Who could forget? At the time, in the fall of 2002, there was such a drumbeat of “information” from top figures in the Bush administration about the secret Iraqi program to develop weapons of mass destruction (WMD) and so endanger the United States. And who — other than a few suckers — could have doubted that Saddam Hussein was eventually going to get a nuclear weapon? The only question, as our vice president suggested on “Meet the Press,” was: Would it take one year or five? And he wasn’t alone in his fears, since there was plenty of proof of what was going on. For starters, there were those “specially designed aluminum tubes” that the Iraqi autocrat had ordered as components for centrifuges to enrich uranium in his thriving nuclear weapons program. Reporters Judith Miller and Michael Gordon hit the front page of the New York Times with that story on September 8, 2002.
Then there were those “mushroom clouds” that Condoleezza Rice, our national security advisor, was so publicly worried about — the ones destined to rise over American cities if we didn’t do something to stop Saddam. As she fretted in a CNN interview with Wolf Blitzer on that same September 8th, “[W]e don’t want the smoking gun to be a mushroom cloud.” No, indeed, and nor, it turned out, did Congress!
And just in case you weren’t anxious enough about the looming Iraqi threat, there were those unmanned aerial vehicles — Saddam’s drones! — that could be armed with chemical or biological WMD from his arsenal and flown over America’s East Coast cities with unimaginable results. President George W. Bush went on TV to talk about them and congressional votes were changed in favor of war thanks to hair-raising secret administration briefings about them on Capitol Hill.
In the end, it turned out that Saddam had no weapons program, no nuclear bomb in the offing, no centrifuges for those aluminum pipes, no biological or chemical weapons caches, and no drone aircraft to deliver his nonexistent weapons of mass destruction (nor any ships capable of putting those nonexistent robotic planes in the vicinity of the U.S. coast). But what if he had? Who wanted to take that chance? Not Vice President Dick Cheney, certainly. Inside the Bush administration he propounded something that journalist Ron Suskind later dubbed the “one percent doctrine.” Its essence was this: if there was even a 1% chance of an attack on the United States, especially involving weapons of mass destruction, it must be dealt with as if it were a 95%-100% certainty.
Here’s the curious thing: if you look back on America’s apocalyptic fears of destruction during the first 14 years of this century, they largely involved three city-busting weapons that were fantasies of Washington’s fertile imperial imagination. There was that “bomb” of Saddam’s, which provided part of the pretext for a much-desired invasion of Iraq. There was the “bomb” of the mullahs, the Iranian fundamentalist regime that we’ve just loved to hate ever since they repaid us, in 1979, for the CIA’s overthrow of an elected government in 1953 and the installation of the Shah by taking the staff of the U.S. embassy in Tehran hostage. If you believed the news from Washington and Tel Aviv, the Iranians, too, were perilously close to producing a nuclear weapon or at least repeatedly on the verge of the verge of doing so. The production of that “Iranian bomb” has, for years, been a focus of American policy in the Middle East, the “brink” beyond which war has endlessly loomed. And yet there was and is no Iranian bomb, nor evidence that the Iranians were or are on the verge of producing one.
Finally, of course, there was al-Qaeda’s bomb, the “dirty bomb” that organization might somehow assemble, transport to the U.S., and set off in an American city, or the “loose nuke,” maybe from the Pakistani arsenal, with which it might do the same. This is the third fantasy bomb that has riveted American attention in these last years, even though there is less evidence for or likelihood of its imminent existence than of the Iraqi and Iranian ones.
To sum up, the strange thing about end-of-the-world-as-we’ve-known-it scenarios from Washington, post-9/11, is this: with a single exception, they involved only non-existent weapons of mass destruction. A fourth weapon — one that existed but played a more modest role in Washington’s fantasies — was North Korea’s perfectly real bomb, which in these years the North Koreans were incapable of delivering to American shores.
The “Good News” About Climate Change
In a world in which nuclear weapons remain a crucial coin of the realm when it comes to global power, none of these examples could quite be classified as 0% dangers. Saddam had once had a nuclear program, just not in 2002-2003, and also chemical weapons, which he used against Iranian troops in his 1980s war with their country (with the help of targeting information from the U.S. military) and against his own Kurdish population. The Iranians might (or might not) have been preparing their nuclear program for a possible weapons breakout capability, and al-Qaeda certainly would not have rejected a loose nuke, if one were available (though that organization’s ability to use it would still have been questionable).
In the meantime, the giant arsenals of WMD in existence, the American, Russian, Chinese, Israeli, Pakistani, and Indian ones that might actually have left a crippled or devastated planet behind, remained largely off the American radar screen. In the case of the Indian arsenal, the Bush administration actually lent an indirect hand to its expansion. So it was twenty-first-century typical when President Obama, trying to put Russia’s recent actions in the Ukraine in perspective, said, “Russia is a regional power that is threatening some of its immediate neighbors. I continue to be much more concerned when it comes to our security with the prospect of a nuclear weapon going off in Manhattan.”
Once again, an American president was focused on a bomb that would raise a mushroom cloud over Manhattan. And which bomb, exactly, was that, Mr. President?
Of course, there was a weapon of mass destruction that could indeed do staggering damage to or someday simply drown New York City, Washington D.C., Miami, and other East coast cities. It had its own efficient delivery systems — no nonexistent drones or Islamic fanatics needed. And unlike the Iraqi, Iranian, or al-Qaeda bombs, it was guaranteed to be delivered to our shores unless preventive action was taken soon. No one needed to hunt for its secret facilities. It was a weapons system whose production plants sat in full view right here in the United States, as well as in Europe, China, and India, as well as in Russia, Saudi Arabia, Iran, Venezuela, and other energy states.
So here’s a question I’d like any of you living in or visiting Wyoming to ask the former vice president, should you run into him in a state that’s notoriously thin on population: How would he feel about acting preventively, if instead of a 1% chance that some country with weapons of mass destruction might use them against us, there was at least a 95% — and likely as not a 100% — chance of them being set off on our soil? Let’s be conservative, since the question is being posed to a well-known neoconservative. Ask him whether he would be in favor of pursuing the 95% doctrine the way he was the 1% version.
After all, thanks to a grim report in 2013 from the Intergovernmental Panel on Climate Change, we know that there is now a 95%-100% likelihood that “human influence has been the dominant cause of the observed warming [of the planet] since the mid-20th century.” We know as well that the warming of the planet — thanks to the fossil fuel system we live by and the greenhouse gases it deposits in the atmosphere — is already doing real damage to our world and specifically to the United States, as a recent scientific report released by the White House made clear. We also know, with grimly reasonable certainty, what kinds of damage those 95%-100% odds are likely to translate into in the decades, and even centuries, to come if nothing changes radically: a temperature rise by century’s end that couldexceed 10 degrees Fahrenheit, cascading species extinctions, staggeringly severe droughts across larger parts of the planet (as in the present long-term drought in the American West and Southwest), far more severe rainfall across other areas, more intense storms causing far greater damage, devastating heat waves on a scale no one in human history has ever experienced, masses of refugees, rising global food prices, and among other catastrophes on the human agenda, rising sea levels that will drown coastal areas of the planet.
From two scientific studies just released, for example, comes the news that the West Antarctic ice sheet, one of the great ice accumulations on the planet, has now begun a process of melting and collapse that could, centuries from now, raise world sea levels by a nightmarish 10 to 13 feet. That mass of ice is, according to the lead authors of one of the studies, already in “irreversible retreat,” which means — no matter what acts are taken from now on — a future death sentence for some of the world’s great cities. (And that’s without even the melting of the Greenland ice shield, not to speak of the rest of the ice in Antarctica.)
All of this, of course, will happen mainly because we humans continue to burn fossil fuels at an unprecedented rate and so annually deposit carbon dioxide in the atmosphere at record levels. In other words, we’re talking about weapons of mass destruction of a new kind. While some of their effects are already in play, the planetary destruction that nuclear weapons could cause almost instantaneously, or at least (given “nuclear winter” scenarios) within months, will, with climate change, take decades, if not centuries, to deliver its full, devastating planetary impact.
When we speak of WMD, we usually think of weapons — nuclear, biological, or chemical — that are delivered in a measurable moment in time. Consider climate change, then, a WMD on a particularly long fuse, already lit and there for any of us to see. Unlike the feared Iranian bomb or the Pakistani arsenal, you don’t need the CIA or the NSA to ferret such “weaponry” out. From oil wells to fracking structures, deep sea drilling rigs to platforms in the Gulf of Mexico, the machinery that produces this kind of WMD and ensures that it is continuously delivered to its planetary targets is in plain sight. Powerful as it may be, destructive as it will be, those who control it have faith that, being so long developing, it can remain in the open without panicking populations or calling any kind of destruction down on them.
The companies and energy states that produce such WMD remain remarkably open about what they’re doing. Generally speaking, they don’t hesitate to make public, or even boast about, their plans for the wholesale destruction of the planet, though of course they are never described that way. Nonetheless, if an Iraqi autocrat or Iranian mullahs spoke in similar fashion about producing nuclear weapons and how they were to be used, they would be toast.
Take ExxonMobil, one of the most profitable corporations in history. In early April, it released two reports that focused on how the company, as Bill McKibben has written, “planned to deal with the fact that [it] and other oil giants have many times more carbon in their collective reserves than scientists say we can safely burn.” He went on:
The company said that government restrictions that would force it to keep its [fossil fuel] reserves in the ground were ‘highly unlikely,’ and that they would not only dig them all up and burn them, but would continue to search for more gas and oil — a search that currently consumes about $100 million of its investors’ money every single day. ‘Based on this analysis, we are confident that none of our hydrocarbon reserves are now or will become “stranded.”‘
In other words, Exxon plans to exploit whatever fossil fuel reserves it possesses to their fullest extent. Government leaders involved in supporting the production of such weapons of mass destruction and their use are often similarly open about it, even while also discussing steps to mitigate their destructive effects. Take the White House, for instance. Here was a statement President Obama proudly made in Oklahoma in March 2012 on his energy policy:
Now, under my administration, America is producing more oil today than at any time in the last eight years. That’s important to know. Over the last three years, I’ve directed my administration to open up millions of acres for gas and oil exploration across 23 different states. We’re opening up more than 75% of our potential oil resources offshore. We’ve quadrupled the number of operating rigs to a record high. We’ve added enough new oil and gas pipeline to encircle the Earth and then some.
Similarly, on May 5th, just before the White House was to reveal that grim report on climate change in America, and with a Congress incapable of passing even the most rudimentary climate legislation aimed at making the country modestly more energy efficient, senior Obama adviser John Podesta appeared in the White House briefing room to brag about the administration’s “green” energy policy. “The United States,” he said, “is now the largest producer of natural gas in the world and the largest producer of gas and oil in the world. It’s projected that the United States will continue to be the largest producer of natural gas through 2030. For six straight months now, we’ve produced more oil here at home than we’ve imported from overseas. So that’s all a good-news story.”
Good news indeed, and from Vladmir Putin’s Russia, which just expanded its vast oil and gas holdings by a Maine-sized chunk of the Black Sea off Crimea, to Chinese “carbon bombs,” to Saudi Arabian production guarantees, similar “good-news stories” are similarly promoted. In essence, the creation of ever more greenhouse gases — of, that is, the engine of our future destruction — remains a “good news” story for ruling elites on planet Earth.
Weapons of Planetary Destruction
We know exactly what Dick Cheney — ready to go to war on a 1% possibility that some country might mean us harm — would answer, if asked about acting on the 95% doctrine. Who can doubt that his response would be similar to those of the giant energy companies, which have funded so much climate-change denialism and false science over the years? He would claim that the science simply isn’t “certain” enough (though “uncertainty” can, in fact, cut two ways), that before we commit vast sums to taking on the phenomenon, we need to know far more, and that, in any case, climate-change science is driven by a political agenda.
For Cheney & Co., it seemed obvious that acting on a 1% possibility was a sensible way to go in America’s “defense” and it’s no less gospel for them that acting on at least a 95% possibility isn’t. For the Republican Party as a whole, climate-change denial is by now nothing less than a litmus test of loyalty, and so even a 101% doctrine wouldn’t do when it comes to fossil fuels and this planet.
No point, of course, in blaming this on fossil fuels or even the carbon dioxide they give off when burned. These are no more weapons of mass destruction than are uranium-235 and plutonium-239. In this case, the weaponry is the production system that’s been set up to find, extract, sell at staggering profits, and burn those fossil fuels, and so create a greenhouse-gas planet. With climate change, there is no “Little Boy” or “Fat Man” equivalent, no simple weapon to focus on. In this sense, fracking is the weapons system, as is deep-sea drilling, as are those pipelines, and the gas stations, and the coal-fueled power plants, and the millions of cars filling global roads, and the accountants of the most profitable corporations in history.
All of it — everything that brings endless fossil fuels to market, makes those fuels eminently burnable, and helps suppress the development of non-fossil fuel alternatives — is the WMD. The CEOs of the planet’s giant energy corporations are the dangerous mullahs, the true fundamentalists, of planet Earth, since they are promoting a faith in fossil fuels which is guaranteed to lead us to some version of End Times.
Perhaps we need a new category of weapons with a new acronym to focus us on the nature of our present 95%-100% circumstances. Call them weapons of planetary destruction (WPD) or weapons of planetary harm (WPH). Only two weapons systems would clearly fit such categories. One would be nuclear weapons which, even in a localized war between Pakistan and India, could create some version of “nuclear winter” in which the planet was cut off from the sun by so much smoke and soot that it would grow colder fast, experience a massive loss of crops, of growing seasons, and of life. In the case of a major exchange of such weapons, we would be talking about “the sixth extinction” of planetary history.
Though on a different and harder to grasp time-scale, the burning of fossil fuels could end in a similar fashion — with a series of “irreversible” disasters that could essentially burn us and much other life off the Earth. This system of destruction on a planetary scale, facilitated by most of the ruling and corporate elites on the planet, is becoming (to bring into play another category not usually used in connection with climate change) the ultimate “crime against humanity” and, in fact, against most living things. It is becoming a “terracide.”

The 95% Doctrine
Isn’t there something strangely reassuring when your eyeballs are gripped by a “mystery” on the news that has no greater meaning and yet sweeps all else away? This, of course, is the essence of the ongoing tale of the disappearance of Malaysia Airlines Flight 370. Except to the relatives of those on board, it never really mattered what happened in the cockpit that day. To the extent that the plane’s disappearance was solvable, the mystery could only end in one of two ways: it landed somewhere (somehow unnoticed, a deep unlikelihood) or it crashed somewhere, probably in an ocean. End of story. It was, however, a tale with thrilling upsides when it came to filling airtime, especially on cable news. The fact that there was no there there allowed for the raising of every possible disappearance trope — from Star Trekkian black holes to the Bermuda Triangle to Muslim terrorists — and it had the added benefit of instantly evoking a popular TV show. It was a formula too good to waste, and wasted it wasn’t.
The same has been true of the story that, in the U.S., came to vie with it for the top news spot: the devastating mudslide in Washington State. An act of nature, sweeping out of nowhere, buries part of a tiny community, leaving an unknown but possibly large number of people dead. Was anyone still alive under all that mud? (Such potential “miracles” are like manna from heaven for the TV news.) How many died? These questions mattered locally and to desperate relatives of those who had disappeared, but otherwise had little import. Yes, unbridled growth, lack of attention to expected disasters, and even possibly climate change were topics that might have been attached to the mudslide horror. As a gruesome incident, it could have stood in for a lot, but in the end it stood in for nothing except itself and that was undoubtedly its abiding appeal.
Both stories had the added benefit (for TV) of an endless stream of distraught relatives: teary or weeping or stoic or angry faces in desperately tight close-ups making heartfelt pleas for more information. For the media, it was like the weather before climate change came along.
In response, just about anything else that could pass for news was swept aside. Given a media that normally rushes heedlessly from one potential 24/7 story to another, this was striking. In the case of Flight 370, for instance, on the 21st day after its disappearance, it still led NBC’s Nightly News with Brian Williams (with the mudslide, one week after it happened, the number two story).
In those weeks, only one other story broke their stranglehold on the news. It was the seemingly critical question of what in the world was going on in Ukraine. There was the Russian military move into the Crimea, the referendum on that peninsula, its annexation, the alarm of the U.S. and the European Union, the imposition of (modest) sanctions, and various warnings of a Russian military build-up and possible invasion of eastern Ukraine. Unlike the other two stories, it seemed consequential enough. And yet in some eerie way, it, too, came to resemble them. It was as if with the news on Ukraine we were being sucked back into another era — that of the superpower-run twentieth century.
The question that seemed to loom was this: Are we in a new (i.e., the old) Cold War? It was so front and center that it sent opinion pollsters scrambling and they promptly discovered that half of all Americans thought we were — itself less a testament to American opinion than to the overwhelming media narrative that we were indeed living through the Cold War redux.
Was the Soviet Union being raised from the dead? Think of this as the Flight 370 of global political coverage. It had everything a story needed: people in the square; a foreign leader who glowered just like a movie villain should and, for once in the twenty-first century, wasn’t a U.S. president or vice president; and fears of Russian troops entering the rest of Ukraine, with Lithuania, Estonia, or some other former satellite of the Soviet Union next in line. Where would it end? How could Vladimir Putin’s juggernaut be stopped?
As a story, it was a time warp miracle all its own. After so many years, an American president was denouncing not al-Qaeda, or the Taliban, or the Iraqis, or the Iranians, but the Russians. Once again, as in the good old bad old days, U.S. officials could decry the tyranny of a major state and its dangers to the globe with a straight face. There was finally a black-and-white tale of international morality in which Americans could denounce an invasion. It had the comfy familiarity of an old-fashioned script, one whose ending everybody already knew. It implied that the world was once again easy to grasp, that everything was finally back in order — the good guys and the bad guys, East and West, freedom and tyranny.
As an old script, it had all the fearsome charms of familiarity. While signaling danger, it actually helped tame a world that otherwise looked unsettling indeed.
As it happens, however, Soviet armies will never again threaten to plunge through the Fulda Gap. The Warsaw Pact is long gone, never to be revived, and Germany will remain a united powerhouse, not a divided land. Argue as you will about whether the Russians or Putin are “evil,” one thing is certain, there is no “empire” to go with it. President Obama was on the mark recently when he referred to Putin’s Russia as a “regional power” and not a superpower at all. Not even close. If anything, it’s a country that, thanks to NATO, the U.S., and the European Union, already had its back to the wall, with its former “satellites” long ago stripped away, and Ukraine looking like it was about to go, too. (After all, an American diplomat, talking tough, was secretly recorded seemingly sorting out a future Ukrainian government with the local American ambassador!)
Russia may not even quite be a regional powerhouse. Its economy is shaky and, unlike the Soviet Union, it is now largely an oil and gas state and, worse yet, its energy reserves are expected to be in decline in future decades.
A Planet for the Taking
So, no, Virginia, Flight 370 was not commandeered by aliens and Vladimir Putin is not Joseph Stalin’s younger brother. The U.S. is not in a new Cold War, its troops do not stand in any danger of going toe-to-toe with Russian invaders, and a two-superpower world is dead and buried, but so, it seems, is a one superpower world. History is a powerful tool, but sometimes when lost stories and old scripts dominate the headlines, it’s worth asking whether, behind the scrim of the familiar and the empty, there might not lurk an unnerving world, a new age that no one cares to focus on.
As with a magician, sometimes you have to look where he isn’t pointing to catch sight of reality. With that in mind, I’d like to nominate British journalist Patrick Cockburn for a prize. In the midst of the recent headlines, in the most important article no one noticed, he pointed out something genuinely unnerving about our world.
Yes, we’re all aware that the U.S. invasion of Iraq didn’t exactly work out as planned and that Afghanistan has been a nearly 13-year disaster, even though the U.S. faced the most ragtag of minority insurgencies in both places. What, however, about the monumental struggle that used to be called the Global War on Terror? After all, we got Osama bin Laden. It took a while, but SEAL Team 6 shot him down in his hideout in Pakistan. And for years, thanks to the CIA’s drone assassination campaigns in the Pakistani tribal borderlands, Yemen, and Somalia (as well as a full scale hunter-killer operation in Iraq while we were still occupying that country), we’ve been told that endless key al-Qaeda “lieutenants” have been sent to their deaths and that al-Qaeda in Afghanistan has been reduced to 50-100 members.
Yet Cockburn concludes: “Twelve years after the ‘war on terror’ was launched it has visibly failed and al-Qaeda-type jihadis, once confined to a few camps in Afghanistan, today rule whole provinces in the heart of the Middle East.” Look across that region today and from Pakistan to Libya, you see the rise, not the fall, of jihadis of every type. In Syria and parts of Iraq, groups that have associated themselves with al-Qaeda now have a controlling military presence in territories the size of, as Cockburn points out, Great Britain. He calls al-Qaeda’s recent rise as the jihadi brand name of choice and the failure of the U.S. campaign against it “perhaps the most extraordinary development of the 21st century.” And that, unlike the claims we’ve been hearing at the top of the news for weeks now, might not be an exaggeration.
Looked at another way, despite what had just happened to the Pentagon and those towers in New York, on September 12, 2001, the globe’s “sole superpower” had remarkably few enemies. Small numbers of jihadis scattered mostly in the backlands of the planet and centered in an impoverished, decimated country — Afghanistan — with the most retro regime on Earth. There were, in addition, three rickety “rogue states” (North Korea, Iraq, and Iran) singled out for enemy status but incapable of harming the U.S., and that was that.
The world, as Dick Cheney & Co. took for granted, looked ready to be dominated by the only (angry) hyperpower left after centuries of imperial rivalry. The U.S. military, its technological capability unrivaled by any state or possible grouping of states, was to be let loose to bring the Greater Middle East to heel in a decisive way. Between that regular military and para-militarizing intelligence agencies, the planet was to be scoured of enemies, the “swamp drained” in up to 60 countries. The result would be a Pax Americana in the Middle East, and perhaps even globally, into the distant future. It was to be legendary. And no method — not torture, abuse, kidnapping, the creation of “black sites,” detention without charges, assassination, the creation of secret law, or surveillance on a previously unimaginable scale — was to be left out of the toolkit used to birth this new all-American planet. The “gloves” were to be taken off in a big way.
Thirteen years later, those plans, those dreams are down the drain. The Greater Middle East is in chaos. The U.S. seems incapable of intervening in a meaningful way just about anywhere on Earth despite the fact that its military remains unchallenged on a global level. It’s little short of mind-blowing. And it couldn’t have been more unexpected for those in power in Washington and perhaps for Americans generally. This is perhaps why, despite changing American attitudes on interventions and future involvement abroad, it’s been so hard to take in, so little focused upon here — even in the bogus, politicized discussions of American “strength” and “weakness” which circle around the latest Russian events, as they had previously around the crises in Iran and Syria.
Somehow, with what in any age would have seemed like a classic winning hand, Washington never put a card on that “table” (on which all “options” were always being kept open) that wasn’t trumped. Events in Ukraine and the Crimea seem to be part of this.
The Chinese had an evocative phrase for times of dynastic collapse: “chaos under heaven.” Moments when it seems as if the planet itself is shifting on its axis don’t come often, but they may indeed feel like chaos under heaven — an increasingly apt phrase for a world in which no country seems to exert much control, tensions are rising in hard to identify ways, and the very climate, the very habitability of the planet is increasingly at risk.
When The Losers Are The Winners
Even in a losing game, there are usually winners. One of the conundrums of this particular moment, however, is that the winners in our American world are exactly those who have repeatedly been playing the losing hands. Their reward for one self-defined disaster after another has been yet more money, yet wider areas of everyday life to control, and yet more power. No matter how inept they may prove as imperial players on a world stage, they can essentially do no wrong domestically when it comes to embedding themselves ever more deeply in our lives in the name of our “security” and our “safety.” It’s a remarkable tale. Legendary, one might almost say. As the power of American power to accomplish seemingly anything fades, the power of the national security state only grows.
It’s true that, in the wake of the Edward Snowden revelations, the managers of our secret state have had to pull back in a few areas — especially the gathering and holding of phone metadata for the complete U.S. population. But the significance of this is easy to exaggerate. It’s worth remembering that in the wake of the Watergate era, the last time we went through a round of “reforms” of an out-of-control secret world, the national security state somehow ended up with its own secret court system and secret body of law to which all citizens became accountable even though they could know nothing about it. Four decades later, in a situation in which that secret state is so much stronger, such reforms may once again turn out only to enhance its power.
It’s true as well that the CIA has had to pull back on some of the methods it used to such disastrous effect after 9/11, in particular closing those “black sites” it set up (though some may still exist, possibly in Somalia and perhaps on U.S. naval ships) and on the use of torture. Nonetheless, the recent spectacle of the Agency’s attack on Senator Dianne Feinstein and the staff of the Senate Intelligence Committee over a still-secret 6,300 page critical report on its Bush-era torture and black site programs should be instructive. After all, Feinstein has made her reputation, in part, as the senator from the national security state. She has typically supported the NSA’s secret programs as well as those of other intelligence outfits, straight down the line. There has perhaps been no one more sympathetic among Democratic representatives in Congress.
On a single issue, a single set of programs by a single agency, however, she chose to differ and offer genuine criticism. You might think that, under the circumstances, she would still be handled by the secret state with kid gloves. Instead, the CIA referred her committee staff to the Justice Department for possible crimes, while she was attacked as if she were the Great Satan and finally driven to the Senate floor to denounce the CIA for potential criminal acts and infringing the Constitution. Even the president didn’t come to her aid.
Think of this as a reasonable yardstick for measuring the real power relations between Washington’s official overseers and those who are supposed to be overseen.
Think of the overseen as now negotiating from a position of significant strength the details of their future benefits package. And we can count on one thing: whatever changes are made, they will be largely cosmetic. The many parts of America’s growing shadow government — secret law, secret surveillance, secret power, and the secret state — are here to stay.
From the 9/11 attacks on, that secret state and the militarized world of Washington that goes with it have shown themselves, even by their own standards, woefully incapable of handling a new and puzzling world. Their actions have repeatedly undermined the usual sort of imperial control, instead facilitating spreading chaos. Post-9/11, they have had a remarkable knack for creating not just blowback — the CIA term of tradecraft that scholar Chalmers Johnson put into our vocabulary — but something for which we have no word. Think of it perhaps as just the “blow” part of that term.
The orderliness of secret power in Washington and chaos under heaven, the growth of a police state and a planet run riot, turn out to be two sides of the same coin. If you want a news story that will glue eyes, then think of it this way: on September 12, 2001, the national security state entered the cockpit of (to modernize a phrase) the plane of state, hijacked it, and steered it directly for the Bermuda Triangle — and here was the strangest thing of all: no one even noticed.

Hijacking the American Plane of State
Here, at least, is a place to start: intelligence officials have weighed in with an estimate of just how many secret files National Security Agency contractor Edward Snowden took with him when he headed for Hong Kong last June. Brace yourself: 1.7 million. At least they claim that as the number he or his web crawler accessed before he left town. Let’s assume for a moment that it’s accurate and add a caveat. Whatever he had with him on those thumb drives when he left the agency, Edward Snowden did not take all the NSA’s classified documents. Not by a long shot. He only downloaded a portion of them. We don’t have any idea what percentage, but assumedly millions of NSA secret documents did not get the Snowden treatment.
Such figures should stagger us and what he did take will undoubtedly occupy journalists for months or years more (and historians long after that). Keep this in mind, however: the NSA is only one of 17 intelligence outfits in what is called the U.S. Intelligence Community. Some of the others are as large and well funded, and all of them generate their own troves of secret documents, undoubtedly stretching into the many millions.
And keep something else in mind: that’s just intelligence agencies. If you’re thinking about the full sweep of our national security state (NSS), you also have to include places like the Department of Homeland Security, the Energy Department (responsible for the U.S. nuclear arsenal), and the Pentagon. In other words, we’re talking about the kind of secret documentation that an army of journalists, researchers, and historians wouldn’t have a hope of getting through, not in a century.
We do know that, in 2011, the whole government reportedly classified 92,064,862 documents. If accurate and reasonably typical, that means, in the twenty-first century, the NSS has already generated hundreds of millions of documents that could not be read by an American without a security clearance. Of those, thanks to one man (via various journalists), we have had access to a tiny percentage of perhaps 1.7 million of them. Or put another way, you, the voter, the taxpayer, the citizen — in what we still like to think of as a democracy — are automatically excluded from knowing or learning about most of what the national security state does in your name. That’s unless, of course, its officials decide to selectively cherry-pick information they feel you are capable of safely and securely absorbing, or an Edward Snowden releases documents to the world over the bitter protests, death threats, and teeth gnashing of Washington officialdom and retired versions of the same.
Summoned From the Id of the National Security State
So far, even among critics, the debate about what to make of Snowden’s act has generally focused on “balance”; that is, on what’s the right equilibrium between an obvious governmental need for secrecy, the security of the country, and an American urge for privacy, freedom, and transparency — for knowing, among other things, what your government is actually doing. Such a framework (“a meaningful balance between privacy and security”) has proven a relatively comfortable one for Washington, which doesn’t mind focusing on the supposedly knotty question of how to define the “limits” of secrecy and whistle-blowing and what “reforms” are needed to bring the two into line. In the present context, however, such a debate seems laughable, if not absurd.
After all, it’s clear from the numbers alone that the urge to envelop the national security state in a blanket of secrecy, to shield its workings from the eyes of its citizens (as well as allies and enemies) has proven essentially boundless, as have the secret ambitions of those running that state. There is no way, at present, to limit the governmental urge for secrecy even in minimal ways, certainly not via secret courts or congressional committees implicated and entangled in the processes of a secret system.
In the face of such boundlessness, perhaps the words “whistleblower” and “leaker” — both traditionally referring to bounded and focused activities — are no longer useful. Though we may not yet have a word to describe what Chelsea (once Bradley) Manning, Julian Assange, and Edward Snowden have done, we should probably stop calling them whistleblowers. Perhaps they should instead be considered the creations of an overweening national security state, summoned by us from its id (so to speak) to act as a counterforce to its ambitions. Imagine them as representing the societal unconscious. Only in this way can we explain the boundlessness of their acts. After all, such massive document appropriations are inconceivable without a secret state endlessly in the process of documenting its own darkness.
One thing is for certain, though no one thinks to say it: despite their staggering releases of insider information, when it comes to the true nature and extent of the NSS, we surely remain in the dark. In the feeling that, thanks to Manning and Snowden, we now grasp the depths of that secret state, its secret acts, and the secret documentation that goes with it, we are undoubtedly deluded.
In a sense, valuable as they have been, Snowden’s revelations have helped promote this delusion. In a way that hasn’t happened since the Watergate era of the 1970s, they have given us the feeling that a curtain has finally, definitively been pulled back on the true nature of the Washington system. Behind that curtain, we have indeed glimpsed a global-surveillance-state-in-the-making of astounding scope, reach, and technological proficiency, whose ambitions (and successes), even when not always fully achieved, should take our breath away. And yet while this is accurate enough, it leads us to believe that we now know a great deal about the secret world of Washington. This is an illusion.
Even if we knew what was in all of those 1.7 million NSA documents, they are a drop in the bucket. As of now, we have the revelations of one (marginal) insider who stepped out of the shadows to tell us about part of what a single intelligence agency documented about its own activities. The resulting global debate, controversy, anger, and discussion, Snowden has said, represents “mission accomplished” for him. But it shouldn’t be considered mission accomplished for the rest of us.
In Praise of Darkness, the Dangers of Sunshine
To gain a reasonable picture of our national security state, five, 10, 20 Snowdens, each at a different agency or outfit, would have to step out of the shadows — and that would just be for starters. Then we would need a media that was ready to roll and a Congress not wrapped in “security” and “secrecy” but demanding answers, as the Church committee did in the Watergate era, with subpoenas in hand (and the threat of prison for no-shows and perjurers).
Yes, we may have access to basic information about what the NSA has been up to, but remind me: What exactly do you know about the doings of the Pentagon’s Defense Intelligence Agency, with its 16,500 employees, which has in recent years embarked on “an ambitious plan to assemble an espionage network that rivals the CIA in size”? How about the National Geospatial-Intelligence Agency, with its 16,000 employees, its post-9/11 headquarters (price tag: $1.8 billion) and its control over our system of spy satellites eternally prowling the planetary skies?
The answer is no more than you would have known about the NSA if Snowden hadn’t acted as he did. And by the way, what do you really know about the FBI, which now, among other things, issues thousands of national security letters a year (16,511 in 2011 alone), an unknown number of them for terror investigations? Since their recipients are muzzled from discussing them, we know next to nothing about them or what the Bureau is actually doing. And how’s your info on the CIA, which takes $4 billion more out of the intelligence “black budget” than the NSA, runs its own private wars, and has even organized its own privatized corps of spies as part of the general expansion of U.S. intelligence and espionage abroad? The answer on all of the above is — has to be — remarkably little.
Or take something basic like that old-fashioned, low-tech form of surveillance: government informers and agents provocateurs. They were commonplace in the 1960s and early 1970s within every oppositional movement. So many decades later, they are with us again. Thanks to the ACLU, which has mapped scattered reports on situations in which informers made it into at least the local news nationwide, we know that they became part of what anti-war movements existed, slipped into various aspects of the Occupy movement, and have run riot in local Muslim-American communities. We know as well that these informers come from a wide range of outfits, including the local police, the military, and the FBI. However, if we know a great deal about NSA snooping and surveillance, we have just about no inside information on the extent of old-style informing, surveilling, and provoking.
One thing couldn’t be clearer, though: the mania for secrecy has grown tremendously in the Obama years. On entering the Oval Office in 2009, Obama proclaimed a sunshine administration dedicated to “openness” and “transparency.” That announcement now drips with irony. If you want a measure of the kind of secrecy the NSS considers proper and the White House condones these days, check out a recent Los Angeles Times piece on the CIA’s drone assassination program (one of the more overt aspects of Washington’s covert world).
That paper recently reported that Chairman of the Senate Armed Services Committee Carl Levin held a “joint classified hearing” with the Senate Intelligence Committee on the CIA, the Pentagon, and their drone campaigns against terror suspects in the backlands of the planet. There was just one catch: CIA officials normally testify only before the House and Senate intelligence committees. In this case, the White House “refused to provide the necessary security clearances for members of the House and Senate armed services committees.” As a result, it would not let CIA witnesses appear before Levin. Officials, reported the Times, “had little appetite for briefing the 26 senators and 62 House members who sit on the armed services committees on the CIA’s most sensitive operations.” Sunshine, in other words, is considered potentially dangerous, even in tiny doses, even in Congress.
A Cult of Government Secrecy
In evaluating what may lie behind the many curtains of Washington, history does offer us a small hand. Thanks to the revelations of the 1970s, including a Snowden-style break-in by antiwar activists at an FBI office in Media, Pennsylvania, in 1971, that opened a window into the Bureau’s acts of illegality, some now-famous reporting, and the thorough work of the Church committee in the Senate, we have a sense of the enormity of what the U.S. national security state was capable of once enveloped in a penumbra of secrecy (even if, in that era, the accompanying technology could do so much less). In the Johnson and Nixon years, as we now know, the FBI, the CIA, the NSA, and other acronymic outfits committed a staggering range of misdeeds, provocations, and crimes.
It’s easy to say that post-Watergate “reforms” made such acts a thing of the past. Unfortunately, there’s no reason to believe that. In fact, the nature of that era’s reforms should be reconsidered. After all, one particularly important Congressional response of that moment was to create the Foreign Intelligence Surveillance Court, essentially a judiciary for the secret world which would generate a significant body of law that no American outside the NSS could see.
The irony is again overwhelming. After the shocking headlines, the congressional inquiries, the impeachment proceedings, the ending of two presidencies — one by resignation — and everything else, including black bag jobs, break-ins, buggings, attempted beatings, blackmail, massive spying and surveillance, and provocations of every sort, the answer was a secret court. Its judges, appointed by the chief justice of the Supreme Court alone, are charged with ruling after hearing only one sideof any case involving a governmental desire to snoop or pry or surveil. Unsurprisingly enough, over the three and a half decades of its existence, the court proved a willing rubber stamp for just about any urge of the national security state.
In retrospect, this remedy for widespread government illegality clearly was just another step in the institutionalization of a secret world that looks increasingly like an Orwellian nightmare. In creating the FISA court, Congress functionally took the seat-of-the-pants, extra-Constitutional, extra-legal acts of the Nixon era and put them under the rule of (secret) law.
Today, in the wake of, among other things, the rampant extra-legality of the Global War on Terror — including the setting up of a secret, extrajudicial global prison system of “black sites” where rampant torture and abuse were carried to the point of death, illegal kidnappings of terror suspects off global streets and their rendition to the prisons of torture regimes, and the assassination-by-drone of American citizens backed by Justice Department legalisms — it’s clear that NSS officials feel they have near total impunity when it comes to whatever they want to do. (Not that their secret acts often turn out as planned or particularly well in the real world.) They know that nothing they do, however egregious, will be brought before an open court of law and prosecuted. While the rest of us remain inside the legal system, they exist in “post-legal America.” Now, the president claims that he’s preparing a new set of “reforms” to bring this system under check and back in balance. Watch out!
If tomorrow a series of Edward Snowdens were to appear, each from a different intelligence agency or other outfit in the national security state, one thing would be guaranteed: the shock of the NSA revelations would be multiplied many times over. Protected from the law by a spreading cult of government secrecy, beyond the reach of the citizenry, Congress, or the aboveground judicial system, supported by the White House and a body of developing secret law, knowing that no act undertaken in the name of American “safety” and “security” will ever be prosecuted, the inhabitants of our secret state have been moving in dark and disturbing ways. What we know is already disturbing enough. What we don’t know would surely unnerve us far more.
Shadow government has conquered twenty-first-century Washington. We have the makings of a thug state of the first order.

Documenting Darkness
From the time I was little, I went to the movies. They were my escape, with one exception from which I invariably had to escape. I couldn’t sit through any movie where something or someone threatened to jump out at me with the intent to harm. In such situations, I was incapable of enjoying being scared and there seemed to be no remedy for it. When Jaws came out in 1975, I decided that, at age 31, having avoided such movies for years, I was old enough to take it. One tag line in ads for that film was: “Don’t go in the water.” Of the millions who watched Jaws and outlasted the voracious great white shark until the lights came back on, I was that rarity: I didn’t. I really couldn’t go back in the ocean — not for several years.
I don’t want you to think for a second that this represents some kind of elevated moral position on violence or horror; it’s a visceral reaction. I actually wanted to see the baby monster in Alien burst out of that human stomach. I just knew I couldn’t take it. In all my years of viewing (and avoidance), only once did I find a solution to the problem. In the early 1990s, a period when I wrote on children’s culture, Michael Crichton’s novel Jurassic Park sparked a dinosaur fad. I had been a dino-nerd of the 1950s and so promised Harper’s Magazine a piece on the craze and the then-being-remodeled dino-wing of New York’s American Museum of Natural History. (Don’t ask me why that essay never appeared. I took scads of notes, interviewed copious scientists at the museum, spent time alone with an Allosaurus skull, did just about everything a writer should do to produce such a piece — except write it. Call it my one memorable case of writer’s block.)
My problem was never scaring myself to death on the page. I read Crichton’s novel without a blink. The question was how to see it when, in 1993, it arrived onscreen. My solution was to let my kids go first, then take them back with me. That way, my son could lean over and whisper, “Dad, in maybe 30 seconds the Velociraptor is going to leap out of the grass.” My heart would already be pounding, my eyes half shut, but somehow, cued that way, I became a Crichton vet.
Of course, gazillions of movie viewers have seen similar films with the usual array of sharks, dinosaurs, anacondas, axe murderers, mutants, zombies, vampires, aliens, or serial killers, and done so with remarkable pleasure. They didn’t bolt. They didn’t imagine having heart attacks on the spot. They didn’t find it unbearable. In some way, they liked it, ensuring that such films remain pots of gold for Hollywood to this day. Which means that they — you — are an alien race to me.
The Sharks, Aliens, and Snakes of Our World
This came to mind recently because I started wondering why, when we step out of those movie theaters, our American world doesn’t scare us more. Why doesn’t it make more of us want to jump out of our skins? These days, our screen lives seem an apocalyptic tinge to them, with all those zombie war movies and the like. I'm curious, though: Does what should be deeply disturbing, even apocalyptically terrifying, in the present moment strike many of us as the equivalent of so many movie-made terrors — shivers and fears produced in a world so far beyond us that we can do nothing about them?
I’m not talking, of course, about the things that reach directly for your throat and, in their immediacy, scare the hell out of you — not the sharks who took millions of homes in the foreclosure crisis or the aliens who ate so many jobs in recent years or even the snakes who snatched food stamps from needy Americans. It’s the overarching dystopian picture I’m wondering about. The question is: Are most Americans still in that movie house just waiting for the lights to come back on?
I mean, we’re living in a country that my parents would barely recognize. It has a frozen, riven, shutdown-driven Congress, professionally gerrymandered into incumbency, endlessly lobbied, and seemingly incapable of actually governing. It has a leader whose presidency appears to be imploding before our eyes and whose single accomplishment (according to most pundits), like the website that goes with it, has been unraveling as we watch. Its 1{068cdbfab37e4f27da76d005a9c3d7cc8b4ae1429371040bf09b1dfe920189b4} elections, with their multi-billion dollar campaign seasons and staggering infusions of money from the upper reaches of wealth and corporate life, are less and less anybody’s definition of “democratic.”
And while Washington fiddles, inequality is on the rise, with so much money floating around in the 1{068cdbfab37e4f27da76d005a9c3d7cc8b4ae1429371040bf09b1dfe920189b4} world that millions of dollars are left over to drive the prices of pieces of art into the stratosphere, even as poverty grows and the army of the poor multiplies. And don’t forget that the national infrastructure — all those highways, bridges, sewer systems, and tunnels that were once the unspoken pride of the country — is visibly fraying.
Up-Armoring America
Meanwhile, to the tune of a trillion dollars or more a year, our national treasure has been squandered on the maintenance of a war state, the garrisoning of the planet, and the eternal upgrading of “homeland security.” Think about it: so far in the twenty-first century, the U.S. is the only nation to invade a country not on its border. In fact, it invaded two such countries, launching failed wars in which, when all the costs are in, trillions of dollars will have gone down the drain and hundreds of thousands of Iraqis and Afghans, as well as thousands of Americans, will have died. This country has also led the way in creating the rules of the road for global drone assassination campaigns (no small thing now that up to 87 countries are into drone technology); it has turned significant parts of the planet into free-fire zones and, whenever it seemed convenient, obliterated the idea that other countries have something called “national sovereignty”; it has built up its Special Operations forces, tens of thousands of highly trained troops that constitute a secret military within the U.S. military, which are now operational in more than 100 countries and sent into action whenever the White House desires, again with little regard for the sovereignty of other states; it has launched the first set of cyber wars in history (against Iran and its nuclear program), has specialized in kidnappingterror suspects off city streets and in rural backlands globally, and has a near-monopolistic grip on the world arms trade (a 78{068cdbfab37e4f27da76d005a9c3d7cc8b4ae1429371040bf09b1dfe920189b4} market share according to the latest figures available); its military expenditures are greater than the next 13 nations combined; and it continues to build military bases across the planet in a historically unprecedented way.
In the twenty-first century, the power to make war has gravitated ever more decisively into the White House, where the president has a private air force of drones, and two private armies of his own — those special operations types and CIA paramilitaries — to order into battle just about anywhere on the planet. Meanwhile, the real power center in Washington has increasingly come to be located in the national security state (and the allied corporate “complexes” linked to it by that famed “revolving door” somewhere in the nation’s capital). That state within a state has gone through boom times even as many Americans busted. It has experienced a multi-billion-dollar construction bonanza, including the raising of elaborate new headquarters, scores of building complexes, massive storage facilities, and the like, while the private housing market went to hell. With its share of that trillion-dollar national security budget, its many agencies and outfits have been bolstered even as the general economy descended into a seemingly permanent slump.
As everyone is now aware, the security state’s intelligence wing has embedded eyes and ears almost everywhere, online and off, here and around the world. The NSA, the CIA, and other agencies are scooping up just about every imaginable form of human communication, no matter where or in what form it takes place. In the process, American intelligence has “weaponized” the Internet and functionally banished the idea of privacy to some other planet.
Meanwhile, the “Defense” Department has grown ever larger as Washington morphed into a war capital for an unending planetary conflict originally labeled the Global War on Terror. In these years, the “all-volunteer” military has been transformed into something like a foreign legion, another 1{068cdbfab37e4f27da76d005a9c3d7cc8b4ae1429371040bf09b1dfe920189b4} separated from the rest of society. At the same time, the American way of war has been turned into a profit center for a range of warrior corporations and rent-a-gun outfits that enter combat zones with the military, building bases, delivering the mail, and providing food and guard services, among other things.
Domestically, the U.S. has grown more militarized as “security” concerns have been woven into every form of travel, terror fears and alerts have become part and parcel of daily life, and everything around us has up-armored. Police forces across the land, heavily invested in highly militarized SWAT teams, have donned more military-style uniforms, and acquired armored cars, tanks, MRAPS, drones, helicopters, drone submarines, and other military-style weaponry (often surplus equipment donated by the Pentagon). Even campus cops have up-armored.
In a parallel development, Americans have themselves become more heavily armed and in a more military style. Among the 300,000,000 firearms of all sorts estimated to be floating around the U.S., there are now reportedly three to four million AR-15 military-style assault rifles. And with all of this has gone a certain unhinged quality, both for those SWAT teams that seem to have a nasty habit of breaking into homes armed to the teeth and wounding or killing people accused of nonviolent crimes, and for ordinary citizens who have made random or mass killings regular news events.
On August 1, 1966, a former Marine sniper took to the 28th floor of a tower on the campus of the University of Texas with an M-1 carbine and an automatic shotgun, killing 17, while wounding 32. It was an act that staggered the American imagination, shook the media, led to a commission being formed, and put those SWAT teams in our future. But no one then could have guessed how, from Columbine high school (13 dead, 24 wounded) and Virginia Tech university (32 dead, 17 wounded) to Sandy Hook Elementary School (26 dead, 20 of them children), the unhinged of our heavily armed nation would make slaughters, as well as random killings even by children, all-too-common in schools, workplaces, movie theaters, supermarket parking lots, airports, houses of worship, navy yards, and so on.
And don’t even get me started on imprisonment, a category in which we qualify as the world’s leader with 2.2 million people behind bars, a 500{068cdbfab37e4f27da76d005a9c3d7cc8b4ae1429371040bf09b1dfe920189b4} increase over the last three decades, or the rise of the punitive spirit in this country. That would include the handcuffing of remarkably young children at their schools for minor infractions and a fierce government war on whistleblowers — those, that is, who want to tell us something about what’s going on inside the increasingly secret state that runs our American world and that, in 2011, considered 92 million of the documents it generated so potentially dangerous to outside eyes that it classified them.
A Nameless State (of Mind)
Still, don’t call this America a “police state,” not given what that came to mean in the previous century, nor a “totalitarian” state, given what that meant back then. The truth is that we have no appropriate name, label, or descriptive term for ourselves. Consider that a small sign of just how little we’ve come to grips with what we’re becoming. But you don’t really need a name, do you, not if you’re living it? However nameless it may be, tell me the truth: Doesn’t the direction we're heading in leave you with the urge to jump out of your skin?
And by the way, what I’ve been describing so far isn’t the apocalyptic part of the story, just the everyday framework for American life in 2013. For your basic apocalypse, you need to turn to a subject that, on the whole, doesn’t much interest Washington or the mainstream media. I’m talking, of course, about climate change or what the nightly news loves to call “extreme weather,” a subject we generally prefer to put on the back burner while we’re hailing the “good news” that the U.S. may prove to be the Saudi Arabia of the twenty-first century — that is, hopped up on fossil fuels for the next 50 years; or that green energy really isn’t worth an Apollo-style program of investment and R&D; or that Arctic waters should be opened to drilling; or that it’s reasonable to bury on the inside pages of the paper with confusing headlines the latest figures on the record levels of carbon dioxide going into the atmosphere and the way the use of coal, the dirtiest of the major fossil fuels, is actually expanding globally; or… but you get the idea. Rising sea levels (see ya, Florida; so long, Boston), spreading disease, intense droughts, wild floods, extreme storms, record fire seasons — I mean, you already know the tune.
You still wanna be scared? Imagine that someone offered you a wager, and let’s be conservative here: continue on your present path and there will be a 10{068cdbfab37e4f27da76d005a9c3d7cc8b4ae1429371040bf09b1dfe920189b4}-20{068cdbfab37e4f27da76d005a9c3d7cc8b4ae1429371040bf09b1dfe920189b4} chance that this planet becomes virtually uninhabitable a century or two from now. Not bad odds, right? Still, I think just about anyone would admit that only a maniac would take such a bet, no matter the odds. Actually, let me amend that: only a maniac or the people who run the planet’s major energy companies, and the governments (our own included) that help fund and advance their activities, and those governments like Russia and Saudi Arabia that are essentially giant energy companies.
Because, hey, realistically speaking, that’s the bet that all of us on planet Earth have taken on.
And just in case you were wondering whether you were still at the movies, you’re not, and the lights aren’t coming back on either.
Now, if that isn’t scary, what is?

Scared to Death
Given how similar they sound and how easy it is to imagine one leading to the other, confusing omniscience (having total knowledge) with omnipotence (having total power) is easy enough. It’s a reasonable supposition that, before the Snowden revelations hit, America’s spymasters had made just that mistake. If the drip-drip-drip of Snowden’s mother of all leaks — which began in May and clearly won’t stop for months to come — has taught us anything, however, it should be this: omniscience is not omnipotence. At least on the global political scene today, they may bear remarkably little relation to each other. In fact, at the moment Washington seems to be operating in a world in which the more you know about the secret lives of others, the less powerful you turn out to be.
Let’s begin by positing this: There’s never been anything quite like it. The slow-tease pulling back of the National Security Agency curtain to reveal the skeletal surveillance structure embedded in our planet (what cheekbones!) has been an epochal event. It’s minimally the political spectacle of 2013, and maybe 2014, too. It’s made a mockery of the 24/7 news cycle and the urge of the media to leave the last big deal for the next big deal as quickly as possible.
It’s visibly changed attitudes around the world toward the U.S. — strikingly for the worse, even if this hasn’t fully sunk in here yet. Domestically, the inability to put the issue to sleep or tuck it away somewhere or even outlast it has left the Obama administration, Congress, and the intelligence community increasingly at one another’s throats. And somewhere in a system made for leaks, there are young techies inside a surveillance machine so viscerally appalling, so like the worst sci-fi scenarios they read while growing up, that — no matter the penalties — one of them, two of them, many of them are likely to become the next Edward Snowden(s).
So where to start, almost half a year into an unfolding crisis of surveillance that shows no signs of ending? If you think of this as a scorecard, then the place to begin is, of course, with the line-up, which means starting with omniscience. After all, that’s the NSA’s genuine success story — and what kid doesn’t enjoy hearing about the (not so) little engine that could?
Omniscience
Conceptually speaking, we’ve never seen anything like the National Security Agency’s urge to surveill, eavesdrop on, spy on, monitor, record, and save every communication of any sort on the planet — to keep track of humanity, all of humanity, from its major leaders to obscure figures in the backlands of the planet. And the fact is that, within the scope of what might be technologically feasible in our era, they seem not to have missed an opportunity.
The NSA, we now know, is everywhere, gobbling up emails, phone calls, texts, tweets, Facebook posts, credit card sales, communications and transactions of every conceivable sort. The NSA and British intelligence are feeding off the fiber optic cables that carry Internet and phone activity. The agency stores records (“metadata”) of every phone call made in the United States. In various ways, legal and otherwise, its operatives long ago slipped through the conveniently ajar backdoors of media giants like Yahoo, Verizon, and Google — and also in conjunction with British intelligence they have been secretly collecting “records” from the “clouds” or private networks of Yahoo and Google to the tune of 181 million communications in a single month, or more than two billion a year.
Meanwhile, their privately hired corporate hackers have systems that, among other things, can slip inside your computer to count and see every keystroke you make. Thanks to that mobile phone of yours (even when off), those same hackers can also locate you just about anywhere on the planet. And that’s just to begin to summarize what we know of their still developing global surveillance state.
In other words, there’s my email and your phone metadata, and his tweets and her texts, and the swept up records of billions of cell phone calls and other communications by French and Nigerians, Italians and Pakistanis, Germans and Yemenis, Egyptians and Spaniards (thank you, Spanish intelligence, for lending the NSA such a hand!), and don’t forget the Chinese, Vietnamese, Indonesians, and Burmese, among others (thank you, Australian intelligence, for lending the NSA such a hand!), and it would be a reasonable bet to include just about any other nationality you care to mention. Then there are the NSA listening posts at all those U.S. embassies and consulates around the world, and the reports on the way the NSA listened in on the U.N., bugged European Union offices “on both sides of the Atlantic,” accessed computers inside the Indian embassy in Washington D.C. and that country’s U.N. mission in New York, hacked into the computer network of and spied on Brazil’s largest oil company, hacked into the Brazilian president’s emails and the emails of two Mexican presidents, monitored the German Chancellor’s mobile phone, not to speak of those of dozens, possibly hundreds, of other German leaders, monitored the phone calls of at least 35 global leaders, as well as U.N. Secretary-General Ban Ki-Moon, and — if you’re keeping score — that’s just a partial list of what we’ve learned so far about the NSA’s surveillance programs, knowing that, given the Snowden documents still to come, there has to be so much more.
When it comes to the “success” part of the NSA story, you could also play a little numbers game: the NSA has at least 35,000 employees, possibly as many as 55,000, and an almost $11 billion budget. With up to 70% of that budget possibly going to private contractors, we are undoubtedly talking about tens of thousands more “employees” indirectly on the agency’s payroll. The Associated Press estimates that there are 500,000 employees of private contractors “who have access to the government’s most sensitive secrets.” In Bluffdale, Utah, the NSA is spending $2 billion to build what may be one of the largest data-storage facilities on the planet (with its own bizarre fireworks), capable of storing almost inconceivable yottabytes of information. And keep in mind that since 9/11, according to the New York Times, the agency has also built or expanded major data-storage facilities in Georgia, Texas, Colorado, Hawaii, Alaska, and Washington State.
But success, too, can have its downside and there is a small catch when it comes to the NSA’s global omniscience. For everything it can, at least theoretically, see, hear, and search, there’s one obvious thing the agency’s leaders and the rest of the intelligence community have proven remarkably un-omniscient about, one thing they clearly have been incapable of taking in — and that’s the most essential aspect of the system they are building. Whatever they may have understood about the rest of us, they understood next to nothing about themselves or the real impact of what they were doing, which is why the revelations of Edward Snowden caught them so off-guard.
Along with the giant Internet corporations, they have been involved in a process aimed at taking away the very notion of a right to privacy in our world; yet they utterly failed to grasp the basic lesson they have taught the rest of us. If we live in an era of no privacy, there are no exemptions; if, that is, it’s an age of no-privacy for us, then it’s an age of no-privacy for them, too.
The word “conspiracy” is an interesting one in this context. It comes from the Latin conspirare for “breathe the same air.” In order to do that, you need to be a small group in a small room. Make yourself the largest surveillance outfit on the planet, hire tens of thousands of private contractors — young computer geeks plunged into a situation that would have boggled the mind of George Orwell — and organize a system of storage and electronic retrieval that puts much at an insider’s fingertips, and you’ve just kissed secrecy goodnight and put it to bed for the duration.
There was always going to be an Edward Snowden — or rather Edward Snowdens. And no matter what the NSA and the Obama administration do, no matter what they threaten, no matter how fiercely they attack whistleblowers, or who they put away for how long, there will be more. No matter the levels of classification and the desire to throw a penumbra of secrecy over government operations of all sorts, we will eventually know.
They have constructed a system potentially riddled with what, in the Cold War days, used to be called “moles.” In this case, however, those “moles” won’t be spying for a foreign power, but for us. There is no privacy left. That fact of life has been embedded, like so much institutional DNA, in the system they have so brilliantly constructed. They will see us, but in the end, we will see them, too.
Omnipotence
With our line-ups in place, let’s turn to the obvious question: How’s it going? How’s the game of surveillance playing out at the global level? How has success in building such a system translated into policy and power? How useful has it been to have advance info on just what the U.N. general-secretary will have to say when he visits you at the White House? How helpful is it to store endless tweets, social networking interactions, and phone calls from Egypt when it comes to controlling or influencing actors there, whether the Muslim Brotherhood or the generals?
We know that 1,477 “items” from the NSA’s PRISM program (which taps into the central servers of nine major American Internet companies) were cited in the president’s Daily Briefing in 2012 alone. With all that help, with all that advanced notice, with all that insight into the workings of the world from but one of so many NSA programs, just how has Washington been getting along?
Though we have very little information about how intelligence insiders and top administration officials assess the effectiveness of the NSA’s surveillance programs in maintaining American global power, there’s really no need for such assessments. All you have to do is look at the world.
Long before Snowden walked off with those documents, it was clear that things weren’t exactly going well. Some breakthroughs in surveillance techniques were, for instance, developed in America’s war zones in Iraq and Afghanistan, where U.S. intelligence outfits and spies were clearly capable of locating and listening in on insurgencies in ways never before possible. And yet, we all know what happened in Iraq and is happening in Afghanistan. In both places, omniscience visibly didn’t translate into success. And by the way, when the Arab Spring hit, how prepared was the Obama administration? Don’t even bother to answer that one.
In fact, it’s reasonable to assume that, while U.S. spymasters and operators were working at the technological frontiers of surveillance and cryptography, their model for success was distinctly antiquated. However unconsciously, they were still living with a World War II-style mindset. Back then, in an all-out military conflict between two sides, listening in on enemy communications had been at least one key to winning the war. Breaking the German Enigma codes meant knowing precisely where the enemy’s U-boats were, just as breaking Japan’s naval codes ensured victory in the Battle of Midway and elsewhere.
Unfortunately for the NSA and two administrations in Washington, our world isn’t so clear-cut any more. Breaking the codes, whatever codes, isn’t going to do the trick. You may be able to pick up every kind of communication in Pakistan or Egypt, but even if you could listen to or read them all (and the NSA doesn’t have the linguists or the time to do so), instead of simply drowning in useless data, what good would it do you?
Given how Washington has fared since September 12, 2001, the answer would undoubtedly range from not much to none at all — and in the wake of Edward Snowden, it would have to be in the negative. Today, the NSA formula might go something like this: the more communications the agency intercepts, the more it stores, the more it officially knows, the more information it gives those it calls its “external customers” (the White House, the State Department, the CIA, and others), the less omnipotent and the more impotent Washington turns out to be.
In scorecard terms, once the Edward Snowden revelations began and the vast conspiracy to capture a world of communications was revealed, things only went from bad to worse. Here’s just a partial list of some of the casualties from Washington’s point of view:
*The first European near-revolt against American power in living memory (former French leader Charles de Gaulle aside), and a phenomenon that is still growing across that continent along with an upsurge in distaste for Washington.
*A shudder of horror in Brazil and across Latin America, emphasizing a growing distaste for the not-so-good neighbor to the North.
*China, which has its own sophisticated surveillance network and was being pounded for it by Washington, now looks like Mr. Clean.
*Russia, a country run by a former secret police agent, has in the post-Snowden era been miraculously transformed into a global peacemaker and a land that provided a haven for an important western dissident.
*The Internet giants of Silicon valley, a beacon of U.S. technological prowess, could in the end take a monstrous hit, losing billions of dollars and possibly their near monopoly status globally, thanks to the revelation that when you email, tweet, post to Facebook, or do anything else through any of them, you automatically put yourself in the hands of the NSA. Their CEOs are shuddering with worry, as well they should be.
And the list of post-Snowden fallout only seems to be growing. The NSA’s vast global security state is now visibly an edifice of negative value, yet it remains so deeply embedded in the post-9/11 American national security state that seriously paring it back, no less dismantling it, is probably inconceivable. Of course, those running that state within a state claim success by focusing only on counterterrorism operations where, they swear, 54 potential terror attacks on or in the United States have been thwarted, thanks to NSA surveillance. Based on the relatively minimal information available to us, this looks like a major case of threat and credit inflation, if not pure balderdash. More important, it doesn’t faintly cover the ambitions of a system that was meant to give Washington a jump on every foreign power, offer an economic edge in just about every situation, and enhance U.S. power globally.
A First-Place Line-Up and a Last-Place Finish
What’s perhaps most striking about all this is the inability of the Obama administration and its intelligence bureaucrats to grasp the nature of what’s happening to them. For that, they would need to skip those daily briefs from an intelligence community which, on the subject, seems blind, deaf, and dumb, and instead take a clear look at the world.
As a measuring stick for pure tone-deafness in Washington, consider that it took our secretary of state and so, implicitly, the president, five painful months to finally agree that the NSA had, in certain limited areas, “reached too far.” And even now, in response to a global uproar and changing attitudes toward the U.S. across the planet, their response has been laughably modest. According to David Sanger of the New York Times, for instance, the administration believes that there is “no workable alternative to the bulk collection of huge quantities of ‘metadata,’ including records of all telephone calls made inside the United States.”
On the bright side, however, maybe, just maybe, they can store it all for a mere three years, rather than the present five. And perhaps, just perhaps, they might consider giving up on listening in on some friendly world leaders, but only after a major rethink and reevaluation of the complete NSA surveillance system. And in Washington, this sort of response to the Snowden debacle is considered a “balanced” approach to security versus privacy.
In fact, in this country each post-9/11 disaster has led, in the end, to more and worse of the same. And that’s likely to be the result here, too, given a national security universe in which everyone assumes the value of an increasingly para-militarized, bureaucratized, heavily funded creature we continue to call “intelligence,” even though remarkably little of what would commonsensically be called intelligence is actually on view.
No one knows what a major state would be like if it radically cut back or even wiped out its intelligence services. No one knows what the planet’s sole superpower would be like if it had only one or, for the sake of competition, two major intelligence outfits rather than 17 of them, or if those agencies essentially relied on open source material. In other words, no one knows what the U.S. would be like if its intelligence agents stopped trying to collect the planet’s communications and mainly used their native intelligence to analyze the world. Based on the recent American record, however, it’s hard to imagine we could be anything but better off. Unfortunately, we’ll never find out.
In short, if the NSA’s surveillance lineup was classic New York Yankees, their season is shaping up as a last-place finish.
Here, then, is the bottom line of the scorecard for twenty-first century Washington: omniscience, maybe; omnipotence, forget it; intelligence, not a bit of it; and no end in sight.

Mistaking Omniscience for Omnipotence

Let’s be Americans, which means being exceptional, which also means being honest in ways inconceivable to the rest of humanity. So here’s the truth of it: the American exceptionalism sweepstakes really do matter. Here. A lot.
Barack Obama is only the latest in a jostling crowd of presidential candidates, presidential wannabes, major politicians, and minor figures of every sort, not to speak of a raging horde of neocons and pundits galore, who have felt compelled in recent years to tell us and the world just how exceptional the last superpower really is. They tend to emphasize our ability to use this country’s overwhelming power, especially the military variety, for the global good — to save children and other deserving innocents. This particularly American aptitude for doing good forcibly, by killing others, is considered an incontestable fact of earthly life needing no proof. It is well known, especially among our leading politicians, that Washington has the ability to wield its military strength in ways that are unimaginably superior to any other power on the planet.
The well-deserved bragging rights to American exceptionalism are no small matter in this country. It should hardly be surprising, then, how visceral is the distaste when any foreigner — say, Russian President Vladimir Putin — decides to appropriate the term and use it to criticize us. How visceral? Well, the sort of visceral that, as Democratic Senator Bob Menendez put it recently, leaves us barely repressing the urge to “vomit.”
Now, it’s not that we can’t take a little self-criticism. If you imagine an over-muscled, over-armed guy walking into a room and promptly telling you and anyone else in earshot how exceptionally good he is when it comes to targeting his weapons, and you notice a certain threatening quality about him, and maybe a hectoring, lecturing tone in his voice, it’s just possible that you might be intimidated or irritated by him. You might think: narcissist, braggart, or blowhard. If you were the president of Russia, you might say, “It is extremely dangerous to encourage people to see themselves as exceptional, whatever the motivation.”
Yes, if you’re a foreigner, this country is easy enough to misunderstand, make fun of, or belittle. Still, that didn’t stop the president from proudly bringing up our exceptionalism two weeks ago in his address on the Syrian crisis. In that speech, he plugged the need for a U.S. military response to the use of chemical weapons by the Syrian military. He recommended launching a “limited strike,” assumedly Tomahawk missiles heading Damascus-wards, to save Syria’s children, and he made sure the world knew that such an attack would be no passing thing. (“Let me make something clear: the United States military doesn’t do pinpricks.”)
Then, in mid-speech, in a fashion that was nothing short of exceptional (if you were considering the internal logic of the address), he suddenly cast that option aside for another approach entirely. But just because of that, don’t let first impressions or foreign criticism blind you to the power of the president’s imagery. In this century, as he suggested then and in an address to the U.N. two weeks later, American exceptionalism has always had to do with Washington’s ability to use its power for the greater planetary good. Since, in the last decade-plus, power and military power have come to be essentially synonymous in Washington, the pure goodness of firing missiles or dropping bombs has been deified.
On that basis, it’s indisputable that the bragging rights to American exceptionalism are Washington’s. For those who need proof, what follows are just eight ways (among so many more) that you can proudly make the case for our exceptional status, should you happen to stumble across, say, President Putin, still blathering on about how unexceptional we are.
1. What other country could have invaded Iraq, hardly knowing the difference between a Sunni and a Shiite, and still managed to successfully set off a brutal sectarian civil war and ethnic cleansing campaigns between the two sects that would subsequently go regional, whose casualty counts have tipped into the hundreds of thousands, and which is now bouncing back on Iraq? What other great power would have launched its invasion with plans to garrison that country for decades and with the larger goal of subduing neighboring Iran (“Everyone wants to go to Baghdad; real men want to go to Tehran”), only to slink away eight years later leaving behind a Shiite government in Baghdad that was a firm ally of Iran? And in what other country, could leaders, viewing these events, and knowing our part in them, have been so imbued with goodness as to draw further “red lines” and contemplate sending in the missiles and bombers again, this time on Syria and possibly Iran? Who in the world would dare claim that this isn’t an unmatchable record?
2. What other country could magnanimously spend $4-6 trillion on two “good wars” in Afghanistan and Iraq against lightly armed minority insurgencies without winning or accomplishing a thing? And that’s not even counting the funds sunk into the Global War on Terror and sideshows in places like Pakistan, Somalia, and Yemen, or the staggering sums that, since 9/11, have been poured directly into the national security state. How many countries, possessing “the finest fighting force in the history of the world,” could have engaged in endless armed conflicts and interventions from the 1960s on and, except in unresisting Panama and tiny Grenada, never managed to definitively win anything?
3. And talking about exceptional records, what other military could have brought an estimated 3.1 million pieces of equipment — ranging from tanks and Humvees to porta-potties, coffee makers, and computers — with it into Iraq, and then transported most of them out again (while destroying the rest or turning them over to the Iraqis)? Similarly, in an Afghanistan where the U.S. military is now drawing down its forces and has already destroyed “more than 170 million pounds worth of vehicles and other military equipment,” what other force would have decided ahead of time to shred, dismantle, or simply discard $7 billion worth of equipment (about 20% of what it had brought into the country)? The general in charge proudly calls this “the largest retrograde mission in history.” To put that in context: What other military would be capable of carrying a total consumer society right down to PXs, massage parlors, boardwalks, Internet cafes, and food courts to war? Let’s give credit where it’s due: we’re not just talking retrograde here, we’re talking exceptionally retrograde!
4. What other military could, in a bare few years in Iraq, have built a staggering 505 bases, ranging from combat outposts to ones the size of small American towns with their own electricity generators, water purifiers, fire departments, fast-food restaurants, and even miniature golf courses at a cost of unknown billions of dollars and then, only a few years later, abandoned all of them, dismantling some, turning others over to the Iraqi military or into ghost towns, and leaving yet others to be looted and stripped? And what other military, in the same time period thousands of miles away in Afghanistan, could have built more than 450 bases, sometimes even hauling in the building materials, and now be dismantling them in the same fashion? If those aren’t exceptional feats, what are?
5. In a world where it’s hard to get anyone to agree on anything, the covert campaign of drone strikes that George W. Bush launched and Barack Obama escalated in Pakistan’s tribal areas stands out. Those hundreds of strikes not only caused significant numbers of civilian casualties (including children), while helping to destabilize a sometime ally, but almost miraculously created public opinion unanimity. Opinion polls there indicate that a Ripley’s-Believe-It-or-Not-style 97% of Pakistanis consider such strikes “a bad thing.” Is there another country on the planet capable of mobilizing such loathing? Stand proud, America!
6. And what other power could have secretly and illegally kidnapped at least 136 suspected terrorists — some, in fact, innocent of any such acts or associations — off the streets of global cities as well as from the backlands of the planet? What other nation could have mustered a coalition-of-the-willing of 54 countries to lend a hand in its “rendition” operations? We’re talking about more than a quarter of the nations on Planet Earth! And that isn’t all. Oh, no, that isn’t all. Can you imagine another country capable of setting up a genuinely global network of “black sites” and borrowed prisons (with local torturers on hand), places to stash and abuse those kidnappees (and other prisoners) in locations ranging from Poland to Thailand, Romania to Afghanistan, Egypt and Uzbekistan to U.S. Navy ships on the high seas, not to speak of that jewel in the crown of offshore prisons, Guantanamo? Such illegality on such a global scale simply can’t be matched! And don’t even get me started on torture. (It’s fine for us to take pride in our exceptionalist tradition, but you don’t want to pour it on, do you?)
7. Or how about the way the State Department, to the tune of $750 million, constructed in Baghdad the largest, most expensive embassy compound on the planet — a 104-acre, Vatican-sized citadel with 27 blast-resistant buildings, an indoor pool, basketball courts, and a fire station, which was to operate as a command-and-control center for our ongoing garrisoning of the country and the region? Now, the garrisons are gone, and the embassy, its staff cut, is a global white elephant. But what an exceptional elephant! Think of it as a modern American pyramid, a tomb in which lie buried the dreams of establishing a Pax Americana in the Greater Middle East. Honestly, what other country could hope to match that sort of memorial thousands of miles from home?
8. Or what about this? Between 2002 and 2011, the U.S. poured at least $51 billion into building up a vast Afghan military. Another $11 billion was dedicated to the task in 2012, with almost $6 billion more planned for 2013. Washington has also sent in a legion of trainers tasked with turning that force into an American-style fighting outfit. At the time Washington began building it up, the Afghan army was reportedly a heavily illiterate, drug-taking, corrupt, and ineffective force that lost one-third to one-half of its personnel to casualties, non-reenlistment, and desertion in any year. In 2012, the latest date for which we have figures, the Afghan security forces were still a heavily illiterate, drug-taking, corrupt, and inefficient outfit that was losing about one-third of its personnel annually (a figure that may even be on the rise). The U.S. and its NATO allies are committed to spending $4.1 billion annually on the same project after the withdrawal of their combat forces in 2014. Tell me that isn’t exceptional!
No one, of course, loves a braggart; so, easy as it might be to multiply these eight examples by others, the winner of the American exceptionalism sweepstakes is already obvious. In other words, this is a moment for exceptional modesty, which means that only one caveat needs to be added to the above record.
I’m talking about actual property rights to “American exceptionalism.” It’s a phrase often credited to a friendly nineteenth century foreigner, the French traveler Alexis de Tocqueville. As it happens, however, the man who seems to have first used the full phrase was Russian dictator Joseph Stalin. In 1929, when the U.S. was showing few signs of a proletarian uprising or fulfilling Karl Marx’s predictions and American Communists were claiming that the country had unique characteristics that left it unready for revolution, Stalin began denouncing “the heresy of American exceptionalism.” Outside the U.S. Communist Party, the phrase only gained popular traction here in the Reagan years. Now, it has become as American as sea salt potato chips. If, for instance, the phrase had never before been used in a presidential debate, in 2012 the candidates couldn’t stop wielding it.
Still, history does give Vladimir Putin a claim to use of the phrase, however stomach-turning that may be for various members of Congress. But maybe, in its own way, its origins only attest to… well, American exceptionalism. Somehow, through pureness of motive and the shining radiance of the way we exercise power, Washington’s politicians have taken words wielded negatively by one of the great monsters of history and made them the signature phrase of American greatness. How exceptional!

Bragging Rights
Dear Whistleblower,
I don’t know who you are or what you do or how old you may be. I just know that you exist somewhere in our future as surely as does tomorrow or next year. You may be young and computer-savvy or a career federal employee well along in years. You might be someone who entered government service filled with idealism or who signed on to “the bureaucracy” just to make a living. You may be a libertarian, a closet left-winger, or as mainstream and down-the-center as it’s possible to be.
I don’t know much, but I know one thing that you may not yet know yourself. I know that you’re there. I know that, just as Edward Snowden and Bradley (now Chelsea) Manning did, you will, for reasons of your own, feel compelled to take radical action, to put yourself in danger. When the time comes, you will know that this is what you must do, that this is why you find yourself where you are, and then you’re going to tell us plenty that has been kept from us about how our government really operates. You are going to shock us to the core.
And how exactly do I know this? Because despite our striking inability to predict the future, it’s a no-brainer that the national security state is already building you into its labyrinthine systems. In the urge of its officials to control all of us and every situation, in their mania for all-encompassing secrecy, in their classification not just of the millions of documents they generate, but essentially all their operations as “secret” or “top secret,” in their all-encompassing urge to shut off the most essential workings of the government from the eyes of its citizenry, in their escalating urge to punish anyone who would bring their secret activities to light, in their urge to see or read or listen in on or peer into the lives of you (every “you” on the planet), in their urge to build a global surveillance state and a military that will dominate everything in or out of its path, in their urge to drop bombs on Pakistan and fire missiles at Syria, in their urge to be able to assassinate just about anyone just about anywhere robotically, they are birthing you.
In every action, a reaction. So they say, no?
Give our national security managers credit, though: they may prove to be the master builders of the early twenty-first century. Their ambitions have been breathtaking and their ability to commandeer staggering amounts of our taxpayer dollars to pay for those projects hardly less so. Their monuments to themselves, their version of pyramids and ziggurats — like the vast data storage center the National Security Agency is building for almost $2 billion in Bluffdale, Utah, to keep a yottabyte of private information about all of us, or the new post-9/11 headquarters the National Geospatial-Intelligence Agency built, again for almost $2 billion, so that its 16,000 employees could monitor our system of satellites monitoring every square inch of the planet — are in their own way unique. In their urge to control everything, to see everything from your Facebook chatter to the emails of the Brazilian president, they are creating a system built to blowback, and not just from the outside or distant lands.
Chalmers Johnson, who took “blowback,” an obscure term of CIA tradecraft, and embedded it in our everyday language, would have instantly recognized what they’re doing: creating a blowback machine whose “unintended consequences” (another term of his) are guaranteed, like the effects of the Snowden revelations, to stun us all in a myriad of ways.
They have built their system so elaborately, so expansively, and their ambitions have been so grandiose that they have had no choice but to embed you in their developing global security state, deep in the entrails of their secret world — tens of thousands of possible you’s, in fact. You’s galore, all of whom see some part, some corner, of the world that is curtained off from the rest of us. And because they have built using the power of tomorrow, they have created a situation in which the prospective whistleblower, the leaker of tomorrow, has access not just to a few pieces of paper but to files beyond imagination. They, not you, have prepared the way for future mass document dumps, for staggering releases, of a sort that once upon time in a far more modest system based largely on paper would have been inconceivable.
They have, that is, paved the way for everything that you are one day guaranteed to do. They have created the means by which their mania for secrecy will repeatedly come a cropper. They have created you.
Worse yet (for them), they have created a world populated with tens of thousands of people, often young, often nomadic in job terms, and often with remarkable computer skills who have access to parts of their vast system, to unknown numbers of secret programs and documents, and the many things from phone calls to emails to credit card transactions to social media interactions to biometric data that they so helpfully store away.
And it doesn’t matter what they, in their post-Snowden panic, may do to try to prevent you from accessing their system. None of the new rules and programs they are installing to prevent the next Edward Snowden or Bradley Manning from collecting anything right down to the national security equivalent of the kitchen sink will stop you. After all, you may even be one of the ones they have chosen to install those safeguards, to put those measures in place. You may be one of the ones they have specially trained in the intricacies and failsafe mechanisms of their system.
And here’s the uncanny thing about you: just doing what comes naturally, you will overcome any measures they try to install and make a mockery of any measures or training programs they put in place to help your co-workers spot you. Almost by definition, they won’t be able to find you until it’s too late. You’ll dispay none of the traits that someone about to betray their world should exhibit. And no wonder, since you’ll be one of the many recognizable cogs in their machinery until almost the moment — already too late in the game for them — when you aren’t.
You are, in that sense, the perfect double agent. Until you, in essence, become a spy for the American people, for the old democratic system in which government was the people’s property and those we elect were supposed to let us know what they were doing in our name, you aren’t just masquerading as one of them, you are.
I have no way of knowing what will first strike you as wrong. I just know that something will. It might be very specific and close at hand — something amiss you see in the program you’re working on, some outrageous expenditure of money or set of lies about what an agency or outfit is doing, or some act or set of acts that you, in growing up, had been taught were un-American. The possibilities are legion. After all, the national security system that they’ve built and engorged with taxpayer dollars, using fear and the excuse of American “safety,” has dispatched armies, and special ops outfits, and drones all over the world to commit mayhem and increase global instability, to kill civilians, wipe out wedding parties, kidnap and torture the innocent, assassinate by robot, and so on.
Or maybe it all just sneaks up on you, the wrongness of it. Maybe, even if you’re too young to remember the totalitarian states of the previous century, something about the urge of our national security managers to create total systems of control, trump the law, and do as they please in the name of their need for knowledge will simply get under your skin. You’ll know that this isn’t the way it was supposed to be.
At some point, it will just creep you out, and even though until that moment you didn’t know it, you’ll be ready. They won’t be able to avoid you. They won’t be able to eliminate you. They won’t even be able to find you. You are, after all, part of their landscape, like the grass on the hillside or the steps to a house.
Even now, they are undoubtedly giving you tips on how to blowback on them. As the latest articles about the National Security Agency tell us, they have begun excusing their sins by claiming that the system they have created is now beyond even their understanding or control, so what hope do they have of understanding or controlling you? They have out-built even themselves.
Manning and Snowden were the first harbingers of the new world of whistleblowing. Snowden learned from Manning and other whistleblowers who preceded him and were persecuted by the state. You will learn from all of them. Each of them was a small tornado-like version of the blowback machine they are still in the process of creating. Each changed how the world looks America and how many of us look at ourselves. Each put in place some small part of the foundation for a world in which such a blowback machine would not be the creation of choice for those with the money and power to build monuments to themselves. Each was a raging embarrassment, a dent in the amour-propre of the national security state. Each was an insult to its ability to control much of anything, including itself.
Those running the government and many of those who write about you in the mainstream will revile you. You will be denounced as a traitor, a defector, a criminal, and your acts called treasonous, even if you’re one of the last hopes of the American republic. Right now, those like you are sure to be prosecuted, jailed, or chased implacably across the planet. But this won’t last forever. Someday, your country will recognize what you did — first of all for yourself, for your own sense of what’s decent and right in this world, and then for us — as the acts of an upright and even heroic American.
In the meantime, just remember: the national security state is a giant blowback machine and you, whoever you are, will be part of the answer, the remedy, to it.

Letter to an Unknown Whistleblower
In an increasingly phantasmagorical world, here’s my present fantasy of choice: someone from General Keith Alexander’s outfit, the National Security Agency, tracks down H.G. Wells’s time machine in the attic of an old house in London. Britain’s subservient Government Communications Headquarters, its version of the NSA, is paid off and the contraption is flown to Fort Meade, Maryland, where it’s put back in working order. Alexander then revs it up and heads not into the future like Wells to see how our world ends, but into the past to offer a warning to Americans about what’s to come.
He arrives in Washington on October 23, 1962, in the middle of the Cuban Missile Crisis, a day after President Kennedy has addressed the American people on national television to tell them that this planet might not be theirs — or anyone else’s — for long. (“We will not prematurely or unnecessarily risk the costs of worldwide nuclear war in which even the fruits of victory would be ashes in our mouth, but neither will we shrink from the risk at any time it must be faced.”) Greeted with amazement by the Washington elite, Alexander, too, goes on television and informs the same public that, in 2013, the major enemy of the United States will no longer be the Soviet Union, but an outfit called al-Qaeda in the Arabian Peninsula (AQAP), and that the headquarters of our country’s preeminent foe will be found somewhere in the rural backlands of… Yemen.
Yes, Yemen, a place most Americans, then and now, would be challenged to find on a world map. I guarantee you one thing: had such an announcement actually been made that day, most Americans would undoubtedly have dropped to their knees and thanked God for His blessings on the American nation. Though even then a nonbeliever, I would undoubtedly have been among them. After all, the 18-year-old Tom Engelhardt, on hearing Kennedy’s address, genuinely feared that he and the few pathetic dreams of a future he had been able to conjure up were toast.
Had Alexander added that, in the face of AQAP and similar minor jihadist enemies scattered in the backlands of parts of the planet, the U.S. had built up its military, intelligence, and surveillance powers beyond anything ever conceived of in the Cold War or possibly in the history of the planet, Americans of that time would undoubtedly have considered him delusional and committed him to an asylum.
Such, however, is our world more than two decades after Eastern Europe was liberated, the Berlin Wall came down, the Cold War definitively ended, and the Soviet Union disappeared.
Why Orwell Was Wrong
Now, let me mention another fantasy connected to the two-superpower Cold War era: George Orwell’s 1948 vision of the world of 1984 (or thereabouts, since the inhabitants of his novel of that title were unsure just what year they were living in). When the revelations of NSA contractor Edward Snowden began to hit the news and we suddenly found ourselves knee-deep in stories about Prism, XKeyscore, and other Big Brother-ish programs that make up the massive global surveillance network the National Security Agency has been building, I had a brilliant idea — reread 1984.
At a moment when Americans were growing uncomfortably aware of the way their government was staring at them and storing what they had previously imagined as their private data, consider my soaring sense of my own originality a delusion of my later life. It lasted only until I read an essay by NSA expert James Bamford in which he mentioned that, “[w]ithin days of Snowden’s documents appearing in the Guardian and the Washington Post…, bookstores reported a sudden spike in the sales of George Orwell’s classic dystopian novel 1984. On Amazon.com, the book made the ‘Movers & Shakers’ list and skyrocketed 6,021 percent in a single day.”
Nonetheless, amid a jostling crowd of worried Americans, I did keep reading that novel and found it at least as touching, disturbing, and riveting as I had when I first came across it sometime before Kennedy went on TV in 1962. Even today, it’s hard not to marvel at the vision of a man living at the beginning of the television age who sensed how a whole society could be viewed, tracked, controlled, and surveiled.
But for all his foresight, Orwell had no more power to peer into the future than the rest of us. So it’s no fault of his that, almost three decades after his year of choice, more than six decades after his death, the shape of our world has played havoc with his vision. Like so many others in his time and after, he couldn’t imagine the disappearance of the Soviet Union or at least of Soviet-like totalitarian states. More than anything else, he couldn’t imagine one fact of our world that, in 1948, wasn’t in the human playbook.
In 1984, Orwell imagined a future from what he knew of the Soviet and American (as well as Nazi, Japanese, and British) imperial systems. In imagining three equally powerful, equally baleful superpowers — Oceania, Eurasia, and Eastasia — balanced for an eternity in an unwinnable global struggle, he conjured up a logical extension of what had been developing on this planet for hundreds of years. His future was a version of the world humanity had lived with since the first European power mounted cannons on a wooden ship and set sail, like so many Mongols of the sea, to assault and conquer foreign realms, coastlines first.
From that moment on, the imperial powers of this planet — super, great, prospectively great, and near great — came in contending or warring pairs, if not triplets or quadruplets. Portugal, Spain, and Holland; England, France, and Imperial Russia; the United States, Germany, Japan, and Italy (as well as Great Britain and France), and after World War II, the United States and the Soviet Union. Five centuries in which one thing had never occurred, the thing that even George Orwell, with his prodigious political imagination, couldn’t conceive of, the thing that makes 1984 a dated work and his future a past that never was: a one-superpower world. To give birth to such a creature on such a planet — as indeed occurred in 1991 — was to be at the end of history, at least as it had long been known.
The Decade of the Stunned Superpower
Only in Hollywood fantasies about evil super-enemies was “world domination” by a single power imaginable. No wonder that, more than two decades into our one-superpower present, we still find it hard to take in this new reality and what it means.
At least two aspects of such a world seem, however, to be coming into focus. The evidence of the last decades suggests that the ability of even the greatest of imperial powers to shape global events may always have been somewhat exaggerated. The reason: power itself may never have been as centrally located in imperial or national entities as was once imagined. Certainly, with all rivals removed, the frustration of Washington at its inability to control events in the Greater Middle East and elsewhere could hardly be more evident. Still, Washington has proven incapable of grasping the idea that there might be forms of power, and so of resistance to American desires, not embodied in competitive states.
Evidence also seems to indicate that the leaders of a superpower, when not countered by another major power, when lacking an arms race to run or territory and influence to contest, may be particularly susceptible to the growth of delusional thinking, and in particular to fantasies of omnipotence.
Though Great Britain far outstripped any competitor or potential enemy at the height of its imperial glory, as did the United States at the height of the Cold War (the Soviet Union was always a junior superpower), there were at least rivals around to keep the leading power “honest” in its thinking. From December 1991, when the Soviet Union declared itself no more, there were none and, despite the dubious assumption by many in Washington that a rising China will someday be a major competitor, there remain none. Even if economic power has become more “multipolar,” no actual state contests the American role on the planet in a serious way.
Just as still water is a breeding ground for mosquitos, so single-superpowerdom seems to be a breeding ground for delusion. This is a phenomenon about which we have to be cautious, since we know little enough about it and are, of course, in its midst. But so far, there seem to have been three stages to the development of whatever delusional process is underway.
Stage one stretched from December 1991 through September 10, 2001. Think of it as the decade of the stunned superpower. After all, the collapse of the Soviet Union went unpredicted in Washington and when it happened, the George H. W. Bush administration seemed almost incapable of taking it in. In the years that followed, there was the equivalent of a stunned silence in the corridors of power.
After a brief flurry of debate about a post-Cold War “peace dividend,” that subject dropped into the void, while, for example, U.S. nuclear forces, lacking their major enemy of the previous several decades, remained more or less in place, strategically disoriented but ready for action. In those years, Washington launched modest and halting discussions of the dangers of “rogue states” (think “Axis of Evil” in the post-9/11 era), but the U.S. military had a hard time finding a suitable enemy other than its former ally in the Persian Gulf, Iraq’s Saddam Hussein. Its ventures into the world of war in Somalia and the former Yugoslavia were modest and not exactly greeted with rounds of patriotic fervor at home. Even the brief glow of popularity the elder Bush gained from his 1990-1991 war against Saddam evaporated so quickly that, by the time he geared up for his reelection campaign barely a year later, it was gone.
In the shadows, however, a government-to-be was forming under the guise of a think tank. It was filled with figures like future Vice President Dick Cheney, future Secretary of Defense Donald Rumsfeld, future Deputy Secretary of Defense Paul Wolfowitz, future U.N. Ambassador John Bolten, and future ambassador to Afghanistan Zalmay Khalilzad, all of whom firmly believed that the United States, with its staggering military advantage and lack of enemies, now had an unparalleled opportunity to control and reorganize the planet. In January 2001, they came to power under the presidency of George W. Bush, anxious for the opportunity to turn the U.S. into the kind of global dominator that would put the British and even Roman empires to shame.
Pax Americana Dreams
Stage two in the march into single-superpower delusion began on September 11, 2001, only five hours after hijacked American Airlines Flight 77 smashed into the Pentagon. It was then that Secretary of Defense Donald Rumsfeld, already convinced that al-Qaeda was behind the attacks, nonetheless began dreaming about completing the First Gulf War by taking out Saddam Hussein. Of Iraq, he instructed an aide to “go massive… Sweep it all up. Things related and not.”
And go massive he and his colleagues did, beginning the process that led to the March 2003 invasion of Iraq, itself considered only a precursor to transforming the Greater Middle East into an American protectorate. From the fertile soil of 9/11 — itself something of a phantasmagoric event in which Osama bin Laden and his relatively feeble organization spent a piddling $400,000-$500,000 to create the look of an apocalyptic moment — sprang full-blown a sense of American global omnipotence.
It had taken a decade to mature. Now, within days of the toppling of those towers in lower Manhattan, the Bush administration was already talking about launching a “war on terror,” soon to become the “Global War on Terror” (no exaggeration intended). The CIA would label it no less grandiosly a “Worldwide Attack Matrix.” And none of them were kidding. Finding “terror” groups of various sorts in up to 80 countries, they were planning, in the phrase of the moment, to “drain the swamp” — everywhere.
In the early Bush years, dreams of domination bred like rabbits in the hothouse of single-superpower Washington. Such grandiose thinking quickly invaded administration and Pentagon planning documents as the Bush administration prepared to prevent potentially oppositional powers or blocs of powers from arising in the foreseeable future. No one, as its top officials and their neocon supporters saw it, could stand in the way of their planetary Pax Americana.
Nor, as they invaded Afghanistan, did they have any doubt that they would soon take down Iraq. It was all going to be so easy. Such an invasion, as one supporter wrote in the Washington Post, would be a “cakewalk.” By the time American troops entered Iraq, the Pentagon already had plans on the drawing board to build a series of permanent bases — they preferred to call them “enduring camps” — and garrison that assumedly grateful country at the center of the planet’s oil lands for generations to come.
Nobody in Washington was thinking about the possibility that an American invasion might create chaos in Iraq and surrounding lands, sparking a set of Sunni-Shiite religious wars across the region. They assumed that Iran and Syria would be forced to bend their national knees to American power or that we would simply impose submission on them. (As a neoconservative quip of the moment had it, “Everyone wants to go to Baghdad. Real men want to go to Tehran.”) And that, of course would only be the beginning. Soon enough, no one would challenge American power. Nowhere. Never.
Such soaring dreams of — quite literally — world domination met no significant opposition in mainstream Washington. After all, how could they fail? Who on Earth could possibly oppose them or the U.S. military? The answer seemed too obvious to need to be stated — not until, at least, their all-conquering armies bogged down in Iraq and Afghanistan and the greatest power on the planet faced the possibility of defeat at the hands of… well, whom?
The Dark Matter of Global Power
Until things went sour in Iraq, theirs would be a vision of the Goliath tale in which David (or various ragtag Sunni, Shiite, and Pashtun versions of the same) didn’t even have a walk-on role. All other Goliaths were gone and the thought that a set of minor Davids might pose problems for the planet’s giant was beyond imagining, despite what the previous century’s history of decolonization and resistance might have taught them. Above all, the idea that, at this juncture in history, power might not be located overwhelmingly and decisively in the most obvious place — in, that is, “the finest fighting force that the world has ever known,” as American presidents of this era came to call it — seemed illogical in the extreme.
Who in the Washington of that moment could have imagined that other kinds of power might, like so much dark matter in the universe, be mysteriously distributed elsewhere on the planet? Such was their sense of American omnipotence, such was the level of delusional thinking inside the Washington bubble.
Despite two treasury-draining disasters in Afghanistan and Iraq that should have been sobering when it came to the hidden sources of global power, especially the power to resist American wishes, such thinking showed only minimal signs of diminishing even as the Bush administration pulled back from the Iraq War, and a few years later, after a set of misbegotten “surges,” the Obama administration decided to do the same in Afghanistan.
Instead, Washington entered stage three of delusional life in a single-superpower world. Its main symptom: the belief in the possibility of controlling the planet not just through staggering military might but also through informational and surveillance omniscience and omnipotence. In these years, the urge to declare a global war on communications, create a force capable of launching wars in cyberspace, and storm the e-beaches of the Internet and the global information system proved overwhelming. The idea was to make it impossible for anyone to write, say, or do anything to which Washington might not be privy.
For most Americans, the Edward Snowden revelations would pull back the curtain on the way the National Security Agency, in particular, has been building a global network for surveillance of a kind never before imagined, not even by the totalitarian regimes of the previous century. From domestic phone calls to international emails, from the bugging of U.N. headquarters and the European Union to 80 embassies around the world, from enemies to frenemies to allies, the system by 2013 was already remarkably all-encompassing. It had, in fact, the same aura of grandiosity about it, of overblown self-regard, that went with the launching of the Global War on Terror — the feeling that if Washington did it or built it, they would come.
I’m 69 years old and, in technological terms, I’ve barely emerged from the twentieth century. In a conversation with NSA Director Keith Alexander, known somewhat derisively in the trade as “Alexander the Geek,” I have no doubt that I’d be lost. In truth, I can barely grasp the difference between what the NSA’s Prism and XKeyscore programs do. So call me technologically senseless, but I can still recognize a deeper senselessness when I see it. And I can see that Washington is building something conceptually quite monstrous that will change our country for the worse, and the world as well, and is — perhaps worst of all — essentially nonsensical.
So let me offer those in Washington a guarantee: I have no idea what the equivalents of the Afghan and Iraq wars will be in the surveillance world, but continue to build such a global system, ignoring the anger of allies and enemies alike, and “they” indeed will come. Such delusional grandiosity, such dreams of omnipotence and omniscience cannot help but generate resistance and blowback in a perfectly real world that, whatever Washington thinks, maintains a grasp on perfectly real power, even without another imperial state on any horizon.
2014
Today, almost 12 years after 9/11, the U.S. position in the world seems even more singular. Militarily speaking, the Global War on Terror continues, however namelessly, in the Obama era in places as distant as Pakistan, Yemen, and Somalia. The U.S. military remains heavily deployed in the Greater Middle East, though it has pulled out of Iraq and is drawing down in Afghanistan. In recent years, U.S. power has, in an exceedingly public manner, been “pivoting” to Asia, where the building of new bases, as well as the deployment of new troops and weaponry, to “contain” that imagined future superpower China has been proceeding apace.
At the same time, the U.S. military has been ever-so-quietly pivoting to Africa where, as TomDispatch’s Nick Turse reports, its presence is spreading continent-wide. American military bases still dot the planet in remarkable profusion, numbering perhaps 1,000 at a moment when no other nation on Earth has more than a handful outside its territory.
The reach of Washington’s surveillance and intelligence networks is unique in the history of the planet. The ability of its drone air fleet to assassinate enemies almost anywhere is unparalleled. Europe and Japan remain so deeply integrated into the American global system as to be essentially a part of its power-projection capabilities.
This should be the dream formula for a world dominator and yet no one can look at Planet Earth today and not see that the single superpower, while capable of creating instability and chaos, is limited indeed in its ability to control developments. Its president can’t even form a “coalition of the willing” to launch a limited series of missile attacks on the military facilities of the Syrian regime of Bashar al-Assad. From Latin America to the Greater Middle East, the American system is visibly weakening, while at home, inequality and poverty are on the rise, infrastructure crumbles, and national politics is in a state of permanent “gridlock.”
Such a world should be fantastical enough for the wildest sort of dystopian fiction, for perhaps a novel titled 2014. What, after all, are we to make of a planet with a single superpower that lacks genuine enemies of any significance and that, to all appearances, has nonetheless been fighting a permanent global war with… well, itself — and appears to be losing?

And Then There Was One

1. “Hey, How Come They Got All the Fun?”
Now that Darth Vader’s breathy techno-voice is a staple of our culture, it’s hard to remember how empty was the particular sector of space Star Wars blasted into. The very day the Paris Peace Accords were signed in 1973, Richard Nixon also signed a decree ending the draft. It was an admission of the obvious: war, American-style, had lost its hold on young minds. As an activity, it was now to be officially turned over to the poor and nonwhite.
Those in a position to produce movies, TV shows, comics, novels, or memoirs about Vietnam were convinced that Americans felt badly enough without such reminders. It was simpler to consider the war film and war toy casualties of Vietnam than to create cultural products with the wrong heroes, victims, and villains. In Star Wars, Lucas successfully challenged this view, decontaminating war of its recent history through a series of inspired cinematic decisions that rescued crucial material from the wreckage of Vietnam.
To start with, he embraced the storylessness of the period, creating his own self-enclosed universe in deepest space and in an amorphous movie past, “a long time ago in a galaxy far, far away.” Beginning with “Episode IV” of a projected nonology, he offered only the flimsiest of historical frameworks — an era of civil war, an evil empire, rebels, an ultimate weapon, a struggle for freedom.
Mobilizing a new world of special effects and computer graphics, he then made the high-tech weaponry of the recent war exotic, bloodless, and sleekly unrecognizable. At the same time, he uncoupled the audience from a legacy of massacre and atrocity. The blond, young Luke Skywalker is barely introduced before his adoptive family — high-tech peasants on an obscure planet — suffers its own My Lai. Imperial storm troopers led by Darth Vader descend upon their homestead and turn it into a smoking ruin (thus returning fire to its rightful owners). Luke — and the audience — can now set off on an anti-imperial venture as the victimized, not as victimizers. Others in space will torture, maim, and destroy. Others will put “us” in high-tech tiger cages; and our revenge, whatever it may be, will be justified.
In this way, Star Wars denied the enemy a role “they” had monopolized for a decade — that of brave rebel. It was the first cultural product to ask of recent history, “Hey! How come they got all the fun?” And to respond, “Let’s give them the burden of empire! Let’s bog them down and be the plucky underdogs ourselves!”
Like Green Berets or Peace Corps members, Lucas’s white teenage rebels would glide effortlessly among the natives. They would learn from value-superior Third World mystics like the Ho-Chi-Minh-ish Yoda in The Empire Strikes Back and be protected by ecological fuzzballs like the Ewoks in Return of the Jedi. In deepest space, anything was possible, including returning history to its previous owners. Once again, we could have it all: freedom and victory, captivity and rescue, underdog status and the spectacle of slaughter. As with the Indian fighter of old, advanced weaponry and the spiritual powers of the guerrilla might be ours.
Left to the enemy would be a Nazi-like capacity for destroying life, a desire to perform search-and-destroy missions on the universe, and the breathy machine voice of Darth Vader (as if evil were a dirty phone call from the Darkside). The Tao of the Chinese, the “life force” of Yaqui mystic Don Juan, even the political will of the Vietnamese would rally to “our” side as the Force and be applied to a crucial technical problem; for having the Force “with you” meant learning to merge with your high-tech weaponry in such a way as to assure the enemy’s destruction. Looked at today, the last part of Star Wars concentrates on a problem that might have been invented after, not 14 years before, the 1991 Persian Gulf War: how to fly a computerized, one-man jet fighter down a narrow corridor under heavy antiaircraft fire and drop a missile into an impossibly small air shaft, the sole vulnerable spot in the Emperor’s Death Star.
Here, Lucas even appropriated the kamikaze-like fusion of human and machine. In Vietnam, there had been two such man-machine meldings. The first, the bombing campaign, had the machinelike impersonality of the production line. Lifting off from distant spots of relative comfort like Guam, B-52 crews delivered their bombs to coordinates stripped of place or people and left the war zone for another day. The crew member symbolically regained humanity only when the enemy’s technology stripped him of his machinery — and, alone, he fluttered to earth and captivity.
At the same time, from Secretary of Defense McNamara’s “electronic battlefield” to the first “smart bombs,” Vietnam proved an experimental testing ground for machine-guided war. Unlike the B-52 or napalm, the smart bomb, the computer, the electronic sensor, and the video camera were not discredited by the war; and it was these machines of wonder that Lucas rescued through the innocence of special effects.
In James Bond films, high-tech had been a display category like fine wines, and techno-weaponry just another consumer item for 007. For Lucas, however, technology in the right hands actually solved problems, offering — whether as laser sword or X-wing fighter — not status but potential spiritualization. This elevation of technology made possible the return of slaughter to the screen as a triumphal and cleansing pleasure (especially since dying “imperial storm troopers,” encased in full body carapaces, looked like so many bugs).
The World as a Star Wars Theme Park
Not only would George Lucas put “war” back into a movie title, he would almost single-handedly reconstitute war play as a feel-good activity for children. With G.I. Joe’s demise, the world of child-sized war play stood empty. The toy soldier had long ago moved into history, an object for adult collectors. However, some months before Star Wars opened, Fox reached an agreement with Kenner Products, a toy company, to create action figures and fantasy vehicles geared to the movie. Kenner president Bernard Loomis decided that these would be inexpensive, new-style figures, only 3 ¾-inch high. Each design was to be approved by Lucas himself.
Since Kenner could not produce the figures quickly enough for the 1977 Christmas season, Loomis offered an “Early Bird Certificate Package” — essentially an empty box — that promised the child the first four figures when produced. The result was toy history. In 1978, Kenner sold over 26 million figures; by 1985, 250 million. All 111 figures and other Star Wars paraphernalia, ranging from lunch boxes and watches to video games, would ring up $2.5 billion in sales.
By the early 1980s, children’s TV had become a Star Wars-like battle zone. Outnumbered rebels daily transformed themselves from teenagers into mighty robots “loved by good, feared by evil” (Voltron) or “heroic teams of armed machines” (M.A.S.K.) in order to fight Lotar and his evil, blue-faced father from Planet Doom (Voltron), General Spidrax, master of the Dark Domain’s mighty armies (Sectaurs), or the evil red-eyed Darkseid of the Planet Apokolips (Superfriends).
Future war would be a machine-versus-machine affair, a bloodless matter of special effects, in the revamped war story designed for childhood consumption. In popular cartoons like Transformers, where good “Autobots” fought evil “Decepticons,” Japanese-animated machines transformed themselves from mundane vehicles into futuristic weapons systems. At the same time, proliferating teams of action figures, Star Wars-size and linked to such shows, were transported into millions of homes where new-style war scenarios could be played out.
In those years, Star Wars-like themes also began to penetrate the world of adult entertainment. Starting in 1983 with the surprise movie hit Uncommon Valor, right-wing revenge fantasies like Missing-in-Action (1984) returned American guerrillas to “Vietnam” to rescue captive pilots from jungle prisons and bog Communists down here on Earth. In a subset of these — Red Dawn (1984) and the TV miniseries Amerika (1987) are prime examples — the action took place in a future, conquered United States where home-grown guerrillas fought to liberate the country from Soviet imperial occupation. Meanwhile, melds of technology and humanity ranging from Robocop to Arnold Schwarzenegger began to proliferate on adult screens. In 1985-1986, two major hits featured man-as-machine fusions. As Rambo, Sylvester Stallone was a “pure fighting machine,” with muscles and weaponry to prove it; while in Top Gun, Tom Cruise played a “maverick” on a motorcycle who was transformed from hot dog to top dog by fusing with his navy jet as he soared to victory over the evil empire’s aggressor machines, Libyan MIGs.
War Games in the Adult World
It took some time for political leaders to catch up with George Lucas’s battle scenarios. In the years when he was producing Star Wars, America’s post-Vietnam presidents were having a woeful time organizing any narrative at all. In the real world, there seemed to be no Lucas-like outer space into which to escape the deconstruction job Vietnam had done to the war story. The military was in shambles; the public, according to pollsters, had become resistant to American troops being sent into battle anywhere; and past enemies were now negotiating partners in a new “détente.”
Gerald Ford, inheriting a collapsed presidency from Richard Nixon, attempted only once to display American military resolve. In May 1975, a month after Saigon fell, Cambodian Khmer Rouge rebels captured an American merchant ship, the Mayaguez. Ford ordered the bombing of the Cambodian port city of Kampong Son and sent in the Marines. They promptly stormed an island on which the Mayaguez crew was not being held, hours after ship and crew had been released, and fought a pointless, bitter battle, suffering 41 dead. The event seemed to mock American prowess, confirming that rescue, like victory, had slipped from its grasp.
Jimmy Carter, elected president in 1976, had an even more woeful time of it. Facing what he termed a Vietnam-induced “national malaise,” he proposed briefly that Americans engage in “the moral equivalent of war” by mobilizing and sacrificing on the home front to achieve energy independence from the OPEC oil cartel. The public, deep in a peacetime recession, responded without enthusiasm.
In 1979, in a defining moment of his presidency, Carter watched helplessly as young Islamic followers of the Iranian Ayatollah Khomeini took 52 Americans captive in the U.S. embassy in Teheran and held them for 444 days. In April 1980, “Desert One,” a military raid the president ordered to rescue the captives, failed dismally in the Iranian desert, and the president was forced to live out his term against a televised backdrop of unending captivity and humiliation that seemed to highlight American impotence.
Only with the presidency of Ronald Reagan did a Lucas-like reconstitution of the war story truly begin at the governmental level. The new president defined the Soviet Union in Star Wars-like terms as an “evil empire,” while the Army began advertising for recruits on TV by displaying spacy weaponry and extolling the pleasures of being “out there” in search of “the bad guys.” In Nicaragua, Angola, Afghanistan, and elsewhere, the Reagan administration managed to portray the forces it supported as outnumbered “freedom fighters” struggling to roll back an overwhelming tide of imperial evil. This time, we would do the hitting and running, and yet we — or our surrogates — would retain the high-tech weaponry: mines for their harbors and Stinger missiles for their helicopters.
Meanwhile, planners discovered in an intervention in Grenada that, with the right media controls in place and speed, you could produce the equivalent of an outer space war fantasy here on Earth. No wonder that a group of junior officers at the Army Command and General Staff College at Fort Leavenworth responsible for aspects of the ground campaign used against Iraq in 1991 would be nicknamed the Jedi Knights.
2. The Second Coming of G.I. Joe
The reversals of history first introduced in Star Wars were picked up by a fast-developing toy business in the 1980s. Every “action figure” set would now be a Star Wars knock-off, and each toy company faced Lucas’s problem. In post-Vietnam war-space, how would a child left alone in a room with generic figures know what to play? Star Wars had offered a movie universe for its toys to share, but a toy on its own needed another kind of help.
About the time Ronald Reagan came into office, Hasbro began to consider resuscitating G.I. Joe, for the world of war play was still distinctly underpopulated on Earth, if not in space. As the toy company’s executives were aware, Joe retained remarkable name recognition, not only among young boys (who had inherited hand-me-downs from older siblings) but among their parents. The question was, what would Joe be? At first, Hasbro had only considered marketing “a force of good guys,” but according to H. Kirk Bozigian, Hasbro’s vice-president of boys toys, “the [toy] trade said, who do they fight?” Hasbro’s research with children confirmed that this was a crucial question.
In fact, blasting an action figure team into a world in which, as Bozigian put it, “there was a fine line between the good guys and the bad guys,” called for considerable grown-up thought. Although Joe was to gain the tag line, “a real American hero,” the G.I. Joe R&D and marketing group (“all closet quasi-military historians”) early on reached “a conscious decision that the Soviets would never be the enemy, because we felt there would never be a conflict between us.” Instead they chose a vaguer enemy — “terrorism” — and created COBRA, an organization of super-bad guys who lived not in Moscow but in Springfield, U.S.A. (Hasbro researchers had discovered that a Springfield existed in every state — except Rhode Island, where the company was located.)
Re-launching Joe
But teams of good and bad guys weren’t enough. Children needed context. A “history” had to be written for these preplanned figures, what the toy industry would come to call a “backstory.” Then a way had to be found for each figure to bring his own backstory, his play instructions, into the home. First, “Joe” was shrunk to 3 3/4-inch size, so that his warrior team could fit into the Star Wars universe. Next, he was reconceived as a set of earthbound fantasy figures (rather than “real” soldiers) and armed with Star Wars-style weaponry.
A Marvel comic book series lent the toys an ongoing story form, while Hasbro pioneered using the space on the back of each figure’s package for a collector card/profile of the enclosed toy. Larry Hama, creator of the comics and of the earliest profiles, called them “intelligence dossiers.” Each Joe or COBRA was now to come with his own spacy code name (from Air Tight to Zartan) and his own “biography.” Each “individualized” team member would carry his story into the home on his back.
Take “enemy leader, COBRA Commander.” Poisonous snakes are bad news, but his no-goodness was almost laughably overdetermined. Faceless in the style of Darth Vader, his head was covered by a hood with eye slits, reminiscent of the KKK, his body encased in a torturer’s blue jumpsuit, leather gloves, and boots. Here is his “dossier”:
“Primary Military Specialty: Intelligence.
Secondary Military Specialty: Ordnance (experimental weaponry).
Birthplace: Classified.
Absolute power! Total control of the world… its people, wealth, and resources — that’s the objective of COBRA Commander. This fanatical leader rules with an iron fist. He demands total loyalty and allegiance. His main battle plan, for world control, relies on revolution and chaos. He personally led uprisings in the Middle East, Southeast Asia and other trouble spots. Responsible for kidnapping scientists, businessmen, and military leaders then forcing them to reveal their top level secrets. COBRA commander is hatred and evil personified. Corrupt. A man without scruples. Probably the most dangerous man alive!”
Other than the telltale reference to Southeast Asia, he was an enemy uncoupled from the war story. Only the profile that came with him separated him from Snake-Eyes, a good guy with Ninja training who also came encased in a blue jumpsuit with slits for eyeholes.
Launched in 1982, the new G.I. Joe was to prove the most successful boy’s toy of the period. By the mid-1980s, Joe had an every afternoon animated TV show that put special effects battles with COBRA constantly within the child’s field of vision. After Joe, war play on “Earth” would be in the reconstructionist mode. Carefully identified teams of good and bad figures, backed by collectors’ cards, TV cartoons, movies, video games, books, and comics, as well as a host of licensed products stamped with their images, would offer an overelaborate frame of instruction in new-style war play. All a child had to do was read the toy box, turn on the TV, go to the video store, put on the audio tape that accompanied the “book,” or pick up the character’s “magazine” to be surrounded by a backstory of war play. Yet the void where the national war story had been remained.
The New Business of War Play
By 1993, Hasbro had produced over 300 G.I. Joe figures with “close to 260 different personalities” and sold hundreds of millions of them. No longer a masked man and his lone sidekick, but color, price, and weapons coordinated masked teams, these “characters” on screen and on the child’s floor were byproducts of an extraordinary explosion of entrepreneurial life force, for the business impulse behind war play was childhood’s real story in the 1980s. The intrusive, unsettling world of commercial possibility that had first looked through the screen at the child three decades earlier represented the real victory culture of the postwar child’s world.
The new war story it produced had only a mocking relationship to a national story, for all “war” now inhabited the same unearthly, ahistorical commercial space. Even Rambo, transformed into an action-figure team for children, found himself locked in televised cartoon combat with General Terror and his S.A.V.A.G.E. terrorist group. While various Ninjas and Native Americans brought their spiritual skills to the good side, everywhere the “enemy” remained a vague and fragile construct, a metallic voice stripped of ethnic or racial character; and everywhere the boundary lines between us and the enemy, the good team and the bad team, threatened to collapse into a desperate sameness.
In its characters, names, and plots, the new war story relied on constant self-mockery. The enemy, once the most serious of subjects, was now a running joke. The evil COBRA organization, as described by Hasbro’s Bozigian, was made up of “accountants, tax attorneys, and all other kinds of low lifes that are out to conquer the world.” The mocking voice of deconstruction was alive and selling product in children’s culture — as with that mega-hit of the late 1980s, the Teenage Mutant Ninja Turtles.
In the new war play universe, you did need a scorecard to tell the players apart. In the comic book world, for example, the story had become so self-enclosed that it was nearly impossible to pick up an X-Man comic and have any sense of where you were if you hadn’t read the previous 20 issues. Here is part of the dossier of a 1991 Marvel Comics supervillain from one of 160-odd similar bubble gum cards. His code name is Apocalypse.

Though a sort of story was recaptured and with the help of television made to surround the child constantly, behind the special effects was an eerie inaction — of which, at an adult level, the war in the Persian Gulf would be symbolic.

Teenagers in Space

1. The First Coming of G.I. Joe
It was 1964, and in Vietnam thousands of American “advisers” were already offering up their know-how from helicopter seats or gun sights. The United States was just a year short of sending its first large contingent of ground troops there, adolescents who would enter the battle zone dreaming of John Wayne and thinking of enemy-controlled territory as “Indian country.” Meanwhile, in that inaugural year of Lyndon Johnson’s Great Society, a new generation of children began to experience the American war story via the most popular toy warrior ever created.
His name, G.I. — for “Government Issue” — Joe was redolent of America’s last victorious war and utterly generic. There was no specific figure named Joe, nor did any of the “Joes” have names. “He” came in four types, one for each service, including the Marines. Yet every Joe was, in essence, the same. Since he was a toy of the Great Society with its dreams of inclusion, it only took a year for his manufacturer, Hasbro, to produce a “Negro Joe,” and two more to add a she-Joe (a nurse, naturally). Joe initially came with no story, no instructions, and no enemy, because it had not yet occurred to adults (or toy makers) not to trust the child to choose the right enemy to pit against Joe.
In TV ads of the time, Joe was depicted as the most traditional of war toys. Little boys in World War II-style helmets were shown entering battle with a G.I. Joe tank, or fiercely displaying their Joe equipment while a chorus of deep, male voices sang (to the tune of “The Halls of Montezuma”), “G.I. Joe, G.I. Joe, Fighting man from head to toe on the land, on the sea, in the air.” He was “authentic” with his “ten-inch bazooka that really works,” his “beachhead flame thrower,” and his “authentically detailed replica” of a U.S. Army Jeep with its own “tripod mounted recoilless rifle” and four “rocket projectiles.”
He could take any beach or landing site in style, dressed in “the real thing,” ranging from an “Ike” jacket with red scarf to a “beachhead assault fatigue shirt,” pants, and field pack. He could chow down with his own mess kit, or bed down in his own “bivouac-pup tent set.” And he was a toy giant, too, nearly a foot tall. From the telltale pink scar on his cheek to the testosterone rush of fierce-faced ad boys shouting, “G.I. Joe, take the hill!” he seemed the picture of a manly fighting toy.
Yet Joe, like much else in his era, was hardly what he seemed. Launched the year Lyndon Johnson ran for president as a peace candidate against Barry Goldwater while his administration was secretly planning the large-scale bombing of North Vietnam, Joe, too, was involved in a cover-up. For if Joe was a behemoth of a toy soldier, he was also, though the word was unmentionable, a doll. War play Joe-style was, in fact, largely patterned on and due to a “girl” — Mattel’s Barbie.
The Secret History of Joe
Barbie had arrived on the toy scene in 1958 with a hard expression on her face and her nippleless breasts outthrust, a reminder that she, too, had a secret past. She was a breakthrough, the first “teenage” doll with a “teenage” figure. However, her creator, Ruth Handler, had modeled her not on a teenager but on a German tabloid comic strip “playgirl” named Lili, who, in doll form, was sold not to children but to men “in tobacconists and bars… as an adult male’s pet.” As Joe was later to hit the beaches, so Barbie took the fashion salons, malt shops, boudoirs, and bedrooms, fully accessorized, and with the same undercurrent of exaggeration. (The bigger the breasts, after all, the better to hang that Barbie Wedding Gown on.)
Joe was the brainstorm of a toy developer named Stanley Weston, who was convinced that boys secretly played with Barbie and deserved their own doll. Having loved toy soldiers as a child, he chose a military theme as the most acceptable for a boy’s doll and took his idea to Hassenfeld Brothers (later renamed Hasbro), a toy company then best known for producing Mr. Potato Head.
In those days, everyone in the toy business knew that toy soldiers were three-inch-high, immobile, plastic or lead figures, and the initial response to Joe ranged from doubt to scorn to laughter; but Merrill Hassenfeld, one of the two brothers running the company, called on an old friend, Major General Leonard Holland, head of the Rhode Island National Guard, who offered access to weaponry, uniforms, and gear in order to design a thoroughly accurate military figure. Joe was also given a special “grip,” an opposable thumb and forefinger, all the better to grasp those realistic machine guns and bazookas, and he was built with 21 movable parts so that boys could finally put war into motion.
Hassenfeld Brothers confounded the givens of the toy business by selling $16.9 million worth of Joes and equipment in Joe’s first year on the market, and after that things only got better. In this way was a warrior Adam created from Eve’s plastic rib, a tough guy with his own outfits and accessories, whom you could dress, undress, and take to bed — or tent down with, anyway. But none of this could be said. It was taboo at Hasbro to call Joe a doll. Instead, the company dubbed him a “poseable action figure for boys,” and the name “action figure” stuck to every war-fighting toy to follow. So Barbie and Joe, hard breasts and soft bullets, the exaggerated bombshell and the touchy-feely scar-faced warrior, came to represent the shaky gender stories of America at decade’s end, where a secret history of events was slowly sinking to the level of childhood.
For a while, all remained as it seemed. But Joe underwent a slow transformation that Barbie largely escaped (though in the early 1970s, facing the new feminism, her sales did decline). As the Vietnam years wore on, Joe became less and less a soldier. Protest was in the air. As early as 1966, a group of mothers dressed in Mary Poppins outfits picketed the toy industry’s yearly trade convention in New York, their umbrellas displaying the slogan, “Toy Fair or Warfare?” Indeed, Sears dropped all military toys from its catalog. According to Tomart’s Guide to Action Figure Collectibles, “In the late ‘60s… [f]earing a possible boycott of their ‘war-oriented toy,’ Hasbro changed Joe’s facial appearance and wardrobe. Flocked hair and a beard were added to the figures. Hasbro liquidated strictly military-looking pieces in special sets, and by 1970 the G.I. Joe Adventure Team was created.”
Now, Joe was teamed with his first real enemies, but they weren’t human. There was the tiger of the “White Tiger Hunt,” the “hammerhead stingray” of “Devil of the Deep,” the mummy of “Secret of the Mummy’s Tomb,” and the “black shark” of “Revenge of the Spy Shark,” as well as assorted polar bears, octopi, vultures, and a host of natural enemies in toy sets like “Sandstorm Survival.” For the first time, in those years of adult confusion, some indication of plot, of what exactly a child should do with these toys, began to be incorporated into titles like “The Search for the Stolen Idol” or “The Capture of the Pygmy Gorilla.” Not only was Joe now an adventurer, but his adventure was being crudely outlined on the packaging that accompanied him; and few of these new adventures bore any relationship to the war story into which he had been born.
This hipper, new Joe was, if not exactly gaining a personality, then undergoing a personalizing process. He no longer appeared so military with his new hairstyles and his “A” (for adventure) insignia, which, as Katharine Whittemore has pointed out, “looked just a bit like a peace sign.” In fact, he was beginning to look suspiciously like the opposition, fading as a warrior just as he was becoming a less generic doll. By 1974, he had even gained a bit of an oriental touch with a new “kung-fu grip.” In 1976, under the pressure of the increased cost of plastic, he shrank almost four inches; and soon after, he vanished from the scene. He was, according to Hasbro, “furloughed,” and as far as anyone then knew, consigned to toy oblivion.
Stripping War Out of the Child’s World
In this he was typical of the rest of the war story in child culture in those years. It was as if Vietnamese sappers had reached into the American homeland and blasted the war story free of its ritualistic content, as if the “Indians” of that moment had sent the cavalry into flight and unsettled the West. So many years of Vietnamese resistance had transformed the pleasures of war-play culture into atrocities, embarrassments to look at. By the 1970s, America’s cultural products seemed intent either on critiquing their own mechanics and myths or on staking out ever newer frontiers of defensiveness.
Take Sgt. Rock, that heroic World War II noncom of DC Comics’ Our Army at War series. Each issue of his adventures now sported a new seal that proclaimed, “make WAR no more,” while his resolutely World War II-bound adventures were being undermined by a new enemy-like consciousness. The cover of a June 1971 issue, for instance, showed the intrepid but shaken sergeant stuttering “B-but they were civilians!” and pointing at the bodies of five men, none in uniform, who seemed to have been lined up against a wall and executed. Next to him, a GI, his submachine gun still smoking, exclaims, “I stopped the enemy, Rock! None of ‘em got away!”
Inside, an episode, “Headcount,” told the “underside” of the story of one Johnny Doe, a posthumously decorated private, who shoots first and asks later. “Hold it, Johnny!” yells Rock as Private Doe is about to do in a whole room of French hostages with their Nazi captors, claiming they’re all phonies, “if you’re wrong… we’re no better’n the nazi butchers we’re fightin’ against!” Of Doe, killed by Rock before he can murder the hostages, the story asked a final question that in 1971 would have been familiar to Americans of any age: “Was Johnny Doe a murderer — or a hero? That’s one question each of you will have to decide for yourselves!”
Two months later, in the August issue of Our Army at War, a reader could enter the mind of Tatsuno Sakigawa in “Kamikaze.” Sakigawa, about to plunge his plane into the USS Stevens, recalls “when his mother held him close and warm! He remembered the fishing junk on which they lived… the pungent smell of sea and wind… he was at another place… in a happier time.” As his plane is hit by antiaircraft fire and explodes, you see his agonized face. “FATHER… MOTHER … WHERE ARE YOU?” he screams.
The scene cuts briefly to his parents on their burning junk (“H-help us… my son… help…”), and then to a final image of “the flames rising from Japan’s burning cities! Houses of wood and paper… his own home.” Tatsuno Sakigawa, the episode concludes, “died for the emperor… for country… for honor! But mostly… to avenge the death of his parents! The destruction of his home! The loss of his own life!” At page bottom, below DC’s pacifist seal of approval, was a “historical note: 250,000 Japanese died in the fire raids… 80,000 died in the Hiroshima A-bombing.”
Even in that most guarded of sanctuaries, the school textbook, the American story began to disassemble. First in its interstices, and then in its place emerged a series of previously hidden stories. In the late 1960s, textbooks rediscovered “the poor,” a group in absentia since the 1930s. By the early 1970s, the black story, the story of women, the Chicano story, the Native American story — all those previously “invisible” narratives — were emerging from under the monolithic story of America that had previously been imposed on a nation of children. Similarly, at the college level, histories of the non-European world emerged from under the monolithic “world” story that had once taken the student from Egypt to twentieth-century America via Greece, Rome, medieval Europe, and the Renaissance.
These new “celebratory” tales of the travails and triumphs of various “minorities” arose mainly as implicit critiques of the One American Story that had preceded them or as self-encapsulated and largely self-referential ministories like that new TV form, the miniseries. In either case, they proved linkable to no larger narrative, though in the 1980s they would all be gathered up willy-nilly under the umbrella of “multi-culturalism.”
Being celebratory, they needed no actual enemy, but implicitly the enemy was the very story that had until recently made them invisible. They were something like interest groups competing for a limited amount of just emptied space. The national story, which was supposed to be inclusive enough to gather in all those “huddled masses,” which had only a few years earlier allowed textbook writers to craft sentences like, “We are too little astonished at the unprecedented virtuous-ness of U.S. foreign policy, and at its good sense,” had now been cracked open.
By the time Saigon fell in 1975, children like adults existed in a remarkably story-less realm. The very word war had been stripped out of children’s culture and childhood transformed into something like an un-American event. The subterranean haunted and haunting quality of children in the 1950s had risen to the surface. The young were now openly threatening adults. Some were challenging American power with evidence of the destruction of minority children at home or out there (“Hey, hey, LBJ, how many kids did you kill today?”), while others, whether as political radicals, part of the counterculture, or GIs in Vietnam, seemed in the process of defecting to the Eastern enemy.
Yet, paradoxically, that victorious enemy was nowhere in sight — not in the movies, not on TV (despite the image of Vietnam as a television war), not even in the press. Where the Vietnamese should have been, there was instead an absence. Because it was impossible to “see” who had defeated the United States and hence why Americans had lost, it was impossible to grasp what had been lost. So American victimhood, American loss — including the loss of childhood’s cultural forms — became a subject in itself, the only subject, you might say, while the invisibility of the foe who had taken the story away lent that loss a particular aura of unfairness.
So, in a final, strange reversal in that era of reversals, American postwar “reconstruction” would begin not in Vietnam, the land in ruins, which should have been but was not the defeated country, but at home in a land almost untouched by war, which should have been but was not the victor; and the rebuilding would focus not on some devastated physical environment but on the national psyche. In this postwar passage from John Wayne to Sylvester Stallone, from Pax Americana to Pecs Americana, this attempt to rebuild a furloughed American narrative of triumph, children were to play a special role.
2. Empty Space
On the evening of May 25, 1977, a dazed 32-year-old movie director, with one success to his name, was finishing a Herculean two weeks “mixing” his latest film for European audiences. Breaking for dinner, he and his wife headed for Hamburger Hamlet, a restaurant across the street from Mann’s Chinese Theater in Hollywood, only to run into heavy traffic and sizable crowds. Coming around a corner, he spied the title of his new film in giant letters on the theater marquee. It was opening day. “I said, ‘I don’t believe this,’” he recalled. “So we sat in Hamburger Hamlet and watched the giant crowd out there, and then I went back and mixed all night… I felt it was some kind of aberration.”
Director George Lucas had already celebrated his teenage years in American Graffiti (“Where were you in ‘62?”), the surprise hit of 1973, which sparked a wave of nostalgia for the years before Vietnam and inspired the TV series Happy Days (1974). As a moviemaker, however, he had had a desire to reach even deeper into his California boyhood, to return to those moments when he had acted out World War II scenarios with toy soldiers, or watched old Flash Gordon serials, cowboy and war films on television.
Like movie audiences (as box office receipts of the time indicated), he wanted to reverse the cinematic cannibalism of the 1960s. In this, he stood apart from directors as disparate as Robert Altman, Stanley Kubrick, Arthur Penn, Mel Brooks, and his own mentor Francis Ford Coppola, who for years had been dismantling space and horse operas, war and detective films; in fact, all familiar on-screen space.
“There’s a whole generation,” he would later say, “growing up without any kind of fairy tales.” Although he undoubtedly identified with the countercultural politics of the time, his was a conservative vision. Instinctively, he wanted to still the mocking voices and return the movie audience not just to his own childhood but to a childlike viewing state.
Throughout the early 1970s, he struggled to construct a script that would rebuild the missing war story in outer space. The heavens had been empty since, at the end of the 1960s, Stanley Kubrick blasted an American astronaut into a fetal state in 2001: A Space Odyssey; Planet of the Apes took its astronauts on a mocking journey to a post-nuclear Earth where humans were not the dominant species; and the USS Enterprise of TV’s Star Trek left the “final frontier” to be mothballed.
In 1975, Lucas signed on with Twentieth Century Fox to produce a space film that (he reassured his wife) “ten-year-old boys would love.” To make it, he had his costume designer study books on World War II uniforms and Japanese armor, while he turned to films ranging from Frank Capra’s Battle of Britain (1943) to The Bridges at Toko-Ri (1954) to construct dogfights in space. In casting, he avoided white ethnics like Dustin Hoffman and Al Pacino, who had played on-screen rebels for years, in favor of unknown WASP-y actors who might bring to mind the one-dimensional whiteness of his movie past.
Summoning up enemies from his screen childhood, he patterned his evil emperor on Ming, ruler of Mongo in Flash Gordon (as well as on Richard Nixon), and cloaked his dark Jedi, Darth Vader, in gleaming black visor and body suit. Although there would be no blacks on screen, he hired the black actor James Earl Jones to play Vader’s hissing techno-voice. In Chewbacca, the “Wookie” with the Mexican cartridge belts strung across his hairy chest, the Others of the previous decade from ascendant ape to Native American would be returned to their rightful place. This nonwhite would not even be capable of Hollywood-style broken English; only of King Kong-ish howls of frustration or rage (made by mixing bear, walrus, seal, and badger calls).
In early 1977, the almost finished film seemed an unlikely candidate for success. Fox’s research showed that the word war in a title would turn off women, that robots would turn off everyone, and that science fiction was a dead category. Fox’s board of directors had only reluctantly financed the film; and at a special screening, those directors who did not go to sleep were outraged. As movie theater owners showed little enthusiasm, the film opened in only 32 theaters nationwide.
Not in his wildest flights of fancy did Lucas imagine that his cinematic vision would sweep all before it, that his reconquest of a child audience and of “the kids in all of us” would be crucial to the reconstruction of a narrative of triumph, that he would help give a new look of entertainment to the design of war and reintroduce the spectacle of slaughter to the many screens of America.
The Look of Star Wars Enters the World of War
About two years before Star Wars opened, a 20-year-old MIT student, Peter Hagelstein, applied for a fellowship to the Hertz Foundation. Among its board members was Edward Teller, “father” of the H-bomb and a founder of Lawrence Livermore National Laboratory, a government nuclear weapons research facility in Northern California. Although John D. Hertz (of rental car fame) had set up the fellowships to “foster the technological strength of America” vis-à-vis the Soviet Union and some recipients were recruited into Livermore’s weapons research by those interviewing them, the foundation advertised only that “[t]he proposed field of graduate study must be concerned with applications of the physical sciences to human problems, broadly construed.”
Hagelstein was offered a fellowship and a summer job at Livermore by Lowell Wood, his interviewer and head of Livermore’s O Group. Its young scientists were working on designing a “third generation” of nuclear weapons (the first two being the A and H bombs). According to Hagelstein, Wood told him only that they were working on “lasers and laser fusion, which I had never heard of before, and he said there were computer codes out there that were like playing a Wurlitzer organ. It all sounded kind of dreamy… The lab made quite an impression, especially the guards and barbed wire. When I got to the personnel department it dawned on me that they worked on weapons here, and that’s about the first I knew about it.”
In the summer of 1976, he went there full time, while continuing Ph.D. work at MIT. He was a young man who “hated bombs” and “didn’t want to be associated with anything nuclear.” He was even romantically involved with an antinuclear activist who picketed the lab. But he was held by a dream of creating a laboratory x-ray laser that would allow scientists to “see” various biological processes, and by the appealing young men of O Group, with their jeans and long hair, all-night work habits, countercultural élan, and perverse humor. (Once, they even “took up a collection” to buy Lowell Wood a Darth Vader costume.)
The year that Star Wars soared into box office heaven, a senior O Group scientist came up with a new concept for using a nuclear explosion to “pump” enough focused energy into a laser to turn it into a weapon. In the summer of 1979, Hagelstein appeared at a meeting where the use of an underground nuclear explosion to test out the idea was being discussed. Dazed from 20 straight hours of work, he made a suggestion — “The mouth just said it” — that was to lead to a laser device dubbed Excalibur and successfully tested in November 1980. While Hagelstein’s dream of a laboratory x-ray laser faded, “his” weapon became the centerpiece of a different sort of fantasy.
In February 1981, the trade journal Aviation Week and Space Technology reported the x-ray laser’s heavily classified existence, saying that, “mounted in a laser battle station” in space, it had “the potential to blunt a Soviet nuclear weapons attack.” The magazine’s account was accompanied by a hyper-realistic, futuristic “artist’s drawing” showing a snazzy battle station that “bristled with long laser rods,” an image the mainstream media picked up, thus marrying the look of war to the look of Star Wars.
By 1982, Teller had taken news of Peter Hagelstein’s laser directly to Ronald Reagan. Space lasers and other third-generation weapons, he assured the president, “by converting hydrogen bombs into hitherto unprecedented forms and by directing these in highly effective fashions against enemy targets would end the MAD [Mutual Assured Destruction] era and commence a period of assured survival on terms favorable to the Western alliance.” Even a young weapons researcher whose doctoral thesis (“Physics of Short Wavelength Laser Design”) mentioned three science fiction novels featuring beam weapons could hardly have imagined that one spaced-out suggestion would become a crucial part of a multibillion-dollar national fantasy to create a “protective shield” over the reconstruction of war on Earth.

The Secret History of G.I. Joe
Hey, let’s talk spying! In Surveillance America, this land of spookery we all now inhabit, what else is there to talk about?
Was there anyone growing up like me in the 1950s who didn’t know Revolutionary War hero and spy Nathan Hale’s last words before the British hanged him: “I only regret that I have but one life to give for my country”? I doubt it. Even today that line, whether historically accurate or not, gives me a chill. Of course, it’s harder these days to imagine a use for such a heroically solitary statement — not in an America in which spying and surveillance are boom businesses, and our latest potential Nathan Hales are tens of thousands of corporately hired and trained private intelligence contractors, who often don’t get closer to the enemy than a computer terminal.
What would Nathan Hale think if you could tell him that the CIA, the preeminent spy agency in the country, has an estimated 20,000 employees (it won’t reveal the exact number, of course); or that the National Geospatial-Intelligence Agency, which monitors the nation’s spy satellites, has a cast of 16,000 housed in a post-9/11, almost $2 billion headquarters in Washington’s suburbs; or that our modern Nathan Hales, multiplying like so many jackrabbits, lack the equivalent of a Britain to spy on. In the old-fashioned sense, there really is no longer an enemy on the planet. The modern analog to the British of 1776 would assumedly be… al-Qaeda?
It’s true that powers friendly and less friendly still spy on the U.S. Who doesn’t remember that ring of suburban-couples-cum-spies the Russians planted here? It was a sophisticated operation that only lacked access to state secrets of any sort and that the FBI rolled up in 2010. But generally speaking, in a single-superpower world, the U.S., with no obvious enemy, has been building its own system of global spying and surveillance on a scale never before seen in an effort to keep track of just about everyone on the planet (as recently released NSA documents show). In other words, Washington is now spy central. It surveils not just potential future enemies, but also its closest allies as if they were enemies. Increasingly, the structure built to do a significant part of that spying is aimed at Americans, too, and on a scale that is no less breathtaking.
Spies, Traitors, and Defectors in Twenty-First-Century America
Today, for America’s spies, Nathan Hale’s job comes with health and retirement benefits. Top officials in that world have access to a revolving door into guaranteed lucrative employment at the highest levels of the corporate-surveillance complex and, of course, for the spy in need of escape, a golden parachute. So when I think about Nathan Hale’s famed line, among those hundreds of thousands of American spies and corporate spylings just two Americans come to mind, both charged and one convicted under the draconian World War I Espionage Act.
Only one tiny subset of Americans might still be able to cite Hale’s words and have them mean anything. Even when Army Private First Class Bradley Manning wrote the former hacker who would turn him in about the possibility that he might find himself in jail for life or be executed, he didn’t use those words. But if he had, they would have been appropriate. Former Booz Allen employee Edward Snowden didn’t use them in Hong Kong when he discussed the harsh treatment he assumed he would get from his government for revealing the secrets of the National Security Agency, but had he, those words wouldn’t have sounded out of whack.
The recent conviction of Manning on six charges under the Espionage Act for releasing secret military and government documents should be a reminder that we Americans are in a rapidly transforming world. It is, however, a world that’s increasingly hard to capture accurately because the changes are outpacing the language we have to describe them and so our ability to grasp what is happening.
Take the words “spying” and “espionage.” At a national level, you were once a spy who engaged in espionage when, by whatever subterfuge, you gathered the secrets of an enemy, ordinarily an enemy state, for the use of your own country. In recent years, however, those being charged under the Espionage Act by the Bush and Obama administrations have not in any traditional sense been spies. None were hired or trained by another power or entity to mine secrets. All had, in fact, been trained either by the U.S. government or an allied corporate entity. All, in their urge to reveal, were freelancers (a.k.a. whistleblowers) who might, in the American past, have gone under the label of “patriots.”
None was planning to turn the information in their possession over to an enemy power. Each was trying to make his or her organization, department, or agency conform to proper or better practices or, in the cases of Manning and Snowden, bring to the attention of the American people the missteps and misdeeds of our own government about which we were ignorant thanks to the cloak of secrecy thrown over ever more of its acts and documents.
To the extent that those whistleblowers were committing acts of espionage, surreptitiously taking secret information from the innards of the national security state for delivery to an “enemy power,” that power was “we, the people,” the governing power as imagined in the U.S. Constitution. Manning and Snowden each believed that the release of classified documents in his possession would empower us, the people, and lead us to question what was being done by the national security state in our name but without our knowledge. In other words, if they were spies, then they were spying on the government for us.
They were, that is, insiders embedded in a vast, increasingly secretive structure that, in the name of protecting us from terrorism, was betraying us in a far deeper way. Both men have been termed “traitors” (Manning in military court), while Congressman Peter King called Snowden a “defector,” a Cold War term no longer much in use in a one-superpower world. Such words, too, would need new definitions to fit our present reality.
In a sense, Manning and Snowden could be said to have “defected” — from the U.S. secret government to us. However informally or individually, they could nonetheless be imagined as the people’s spies. What their cases indicate is that, in this country, the lock-‘em-up-and-throw-away-the-key crime of the century is now to spy on the U.S. for us. That can leave you abused and mistreated in a U.S. military prison, or trapped in a Moscow airport, or with your career or life in ruins.
In terms of the national security state, “spying” now has two preeminent meanings. It means spying on the world and spying on Americans, both on a massive scale. In the process, that burgeoning structure has become Washington’s most precious secret, ostensibly from our enemies, but actually from us and, as we’ve learned recently, even from our elected representatives. The goal of that state, it seems, is to turn the American people into so much absorbable, controllable intelligence data, our identities sliced, diced, and passed around the labyrinthine bureaucracy of the surveillance world, our bytes stored up to be “mined” at their convenience.
Government of the Surveillers, by the Surveillers, for the Surveillers
If Edward Snowden’s documents reveal anything, it’s that the frenzy of construction — from new headquarters to new data centers — that has been the mark of the intelligence world since 9/11 has been matched by a similar frenzy of construction in the world of online and telephonic communications. We undoubtedly don’t know the full scope of it yet, but it’s already obvious that from PRISM to XKeyscore the U.S. Intelligence Community has been creating a labyrinth of redundant surveillance mechanisms that mimics the vast growth and redundancy of the intelligence world itself, of the 17 organizations and agencies in that “community” and all the little outfits or offices not even counted in that staggering figure.
The truth is that, thanks to our “spies,” we know a great deal more about how our American world, our government, really works, but we still don’t know what this thing that’s being built really is. Even its creators may be at sea when it comes to what exactly they are in the process of constructing. They want us to trust them, but we the people shouldn’t put our trust in the generals, high-level bureaucrats, and spooks who don’t even blink when they lie to our representatives, pay no price for doing so, and are creating a world that is, and is meant to be, beyond our control. We lack words for what is happening to us. We still have to name it.
It is at least clearer that our world, our society, is becoming ever more imperial in nature, reflecting in part the way our post-9/11 wars have come home. With its widening economic inequalities, the United States is increasingly a society of the rulers and the ruled, the surveillers and the surveilled. Those surveillers have hundreds of thousands of spies to keep track of us and others on this planet, and no matter what they do, no matter what lines they cross, no matter how egregious their acts may be, they are never punished for them, not even losing their jobs. We, on the other hand, have a tiny number of volunteer surveillers on our side. The minute they make themselves known or are tracked down by the national security state, they automatically lose their jobs and that’s only the beginning of the punishments levied on them.
Those who run our new surveillance state have not the slightest hesitation about sacrificing us on the altar of their plans — all for the greater good, as they define it.
This, of course, has nothing whatsoever to do with any imaginable definition of democracy or the long-gone republic. This is part of the new way of life of imperial America in which a government of the surveillers, by the surveillers, for the surveillers shall not perish from the Earth.
Those who watch us — they would undoubtedly say “watch over,” as in protect — are no Nathan Hales. Their version of his line might be: I only regret that I have but one life to give for my country: yours.

I Only Regret That I Have But One Life to Give for My Country: Yours
He came and he went: that was the joke that circulated in 1979 when 70-year-old former Vice President Nelson Rockefeller had a heart attack and died in his Manhattan townhouse in the presence of his evening-gown-clad 25-year-old assistant. In a sense, the same might be said of retired CIA operative Robert Seldon Lady.
Recently, Lady proved a one-day wonder. After years in absentia — poof! — he reappeared out of nowhere on the border between Panama and Costa Rica, and made the news when Panamanian officials took him into custody on an Interpol warrant. The CIA’s station chief in Milan back in 2003, he had achieved brief notoriety for overseeing a la dolce vita version of extraordinary rendition as part of Washington’s Global War on Terror. His colleagues kidnapped Hassan Mustafa Osama Nasr, a radical Muslim cleric and terror suspect, off the streets of Milan, and rendered him via U.S. airbases in Italy and Germany to the torture chambers of Hosni Mubarak’s Egypt. Lady evidently rode shotgun on that transfer.
His Agency associates proved to be the crew that couldn’t spook straight. They left behind such a traceable trail of five-star-hotel and restaurant bills, charges on false credit cards, and unencrypted cell phone calls that the Italian government tracked them down, identified them, and charged 23 of them, Lady included, with kidnapping.
Lady fled Italy, leaving behind a multimillion-dollar villa near Turin meant for his retirement. (It was later confiscated and sold to make restitution payments to Nasr.) Convicted in absentia in 2009, Lady received a nine-year sentence (later reduced to six). He had by then essentially vanished after admitting to an Italian newspaper, “Of course it was an illegal operation. But that’s our job. We’re at war against terrorism.”
Last week, the Panamanians picked him up. It was the real world equivalent of a magician’s trick. He was nowhere, then suddenly in custody and in the news, and then — poof again! — he wasn’t. Just 24 hours after the retired CIA official found himself under lock and key, he was flown out of Panama, evidently under the protection of Washington, and in mid-air, heading back to the United States, vanished a second time.
State Department spokesperson Marie Harf told reporters on July 19th, “It’s my understanding that he is in fact either en route or back in the United States.” So there he was, possibly in mid-air heading for the homeland and, as far as we know, as far as reporting goes, nothing more. Consider it the CIA version of a miracle. Instead of landing, he just evaporated.
And that was that. Not another news story here in the U.S.; no further information from government spokespeople on what happened to him, or why the administration decided to extricate him from Panama and protect him from Italian justice. Nor, as far as I can tell, were there any further questions from the media. When TomDispatch inquired of the State Department, all it got was this bit of stonewallese: “We understand that a U.S citizen was detained by Panamanian authorities, and that Panamanian immigration officials expelled him from Panama on July 19. Panama’s actions are consistent with its rights to determine whether to admit or expel non-citizens from its territory.”
In other words, he came and he went.
Edward Snowden: The Opposite of a Magician’s Trick
When Lady was first detained, there was a little flurry of news stories and a little frisson of tension. Would a retired CIA agent convicted of a serious crime involving kidnapping and torture be extradited to Italy to serve his sentence? But that tension had no chance to build because (as anyone might have predicted) luck was a Lady that week.
After all, the country that took him into custody on that Interpol warrant was a genuine rarity in a changing Latin America. It was still an ally of the United States, which had once built a canal across its territory, controlled its politics for years, and in 1989 sent in the U.S. military to forcefully sort out those politics once again. Italy wanted Lady back and evidently requested that Panama hand him over (though the countries had no extradition treaty). But could anyone be surprised by what happened or by the role Washington clearly played in settling Lady’s fate? If you had paid any attention to the global pressure Washington was exerting in an “international manhunt” to get Edward Snowden, the NSA whistleblower it had already charged under the draconian Espionage Act, back to its shores, you knew which direction Robert Seldon Lady would be heading when he hit the nearest plane out of Panama — and I don’t mean Italy.
But here was the curious thing: when Panama sent him north, not east, there wasn’t the slightest ripple of U.S. media curiosity about the act or what lay behind it. Lady simply disappeared. While the Italian minister of justice “deeply regretted” Panama’s decision, there was not, as far as I can tell, a single editorial, outraged or otherwise, anywhere in this country questioning the Obama administration’s decision not to allow a convicted criminal to be brought to justice in the courts of a democratic ally or even praising Washington’s role in protecting him. And we’re not talking about a media with no interest in trials in Italy. Who doesn’t remember the wall-to-wall coverage of the murder trial (and retrial) of American student Amanda Knox there? For the American media, however, Lady clearly lacked Knox’s sex appeal (nor would he make millions off a future account of his Italian sojourn).
In this same period, there was, of course, another man who almost magically disappeared. In a transit area of Moscow’s international airport, Edward Snowden discovered that the U.S. government had deprived him of his passport and was determined to bring him back to Washington by just about any means to stand trial. That included forcing the plane of Bolivian President Evo Morales, returning from Moscow, to make an unscheduled landing in Austria and be searched for Snowden.
The NSA whistleblower was trapped in a kind of no-man’s-land by an Obama administration demanding that the Russians turn him over or face the consequences. After which, for days, he disappeared from sight. In his case, unlike Lady’s, however, Washington never stopped talking about him and the media never stopped speculating on his fate. It hasn’t yet.
He’s only appeared in public once since his “disappearance” — at a press conference at that airport with human rights activists from Amnesty International and Human Rights Watch. The U.S. government promptly deplored and denounced the event as something Moscow “facilitated” or “orchestrated,” a “propaganda platform,” and a State Department spokesperson even suggested that Snowden, not yet convicted of anything, shouldn’t have the right to express himself in Moscow or anywhere else.
The truth is: when it comes to Snowden, official Washington can’t shut up. Congressional figures have denounced him as a “traitor” or a “defector.” The world has repeatedly been lectured from the bully pulpit in our national capital on how necessary his return and trial is to freedom, justice, and global peace. Snowden, it seems, represents the opposite of a magician’s trick. He can’t disappear even when he wants to. Washington won’t let him, not now, not — as officials have made clear — ever. It’s a matter of morality that he faces the law and pays the (already preordained) price for his “crime.” This, in today’s Washington, is what passes for a self-evident truth.
The Lady Vanishes
It’s no less a self-evident truth in Washington that Robert Seldon Lady must be protected from the long (Italian) arm of the law, that he is a patriot who did his duty, that it is the job of the U.S. government to keep him safe and never allow him to be prosecuted, just as it is the job of that government to protect, not prosecute, CIA torturers who took part in George W. Bush’s Global War on Terror.
So there are two men, both of whom, Washington is convinced, must be brought in: one to face “justice,” one to escape it. And all of this is a given, nothing that needs to be explained or justified to anyone anywhere, not even by a Constitutional law professor president. (Of course, if someone had been accused of kidnapping and rendering an American Christian fundamentalist preacher and terror suspect off the streets of Milan to Moscow or Tehran or Beijing, it would no less self-evidently be a different matter.)
Don’t make the mistake, however, of comparing Washington’s positions on Snowden and Lady and labeling the Obama administration’s words and actions “hypocrisy.” There’s no hypocrisy involved. This is simply the living definition of what it means to exist in a one-superpower world for the first time in history. For Washington, the essential rule of thumb goes something like this: we do what we want; we get to say what we want about what we do; and U.N. ambassadorial nominee Samantha Powers then gets to lecture the world on human rights and oppression.
This version of how it all works is so much the norm in Washington that few there are likely to see any contradiction at all between the Obama administration’s approaches to Snowden and Lady, nor evidently does the Washington media. Its particular blind spots, when it comes to Washington’s actions, remain striking — as when the U.S. effectively downed the Bolivian president and his plane. Although it was an act of seemingly self-evident illegality, there was no serious reporting, no digging when it came to the behind-the-scenes acts of the U.S. government, which clearly pressured four or five European governments (one of which may have been Italy) to collude in the act. Nor, weeks later, has there been any follow-up by the Washington media. In other words, an act unique in recent history, which left European powers disgruntled and left much of Latin America up in arms, has disappeared without explanation, analysis, punditry, or editorial comment here. Undoubtedly, given the lack of substantial coverage, few Americans even know it happened.
The lucky Mr. Lady’s story has followed a similar trajectory. Having vanished in mid-air, he has managed so far not to reappear anywhere in the U.S. press. What followed was no further news, editorial silence, and utter indifference to an act of protection that might otherwise have seemed to define illegality on an international level. There was no talk in the media, in Congress, or anywhere else about the U.S. handing over a convicted criminal to Italy, just about how the Russians must return a man Washington considers a criminal to justice.
This, then, is our world: a single megapower has, since September 2001, been in a financing and construction frenzy to create the first global surveillance state; its torturers run free; its kidnappers serve time at liberty in this country and are rescued if they venture abroad; and its whistleblowers — those who would let the rest of us know what “our” government is doing in our name — are pilloried. And so it goes.
All of it adds up to a way of life and the everyday tradecraft of a one-superpower world. Too bad Alfred Hitchcock isn’t around to remake some of his old classics. Imagine what a thriller The Lady Vanishes would be today.

Now You See Him, Now You Don’t
It’s hard even to know how to take it in. I mean, what’s really happening? An employee of a private contractor working for the National Security Agency makes off with unknown numbers of files about America’s developing global security state on a thumb drive and four laptop computers, and jumps the nearest plane to Hong Kong. His goal: to expose a vast surveillance structure built in the shadows in the post-9/11 years and significantly aimed at Americans. He leaks some of the documents to a columnist at the British Guardian and to the Washington Post. The response is unprecedented: an “international manhunt” (or more politely but less accurately, “a diplomatic full court press”) conducted not by Interpol or the United Nations but by the planet’s sole superpower, the very government whose practices the leaker was so intent on exposing.
And that’s just for starters. Let’s add another factor. The leaker, a young man with great techno-savvy, lets the world know that he’s picked and chosen among the NSA files in his possession. He’s releasing only those he thinks the American public needs in order to start a full-scale debate about the unprecedented secret world of surveillance that their taxpayer dollars have created. In other words, this is no “document dump.” He wants to spark change without doing harm.
But here’s the kicker: he couldn’t be more aware of previous whistleblower cases, the punitive reaction of his government to them, and the fate that might be his. As a result, we now know, he has encrypted the full set of files in his possession and left them in one or more safe places for unknown individuals — that is, we don’t know who they are — to access, should he be taken by the U.S.
In other words, from the time Edward Snowden’s first leaked documents came out, it was obvious that he was in control of how much of the NSA’s secret world would be seen. It would be hard then not to conclude that capturing him, imprisoning him, trying him, and throwing away the key is likely to increase, not decrease, the flow of those documents. Knowing that, the Obama administration and the representatives of our secret world went after him anyway — after one man on a global scale and in a way that may not have a precedent. No thought of future embarrassment stopped them, nor, it seems, did they hesitate because of possible resentments engendered by their heavy-handed pressure on numerous foreign governments.
The result has been a global spectacle, as well as a worldwide debate about the spying practices of the U.S. (and its allies). In these weeks, Washington has proven determined, vengeful, implacable. It has strong-armed, threatened, and elbowed powers large and small. It has essentially pledged that the leaker, former Booz Allen employee Edward Snowden, will never be safe on this planet in his lifetime. And yet, to mention the obvious, the greatest power on Earth has, as yet, failed to get its man and is losing the public opinion battle globally.
An Asylum-less World
Highlighted in all this has been a curious fact of our twenty-first-century world. In the Cold War years, asylum was always potentially available. If you opposed one of the two superpowers or its allies, the other was usually ready to open its arms to you, as the U.S. famously did for what were once called “Soviet dissidents” in great numbers. The Soviets did the same for Americans, Brits, and others, often secret communists, sometimes actual spies, who opposed the leading capitalist power and its global order.
Today, if you are a twenty-first-century “dissident” and need asylum/protection from the only superpower left, there is essentially none to be had. Even after three Latin American countries, enraged at Washington’s actions, extended offers of protection to Snowden, these should be treated as a new category of limited asylum. After all, the greatest power on the planet has, since 9/11, shown itself perfectly willing to do almost anything in pursuit of its definition of “security” or the security of its security system. Torture, abuse, the setting up of secret prisons or “black sites,” the kidnapping of terrorist suspects (including perfectly innocent people) off the streets of global cities and in the backlands of the planet, as well as their “rendition” to the torture chambers of complicit allied regimes, and the secret surveillance of anyone anywhere would only start a far longer list.
Nothing about the “international manhunt” for Snowden indicates that the Obama administration would be unwilling to send in the CIA or special operations types to “render” him from Venezuela, Bolivia, or Nicaragua, no matter the cost to hemispheric relations. Snowden himself brought up this possibility in his first interview with Guardian columnist Glenn Greenwald. “I could,” he said bluntly, “be rendered by the CIA.” This assumes that he can even make it to a land of exile from somewhere in the bowels of the international terminal of Moscow’s Sheremetyevo airport without being intercepted by Washington.
It’s true that there remain some modest limits on the actions even of a rogue superpower. It’s hard to imagine Washington dropping its kidnappers into Russia or China to take Snowden, which is perhaps why it has put such pressure on both countries to turn him in or hustle him along. With smaller, weaker lands, however, non-nuclear allies or enemies or frenemies, don’t doubt the possibility for a second.
If Edward Snowden is proving one thing, it’s this: in 2013, Planet Earth isn’t big enough to protect the American version of “dissidents.” Instead, it looks ever more like a giant prison with a single implacable policeman, judge, jury, and jailer.
Deterrence Theory the Second Time Around
In the Cold War years, the two nuclear-armed superpowers practiced what was called “deterrence theory,” or more aptly MAD, short for “mutually assured destruction.” Think of it as the particularly grim underside of what might have been but wasn’t called MAA (mutually assured asylum). The knowledge that no nuclear first strike by one superpower could succeed in preventing the other from striking back with overwhelming force, destroying them both (and possibly the planet) seemed, however barely, to hold their enmity and weaponry at bay. It forced them to fight their wars, often by proxy, on the global frontiers of empire.
Now, with but one superpower left, another kind of deterrence theory has come into play. Crucial to our era is the ongoing creation of the first global surveillance state. In the Obama years, the sole superpower has put special effort into deterring anyone in its labyrinthine bureaucracy who shows a desire to let us know what “our” government is doing in our name.
The Obama administration’s efforts to stop whistleblowers are becoming legendary. It has launched an unprecedented program to specially train millions of employees and contractors to profile coworkers for “indicators of insider threat behavior.” They are being encouraged to inform on any “high-risk persons” they suspect might be planning to go public. Administration officials have also put much punitive energy into making examples out of whistleblowers who have tried to reveal anything of the inner workings of the national security complex.
In this way, the Obama administration has more than doubled the total whistleblower prosecutions of all previous administrations combined under the draconian World War I-era Espionage Act. It has also gone after Army Private Bradley Manning for releasing secret military and State Department files to WikiLeaks, not only attempting to put him away for life for “aiding the enemy,” but subjecting him to particularly vindictive and abusive treatment while in military prison. In addition, it has threatened journalists who have written on or published leaked material and gone on expeditions into the telephone and email records of major media organizations.
All of this adds up to a new version of deterrence thinking in which a potential whistleblower should know that he or she will experience a lifetime of suffering for leaking anything; in which those, even in the highest reaches of government, who consider speaking to journalists on classified subjects should know that their calls could be monitored and their whispers criminalized; and in which the media should know that reporting on such subjects is not a healthy activity.
This sort of deterrence already seemed increasingly extreme in nature; the response to Snowden’s revelations took it to a new level. Though the U.S. government pursued WikiLeaks founder Julian Assange abroad (while reportedly preparing to indict him at home), the other whistleblower cases might all be considered national security ones. The manhunt against Snowden is something new. Through it, Washington is now punitively expanding twenty-first century deterrence theory to the world.
The message is this: nowhere will you be safe from us if you breach U.S. secrecy. Snowden’s will surely be a case study in how far the new global security state is willing to go. And the answer is already in: far indeed. We just don’t yet know exactly how far.
How to Down a Plane to (Not) Catch a Whistleblower
In this light, no incident has been more revealing than the downing of the plane of Bolivian President Evo Morales, the democratically elected head of a sovereign Latin American nation, and not an official enemy of the United States. Angry Bolivian authorities termed it a “kidnapping” or “imperialist hijack.” It was, at the least, an act for which it’s hard to imagine a precedent.
Evidently officials in Washington believed that the plane bringing the Bolivian president back from Moscow was also carrying Snowden. As a result, the U.S. seems to have put enough pressure on four European countries (France, Spain, Portugal, and Italy) to force that plane to land for refueling in a fifth country (Austria). There — again, U.S. pressure seems to have been the crucial factor — it was searched under disputed circumstances and Snowden not found.
So much is not known about what happened, in part because there has been no serious reporting from Washington on the subject. The U.S. media has largely ignored the American role in the downing of the plane, an incident regularly described here as if the obvious hadn’t happened. This may, at least in part, be the result of the Obama administration’s implacable pursuit of whistleblowers and leakers right into the phone records of reporters. The government has made such a point of its willingness to pursue whistleblowers via journalists that, as Associated Press President Gary Pruitt recently pointed out, national security sources are drying up. Key figures in Washington are scared to talk even off the record (now that “off” turns out to be potentially very “on”). And the Justice Department’s new “tighter” guildelines for accessing reporters’ records are clearly filled with loopholes and undoubtedly little more than window dressing.
Still, it’s reasonable to imagine that when Morales’s plane took off from Moscow there were top U.S. officials gathered in a situation room (à la the bin Laden affair), that the president was in the loop, and that the intelligence people said something like: we have an 85% certainty that Snowden is on that plane. Obviously, the decision was made to bring it down and enough pressure was placed on key officials in those five countries to cause them to bow to Washington’s will.
One can certainly imagine that, but know it? At the moment, not a chance and, unlike in the raid that killed bin Laden, a triumphant situation-room photo hasn’t been released, since there was, of course, no triumph. Many questions arise. Why, to mention just one, did Washington not allow Morales’s plane to land for refueling in Portugal, as originally planned, and simply strong-arm the Portuguese into searching it? As with so much else, we don’t know.
We only know that, to bring five countries into line that way, the pressure from Washington (or its local representatives) must have been intense. Put another way: key officials in those countries must have realized quickly that they stood in the way of a truly powerful urge by the planet’s superpower to get one fugitive. It was an urge so strong that it overrode any other tactical considerations, and so opened the way for Venezuela, Bolivia, and Nicaragua to offer asylum to Snowden with the support of much of the rest of Latin America.
Imagine for a moment that an American president’s plane had been brought down in a similar fashion. Imagine that a consortium of nations pressured by, say, China or Russia, did it and that, with the president aboard, it was then searched for a Chinese or Soviet “dissident.” Imagine the reaction here. Imagine the shock. Imagine the accusations of “illegality,” of “skyjacking,” of “international terrorism.” Imagine the 24/7 media coverage. Imagine the information pouring out of Washington about what would no doubt have been termed “an act of war.”
Of course, such a scenario is inconceivable on this one-way planet. So instead, just think about the silence here over the Morales incident, the lack of coverage, the lack of reporting, the lack of outrage, the lack of shock, the lack of… well, just about anything at all.
Instead, the twenty-first-century version of deterrence theory ruled the day, even though Snowden is the proof that deterrence via manhunts, prosecution, imprisonment, and the like has proven ineffective when it comes to leaks. It’s worth pointing out that what may be the two largest leaks of official documents in history — Bradley Manning’s and Snowden’s — happened in a country increasingly under the sway of deterrence theory.
Slouching Toward Washington to Be Born
And yet don’t think that no one has been affected, no one intimidated. Consider, for instance, a superior piece of recent reporting by Eric Lichtblau of the New York Times. His front-page story, “In Secret, Court Vastly Broadens Powers of NSA,” might once have sent shock waves through Washington and perhaps the country as well. It did, after all, reveal how, in “more than a dozen classified rulings,” a secret FISA court, which oversees the American surveillance state, “has created a secret body of law” giving the NSA sweeping new powers.
Here’s the paragraph that should have had Americans jumping out of their skins (my italics added): “The 11-member Foreign Intelligence Surveillance Court, known as the FISA court, was once mostly focused on approving case-by-case wiretapping orders. But since major changes in legislation and greater judicial oversight of intelligence operations were instituted six years ago, it has quietly become almost a parallel Supreme Court, serving as the ultimate arbiter on surveillance issues and delivering opinions that will most likely shape intelligence practices for years to come, the officials said.”
At most moments in American history, the revelation that such a secret court, which never turns down government requests, is making law “almost” at the level of the Supreme Court would surely have caused an outcry in Congress and elsewhere. However, there was none, a sign either of how powerful and intimidating the secret world has become or of how much Congress and the rest of Washington have already been absorbed into it.
No less strikingly — and again, we know so little that it’s necessary to read between the lines — Lichtblau indicates that more than six “current and former national security officials,” perhaps disturbed by the expanding powers of the FISA court, discussed its classified rulings “on the condition of anonymity.” Assumedly, at least one of them (or someone else) leaked the classified information about that court to him.
Fittingly enough, Lichtblau wrote a remarkably anonymous piece. Given that sources no longer have any assurance that phone and email records aren’t being or won’t be monitored, we have no idea how these shadowy figures got in touch with him or vice versa. All we know is that, even when shining a powerful light into the darkness of the surveillance universe, American journalism now finds itself plunging into the shadows as well.
What both the Morales incident and the Lichtblau article tell us, and what we’ve barely taken in, is how our American world is changing. In the Cold War years, faced with a MAD world, both superpowers ventured “into the shadows” to duke it out in their global struggle. As in so many wars, sooner or later the methods used in distant lands came home to haunt us. In the twenty-first century, without another major power in sight, the remaining superpower has made those “shadows” its own in a big way. Just beyond the view of the rest of us, it began recreating its famed tripartite, checks-and-balances government, now more than two centuries old, in a new form. There, in those shadows, the executive, judicial, and legislative branches began to meld into a unicameral shadow government, part of a new architecture of control that has nothing to do with “of the people, by the people, for the people.”
Such a shadow government placing its trust in secret courts and the large-scale surveillance of populations, its own included, while pursuing its secret desires globally was just the sort of thing that the country’s founding fathers feared. In the end, it hardly matters under what label — including American “safety” and “security” — such a governing power is built; sooner or later, the architecture will determine the acts, and it will become more tyrannical at home and more extreme abroad. Welcome to the world of the single rogue superpower, and thank your lucky stars that Edward Snowden made the choices he did.
It’s eerie that some aspects of the totalitarian governments that went down for the count in the twentieth century are now being recreated in those shadows. There, an increasingly “totalistic” if not yet totalitarian beast, its hour come round at last, is slouching toward Washington to be born, while those who cared to shine a little light on the birth process are in jail or being hounded across this planet.
We have now experienced deterrence theory in two centuries. Once it was brought to bear to stop the wholesale destruction of the planet; once — and they do say that if the first time is tragedy, the second is farce — to deter a small number of whistleblowers from revealing the innards of our new global security state. We came close enough to total tragedy once. If only we could be assured that the second time around it would indeed be total farce, but at the moment, as far as I can tell, no one’s laughing.

How to Be a Rogue Superpower
(Preliminary version, July 2, 2013)
Secret: Anything of yours the government takes possession of and classifies.
Classification: The process of declaring just about any document produced by any branch of the U.S. government — 92 million of them in 2011 — unfit for unclassified eyes. (This term may, in the near future, be retired once no documents produced within, or captured by, the government and its intelligence agencies can be seen or read by anyone not given special clearance.)
Surveillance: Here’s looking at you, kid.
Whistleblower: A homegrown terrorist.
Leak: Information homegrown terrorists slip to journalists to undermine the American way of life and aid and abet the enemy. A recent example would be the National Security Agency (NSA) documents Booz Allen employee Edward Snowden leaked to the media. According to two unnamed U.S. intelligence officials speaking to the Associated Press, “[M]embers of virtually every terrorist group, including core al-Qaida, are attempting to change how they communicate, based on what they are reading in the media [of Snowden’s revelations], to hide from U.S. surveillance.” A clarification: two anonymous intelligence officials communicating obviously secret material to AP reporter Kimberly Dozier does not qualify as a “leak,” but as necessary information for Americans to absorb. In addition, those officials undoubtedly had further secret intelligence indicating that their information, unlike Snowden’s, would be read only by Americans and ignored by al-Qaeda-style terrorists who will not change their actions based on it. As a result, this cannot qualify as aiding or abetting the enemy.
Journalist: Someone who aids and abets terrorists, traitors, defectors, and betrayers hidden within our government as they work to accomplish their grand plan to undermine the security of the country.
Source: Someone who tells a journalist what no one, other than the NSA, the CIA, the Defense Intelligence Agency, the FBI, the Department of Homeland Security, and similar outfits, should know (see “secret”). Such a source will be hunted down and prosecuted to the full extent of the law — or beyond (see “Espionage Act”). Fortunately, as Associated Press president Gary Pruitt recently pointed out, thanks to diligent government action, sources are drying up. (“Some of our longtime trusted sources have become nervous and anxious about talking to us, even on stories that aren’t about national security. And in some cases, government employees that we once checked in with regularly will no longer speak to us by phone, and some are reluctant to meet in person.”) Someday, they may no longer exist. When an unnamed administration official offers information privately to a journalist, however, he or she is not a source — just too humble to take credit for feeding us crucial information needed to understand the complex world we live in.
Blood: This is what leakers have on their hands. A leak, embarrassing the national security state, endangers careers (bloody enough) and, by definition, American lives. Thus, Bradley Manning, in releasing classified State Department and U.S. military documents to WikiLeaks, and Edward Snowden, in releasing NSA secrets to the Guardian, the Washington Post, the South China Morning Post, and Der Spiegel have blood on their hands. We know this because top U.S. officials have told us so. Note that it does not matter if no deaths or physical injuries can directly be traced to or attributed to their actions. This is, however, a phrase with very specific and limited application. American political and military officials who launch aggressive wars, allow torture, kidnapping, and abuse, run drone assassination programs, and the like do not have blood on their hands. It is well known that they are bloodless.
Insider Threat Program: The name of an Obama administration initiative to promote patriotism inside the government. Its goal is to encourage federal employees to become more patriotic by picking up on clues that potentially traitorous co-workers might consider leaking classified information to the enemy (see “journalist”). Government managers, again to promote love of country, are encouraged to crack down on any employees who are found not to have been patriotic enough to report their suspicions about said co-workers. (Words never to be associated with this program: informer, rat, or fink.)
Patriot: Americans are by nature “patriots.” If they love their country too well like (to take but one example) former Vice President Dick Cheney, they are “super-patriots.” Both of these are good things. Foreigners cannot be patriots. If they exhibit an unseemly love of country, they are “nationalists.” If that love goes beyond all bounds, they are “ultra-nationalists.” These are both bad things.
Espionage Act: A draconian World War I law focused on aiding and abetting the enemy in wartime that has been used more than twice as often by the Obama administration as by all previous administrations combined. Since 9/11, the United States has, of course, been eternally “at war,” which makes the Act handy indeed. Whistleblowers automatically violate the Act when they bring to public’s attention information Americans really shouldn’t bother their pretty little heads about. It may be what an investigative reporter (call him “Glenn Greenwald”) violates when he writes stories based on classified information from the national security state not leaked by the White House.
Trust: What you should have in the national security state and the president to do the right thing, no matter how much power they accrue, how many secrets of yours or anybody else’s they gather, or what other temptations might exist. Americans can make mistakes, but by their nature (see “patriots”), with the exception of whistleblowers, they can never mean to do wrong (unlike the Chinese, the Russians, etc.). As the president has pointed out, “Every member of Congress has been briefed on [NSA’s] telephone program and the intelligence committees have been briefed on the Internet program, with both approved and reauthorized by bipartisan committees since 2006… If people don’t trust Congress and the judiciary then I think we are going to have some problems here.”
Truth: The most important thing on Earth, hence generally classified. It is something that cannot be spoken by national security officials in open session before Congress without putting the American people in danger. As Director of National Intelligence James Clapper has made clear, however, any official offering such public testimony can at least endeavor to speak in “the least untruthful manner” possible; that is, in the nearest approximation of truth that remains unclassified in the post-9/11 era.
U.S. Constitution: A revered piece of paper that no one pays much actual attention to any more, especially if it interferes with American safety from terrorism.
Amendments: Retrospectively unnecessary additions to the U.S. Constitution guaranteeing a series of things, some of which may now put us in peril (examples: First Amendment, Fourth Amendment, Fifth Amendment “due process” clause). Fortunately, amendments turn out to be easy enough to amend within the national security state itself.
Checks and balances: No longer applicable, except to your bank statement.
The fourth branch of government: Classically, the U.S. had three branches of government (the executive, legislative, and judicial), which were to check and balance one another so that power would never become centralized in a single place unopposed. The Founding Fathers, however, were less farsighted than many give them credit for. They hadn’t a clue that a fourth branch of government would arise, dedicated to the centralization of power in an atmosphere of total secrecy: the national (or today global) security state. In the post-9/11 years, it has significantly absorbed the other three branches.
FISA court: The Foreign Intelligence Surveillance Act of 1978, much strengthened since September 11, 2001, created a FISA “court” to oversee the government’s covert surveillance activities. A secret “court” for the secret world of surveillance, it can, at just about any time, be convened and conducted via cell phone by the NSA or FBI. There is never a defense lawyer present, only the equivalent of a prosecution request. The search warrants that result read more like legislation by an unelected body. All national security requests for such warrants are granted. Its decisions are not made public. In its arcane rules and prosecutorial stance, it bears a greater relationship to the Inquisition courts of Medieval Europe than any other American court. Its motto might be, “guilty — there are no innocents.” We have no word for what it actually is. The activity it performs is still called “judicial oversight,” but “undersight” would be a more accurate description.
FISA judge: There is, in essence, nothing for a FISA judge to judge. FISA judges never rule against the wishes of the national security state. Hence, a more accurate term for this position might be “FISA rubberstamp.”
Congressional oversight: When a congressional representative forgets to do something. (Historical note: this phrase once had another meaning, but since 9/11, years in which Congress never heard a wish of the national security state that it didn’t grant, no one can quite remember what it was.)
National Security Agency (NSA): A top-secret spy outfit once nicknamed “No Such Agency” because its very existence was not acknowledged by the U.S. government. It is now known as “No Such Agency” because its work has been outsourced to high-priced high-school dropouts, or “No Snowden Anywhere” because it couldn’t locate the world’s most famous leaker.
American security (or safety): The national security state works hard to offer its citizens a guarantee of safety from the nightmare of terror attacks, which since 9/11 have harmed far more Americans than shark attacks, but not much else that is truly dangerous to the public. For this guarantee, there is, of course, a necessary price to be paid. You, the citizen and taxpayer, must fund your own safety from terrorism (to the tune of trillions of dollars heading into the national security budget) and cede rights that were previously yours. You must, for instance, allow yourself to be “seen” in myriad ways by the national security state, must allow for the possibility that you could be assassinated without “due process” to keep this country safe, and so on. This is called “striking a balance” between American liberty and security. Or as the president put it, “You can’t have 100 percent security and also then have 100 percent privacy and zero inconvenience… We’re going to have to make some choices as a society… There are trade-offs involved.” By the way, in return for your pliancy, this guarantee does not extend to keeping you safe from cars, guns, cigarettes, food-borne diseases, natural disasters of any sort, and so on.
The Global War on You (GWOY): This term, not yet in the language, is designed to replace a post-9/11 Bush administration name, the Global War on Terror (GWOT), sometimes also called World War IV by neocons. GWOT was famously retired by President Obama and his top officials, turning the ongoing global war being fought on distant battlefields and in the shadows into a nameless war. That may, however, change. You are, after all, being called to the colors in a war on… you. Congratulations, son or daughter, Uncle Sam wants you (even if not in the way he used to in your grandparents’ day). You, after all, are the central figure in and the key to GWOY and the basis upon which the new global security state will continue to be built.

The Dictionary of the Global War on You
As happens with so much news these days, the Edward Snowden revelations about National Security Agency (NSA) spying and just how far we’ve come in the building of a surveillance state have swept over us 24/7 — waves of leaks, videos, charges, claims, counterclaims, skullduggery, and government threats. When a flood sweeps you away, it’s always hard to find a little dry land to survey the extent and nature of the damage. Here’s my attempt to look beyond the daily drumbeat of this developing story (which, it is promised, will go on for weeks, if not months) and identify five urges essential to understanding the world Edward Snowden has helped us glimpse.
1. The Urge to be Global
Corporately speaking, globalization has been ballyhooed since at least the 1990s, but in governmental terms only in the twenty-first century has that globalizing urge fully infected the workings of the American state itself. It’s become common since 9/11 to speak of a “national security state.” But if a week of ongoing revelations about NSA surveillance practices has revealed anything, it’s that the term is already grossly outdated. Based on what we now know, we should be talking about an American global security state.
Much attention has, understandably enough, been lavished on the phone and other metadata about American citizens that the NSA is now sweeping up and about the ways in which such activities may be abrogating the First and Fourth Amendments of the U.S. Constitution. Far less attention has been paid to the ways in which the NSA (and other U.S. intelligence outfits) are sweeping up global data in part via the just-revealed Prism and other surveillance programs.
Sometimes, naming practices are revealing in themselves, and the National Security Agency’s key data mining tool, capable in March 2013 of gathering “97 billion pieces of intelligence from computer networks worldwide,” has been named “boundless informant.” If you want a sense of where the U.S. Intelligence Community imagines itself going, you couldn’t ask for a better hint than that word “boundless.” It seems that for our spooks, there are, conceptually speaking, no limits left on this planet.
Today, that “community” seeks to put not just the U.S., but the world fully under its penetrating gaze. By now, the first “heat map” has been published showing where such information is being sucked up from monthly: Iran tops the list (14 billion pieces of intelligence); then come Pakistan (13.5 billion), Jordan (12.7 billion), Egypt (7.6 billion), and India (6.3 billion). Whether you realize this or not, even for a superpower that has unprecedented numbers of military bases scattered across the planet and has divided the world into six military commands, this represents something new under the sun. The only question is what?
The twentieth century was the century of “totalitarianisms.” We don’t yet have a name, a term, for the surveillance structures Washington is building in this century, but there can be no question that, whatever the present constraints on the system, “total” has something to do with it and that we are being ushered into a new world. Despite the recent leaks, we still undoubtedly have a very limited picture of just what the present American surveillance world really looks like and what it plans for our future. One thing is clear, however: the ambitions behind it are staggering and global.
In the classic totalitarian regimes of the previous century, a secret police/surveillance force attempted, via every imaginable method, including informers, wire tappers, torture techniques, imprisonment, and so on to take total control of a national environment, to turn every citizen’s life into the equivalent of an open book, or more accurately a closed, secret file lodged somewhere in that police system. The most impressive of these efforts, the most global, was the Soviet one simply because the USSR was an imperial power with a set of disparate almost-states — those SSRs of the Caucasus and Central Asia — within its borders, and a series of Eastern European satellite states under its control as well. None of the twentieth-century totalitarian regimes, however, ever imagined doing the same thing on a genuinely global basis. There was no way to do so.
Washington’s urge to take control of the global communications environment, lock, stock, and chat room, to gather its “data” — billions and billions of pieces of it — and via inconceivably powerful computer systems, mine and arrange it, find patterns in it, and so turn the world into a secret set of connections, represents a remarkable development. For the first time, a great power wants to know, up close and personal, not just what its own citizens are doing, but those of distant lands as well: who they are communicating with, and how, and why, and what they are buying, and where they are travelling, and who they are bumping into (online and over the phone).
Until recently, once you left the environs of science fiction, that was simply beyond imagining. You could certainly find precursors for such a development in, for instance, the Cold War intelligence community’s urge to create a global satellite system that would bring every inch of the planet under a new kind of surveillance regime, that would map it thoroughly and identify what was being mapped down to the square inch, but nothing so globally up close and personal.
The next two urges are intertwined in such a way that they might be thought as a single category: your codes and theirs.
2. The Urge to Make You Transparent
The urge to possess you, or everything that can be known about you, has clearly taken possession of our global security state. With this, it’s become increasingly apparent, go other disturbing trends. Take something seemingly unrelated: the recent Supreme Court decision that allows the police to take a DNA swab from an arrestee (if the crime he or she is charged with is “serious”). Theoretically, this is being done for “identification” purposes, but in fact it’s already being put to other uses entirely, especially in the solving of separate crimes.
If you stop to think about it, this development, in turn, represents a remarkable new level of state intrusion on private life, on your self. It means that, for the first time, in a sure-to-widen set of circumstances, the state increasingly has access not just — as with NSA surveillance — to your Internet codes and modes of communication, but to your most basic code of all, your DNA. As Justice Antonin Scalia put it in his dissent in the case, “Make no mistake about it: As an entirely predictable consequence of today’s decision, your DNA can be taken and entered into a national DNA database if you are ever arrested, rightly or wrongly, and for whatever reason.” Can global DNA databases be far behind?
If your DNA becomes the possession of the state, then you are a transparent human being at the most basic level imaginable. At every level, however, the pattern, the trend, the direction is the same (and it’s the same whether you’re talking about the government or giant corporations). Increasingly, access to you, your codes, your communications, your purchases, your credit card transactions, your location, your travels, your exchanges with friends, your tastes, your likes and dislikes is what’s wanted — for what’s called your “safety” in the case of government and your business in the case of corporations.
Both want access to everything that can be known about you, because who knows until later what may prove the crucial piece of information to uncover a terrorist network or lure in a new network of customers. They want everything, at least, that can be run through a system of massive computers and sorted into patterns of various potentially useful kinds. You are to be, in this sense, the transparent man or transparent woman. Your acts, your life patterns, your rights, your codes are to be an open book to them — and increasingly a closed book to you. You are to be their secret and that “you” is an ever more global one.
3. The Urge to Make Themselves Opaque
With this goes another reality. They are to become ever less accessible, ever more impenetrable, ever less knowable to you (except in the forms in which they would prefer you to know them). None of their codes or secrets are to be accessed by you on pain of imprisonment. Everything in the government — which once was thought to be “your” government — is increasingly disappearing into a professional universe of secrecy. In 2011, the last year for which figures are available, the government classified 92 million documents. And they did so on the same principle that they use in collecting seemingly meaningless or harmless information from you: that only in retrospect can anyone know whether a benign-looking document might prove anything but. Better to deny access to everything.
In the process, they are finding new ways of imposing silence on you, even when it comes to yourself. Since 2001, for instance, it has become possible for the FBI to present you with a National Security Letter which forces you to turn over information to them, but far more strikingly gags you from ever mentioning publicly that you got such a letter. Those who have received such letters (and 15,000 of them were issued in 2012) are legally enjoined from discussing or even acknowledging what’s happening to them; their lives, that is, are no longer theirs to discuss. If that isn’t Orwellian, what is?
President Obama offered this reassurance in the wake of the Snowden leaks: the National Security Agency, he insisted, is operating under the supervision of all three branches of the government. In fact, the opposite could be said to be true. All three branches, especially in their oversight roles, have been brought within the penumbra of secrecy of the global security state and so effectively coopted or muzzled. This is obviously true with our ex-professor of Constitutional law and the executive branch he presides over, which has in recent years been ramping up its own secret operations.
When it comes to Congress, the people’s representatives who are to perform oversight on the secret world have been presented with the equivalent of National Security Letters; that is, when let in on some of the secrets of that world, they find they can’t discuss them, can’t tell the American people about them, can’t openly debate them in Congress. In public sessions with Congress, we now know that those who run our most secret outfits, if pushed to the wall by difficult questions, will as a concession respond in the “least untruthful manner” possible, as Director of National Intelligence James Clapper put it last week.
Given the secret world’s control over Congress, representatives who are horrified by what they’ve learned about our government’s secrecy and surveillance practices, like Democratic Senators Ron Wyden and Mark Udall, can only hint at their worries and fears. They can, in essence, wink at you, signal to you in obscure ways that something is out of whack, but they can’t tell you directly. Secrecy, after all.
Similarly, the judiciary, that third branch of government and other body of oversight, has, in the twenty-first century, been fully welcomed into the global security state’s atmosphere of total secrecy. So when the surveillance crews go to the judiciary for permission to listen in on the world, they go to a secret court, a Foreign Intelligence Surveillance (FISA) court, locked within that secret world. It, in turn, notoriously rubberstamps whatever it is they want to do, evidently offering no resistance whatsoever to their desires. (Of the 6,556 electronic surveillance requests submitted to the court in Obama’s first term in office, for instance, only one was denied.) In addition, unlike any other court in America, we, the American people, the transparent and ignorant public, can know next to nothing about it. And you know perfectly well why: the overriding needs of secrecy.
What, though, is the point of “oversight” if you can’t do anything other than what that secret world wants you to do?
We are, in other words, increasingly open to them and they are increasingly closed to us.
4. The Urge to Expand
As we’ve known at least since Dana Priest and William Arkin published their stunning series, “Top Secret America,” in the Washington Post in 2010, the U.S. Intelligence Community has expanded post-9/11 to levels unimaginable even in the Cold War era. Then, of course, it faced another superpower, not a small set of jihadis largely located in the backlands of the planet. It now exists on, as Arkin says, an “industrial scale.” And its urge to continue growing, to build yet more structures for surveillance, including a vast $2 billion NSA repository in Bluffdale, Utah, that will be capable of holding an almost unimaginable yottabyte of data, is increasingly written into its DNA.
For this vast, restless, endless expansion of surveillance of every sort and at every level, for the nearly half-million or possibly far more private contractors, aka “digital Blackwater,” now in the government surveillance business — about 70% of the national intelligence budget reportedly goes to the private sector these days — and the nearly five million Americans with security clearances (1.4 million with top security clearances, more than a third of them private contractors), the official explanation is “terrorism.” It matters little that terrorism as a phenomenon is one of the lesser dangers Americans face in their daily lives and that, for some of the larger ones, ranging from food-borne illnesses to cars, guns, and what’s now called “extreme weather,” no one would think about building vast bureaucratic structures shrouded in secrecy, funded to the hilt, and offering Americans promises of ultimate safety.
Terrorism certainly rears its ugly head from time to time and there’s no question that the fear of some operation getting through the vast U.S. security net drives the employees of our global security state. As an explanation for the phenomenal growth of that state, however, it simply doesn’t hold water. In truth, compared to the previous century, U.S. enemies are remarkably scarce on this planet. So forget the official explanation and imagine our global-security-state-in-the-making in the grips of a kind of compulsive disorder in which the urge to go global, make the most private information of the citizen everywhere the property of the American state, and expand surveillance endlessly simply trumps any other way of doing things.
In other words, they can’t help themselves. The process, the phenomenon, has them by the throat, so much so that they can imagine no other way of being. In this mood, they are paving the way for a new global security — or rather insecurity — world. They are, for instance, hiking spending on “cybersecurity,” have already secretly launched the planet’s first cyberwar, are planning for more of them, intend to dominate the future cyber-landscape in a staggering fashion, continue to gather global data of every sort on a massive scale, and more generally are acting in ways that they would consider criminal if other countries engaged in them.
5. The Urge to Leak
The massive leaks of documents by Bradley Manning and Edward Snowden have few precedents in American history. Daniel Ellsberg’s Pentagon Papers leak is their only obvious predecessor. They are not, however, happenstances of our moment. They are signs of what’s to come. If, in surveillance terms, the urge to go global and impose ultimate secrecy on both the state’s secrets and yours, to prosecute whistleblowers to the maximum (at this point usually via the Espionage Act or, in the case of Manning, via the charge of “aiding the enemy,” and with calls of “treason” already in the air when it comes to Snowden), it’s natural that the urge to leak will rise as well.
If the surveillance state has reached an industrial level of operations, and ever more secrets are being brought into computer systems, then vast troves of secrets exist to be revealed, already cached, organized, and ready for the plucking. If the security state itself goes global, then the urge to leak will go global, too.
In fact, it already has. It’s easy to forget that WikiLeaks was originally created not just for American secrets but any secrets. Similarly, Manning uploaded his vast trove of secrets from Iraq, and Snowden, who had already traveled the world in the service of secrecy, leaked to an American columnist living in Brazil and writing for a British newspaper. His flight to Hong Kong and dream of Icelandic citizenship could be considered another version of the globalizing impulse.
Rest assured, they will not be the last. An all-enveloping atmosphere of secrecy is not a natural state of being. Just look at us individually. We love to tell stories about each other. Gossiping is one of the most basic of human activities. Revealing what others don’t know is an essential urge. The urge, that is, to open it all up is at least as powerful as the urge to shut it all down.
So in our age, considering the gigantism of the U.S. surveillance and intelligence apparatus and the secrets it holds, it’s a given that the leak, too, will become more gigantic, that leaked documents will multiply in droves, and that resistance to regimes of secrecy and the invasion of private life that goes with them will also become more global. It’s hard from within the U.S. to imagine the shock in Pakistan, or Germany, or India, on discovering that your private life may now be the property of the U.S. government. (Imagine for a second the reaction here if Snowden had revealed that the Pakistani or Iranian or Chinese government was gathering and storing vast quantities of private emails, texts, phone calls, and credit card transactions from American citizens. The uproar would have been staggering.)
As a result of all this, we face a strangely contradictory future in which ever more draconian regimes of secrecy will confront the urge for ever greater transparency. President Obama came into office promising a “sunshine” administration that would open the workings of the government to the American people. He didn’t deliver, but Bradley Manning, Edward Snowden, and other leakers have, and no matter how difficult the government makes it to leak or how hard it cracks down on leakers, the urge is almost as unstoppable as the urge not to be your government’s property.
You may have secrets, but you are not a secret — and you know it.
