe’s last superpower at a moment when much of the world — and the planet itself — is in the process of tumultuous transformation.

Here are things not to expect: a major move to rebuild the country’s tattered infrastructure; the genuine downsizing of the American global military mission; any significant attempt to come to grips with a changing planet and global warming; and the mobilization of a younger generation that, as Hurricane Sandy showed, is ready to give much and do much to help others in need, but in the next four years will never be called to the colors.

In other words, this country is stuck in a hell of its own making that passes for everyday life at a moment when the world, for better and/or worse, is coming unstuck in all sorts of ways.

Fiddling While the Planet Burns

The United States remains a big, powerful, wealthy country that is slowly hollowing out, breaking down.  Meanwhile, on planet Earth, the global economy is up for grabs.  Another meltdown is possible, as the European, Chinese, Japanese, and Indian economies all continue to take hits.  Power relations have been changing rapidly, from the rise of Brazil in what was once Washington’s “backyard” to the Chinese miracle (and the military muscle that goes with it).  A largely American system that long helped keep the Greater Middle East, the energy heartlands of the globe, under grim, autocratic control is unraveling with unknown consequences.  Above all, from increasingly iceless Arctic waters to ever more extreme weather, rising sea levels, and the acidification of the oceans, this planet is undergoing a remarkably rapid transformation based largely on the release into the atmosphere of carbon dioxide from the burning of fossil fuels.

Other than a few curious Republican comparisons of an American economy under the Democrats to “Greece,” a near obsessive focus on the death of Ambassador J. Christopher Stephens and three other Americans in Libya, and various denunciations of China as a currency manipulator, not a single one of these matters came up in any meaningful way in the election campaign.  In other words, election 2012 boiled down to little more than a massive case of Washington-style denial.  And don’t for a second think that that’s just an artifact of election year artifice.

Take climate change, which like the Arab Spring blasted its way into our unprepared midst in 2011-2012.  There was the wildfire season of all seasons in a parching Southwest and West, a devastating drought that still hasn’t fully lifted in the Midwestern breadbasket (or corncob) of the country, and a seemingly endless summer that may make this the hottest year on record for the continental United States.  It was staggering and, if opinion polls are to be believed, noted by increasing numbers of concerned Americans who could literally feel the world changing around them.

And yet none of this made global warming an election issue.  Month after month, it was The Great Unmentionable.  The silence of emboldened Republicans plugging their drill-baby-drill and lay-those-pipelines policies and of cowed Democrats who convinced themselves that the issue was a no-win zone for the president proved deafening — until the campaign’s last days.  It was then, of course, that Hurricane Sandy, the “Frankenstorm,” swept through my town and devastated New Jersey.  It provided the extreme weather coup de grâce of 2012.  (And yes, there’s little doubt that climate-change-induced rising sea levels contributed to its fury.)  Superstorm Sandy also revealed just how unprepared the U.S. infrastructure is for predicted climate-change events.

The extremity of Sandy and its 14-foot storm surge was stunning enough that global warming was suddenly forced out of the closet.  It made magazine covers and gubernatorial press conferences.  There was even a last-minute Romney vs. Sandy web ad (“Tell Mitt Romney: Climate Change Isn’t a Joke”), and in his victory statement on election night, President Obama did manage to briefly acknowledge the changed post-Sandy moment, saying, “We want our children to live in an America that isn’t… threatened by the destructive power of a warming planet.”

Still, in just about every sense that matters in Washington, real planning for climate change is likely to remain off that table on which all “options” always sit.  Expect the president to offer Shell further support for drilling in Arctic waters, expect a new push for the Keystone XL pipeline which will transport some of the “dirtiest” energy from Canada to the Gulf of Mexico, and so on.

Don’t count on anyone doing the obvious: launching the sort of Apollo-style R&D program that once got us to the moon and might speed the U.S. and the planet toward an alternative energy economy, or investing real money in the sort of mitigation projects for the new weather paradigm that might prevent a coastal city like New York — or even Washington — from turning into an uninhabitable disaster zone in some not so distant future.

Climate science is certainly complex and filled with unknowns.  As it happens, many of those unknowns increasingly seem focused on two questions: How extreme and how quickly?  It’s suggested that sea levels are already rising faster than predicted and some recent scientific studies indicate that, by century’s end, the planet’s average temperature could rise by up to eight degrees Fahrenheit, an almost unimaginable disaster for humanity.

Whatever the unknowns, certain things are obvious enough.  Here, for instance, is a simple reality: any set of attempts, already ongoing, to make North America the “Saudi Arabia” of the twenty-first century in energy production are guaranteed to be a climate-change disaster.  Unfortunately, this election ensures once again that, no matter what the planetary realities or the actual needs of this country, no significant money will flow into alteration or mitigation projects.

Among the truly bizarre aspects of this situation, one stands out: thanks in part to a long-term climate-change-denial campaign, well-funded by the giant energy companies, the subject has become “political.”  The idea that it is a liberal or left-wing “issue,” rather than a global reality that must be dealt with, is now deeply embedded.  And yet there may never have been a more basic conservative issue (at least in the older sense of the term): the preserving, above all else, of what is already most valuable in our lives.  And what qualifies more for that than the health of the planet on which humanity “grew up”?

The phrase “fiddling while Rome burns” seems to catch something of the essence of this post-election moment — and it has special meaning when the fiddlers turn out to be slipping matches to the arsonists.

Mobilize Yourself

Just a week after the election, the Republican Party is already gearing up to produce a new, better-looking, more “diverse,” better-marketed version of itself for the 2014 and 2016 Hispanic and Asian American “markets.”  The Democratic Party is no doubt following suit.  In American politics these days, presidential elections last at least four years.  The first poll for Iowa 2016 is already out.  (Hillary’s way ahead).  Elections are the big business, sometimes just about the only significant political business Washington focuses on with any success, aided and abetted by the media.  So look forward to the $7 billion or $8 billion or $9 billion elections to come and the ever-greater hoopla surrounding them.

But stop waiting for change, “big” or otherwise, to come from Washington.  It won’t.  Don’t misunderstand me: as the residents of the Midwestern drought zone and the Jersey shore now know all too well, change is coming, like it or not.  If, however, you want this country to be something other than its instigator and its victim, if you want the U.S. to engage a world of danger (and also of opportunity), you’d better call yourself and your friends and neighbors to the colors.  Don’t wait for a Washington focused on its own well-being in 2014 or 2016.  Mobilize yourself.  It’s time to occupy this country before it’s blown away in a storm.

The Mandate of Hell

Obesity is an American plague — and no, I’m not talking about overweight Americans.  I’m talking about our overweight, supersized presidential campaign.  I’m talking about Big Election, the thing that’s moved into our homes and, especially if you live in a “swing state,” is now hogging your television almost 24/7.

There’s a wonderful old American postcard tradition of gigantism, a mixture of (and gentle mocking of) a national, but especially Western, urge toward bravado, braggadocio, and pride when it comes to this country.  The imagery on those cards once ranged from giant navel oranges on railroad flatcars to saddled jackalopes (rabbits with antlers) mounted by cowboy riders on the range.  Think of the 2012 election season as just such a postcard — without the charm.

Though no one’s bothered to say it, the most striking aspect of this election is its gigantism.  American politics is being supersized.  Everything — everything — is bigger. There are now scores of super PACs and “social welfare” organizations, hundreds of focus groups, thousands upon thousands of polls, hundreds of thousands of TV ads, copious multi-million dollar contributions to the dark side by the .001%, billions of ad dollars flooding the media, up to $3 billion pouring into the coffers of political consultants, and oh yes, though it’s seldom mentioned, trillions of words.

It’s as if no one can stop talking about what might otherwise be one of the least energizing elections in recent history: the most vulnerable president in memory versus a candidate who somehow threatens not to beat him, two men about as inspired as a couple of old beanbag chairs.  And yet the words about the thrill of it all just keep on pouring out.  They stagger (or perhaps stun) the imagination.  They are almost all horse race- and performance-oriented.  Who is ahead and why?  Who is preparing for what and how?  Who has the most momentary of advantages and why?  Who looked better, talked tougher, or out-maneuvered whom?

It never seems to end, and why should it?  After all, it’s the profit-center of the ages, pure money on a stick. And there’s just so much to say about what is surely an event for the record books.  The only question (and it’s not one to be taken lightly) is: What is it?

The Jumbotron Election

It started earlier and lasted longer than any election in our history, and every number associated with it is bigger and better and more striking than the last.  If you happen to have the TV on, every one of its moments is The Moment.  I even heard one prime-time news anchor call the vice-presidential head-to-head “an epic generational debate.”

Such hyperbole is the daily norm.  Before the first presidential debate, another TV talking head assured his audience, “the Republicans were crawling out onto the 33rd floor ledge looking into the abyss.”  Then, for a while, that abyss belonged to Barack Obama and he was falling, falling, falling.

That was, of course, before the second of the three presidential debates, which arrived with enough fanfare to put the Thrilla in Manila or the Rumble in the Jungle to shame.  It was, according to the logos I jotted down, “The Showdown,” “The Rematch,” “The Comeback,” or simply “High Stakes” — but what wasn’t in this election season?  Of course, Romney and Obama weren’t doing something as mundane as simply debating each other for an hour and a half.  They were preparing to head “into the arena” to demonstrate “the power of one night,” and not just any night but “the most crucial single night of the campaign.”  All of this to be followed, of course, by debate number three (“The Last Face-Off,” “The Final Showdown”).

Everything about this year was, in fact, crucial and record-making, including the 73,000 (mainly attack) ads that saturated Las Vegas by October 12th, making it “the place with the most televised campaign advertisements in a single year.” (Cleveland came in second and Denver third.)  And talk about obesity: for the two campaigns, which long ago busted out of their public-financing election togs, the sky’s now the limit on contributions and there’s no place in the country, however faintly competitive, at which dollars can’t be thrown.

That blitz of money — more than $3 billion for TV ads alone — should stagger the imagination, as should the nearly billion dollars each that the Obama and Romney crews have already raised.  Then there are the multimillions pouring into mainly Republican Super PACs; the $10 million that casino magnate Sheldon Adelson and his wife Miriam gave in June to the Romney Super PAC Restore Our Future, and the $24.2 million that has followed — with Adelson reportedly pledging another $65 million, if necessary, to get Obama out of the White House; and the multi-millions the billionaire Koch brothers have poured into Americans for Prosperity.  That organization, in turn, is funneling $6 million into anti-Obama attack ads every two weeks and has even set up its own “ground game” — 200 permanent staff members in 32 states, and thousands of volunteers armed with “sophisticated online micro-targeting tools.”  All of this, of course, gives the phrase “money politics” new meaning.

And then there’s TV.  Keep in mind that prime-time audiences were radically down this spring: CBS lost 8% of its audience, Fox 20%, and ABC 21%. What luck, then, that billions of ad dollars and eyeball-gluing programming have been flowing into the same medium as part of that heavily over-promoted reality show “Mitt v. Barack” (only one will remain standing!).  It’s been an ongoing vote-’em-outta-there show that, as in the second presidential debate, has proven capable of capturing an audience of 65.6 million across the channels, the sort of numbers that stomp the Oscars and are beaten only by a few previous presidential debates and Super Bowls.

So if you own some media outfit, from the first spring Republican debates on, politics has been a never-ending Christmas.  It should surprise no one, then, that the employees of those media bosses have supersized the way they are plugging election 2012.  (In one of the stranger phenomena of our election moment, however, this obvious conflict of interest is never discussed, even if its reality is daily before our eyes.)

So forget the profits involved.  Just sit back and enjoy an election for the ages.  Only one thing could possibly be bigger: election 2016 — and the media isn’t even waiting for November 7th to begin handicapping that race.  Articles about whether or not Billary is running are already commonplace.  (Hillary’s denied it.  Bill’s left the door ajar.  Just about everybody suspects that, in the end, the answer could be yes.)

In the meantime, what a learning experience this election is proving to be.  Who doesn’t now know about the significance of “the suburban woman,” or the “Walmart mom,” or what a “four-point swing” is, or an “outlier poll,” or a campaign “prebuttal” (a preemptive response to arguments not yet made), or how to judge Gallup’s handiwork?  Who couldn’t go on and on about campaign 2012?  Which, in fact, is just what’s happening.

An Election That Outgrew Us All

Still, amid all the hoopla, money, and analysis, what exactly is it?  I mean this thing we still call an “election,” in which our temperatures are taken every 30 seconds, in which we are told that we have more or less voted every day for months on end, in which to keep up with events you need to read daily columns by a man who lives only to make sense of this morning’s batch of polls.

What does it mean when the election season never ends, when 2016 is already gestating in the oversized body of 2012?  What does it mean when a candidate must spend a startling proportion of his time glad-handing the wealthiest Americans just to keep the pump primed, the campaign rolling along?  What does it mean that a “corporate strategist” — a woman working for clients who want something from the White House — prepares one of the candidates for the debates and helps plot his campaign strategy?  What does it mean when the other’s advisors are a walking, talking directory of lobbyists?  What does it mean when you already know that the $2.5 billion presidential election of 2012 will be the $3.5 billion election of 2016?

What is to be made of a phenomenon that seems to be outgrowing us all, and every explanation we have for what it is?  Yes, thanks only in part to the Supreme Court, this is distinctly a 1% election, but that hardly encompasses it.  Yes, corporations and lobbyists are pouring their everything into it, but that can’t really explain it all either.  Yes, it’s a profit center for media owners, but no one would claim that catches the essence of it.  Yes, it’s an entertainment spectacle, but is that really how you’d define it?  And certainly it’s an everything-the-market-can-bear version of an election campaign, but does that encompass it either?

It’s certainly not your grandparents’ election, and you may not understand it any better than I do.  But if you’ve been worried about Big Government, why haven’t you been worrying about Big Election, too?

The fact is: sometimes things outgrow all of us, even those who think they control them.

And here, to me, is the strangest thing: for all the trillions of words devoted to campaign 2012, no one even bothers to discuss its size.  Americans may be willing to argue copiously about whether New York’s Mayor Bloomberg should control the supersizing of soft drinks in his city, but not a peep is heard when it comes to the supersizing of the run for the presidency.

Under the circumstances, the slogan of ABC News seems either touchingly or mockingly silly: “Your Voice, Your Vote.” Whatever this thing may be, it certainly has ever less to do with your individual voice or your individual vote.  As Big Election becomes a way of life, democracy — small “d” — increasingly seems like a term from a lost time.  If this is democracy, it’s on steroids and on the Comedy Channel.  It’s our own Democratic Mockpocalypse.

I’d be the last person to claim I understand it.  Still, I do know one thing: whatever it is, we’re evidently going to pass right through this endless political season without stopping to take stock of our supersized political world.

Democratic Mockpocalypse

Americans lived in a “victory culture” for much of the twentieth century. You could say that we experienced an almost 75-year stretch of triumphalism — think of it as the real “American Century” — from World War I to the end of the Cold War, with time off for a destructive stalemate in Korea and a defeat in Vietnam too shocking to absorb or shake off.

When the Soviet Union disintegrated in 1991, it all seemed so obvious. Fate had clearly dealt Washington a royal flush. It was victory with a capital V. The United States was, after all, the last standing superpower, after centuries of unceasing great power rivalries on the planet. It had a military beyond compare and no enemy, hardly a “rogue state,” on the horizon. It was almost unnerving, such clear sailing into a dominant future, but a moment for the ages nonetheless. Within a decade, pundits in Washington were hailing us as “the dominant power in the world, more dominant than any since Rome.”

And here’s the odd thing: in a sense, little has changed since then and yet everything seems different. Think of it as the American imperial paradox: everywhere there are now “threats” against our well-being which seem to demand action and yet nowhere are there commensurate enemies to go with them. Everywhere the U.S. military still reigns supreme by almost any measure you might care to apply; and yet — in case the paradox has escaped you — nowhere can it achieve its goals, however modest.

At one level, the American situation should simply take your breath away. Never before in modern history had there been an arms race of only one or a great power confrontation of only one. And at least in military terms, just as the neoconservatives imagined in those early years of the twenty-first century, the United States remains the “sole superpower” or even “hyperpower” of planet Earth.

The Planet’s Top Gun

And yet the more dominant the U.S. military becomes in its ability to destroy and the more its forces are spread across the globe, the more the defeats and semi-defeats pile up, the more the missteps and mistakes grow, the more the strains show, the more the suicides rise, the more the nation’s treasure disappears down a black hole — and in response to all of this, the more moves the Pentagon makes.

A great power without a significant enemy? You might have to go back to the Roman Empire at its height or some Chinese dynasty in full flower to find anything like it. And yet Osama bin Laden is dead. Al-Qaeda is reportedly a shadow of its former self. The great regional threats of the moment, North Korea and Iran, are regimes held together by baling wire and the suffering of their populaces. The only incipient great power rival on the planet, China, has just launched its first aircraft carrier, a refurbished Ukrainian throwaway from the 1990s on whose deck the country has no planes capable of landing.

The U.S. has 1,000 or more bases around the world; other countries, a handful. The U.S. spends as much on its military as the next 14 powers (mostly allies) combined. In fact, it’s investing an estimated $1.45 trillion to produce and operate a single future aircraft, the F-35 — more than any country, the U.S. included, now spends on its national defense annually.

The U.S. military is singular in other ways, too. It alone has divided the globe — the complete world — into six “commands.” With (lest anything be left out) an added command, Stratcom, for the heavens and another, recently established, for the only space not previously occupied, cyberspace, where we’re already unofficially “at war.” No other country on the planet thinks of itself in faintly comparable military terms.

When its high command plans for its future “needs,” thanks to Chairman of the Joint Chiefs of Staff General Martin Dempsey, they repair (don’t say “retreat”) to a military base south of the capital where they argue out their future and war-game various possible crises while striding across a map of the world larger than a basketball court. What other military would come up with such a method?

The president now has at his command not one, but two private armies. The first is the CIA, which in recent years has been heavily militarized, is overseen by a former four-star general (who calls the job “living the dream”), and is running its own private assassination campaigns and drone air wars throughout the Greater Middle East. The second is an expanding elite, the Joint Special Operations Command, cocooned inside the U.S. military, members of whom are now deployed to hot spots around the globe.

The U.S. Navy, with its 11 nuclear-powered aircraft carrier task forces, is dominant on the global waves in a way that only the British Navy might once have been; and the U.S. Air Force controls the global skies in much of the world in a totally uncontested fashion. (Despite numerous wars and conflicts, the last American plane possibly downed in aerial combat was in the first Gulf War in 1991.) Across much of the global south, there is no sovereign space Washington’s drones can’t penetrate to kill those judged by the White House to be threats.

In sum, the U.S. is now the sole planetary Top Gun in a way that empire-builders once undoubtedly fantasized about, but that none from Genghis Khan on have ever achieved: alone and essentially uncontested on the planet. In fact, by every measure (except success), the likes of it has never been seen.

Blindsided by Predictably Unintended Consequences

By all the usual measuring sticks, the U.S. should be supreme in a historically unprecedented way. And yet it couldn’t be more obvious that it’s not, that despite all the bases, elite forces, private armies, drones, aircraft carriers, wars, conflicts, strikes, interventions, and clandestine operations, despite a labyrinthine intelligence bureaucracy that never seems to stop growing and into which we pour a minimum of $80 billion a year, nothing seems to work out in an imperially satisfying way. It couldn’t be more obvious that this is not a glorious dream, but some kind of ever-expanding imperial nightmare.

This should, of course, have been self-evident since at least early 2004, less than a year after the Bush administration invaded and occupied Iraq, when the roadside bombs started to explode and the suicide bombings to mount, while the comparisons of the United States to Rome and of a prospective Pax Americana in the Greater Middle East to the Pax Romana vanished like a morning mist on a blazing day. Still, the wars against relatively small, ill-armed sets of insurgents dragged toward their dismally predictable ends. (It says the world that, after almost 11 years of war, the 2,000th U.S. military death in Afghanistan occurred at the hands of an Afghan “ally” in an “insider attack.”) In those years, Washington continued to be regularly blindsided by the unintended consequences of its military moves. Surprises — none pleasant — became the order of the day and victories proved vanishingly rare.

One thing seems obvious: a superpower military with unparalleled capabilities for one-way destruction no longer has the more basic ability to impose its will anywhere on the planet. Quite the opposite, U.S. military power has been remarkably discredited globally by the most pitiful of forces. From Pakistan to Honduras, just about anywhere it goes in the old colonial or neocolonial world, in those regions known in the contested Cold War era as the Third World, resistance of one unexpected sort or another arises and failure ensues in some often long-drawn-out and spectacular fashion.

Given the lack of enemies — a few thousand jihadis, a small set of minority insurgencies, a couple of feeble regional powers — why this is so, what exactly the force is that prevents Washington’s success, remains mysterious. Certainly, it’s in some way related to the more than half-century of decolonization movements, rebellions, and insurgencies that were a feature of the previous century.

It also has something to do with the way economic heft has spread beyond the U.S., Europe, and Japan — with the rise of the “tigers” in Asia, the explosion of the Chinese and Indian economies, the advances of Brazil and Turkey, and the movement of the planet toward some kind of genuine economic multipolarity. It may also have something to do with the end of the Cold War, which put an end as well to several centuries of imperial or great power competition and left the sole “victor,” it now seems clear, heading toward the exits wreathed in self-congratulation.

Explain it as you will, it’s as if the planet itself, or humanity, had somehow been inoculated against the imposition of imperial power, as if it now rejected it whenever and wherever applied. In the previous century, it took a half-nation, North Korea, backed by Russian supplies and Chinese troops to fight the U.S. to a draw, or a popular insurgent movement backed by a local power, North Vietnam, backed in turn by the Soviet Union and China to defeat American power. Now, small-scale minority insurgencies, largely using roadside bombs and suicide bombers, are fighting American power to a draw (or worse) with no great power behind them at all.

Think of the growing force that resists such military might as the equivalent of the “dark matter” in the universe. The evidence is in. We now know (or should know) that it’s there, even if we can’t see it.

Washington’s Wars on Autopilot

After the last decade of military failures, stand-offs, and frustrations, you might think that this would be apparent in Washington. After all, the U.S. is now visibly an overextended empire, its sway waning from the Greater Middle East to Latin America, the limits of its power increasingly evident. And yet, here’s the curious thing: two administrations in Washington have drawn none of the obvious conclusions, and no matter how the presidential election turns out, it’s already clear that, in this regard, nothing will change.

Even as military power has proven itself a bust again and again, our policymakers have come to rely ever more completely on a military-first response to global problems. In other words, we are not just a classically overextended empire, but also an overwrought one operating on some kind of militarized autopilot. Lacking is a learning curve. By all evidence, it’s not just that there isn’t one, but that there can’t be one.

Washington, it seems, now has only one mode of thought and action, no matter who is at the helm or what the problem may be, and it always involves, directly or indirectly, openly or clandestinely, the application of militarized force. Nor does it matter that each further application only destabilizes some region yet more or undermines further what once were known as “American interests.”

Take Libya, as an example. It briefly seemed to count as a rare American military success story: a decisive intervention in support of a rebellion against a brutal dictator — so brutal, in fact, that the CIA previously shipped “terrorist suspects,” Islamic rebels fighting against the Gaddafi regime, there for torture. No U.S. casualties resulted, while American and NATO air strikes were decisive in bringing a set of ill-armed, ill-organized rebels to power.

In the world of unintended consequences, however, the fall of Gaddafi sent Tuareg mercenaries from his militias, armed with high-end weaponry, across the border into Mali. There, when the dust settled, the whole northern part of the country had come unhinged and fallen under the sway of Islamic extremists and al-Qaeda wannabes as other parts of North Africa threatened to destabilize. At the same time, of course, the first American casualties of the intervention occurred when Ambassador Christopher Stevens and three other Americans died in an attack on the Benghazi consulate and a local “safe house.”

With matters worsening regionally, the response couldn’t have been more predictable. As Greg Miller and Craig Whitlock of the Washington Post recently reported, in ongoing secret meetings, the White House is planning for military operations against al-Qaeda-in-the-Magreb (North Africa), now armed with weaponry pillaged from Gaddafi’s stockpiles. These plans evidently include the approach used in Yemen (U.S. special forces on the ground and CIA drone strikes), or a Somalia “formula” (drone strikes, special forces operations, CIA operations, and the support of African proxy armies), or even at some point “the possibility of direct U.S. intervention.”

In addition, Eric Schmitt and David Kilpatrick of the New York Times report that the Obama administration is “preparing retaliation” against those it believes killed the U.S. ambassador, possibly including “drone strikes, special operations raids like the one that killed Osama bin Laden, and joint missions with Libyan authorities.” The near certainty that, like the previous intervention, this next set of military actions will only further destabilize the region with yet more unpleasant surprises and unintended consequences hardly seems to matter. Nor does the fact that, in crude form, the results of such acts are known to us ahead of time have an effect on the unstoppable urge to plan and order them.

Such situations are increasingly legion across the Greater Middle East and elsewhere. Take one other tiny example: Iraq, from which, after almost a decade-long military disaster, the “last” U.S. units essentially fled in the middle of the night as 2011 ended. Even in those last moments, the Obama administration and the Pentagon were still trying to keep significant numbers of U.S. troops there (and, in fact, did manage to leave behind possibly several hundred as trainers of elite Iraqi units). Meanwhile, Iraq has been supportive of the embattled Syrian regime and drawn ever closer to Iran, even as its own sectarian strife has ratcheted upward. Having watched this unsettling fallout from its last round in the country, according to the New York Times, the U.S. is now negotiating an agreement “that could result in the return of small units of American soldiers to Iraq on training missions. At the request of the Iraqi government, according to General Caslen, a unit of Army Special Operations soldiers was recently deployed to Iraq to advise on counterterrorism and help with intelligence.”

Don’t you just want to speak to those negotiators the way you might to a child: No, don’t do that! The urge to return to the scene of their previous disaster, however, seems unstaunchable. You could offer various explanations for why our policymakers, military and civilian, continue in such a repetitive — and even from an imperial point of view — self-destructive vein in situations where unpleasant surprises are essentially guaranteed and lack of success a given. Yes, there is the military-industrial complex to be fed. Yes, we are interested in the control of crucial resources, especially energy, and so on.

But it’s probably more reasonable to say that a deeply militarized mindset and the global maneuvers that go with it are by now just part of the way of life of a Washington eternally “at war.” They are the tics of a great power with the equivalent of Tourette’s Syndrome. They happen because they can’t help but happen, because they are engraved in the policy DNA of our national security complex, and can evidently no longer be altered. In other words, they can’t help themselves.

That’s the only logical conclusion in a world where it has become ever less imaginable to do the obvious, which is far less or nothing at all. (Northern Chad? When did it become crucial to our well being?) Downsizing the mission? Inconceivable. Thinking the unthinkable? Don’t even give it a thought!

What remains is, of course, a self-evident formula for disaster on autopilot. But don’t tell Washington. It won’t matter. Its denizens can’t take it in.

Overwrought Empire

Since this is my version of an election piece, I plan to get the usual stuff out of the way fast.

So yes, the smartest political odds-givers around believe President Obama has a distinct edge over Mitt Romney coming out of the conventions, the Senate is trending Democratic, and who knows about the House. In fact, it almost seems as if the Republicans put forward the only man in America incapable of defeating an economically wounded and deeply vulnerable president (other than, of course, the roster of candidates he ran against for the nomination).

In every way that they can control, the Obama people have simply been smarter. Take those conventions: in each of them, the presidential candidate was introduced by a well-known figure who went on stage and ad-libbed. One was an 82-year-old guy talking to an empty chair (and I still thought he was the best thing the Republicans had to offer, including his shout-out about withdrawing all our troops from Afghanistan) and the other was… well, Bill Clinton.

It wasn’t even a contest. As for the upcoming debates, if you think Romney can outduel Obama without wandering in among the thorns, I have a Nigerian prince I’d like to introduce you to. In other words, it should really all be over except for the usual shouting and the gazillions of dollars of attack ads that will turn swing-state TV screens into a mind-numbing blur of lies. Even there, however, some Super PAC and dark-money types may evidently be starting to consider shifting funds from beating up on Obama to beating up on Democratic senatorial candidates. It’s a sign that the moneybags of the Republican right fear the Romney campaign is a rerun of McCain World and the candidate is a Bain Capital version of John Kerry wind-surfing. After all, Romney seems almost incapable of opening his mouth without letting out a howler, his staff is in a state of civil war, and Republican candidates elsewhere are leaping from the ditched bandwagon, as are even conservative pundits.

By now, Obama and his savvy campaign staff should really be home free, having run political circles around their Republican opponent as he was running circles around himself. There’s only one problem: the world. These days it’s threatening to be a bizarrely uncooperative place for a president who wants to rest on his Osama-killing foreign-policy laurels.

An Administration of Managers Face the Tsunami

So send Mitt to the Cayman Islands, stick Paul Ryan in a Swiss bank account, and focus your attention instead on Obama versus the world. For the next 43 days, that’s the real contest. It could prove to be the greatest show on Earth, filled as it is with a stellar cast of Islamist extremists, Taliban militants, Afghan allies intent on blowing away their mentors, endangered American diplomats, an Israeli prime minister on the red-line express, sober central European bankers, and a perturbed Chinese leadership, among so many others.

In such a potentially tumultuous situation, the president and his people are committed to a perilous high-wire act without a net. It involves bringing to bear all the power and savvy left to the last superpower on Earth to prevent some part of the world from spinning embarrassingly out of control, lest the president’s opponent be handed a delectable “October surprise.”

Keep in mind that, despite the president’s reputation as a visionary speaker, in global terms his has distinctly been an administration of managers. The visionaries came earlier. They were the first-term Bushites, including George W., Dick, and Donald, each in his own way globally bonkers, and all of them and their associates almost blissfully wrong about the nature of power in our world. (They mistook the destructive power of the U.S. military for global power itself.) As a consequence, they blithely steered the ship of state directly into a field of giant icebergs.

Think of that wrecking crew, in retrospect, as the three stooges of geopolitical dreaming. The invasion and occupation of Iraq, in particular — as well as the hubris that went with the very idea of a “global war on terror” — were acts of take-your-breath-away folly that help explain why the Bush administration was MIA at the recent Republican convention (as was, of course, the Iraq War). In the process, they drove a stake directly through the energy heartlands of the planet, leaving autocratic allies there gasping for breath and wondering what was next. Since 2009, the managers of the Obama administration have been doing what managers do best: fiddling with the order of the deck chairs on our particular Titanic. This might be thought of as managing the Bush legacy.

The problem was that in much of the world an older order, linked to the Cold War scheme of things, was finally coming unglued. A combination of the Bush invasions of the Eurasian mainland and the way the U.S. financial sector stormed the planet with a vast ponzi scheme of bogus financial derivatives did much to promote the process, especially in what neoconservatives liked to call “the arc of instability” (before they offered a striking demonstration of just what instability was really all about). In a sense, what they dubbed their “democracy agenda” — though it had little enough to do with democracy — played a distinct role in unifying much of the Arab world in opposition to its Washington-backed one-percenters. In this way, the Arab Spring was launched against Ben Ali-ism, and Mubarak-ism, against, that is, an American system of well-armed regional autocrats. (The unraveling of Syria is just a reminder that what we are watching is the disintegration of the full Cold War set-up in the Middle East, including the less significant Soviet part of it.)

Back in 2004, Egyptian diplomat Amr Moussa warned the Bush administration that its invasion of Iraq had opened “the gates of hell.” Of course, Washington paid him no heed. He was neither an autocrat nor a soldier, but the secretary-general of the meaningless Arab League, so what were his credentials to explain reality to them? As it happened, he couldn’t have been more on the mark and they more in the dark. Unfortunately, it took some time, two minority insurgencies, much chaos, millions driven into exile, a bitter sectarian civil war (now being repeated in Syria), and morgues filled with dead bodies before the Arab Spring would be launched. Though that movement was named for a season of renewal, its name was apt in another sense entirely: a whole system that had long held in place a key region of the planet was being sprung loose.

From Tunisia and Egypt to Bahrain, Saudi Arabia, and Syria, vast hordes of people would take to the streets, nonviolently at first, to protest the corruption and depredations of the 1% in their countries and, often, the foreign powers behind them. As autocrats began to fall, a region-wide system in all its complexity, corruption, and brutality began to shudder and come apart at the seams.

Today, that system is, politely put, in transition, but possibly simply in a state of collapse. What will replace it remains unknown and probably unknowable. In the meantime, into the emptied space have flowed all sorts of raw emotions, bitterness, repressed memories, hopes, and despair, much of it stored up for years if not decades, including feelings that are extreme indeed, and some that are simply murderous or quite mad. A way of life, a system in the Greater Middle East, is clearly over. Surprise is the order of the day, including wild demonstrations and killings over a bizarre “trailer” for a non-existent film that barely made it out of Southern California.

The truth is, from Iran to Iraq to Afghanistan to Pakistan to Libya to Yemen, despite almost four years of Obama’s ministrations and management, war and diplomacy, the Bush legacy is still threatening to blow the region sky-high. It could easily happen any time in the 43 days before November 6th. Which is why, from Sudan to Libya, the Obama administration is playing little Dutch boy, trying to plug every hole it can in the Middle Eastern dike and praying that any coming tsunami won’t hit before the election.

A World at the Boiling Point

The question of the political season, then, has nothing to do with Mitt. It’s this: Can the Greater Middle East be managed effectively enough for any potentially embarrassing thing to be swept under some rug until November 7th? And that’s just one region on a planet aboil.

Similar questions could be asked of Israeli policy on Iran where Prime Minister Netanyahu has been, quite literally, on the warpath and in the Obama administration’s face. He has been pushing for a green light for Israeli strikes on Iran’s nuclear facilities or guaranteed red lines that would lead to such strikes. To an outside observer, it might almost seem that “Bibi” is on TV in the U.S. often enough these days to be running for office. From late night presidential phone calls to a stream of messages to Tel Aviv, some offering promises, others warnings, the Obama administration has been putting enormous energy into ensuring that no Israeli strike on Iran will take place before election day (and on this they are likely to succeed). But keep in mind that, to placate Israel, the U.S. has built up its forces in the Persian Gulf region to such an extent that any misstep anywhere could result in a blow-up that neither Washington nor Tehran wants.

When it comes to the disintegrating American position in Afghanistan, almost 11 years after victory was declared and the Bush administration decided to occupy the country rather than go home, the news is grim. The whole mission on which the withdrawal of U.S. combat troops is ostensibly based — to train the Afghans to stand up and fight for their country — has essentially been put on hold. That’s hardly surprising, since Washington’s Afghan allies are now regularly standing up and, with the weapons and training U.S. mentors have given them, blowing those mentors away.

Meanwhile, the actual enemy, the Taliban, supposedly surged into near nonexistence in its southern homeland, has just launched the most devastating attack on a military base of the war, resulting in at least $200 million in allied loses. (It’s their first attack that might even faintly be compared to those the Vietnamese launched against American bases in the 1960s.) The question once again is: Can Washington hang on in Afghanistan until November 7th, even if it has to put every Afghan training mission and joint operation on hold and confine American troops to their bases? The great advantage the Obama administration holds in this regard is that the American public has generally been paying next to no attention to the Afghan War. This, nonetheless, is a situation in which an American mission has a possibility of imploding (and unexpected voices are finally being raised on the issue of early withdrawal). And we haven’t even mentioned Afghanistan’s unsettled and unsettling nuclear neighbor Pakistan.

Keep in mind that the increasingly disturbed regional system we’re discussing just happens to be located in the energy heartlands of the planet and, in case you hadn’t noticed, prices at the pump have been rising lately. The Saudis are, however, now promising to put extra oil into the global system, which just might providentially help the Obama administration by lowering gas prices before November.

Lest you think that Obama’s October surprise fears lie mainly in the Middle East, however, remember that a world system is shuddering, too. There’s the tottering Eurozone, in recession and threatening to shatter with unknown global financial consequences; and there’s the Chinese economy, that motor for the planet this last decade, which seems to be slipping into recession (just as the powerhouse Indian and Brazilian economies do the same), amid growing signs of unrest and ugly nationalist upheavals. And don’t even bother to bring up climate change, the state of the planet, or the fact that extreme droughts in the U.S. and elsewhere this year are driving food prices up worldwide in a way that guarantees future popular unrest on a large scale. Any of the above could burst into prominence in the next 43 days, surprising the world and putting President Obama on the hot seat. And keep in mind that we’re only talking about — to paraphrase former Secretary of Defense Donald Rumsfeld — the known knowns, and known unknowns. No one is even thinking about the unknown unknowns.

The liberal hit on Obama has been that the man won’t fight for what he believes in. The next 43 days will put the lie to that. He’s ready to fight fiercely for his job by doing his damnedest to tamp down any possible embarrassments, any potential October surprises — and he’s enlisted the U.S. government lock, stock, and State Department in that campaign. So if you want a little horse-race entertainment for the next six weeks, skip the Ohio, Colorado, and Virginia polls, don’t worry about the results of the coming debates, or the court tests on restrictive new voting laws. After all, there’s going to be no better show in town than the acrobatic contortions of the Obama crew as they work to keep global disaster off the menu until November 7th.

It should be a lesson in what a declining superpower can (or can’t) still do: a shining tale of great power management and luck or a sobering parable of what is no longer within the grasp of such a power on this planet of ours.

In the meantime, it’s Obama against the world and the horse-race question is: Will he make it to November 7th and a second term? Think of that as Obama’s problem.

But there’s another far less entertaining problem few are thinking about right now. Consider it our problem. The Obama people are understandably focused on the election. Being of a managerial frame of mind, their thoughts don’t tend to run to the long-term anyhow. I doubt they have, at this point, put a second’s consideration into what’s likely to happen, if they manage to keep everything under wraps, 44 days from now — and beyond. It’s not as if war with Iran, disaster in Afghanistan, chaos in the Middle East, a staggering Eurozone, a stumbling Chinese economy (in the midst of seaborne saber rattling), rising oil and food prices, climate change, and so much else won’t be as threatening then. None of these are problems, however managed, that are going away anytime soon or are likely in the long run to prove particularly manageable from Washington.

The question for the rest of us is: What the hell happens next? It’s one you better start thinking about because the Obama people, much as they want to rule the roost for four more years, don’t have a clue.
